Abstract

The first year of the COVID-19 Pandemic greatly weakened the employment and unemployment situation in Semarang City. Based on previous researches, poverty can be overcome by increasing employment opportunities, social assistance, community empowerment, increasing education-based human resources and developing access to microfinance. Some previous investigations ignored the concept of Sustainable Development Goals (SDGs) as one of the concepts that can be carried out. SDGs are concepts that have prospects for overcoming poverty in Indonesia because those not only pay attention to economic aspects but also social and environmental aspects. The urgency of this research was the high poverty rate which indicated a low level of social welfare and required appropriate efforts and strategies to overcome. Poverty alleviation efforts must pay attention to all aspects, including economic, social and environmental in accordance with the Sustainable Development Goals (SDGs). Thus, the specific objectives of this research were 1) to analyze the development of poverty and the economy in the city of Semarang, 2) to analyze the role of economic growth and regional financial management against poverty, 3) to develop a poverty alleviation strategy model based on Sustainable Development Goals (SDGs). In realizing those objectives, this research employed a quantitative approach with the Partial Least Square (PLS) analysis method. Findings showed that the degree of fiscal decentralization did not directly have a significant direct effect on both economic growth and poverty. Furthermore, the balancing fund variable had a significant direct effect on both economic growth and poverty. Meanwhile, economic growth did not directly have a significant effect on poverty. Indirectly, neither the degree of fiscal decentralization nor the balance fund had a significant effect on poverty through economic growth

Abstract

During the Covid-19 pandemic, the percentage of poor people in Central Java increased from 10.58% in 2019 to 11.41% in 2020, and in 2021 it again increased to 11.79%. It happened due to the large number of companies that have terminated employment (PHK) for several employees because of the dramatic company's production drop. Regarding this matter, the open unemployment rate in Central Java experienced a very significant increase, namely from 4.44% in 2019 to 6.48% in 2020. The specific purpose of this research was to analyze possible strategies for increasing economic growth as a means of reducing poverty and unemployment through the optimization of regional financial management. It used an SEM PLS analysis method. Findings showed that: 1) balancing funds was the variable that had a direct and significant effect on economic growth, 2) balancing funds and economic growth had a direct and significant effect on the unemployment, 3) the variables which had a direct and significant relationship on poverty were capital expenditure and economic growth, 4) fiscal decentralization and balancing funds had no significant effect on poverty, 5) capital expenditure had an indirect effect on unemployment through economic growth, 6) the variable that indirectly had a significant influence on poverty through economic growth is also capital expenditure, 7) capital expenditure indirectly had a significant effect on poverty through economic growth, 8) fiscal decentralization and balancing funds had no significant effect on unemployment and poverty through economic growth. Thus, Central Java province used to be a province with unemployment and poverty issues. For the strategies, it is suggested for the government to simplify the registration process of license and tax breaks for labor-intensive industries so that they can absorb a greater workforce.

Abstract

The role of local government in the era of regional autonomy is to have the authority to develop the regional economy in accordance with the potential of the region. So that it is expected that the formation of a strategy or policy is more appropriate in overcoming regional economic problems, considering that each region has different economic growth and per capita income. This study aims to find out inequality in economic development and determine the classification of districts/cities in the Riau Archipelago Province for the period 2016 – 2021 using the Williamson Index approach and the Klassen Typology. Based on the results of the Williamson Index calculations in 2016 – 2021, it shows that the Riau Archipelago Province has experienced a decrease in the index number to 0.40. This condition indicates that there are government efforts to equalize economic development so that the disparity in economic development between districts/cities in the Riau Archipelago Province has decreased. Even so, inequality in economic development in this province still exists and needs to be corrected, one of which is through the concentration of economic activity in each region. Based on the results of the study using the Klassen Typology, it shows that most of the regencies/cities in the Riau Archipelago Province in the 2016 – 2021 period are included in relatively underdeveloped areas, namely; Karimun Regency, Lingga Regency, Bintan Regency and Tanjungpinang City. In addition, there are 2 districts that are included in the classification of developed but depressed areas, namely; Natuna and Anambas Regencies. Furthermore, the areas included in the classification of fast developing areas are; Batam city.

Abstract

The phenomenon of urbanization continues to increase in Indonesia. Urbanization can have both positive and negative influences. The higher urban population will push many industries, but environmental issues also potentially increase. On the other hand, more density leads to increased competition for work, which potentially increases crime. As a result, this study intends to investigate how urbanization affects Indonesia's environmental, economic, and social performance. The study employed a quantitative technique utilizing panel data from 33 Indonesian provinces for the years 2010, 2015, and 2020, which was then evaluated using the structural equation-partial least square model on SmartPLS 3.0. The findings revealed that urbanization had a significant negative effect on the environmental quality index. Meanwhile, urbanization had a significant positive effect on gross regional domestic product and the number of victims of theft. It can be concluded that urbanization encouraged economic improvement, but had the potential to worsen environmental conditions and crime. Thus, to reduce the negative impact on the environment, the government needs to emphasize the use of environmentally friendly fuels to the public. Also, implementing requirements for residents who will carry out urbanization to have skills that can be absorbed by the world of work

Abstract

In the increasingly rapid development of the information age, MSME actors are required to optimize resources, but with limited capital and so on, MSME actors do not fully have all the resources needed. Coopetition is one of the phenomena currently being carried out by business actors and MSMEs. Where in coopetition the two parties who compete with each other at the same time also decide to work together. This study aims to analyze 3 dimensions of coopetition, namely mutualism, trust and commitment to the development of MSMEs by involving attitudes towards pandemics as a moderating variable. This research is a quantitative study with a population of business actors (MSMEs) who are in the Semarang City BUMN House which has as many as 2,000 MSME members. The test uses multiple linear regression analysis and Moderated Regression Analysis (MRA). The results of the analysis show that mutualism, trust and commitment each have an effect on the development of MSMEs. Attitudes towards the Covid-19 pandemic did not work as a moderating variable.

Abstract

Protecting migrant workers' right to social security is essential, not only to ensure equality of treatment in social security for migrant workers but also to extend social security coverage to currently unprotected populations. Migrant workers have become one of the pillars of national economic growth and contributed significantly to state revenues and economic productivity, through high remittances. Therefore, the organizers of employment social security need to increase the probability of migrant workers becoming BPJS Employment participants. By using the logistic regression method and Sakernas data for August 2021, it was found that migrant workers with work contracts and BPJS for health membership have a higher tendency to become participants in employment social security. Recommendations for membership extension for migrant workers can be made with several alternatives such as, (1) justifying or adjusting payment schemes for migrant workers who work in the informal sector abroad (2) encouraging the expansion of the coverage of migrant workers, BPJS for Employment can carry out socialization of the program by collaborating with BP2TKI and Indonesian Migrant Worker Placement Agency (P3MI) (3) It is necessary to encourage employers to register their workers in employment social security, through document requirements for the distribution of migrant workers.

Abstract

Zakat is the obligation of every Muslim who has fulfilled the nishab and haul requirements. Zakat has been practiced since the Prophet Muhammad SAW to today's contemporary zakat. This study aims to discuss zakat from the perspective of the philosophy of science in the dimensions of ontology, epistemology, and axiology. This research uses a qualitative, descriptive approach and literature study. Data were obtained from reference articles searched through the Google application and Published or Perish. The results of the study show that from the perspective of the philosophy of science, zakat can be explained in three dimensions, namely: ontology, epistemology, and axiology. On the ontological dimension, zakat includes the meaning of the nature of the science of zakat which can be proven to exist. The epistemological dimension of the science of zakat related to the basis of knowledge, sources, characteristics, truth of knowledge, and how to obtain zakat knowledge. Finally, on the axiological dimension, the discussion of zakat includes the relationship between knowledge and values, the feasibility of the science of zakat to be developed, and the functions and uses of the science of zakat. In the end, the science of zakat needs to be developed so that the benefits of zakat are more significant for the welfare of society.
