Abstract

ABSTRAK Pengelolaan perawatan taman kura-kura belawa untuk saat ini masih minim perhatian dari Pemerintah Kabupaten Cirebon. Tujuan dari penelitian ini adalah mendeskripsikan lingkungan internal dan eksternal obyek wisata kura-kura Belawa dan strategi untuk pengembangannya. Jenis penelitian merupakan penelitian deskriptif kualitatif.Teknik pengumpulan data yang digunakan adalah wawancara, observasi dan dokumentasi.Hasil penelitian menunjukkan bahwa berdasarkan analisis lingkungan internal : 1)Visi dan misi Dinas Pariwisata Kabupaten Cirebon sudah sesuai renstra, 2) Kualitas sumber dayamanusia masih kurang, 3) Anggaran yang diberikan pemerintah masih minim, 4) Dinas Pariwisata Kabupaten Cirebon telah memfasilitasi rencana renovasi obyek wista kura-kura Belawa melalui kementrian atau ke provinsi, 5) Pemerintah daerah sudah mempunyai rencana program jangka panjang dan jangka pendek untuk membangun sarana prasarananya. Sedangkan dari analisis lingkungan eksternal: 1) Kondisi perekonomian masyarakat yang mendukung terhadap perkembangan kepariwisataan. 2) Kondisi lingkungan politik yang stabil. 3) Kondisi sosial budaya yang mendukung terhadap pengembangan kepariwisataan. 4) Kurangnya kerjasama dengan investor sehingga masalah kecukupan anggaran sulit untuk dipenuhi. Sedangkan strategi pengembangan yang dilakukan antara lain : 1) Melakukan peningkatan kualitas dan kuantitas SDM dengan adanya kondisi politik yang stabil seperti. 2) Memanfaatkan media informasi yang baik untuk meningkatkan jumlah investor.3)Memanfaatkan kesesuaian visi dan misi dengan kondisi kepariwisataan,sebagai landasan untuk menambah daya tarik wisata melalui kondisi sosial budaya yang ada serta adanya komitmen dari stakeholder.

Abstract

Lebak Regency as one of the districts that is still lagging behind in Banten Province, does not rule out the possibility of having the potential to be developed so that it can compete with other districts / cities in Banten Province. PKWp is the center of activities that are promoted later to be designated as Regional Activity Centers. There are two sub-districts included in the PKWp in Lebak Regency, namely Maja and Bayah. The problem that occurs is that it still relies on the agricultural sector so that it needs to be developed in the non-agricultural sector, limited supervision of spatial utilization, not yet supporting infrastructure facilities in the development of PKWp, and regional disparities between districts in Lebak Regency. The purpose of this study was to find out and analyze the development of PKWp in Lebak Regency and analyze the driving or inhibiting factors in developing PKWp in Lebak Regency. This study used qualitative research methods. The results of this study the driving factors in regional development, namely physical (education, health, economy and infrastructure) and investment, while inhibiting factors in regional development, namely social, productive population migration, government policies, trade patterns and trade activities.

Abstract

Semarang city has a strategic role in empowering MSMEs, one of which is the MSMEs of Semarangan Batik crafts. However, it has not been able to develop and still has some problems. The purpose of this study is to determine the efforts made by Coorporatives and MSMEs Department of Semarang city, the participation of batik artisans, and its constrains. The research is qualitative descriptive research. The results show that the efforts made by Coorporative and MSMEs Department of Semarang city are good enough based on aspects of human resource development, community capital fertilization, productive bussiness development and the provision of appropriate information, while the participation of batik artisans in empowering of batik crafts in Rejomulyo Batik village has been good based on aspects of participations in decision making, participation in the implementation of activities, participation in monitoring and evaluation in the utilitation of development results. Nevertheless, the obstacles encountered in Rejomulyo Batik village is lack of facilities and infrastructure, difficulties in finding workforce, and less active basic community. For this reason, suggestions that can be given are Coorporatives and MSMEs Department of Semarang need to make and hold website training, put up banners and make news in print and electronic media, must coordinate with several institutions and conduct Corporate Social Responsibility (CSR) related to batik training , it is necessary to improve the monitoring function of the community,, while the batik artisans themselves must be able to utilize the internet and social media for the promotion of batik products, it must be more responsive and enthusiastic to increase public awareness, especially the younger generation and must be more frequent and intense in conducting socialization and batik activities through the community.

Abstract

Surat Keterangan Penduduk Non Permanen (SKPNP) is a compulsory document for non permanent residents in a certain region. It is regulated in Pemendagri number 14 of 2015 concerning data collection guidelines of non permanent residents. In Semarang city, SKPNP is regulated in local regulation of Semarang city number 4 of 2016 concerning population administration. Semarang city has high urbanization flows because of the facilities provided. One of the facilities is in the field of education. Semarang has a lot of top universities. It caused a lot of students from outside Semarang, even from outside Java island come to Semarang for studying at universities in Semarang. From 16 sub-districts in Semarang, one of them is Tembalang. Tembalang has a lot of universities including Undip and Polines. It caused a lot of students living at dormitory in Tembalang as non-permanent resident although the amount of students who live as permanent residents have high quantity, but the number of SKPNP makers is still very low even in Semarang city. This research uses effectiveness aspects including goals and regulation program aspect, program socialization aspect, program implementation aspect, and program monitoring aspect. The results show the problems that cause low making of SKPNP. The problems are : the regulation that have not been updated, lack of socialization, lack of RT and RW capacity, students who tend to migrate in living, lack of participation from students, and lack of monitoring.

Abstract

The Indonesian Province of Aceh holds a special autonomy to have a local political party that is expected to promote the people?s interests in Aceh. In this sense, the privileged autonomy should have to have a good governance performance.  Nevertheless, it has not yet impacted significantly the performance of legislation. After the 2017 local election, two major local political parties dominate Aceh?s provincial government, which discord with each other crucially that results in a divided government. This research aims to observe factors that take effect on the performance of legislation in the province of Aceh in the course of 2014 to 2018. This study employs qualitative methods. It reveals that in the legislation process, there is ineffective communication between the provincial government of Aceh and the local parliament (Dewan Perwakilan Rakyat Aceh/DPRA) to legislate a local regulation called qanun. This phenomenon is also triggered by the dispute over the parliament, which is split between two major local political parties. With ineffective communication between the government and the parliament, they did not work optimally to legislate many bills in every one-year term. Divided government leads to the vacuum or unproductivity of elements of the provincial government.

Abstract

Pemerintah menargetkan Indonesia bebas lokalisasi Prostitusi pada tahun 2019. Banyak penelitian menemukan bahwa menutup lokalisasi tidak menyelesaikan permasalahan prostitusi tetapi justru menciptakan permasalahan baru. Pemerintah Kota Semarang pada Tahun 2018 mengeluarkan statement ke media massa mengenai penutupan Lokalisasi SK yang akan ditutup pada Desember Tahun 2018. Tahapan rencana pelaksanaan penutupan telah disusun, struktur tim pelaksanaan penutupan pun telah terbentuk namun hingga sekarang penutupan tersebut urung dilaksanakan. Penelitian ini bertujuan untuk menganalisis proses kebijakan penutupan SK. Penelitian ini menggunakan metode kualitatif deskriptif melalui wawancara mendalam, observasi dan penelusuran studi pustaka. Informan penelitian ditentukan secara purposive sampling. Hasil penelitian menunjukkan bahwa kebijakan penutupan lokalisasi SK tidak bisa dilaksanakan tepat waktu karena adanya hambatan-hambatan dari internal maupun eksternal birokrasi. Interprestasi subjektif dari Dinas Sosial dan Bappeda Kota Semarang tidak bergerak pada satu tujuan yang sama. Partisipatif dan responsivitas kelompok sasaran kebijakan rendah karena menolak kebijakan. The government freed Indonesia to free Prostitution in 2019. Many studies have found that closing localization does not resolve the debate. Semarang City Government in 2018 stated to the mass media about the closure of the Localization of the Decree, which will be closed in December 2018. This study discusses to analyze the decision process of the Decree. This research uses descriptive qualitative method through in-depth interviews, observation and literature study search. The research sample was purposive sampling. The results showed the closure of the SK localization policy could not be carried out on time because it had to do with internal and external bureaucratic obstacles. Subjective interpretation of the Semarang City Social and Bappeda Office does not move in the same direction. The participation and responsiveness of policy targets are low because policies rejected.

Abstract

Tujuan dari penelitian ini adalah untuk menganalisis kekuasaan dan kepentingan yang dimiliki serta melihat strategi yang digunakan oleh LSM dalam memenuhi hak penyandang disabilitas di bidang tenaga kerja. Penelitian ini menggunakan metode penelitian deskriptif. Hasil penelitian menunjukkan bahwa LSM merupakan aktor yang tergolong dalam tipe subject, yaitu aktor yang memiliki kekuasaan yang rendah akan tetapi memiliki kepentingan yang besar terhadap kebijakan tersebut. Walaupun memiliki kekuasaan yang rendah LSM menyusun strategi yang dapat meningkatkan penyerapan tenaga kerja disabilitas di bidang tenaga kerja. Strategi yang disusun sesuai dengan tujuan dari kebijakan pemenuhan hak penyandang disabilitas di bidang tenaga kerja, yaitu untuk meningkatkan penyerapan tenaga kerja disabilitas di dalam dunia kerja, oleh karena itu strategi yang dilakukan oleh LSM adalah bekerja sama dengan badan usaha yang ada di Kota Semarang, memberikan pelatihan secara mandiri kepada penyandang disabilitas dan mengadakan advokasi dengan badan usaha yang di Kota Semarang.

Abstract

Passport making service is a form of public service under the Ministry of Law and Human Rights. As a state organizing apparatus in charge of serving citizens in the best possible way, the Ministry of Law and Human Rights of the Republic of Indonesia is considered the implementation of its duties by the Directorate General of Immigration. Immigration is the only vertical agency that takes care of the arrival and return of Indonesian citizens and foreign nationals to be able to enter and exit Indonesian territory. A passport is a cross- border travel document that is a valid condition of departure or return of a citizen to enter or exit Indonesia. Results and discussions. The quality of passport-making services at The Immigration Office class I TPI Semarang as a big good with new innovations to improve its quality, namely with immigration authorities socializing about immigration in 5 districts 2 cities in the area of the immigration office class 1 TPI Semarang, the incandration of integrity zones to achieve the predicate of corruption-free areas in 2019, ambassadors of services, and innovations of Jempol Semar made to serve people disabilities or special diseases. The conclusion and advice on the quality of passport management services at TPI Semarang Class I Immigration Office should be improved by increasing the amount of human resources (HR) for people with disabilities or special illnesses, expanding parking lots and increasing photo space for people with disabilities so as not to join the waiting room.

Abstract

ABSTRAK Secara umum, pendidikan dan pelatihan (diklat) adalah proses pembelajaran yang ditujukan kepada aparatur sipil negara agar dapat meningkatkan kompetensi pegawai. Penelitian ini bertujuan untuk mengetahui pelaksanaan kebijakan dan faktor-faktor penghambat dan faktor-faktor pendukung. Penelitian ini penting karena kehadiran Virus Corona di Indonesia mengubah realisasi penyelenggaraan diklat yang sebelumnya klasikal (tatap muka) menjadi pembelajaran secara full online. Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Penelitian dilaksanakan di Lembaga Administrasi Negara, informan penelitian dengan teknik snowball sampling, yaitu Kepala Pusat Pengembangan Kompetensi Kepemimpinan Nasional dan Manajerial Aparatur Sipil Negara, peserta diklat, widyaiswara, dan staff penyelenggara. Instrumen penelitian adalah peneliti, sedangkan teknik keabsahan data menggunakan triangulasi sumber. Hasil penelitian menunjukkan bahwa implementasi kebijakan penyelenggaraan PKN II melalui e-learning di Lembaga Administrasi Negara belum terlaksana dengan maksimal. Faktor yang menghambat dan mendukung implementasi kebijakan PKN II secara e-learning, antara lain: belum terbiasa belajar secara online, keletihan mengikuti pembelajaran, tidak fokusnya peserta dalam mengikuti diklat, dan kurang ketegasan dari pihak penyelenggara terkait surat kebebasan tugas peserta.

Abstract

Abstract The development of batik is currently a serious problem in Grobogan Regency due to the lack of competitiveness of grobogan batik quality. The lack of attractiveness of the public to buy batik products led to a decrease in the amount of production. This research aims to analyze management in the development of Grobogan batik industry as an effort to empower the community and the factors that are the obstacles. This research uses qualitative descriptive method with data collection techniques using interview, observation and documentation techniques. The research looked at the management component in the development of Grobogan batik industry as a community empowerment effort that includes planning, organizing, actuating, controlling owned by George R. Terry, and wilson's theory of empowerment process. The results showed that the management of the development of the Grobogan batik industry as an effort to empower the community in Grobogan Regency is good enough although still not maximal because of activities that only focus on monotonous coaching and lack of innovations that can attract more people to participate. The factors that influence are: weak public awareness, lack of community participation rate, lack of ability to use technology, traditional mindset of society, people still market batik products with conventional, and lack of public attraction so that there needs to be more opportunities for the community to increase participation, there is still a feeling of excessive sungkan and innovation and expansion of cooperation with the marketplace. The suggestions provided are: provide space and opportunities for the community in conveying aspirations, developing innovations by bringing professional speakers in sustainable seminars, providing market place training, conducting open surveillance reporting uploaded through the Disperindag web, as well as marketing Grobogan batik products, in tourist attractions.
