Abstract

             The Gender Empowerment Index (GDI) is a measure obtained from women's indicators in the legislature, professional women and women's income contribution. Of these three indicators, the position of women in the legislature is a massive inator that will only move once every 5 years. The regulation on political representation has been established since 2003 by setting a quota of 30%, but on the way up to 16 years the affirmative action has not been successful. The reason is the role of political parties is not optimal, female candidates are limited human resources and limited in the narrow nomination. The position of women's representation in the legislature contributes greatly in forming GDI. Women's contributions will be massive within 5 years. Therefore a strategic step is needed to collaborate between the power of political parties in promoting female candidates with political capital owned by women. Strong political parties have the opportunity to make this happen.

Abstract

This research was carried out to see how food security policy is by looking at how much per capita consumption is carried out by lowland rice farmers within one year. With this, it can be known when rice farmers experience rice shortages and cannot afford to buy rice and how to overcome this food security policy problem. This study will collect quantitative and qualitative data relating to food production. Analysis of data utilizing both quantitative and qualitative methods. Food Security policy Lines and Farmers' Fear Ratio: Quantitative and Qualitative Modeling Using this Food Security policy Line Model, rice farmer families' food security policy will be characterized as either robust or weak. Calculating the Farmer Fear Ratio in order to evaluate if farmers are pessimistic or optimistic about the fulfillment of rice consumption needs. This study found that the amount of rice consumption in village X for rice farmers reached 121 kg of rice per capita per year, while in village Y, it reached 185 kg per capita per year. In the meantime, when rice farmers face rice shortages and cannot afford to purchase rice in the market, they borrow rice from mills. In village X, the food security policy line is over 1, while in village Y it is below 1. This indicates that village X has a higher level of food security policy than village Y.

Abstract

This study aimed to formulate a model and analyze the efforts of women heads of low-income families in dealing with the COVID-19 pandemic. The real impact that occurs, especially for women heads of low-income families, is the decline in the household economy, gender vulnerabilities such as limited accessibility, the inability to maintain legal identity, especially for divorced women, a large number of dependents, and the loss of the work they have been working. The question of this research is how the models and efforts of women heads of low-income families adapt to the COVID-19 pandemic. The research method uses a mixed-method, with a locus of Surakarta city, the number of informants interviewed by women heads of low-income families is 41 people, carried out by observation, in-depth interviews, and focus group discussions. The results showed that most of the female heads of poor households could adapt by changing their livelihoods, strengthening and mobilizing family members, making changes to their diet, and increasing social piety. The social environment and local government also support adaptation. The gender cross-cutting approach found issues related to community empowerment, women's empowerment and child protection, and small and medium business cooperatives.

Abstract

Healthy city is a dream for every citizen. To gain longer life and reaching happiness in life is not naive. To achieve a city with no health dimension is not easy. There are key indicators, main indicators and operational indicators to be met. Hence, to reach a healthier city could not be able to be fed by the government itself. Healthy cities should be done by multi stakeholders, communities, business owners, religious leaders, community leaders, and the government should work together to make this happen. The city of Semarang has proved its recognition by the Ministry of Health of the Republic of Indonesia with a healthy city award with a classification of “Padapa” or a healthy city award in the consolidation of the Ministry of Health.

Abstract

Civil rights and freedom for children have not yet been accepted. Many factors include public ignorance of rights that should exist. Although the Convention on the Rights of the Child has been ratified, it has not been able to implement the rights of the child is still far from expectations. Accessibility of information on the rights of children, still far from reaching, is primarily the provision of basic tools supporting the development of civil rights and freedoms. One of the fundamental rights in civil rights and freedoms is the right to acquire a legal name and recognition of the possession of a birth certificate. The national target in the RPJMD 2019 for the deed coverage is 85%, but there are still many districts that have not yet been realized. Permendagri number 9 of 2016 is a way of accelerating the ownership of Birth Certificate, and the key is how local government to innovate to realize the rights of the child. Semarang City is able to realize with the innovation of online services.

Abstract

Street children in Semarang become major problem nowadays. Spacious distribution and high vulnerability is one of the main concern. The problem of street children is being complicated because of the network complexity. Street children are now in three scopes of the regional government such as the police department, the community, and the environment. Semarang government already has Regional Regulation number 5 of 2014 which regulates the handling of street children. The content of the Regional Regulation has fulfilled the needs in handling street children. However, this policy has not been able to work effectively because there are several verse that are still being debated both in the community and in the local government. The step that must be carried out is deforming the Regional Regulation by passing the Mayor Regulation as a more operational policy. In the perspective of the implementation context of handling street children, five strategies are being used. These strategies are prevention, service, advocacy, protection and rehabilitation.

Abstract

Gender mainstreaming (PUG) is a strategy of integrating gender issues in the budget planning process. The aim is to ensure that gender issues can be resolved properly by the government. The mandate for organizing the PUG is contained in Presidential Instruction number 9 of 2000 concerning Gender Mainstreaming of the National Development Plan. Although this mandate has been formulated since 2000, the Government of Indonesia has actually signed various conventions for gender equality, protection and justice. These mandates were then narrowed down in 7 prerequisites for Gender Mainstreaming, namely commitment, policy, institutional, gender and child data systems, tools, human resources, and community participation. Prerequisites Gender Mainstreaming is one order in achieving gender equality and justice. The Semarang City Government is struggling to meet the prerequisites for achieving gender equality and justice, but the evaluation results showed that there are some components that cannot be fulfilled. Evaluation theory that compares indicators and performance achievements has shown several prerequisites that are not achieved optimally such as commitment, human resources, and tools. This descriptive qualitative study specifically recommends that the City of Semarang immediately accelerate commitments in the form of drafting Regional Regulations on Gender Mainstreaming, as well as gender responsive planning policies that are integrated in the regular process.

Abstract

Inpres 9 Tahun 2000 merupakan Inpres yang masih bertahan digunakan sebagai dasar dalam pelaksanaan Pengarusutamaan Gender (PUG). Meskipun tidak lagi sebagai bagian dari hirarkhi dalam peraturan perundang-undangan, namun Inpres 9 tahun 2000 merupanan tonggak penting penyelenggaraan PUG. Seperti diketahui PUG adalah sebuah strategi mengintegrasikan isu gender, pengalaman, aspirasi perempuan dan laki-laki ke dalam perencanaan, penganggaran, pelaksanaan, monitoring dan evaluasi pembangunan. Dalam implementasinya upaya tersebut dilakukan dengan menerapkan tujuh prasyarat PUG yaitu komitmen, kebijakan, kelembagaan, Sumberdaya Manusia (SDA dan Sumberdaya Anggaran (SDA), alat yang digunakan, system data gender dan anak, dan partisipasi masyarakat. Prasyarat PUG ini tidak mudah diterapkan, selain rumitnya uraian dari prasyarat juga karena banyak Organisasi Perangkat Daerah (OPD) belum peduli terhadap penyelenggaraan PUG. Hal inilah yang menjadi tujuan dalam penelitian ini yaitu menganalisis penyelenggaraan tujuh prasyarat PUG di daerah. Penelitian ini dilakukan dengan metode deskriptif kualitatif yaitu menggambarkan kondisi capaian tujuh prasyarat PUG dengan lokasi Kabupaten Wonosobo. Pilihan Kabupaten Wonosobo ini didasarkan pada capaian perolehan Anugerah Parahita Ekapraya (APE) pada tingkat Mentor yang diperoleh tahun 2020. APE adalah penghargaan tertinggi yang diberikan presiden kepada Kementrian, Lembaga, Provinsi dan Kabupaten Kota dalam menyelenggarakan PUG. Hasil penelitian ini menunjukan keberhasilan yang baik dari Kabupaten Wonosobo dalam menyelenggarakan PUG, meskipun terdapat hal-hal yang masih harus dioptimalkan jika menilik dari capaian tujuh prasyarat PUG.

Abstract

Pelayanan publik sebagaimana dalam UU Nomor 25 Tahun 2009 adalah kegiatan atau rangkaian kegiatan dalam rangka pemenuhan kebutuhan pelayanan sesuai dengan peraturan perundangundangan bagi setiap warga negara dan penduduk atas barang, jasa, dan / atau pelayanan administratif yang disediakan oleh penyelenggara pelayanan publik. Berbagai kebijakan yang diluncurkan pemerintah untuk tetap memberikan layanan prima kepada masyarakat terus dilakukan. Inovasi pelayanan oleh penyelenggara pelayanan publik salah satunya dengan memanfaatkan teknologi informasi secara (online) menjadi cara penyelenggaraan pelayanan publik tetap dapat berjalan efektif sehingga mengurangi kontak satu sama lain. Sistem Pemerintahan Berbasis Elektronik (SPBE) atau dikenal dengan sebutan E-Government menjadi kebutuhan pada semua level birokrasi, sebagai konsekuensi masifnya praktik bekerja dari rumah atau work from home. Beberapa contoh layanan yang telah disediakan oleh pemerintah seperti: webinar, penggunaan aplikasi zoom, microsoft team, e-budgeting, eproject planning, e-perizinan, system delivery, e-controlling, e-reporting hingga emonev, serta masih banyak lagi layanan elektronik yang disediakan oleh pemerintah dalam memberikan layanan kepada masyarakat

As intended, the target to be achieved by the Department of Transportation is the creation of transportation services that are effective, integrated, sufficient capacity, affordable rates, orderly, orderly, smooth and fast, safe, secure, easy, timely and comfortable and efficient in a unified national transportation network. . This study uses aiidescriptive researchiimethod with a qualitativeiiapproach. Sourcesiiof data usediiare primaryiidata and secondary data. Theiiresearch instrumentsiiused were theiiresearchersiithemselves, interviewiiguides, andiifield notes.ii Theiiresults of this study are (1) Pekalongan CityiiTransportationiiService has an important role as an agency that handles the transportation sector in general. Iniiconnection with efforts toiiimprove services to theiicommunity, one of the efforts made by the Pekalongan City Transportation Service is to improve services to theiicommunity in the field of city itransportation services, (2) In an effort to improve services, the community's response to city transportation services in Pekalongan City reaped positive and negative responses. (3) There are supporting factors as well as inhibiting factors from the Pekalongan City Transportation Service in improving public services in the field of urban transportation. Supporting factors include, adequateiiresource capabilities, the communityiiis required to playiian active role suchiias using cityiitransportation in an orderlyiimanner andiinot stoppingiipublic transportationiiin anyiiplace, asiiwelliias providingiiadequate facilitiesiiand infrastructure.
