Abstract

Healthy city is a dream for every citizen. To gain longer life and reaching happiness in life is not naive. To achieve a city with no health dimension is not easy. There are key indicators, main indicators and operational indicators to be met. Hence, to reach a healthier city could not be able to be fed by the government itself. Healthy cities should be done by multi stakeholders, communities, business owners, religious leaders, community leaders, and the government should work together to make this happen. The city of Semarang has proved its recognition by the Ministry of Health of the Republic of Indonesia with a healthy city award with a classification of “Padapa” or a healthy city award in the consolidation of the Ministry of Health.

Abstract

Civil rights and freedom for children have not yet been accepted. Many factors include public ignorance of rights that should exist. Although the Convention on the Rights of the Child has been ratified, it has not been able to implement the rights of the child is still far from expectations. Accessibility of information on the rights of children, still far from reaching, is primarily the provision of basic tools supporting the development of civil rights and freedoms. One of the fundamental rights in civil rights and freedoms is the right to acquire a legal name and recognition of the possession of a birth certificate. The national target in the RPJMD 2019 for the deed coverage is 85%, but there are still many districts that have not yet been realized. Permendagri number 9 of 2016 is a way of accelerating the ownership of Birth Certificate, and the key is how local government to innovate to realize the rights of the child. Semarang City is able to realize with the innovation of online services.

Abstract

Street children in Semarang become major problem nowadays. Spacious distribution and high vulnerability is one of the main concern. The problem of street children is being complicated because of the network complexity. Street children are now in three scopes of the regional government such as the police department, the community, and the environment. Semarang government already has Regional Regulation number 5 of 2014 which regulates the handling of street children. The content of the Regional Regulation has fulfilled the needs in handling street children. However, this policy has not been able to work effectively because there are several verse that are still being debated both in the community and in the local government. The step that must be carried out is deforming the Regional Regulation by passing the Mayor Regulation as a more operational policy. In the perspective of the implementation context of handling street children, five strategies are being used. These strategies are prevention, service, advocacy, protection and rehabilitation.

Abstract

Gender mainstreaming (PUG) is a strategy of integrating gender issues in the budget planning process. The aim is to ensure that gender issues can be resolved properly by the government. The mandate for organizing the PUG is contained in Presidential Instruction number 9 of 2000 concerning Gender Mainstreaming of the National Development Plan. Although this mandate has been formulated since 2000, the Government of Indonesia has actually signed various conventions for gender equality, protection and justice. These mandates were then narrowed down in 7 prerequisites for Gender Mainstreaming, namely commitment, policy, institutional, gender and child data systems, tools, human resources, and community participation. Prerequisites Gender Mainstreaming is one order in achieving gender equality and justice. The Semarang City Government is struggling to meet the prerequisites for achieving gender equality and justice, but the evaluation results showed that there are some components that cannot be fulfilled. Evaluation theory that compares indicators and performance achievements has shown several prerequisites that are not achieved optimally such as commitment, human resources, and tools. This descriptive qualitative study specifically recommends that the City of Semarang immediately accelerate commitments in the form of drafting Regional Regulations on Gender Mainstreaming, as well as gender responsive planning policies that are integrated in the regular process.
