Abstract

Autonomy and automoney ate the two things that couldn't be separated. For reaching autonomy effectiveness, local goverment should be supported by finance capacity. Within finance adequacy, local goverment, especially Cities and Regencies would have opportunity to mett the public services without interference by central goverment.According Tax Regulation Number 34 Year of 2000, Cities could collecting revenue from taxes as a local resources, the one is tax of advertisement. As a city with great of economic growth, advertisement could be the one of potential local resources. Almost strategic corner in all around of Semarang have changed as a centre of advertisement board. However, advertisement have not been optimum collected, and for this reason advertisement still having small contribution as a local revenue in Semarang City.

Abstract

Violence which took place in IPDN from years to years will never really be revealed something hidden by the IPDN authority home affair department. There are choices to finish the problems on IPDN. First, exchange the rector and lecture, who involved in every incidence in IPDN with the new one. Second, freeze IPDN institution for at least 4 years, so that during that time IPDN won’t be allowed to accept any new students before new curriculum is evaluated by the government.

Abstract

Combatting corruption comission (KPK) is established to enfore law and democracy. This commission need strong trusts, not only from political elites, but also from all Indonesian people. The strategy to combat corruption is trully not only dependent on formal independent institution (like KPK), but also need supports from all Indonesian society.

Abstract

ABSTRACTAbstract. Empowering communities is an attempt to enhance the dignity of the community who are unable to escape from the trap of poverty and underdevelopment. The success of the community building definable as well from the community participation and the role of government related. Tyto Alba Program in Tlogoweru Village is one of the government’s efforts in Tlogoweru Village of empowering communities who have not been able to overcome the problem of crop failures due to a very tough mouse pest control.The research method used is the qualitative approach and the techniques of data collection through interviews and documents. Informants in this research are The Head of Tlogoweru Village, Tlogoweru Village Secretary, Chairman of The Tyto Alba Developer Team, and the community of Tlogoweru Village.The research results showed that community empowerment of farmers in Tlogoweru Village through Tyto Alba Program has successfully overcome the crop failures as well as making community could develop other business. Empowerment implemented through Empowerment of Human Development, Empowerment of Institutional Development, Empowerment of Business, and Empowerment of Environment.The recommendations could be made to The Government of Tlogoweru Village was able to manage The Quarantine Place Of Tyto Alba better as well as the development of physical infrastructure to support Tlogoweru Tourist Village.Keywords: Empowerment, Agriculture, Tyto Alba.

Abstract

ABSTRACT Implementation of Local Government in the framework of the arrangement of traditional markets and modern markets in Jepara regency has the aim to determine the policy implementation process in protecting traditional markets dam arrangement of the modern market, to know, to know the effort to empower traditional traders and knowing implementing policies in protecting against traditional markets and modern markets structuring. Methods of execution in this study using a qualitative descriptive study with primary data types are the words and actions. Sources of data obtained derived from primary and secondary data. To search for informants in this study is conducted with a purposive sample (making intentional) and accidental sampling (sampling by accident when he met at the study site). Techniques for collecting data later using interviews, observation and documents. Structuring traditional market and modern market in Jepara district is one of the government's policy which aims to make the arrangement of traditional markets and modern markets, but in fact in the process of implementing its policies are not appropriate where there is still a traditional market that is not well ordered and market presence more modern and within walking distance of traditional markets made some traders complained because their incomes to decrease. Abstract

ABSTRACTKandri tourism village is one of the leading tourist village in Semarang City which is now continuously developed to be an economic support in the region, especially in Kandri Village. In the development of this Kandri tourism village, Semarang City Government through the Department of Culture and Tourism of Semarang City cooperates with Pandanaran Tourism Awareness Group (Pokdarwis) Pandanaran in terms of training and coaching. This research analyzes the cooperation between Semarang City Government (Culture and Tourism Office) and Pandanaran Tourism Awareness Group (Pokdarwis) in community empowerment through development of Kandri tourism village starting from cooperation form, cooperation implementation, result of cooperation and benefit from this cooperation. In conducting this research, researches use qualitative research methods that will produce descriptive data. This research was conducted in Kelurahan Kandri. Data obtained by researchers from documents, observations and interviews. From the results of this study, found a form of cooperation undertaken by the Department of Culture and Tourism Semarang City with Aware Group (Pokdarwis) Pandanaran is in the form of training and fostering the development of tourism conscious groups, tour guide instructors, cultural development Kandri, how to processand package/ linkage Tourism products, breedingof fish seeds and training to arrange rooms for tourist (homestay). Implementation of cooperation using informal communication such as discussion and in this cooperation there is no MOU or work agreement. The result of this cooperation is the capacity of Human Resources (HR) increased, the formation of tour packages, and the number of tourist visits also increased. Butin the implementation of community empowerment cooperation through the development of this tourist village there are obstacles that is still difficult to change mindset Kandri village people who formerly as farmers and now have to turn into business actors in the field of tourism.Key Words: Cooperation, Empowerment, Tourism Village Development

Abstract

Unhabitable House Rehabilitation Program is a Program who initiated by Magetan District Government for low income earners to occupy the habitable house. Implementation of Unhabitable House Rehabilitation Program in Magetan Regency in its practice had run well enough because the implementation in most of villages succeeded to repair some house components such as roof, floor, wall, and toilet which in the begining seemed to be unhabitable house became habitable house. However, there were still villages that had been found in this program’s implementation could repair only one house damage component, so that other components had not been handled yet. Obstacles of this program was inequality of budget distribution in each village because the rule in Regent Law No. 44 of 2014 did not write maximum limit of assistance for each village, so that for village which had a large number of house rehabilitation implementation, budget that had to be given out also more decreased. If budget was less so the component which was repaired were less too, so that aim rettainment for habitable house had not utterly reached yet. Recommended suggestions from the researcher was assistance for each village should be appropriate with total poor people in each village, also government should make maximum limit for program receiver in each village in order to the budget revenue was more equally.

Abstract

This study was conducted to explain the Social and Rehabilitation Services Program for beggars and abandoned children in the Mardi UtomoSocial Rehabilitation Center Semarang. The Social Rehabilitation Center is a Technical Implementation Unit Provincial Social Service of Central Java as one of the institutions Social and Rehabilitation Services for productive adults who specifically is directed with social welfare problems Beggars homeless and internally displaced persons. There is one of the activities that have not been implemented to the preparation activities social environment which includes the preparation of a family environment, the preparation around the lives of clients or beneficiaries (neighbors, peers, village governments and local communities) the preparation of the social environment client widely (schools, businesses, etc.) However, in the implementation for the Beggars homeless and internally displaced persons well in accordance with the Operational Service Standards. They are able to increase the degree of wellfare, able to live independently in the midst of a better society and able to carry out a social function naturally. In Sumarry existence of Mardi UtomoSocial Rehabilitation Center Semarang has been participating in reducing social welfare problems in Central Java Province. Abstract

Population grows significantly changing consumption pattern has increasing amount of waste in community that affect diversity of garbage in Semarang City. In order to diminish the amount of waste and prevent its detrimental effect on environment, the government issued Constitution Number 18 Year 2008 about Waste Management which elaborates mechanism of waste management, namely Sanitary Landfill. Since 1995, Sanitary Landfill has been applied in Jatibarang Landfill, Semarang, but nowadays implementation is not applied optimally as several problems found.The purpose of this research is analyze inhibiting factors of the Sanitary Landfill’s application in Jatibarang Landfill as well as issues in waste management in Semarang City. This research is a descriptive analytic research which uses a qualitative approach. Data collected through interviews with informants, direct observation in the study site, and documentation studies conducted on various documents relevant to this study.The result shows that final processing of waste in the Jatibarang Landfill tend to use the Controlled Landfill system as Sanitary Landfill system cannot function properly. It is influenced by the separation of waste by resources has not worked well, increase in waste generation, budget realization has not be absorbed  maximally, and weather factor.Recommendations that can be given are raising public awareness of waste management through government programs, involving the Head of Neighborhood Unit in oversight of waste management, improvement of policy formulation of waste management in landfill, and maximized budget absorption by considering the scale of priority of waste problems.Keywords: Inhibiting Factor, Sanitary Landfill, Waste Management

Abstract

In 2011, Yoyok Riyo Sudibyo was being elected as Batang‘s Regent. He tagged ―Clean Bureaucracy and Growing Economy‖ vision in running his government for 5 years ahead. He started the 2012 by focusin on enhancing the quality of public service, infrastructure and the government accountability.Contrary, we find out there is lack of good governance in Batang‘s Regency during 2012. Some reasons are residents are being not pleased with the Government plan in developing the regency; also the government never reaches an agreement with the legislative for its own budget and masterplan. Vividly, those complicated events are becoming an obstacle for the government. Moreover the legitimation of the regent is also being questioned by his lack of ability in maintaining its own government.The purpose of the research is to understand the performance of Batang‘s Regent while running its Government during 2012.The performance evaluation indicators are taken from the Dwiyanto‘s theorem, those are: productivity, accountability, transparancy, reponsivity, and responsibility. The research is conducting by using the descriptive basis while the supporting data are analyzed qualitatively. The object‘s of the research is the Batang‘s Regent performance for the year 2012.The research concludes that the Regent‘s performance during a year is qualitatively reasonable for being marked as good. The purpose is, the optimum effort that already being given by the regent to reach its own goal—the government‘s vision. Some government supporting departments also reach a significant performance improvement during his leadership.
