Abstract

Divided government in the District isvery interesting tostudy, in addition to a new phenomenon, the government was divided (split) basically could create instability ingovernance. Divided government was originally based on the assumption that the direct election results are not always consistent and in line with the results of legislative elections. In this sense the winner of the election  is not  automatic Direct  was  the winning  party  legislative  elections  because  of  voter  behavior  in local elections tend  to be more forward  Jump candidates  (figure) rather than political party clwice.The purpose of this study  were : First, analyze the results of  theelections Direct elections to the parliament members vote on a number of districts and munidpalities in Central Java; Second, look at the dynamics of political relations between the Regional Head  Elected  to parliament members ina number of districts and munidpalities in Central Java of the year 2005 to 2006.For thepurpose of thisstudy toanalyze bylooking at the voting results  Election  of Members  of  Parliament  and  electoral vote resulted directly in a number of districts and munidpalities in Central Java.  Once  it  was  done  in-depth  observations  on  each  government Kabupten/ City in Central Java.The conclusion of this research was the result of election districts Idties in Central Java during the period 2005 - 2006 showed that of the 26 districts/ dtieswhich have beencarrying out direct elections showed 50% of thearea marked witha divided government (divided Government).This showed that the Chief Elected Regional Winners Party was not carried by the legislative elections or a majority of seats inparliament .While 50% of the marked area of government that did not split  (unified government), which was carried by theelected Head of the Regional Legislative Election Winners Party (themajority ofseats inparliament).

Abstract

The implementation of e-government aims to establish a good relationship between the government and the society as well as businesses that take place in an efficient, effective and economical. In addition, the purpose of implementing e-government is to achieve a good governance (good governance). Good governance has several elements one of which is the effectiveness and efficiency.Departing from the above conditions, this study tried to describe the general adoption of e-Government Regency/City in Central Java. In detail, this study will discuss how the implementation of E Government Regency/City in Central Java and what the barriers to implementation of the E Government.Application of E Government by Regency City in Central Java, most of the entry on stage 2 (two), but there are some districts / municipalities that have entered at step 3 (three) which apply online application for public services. For institutions, the need for clarity of authority and responsibility of all agencies in the government district / municipality. Some of Regency/City there that give's responsibility in the development of E Government Electronic Data Processing Section (PDE) in the Regional Secretariat. However there are some Regency/city that provide responsibility under the Department of Transportation, Communication and other Information. Another problem encountered is the lack of ability of the ranks of civil servants and others in the field of ICT for the conduct of government in the Regional (E-Government) and lack of budget implementation of e-government.

Abstract

Central Java Provincial Government in 2013 organized a Candidate Registration Regional Civil Servants (CPNSD) on line system. Selection is done by stages: Selection Administration and Basic Competence Test (TKD) through Computer Assisted Test (CAT) with the facilitation of the State Personnel Board (BKN) .The researchers have assumed that the acceptance CPNSD in Regional Government of Central Java Province in 2013 is better than the previous year. In general, the implementation CPNSD 2013 in Central Java Province has been implemented and run better when compared with the previous year CPNSD implementation. Indications are good transparency in the registration stage to the stage of graduation announcements. At the registration stage, the transparency shown by the use of the Internet media that can be accessed by all people. In the explanation, the public can see clearly the requirements and application procedures CPNSD. However, in the online registration is still frequently encountered obstacles such as the presence slowness internet access by prospective applicants CPNSD in Central Java. Acceptance CPNSD in Central Java in 2013 that uses CAT system has many advantages and can minimize cheating because its value can be directly known to be more objective, in addition to the basic competence test execution process faster, practical and efficient which will save costs.

Abstract

PAD demands greater increased as more and more authority delegated to local government that accompanied the transfer of personnel, equipment, financing, and documentation to the area in large numbers. Equalization funds from the center would not be a mainstay continuously. With revenues expected  dependence on the central area is reduced. In this regard, optimization of local revenue sources were necessary to increase the ability of local finance. It required the intensification of the subjct and the object of revenue.In connection with the above problems, this study analyzed the local tax identification and Semarang City government  as one of its sources of revenue. In identifying who would do it, researchers would analyze the local tax which was not optimal so that still needs to be improved by intensification or extensification, this research would also provide any recommendations for efforts that could be done by the Government of Semarang in the intensification or extensification of regional taxes and levies area.The data required for this study were collected by using observation, interview, and documentation. Through these three techniques, research results were expected to be more objective or capable of describing the situation as it was. Primary data was done by conducting interviews with the competent parties to the topic under study for example the Head of Financial Management of Semarang or with the Head Office in connection with the management of regional taxes and levies in the city of Semarang.While the secondary data used in this analysis was the realization of Semarang city budget data of 2001 – the year 2006. In addition, also be taken aggregate data from the Office of Financial management (DPKD) City of Hyderabad as well as data from other agencies that had anything to do with local taxes in the city of Semarang.Tax Research showed street lighting was the largest contributor in the local tax penermaan Semarang city which is about 52.9 % in 2006. While the tax contributor to the smallest was the Tax Collection and Processing of Mineral C which was equal to 0.07 % in 2006. Viewed from the potential tax, objects and actually there were many taxprayers who had not managed entirely as expected from the regional regulation that govern, for example : Amusement Tax, Advertisement tax. While category C minerals tax and parking tax were still less than optimal in the collection, this was because in addition to taxprayer data difficult to quantify in real also very difficult to expect the mechanism of voting by self-payment.

Abstract

             Necessity to get healthy and free from unhealthy condition is a right for each human. As following up from implementation of Law No. 32 of 2004 about Healthy which is autonomized to regional government, so Jepara Regional Government participate in increasing helathy quality of society by doing one of Healthy Department’s program that is Regional Healthy Assurance (Jamkesda). It is regulated in Jepara Regent Rules No. 14 of 2012 about Implementation of Jamkesda. This research is aiming to understand the implementation of Jamkesda Program in Jepara Regency in 2013 has been conducted well or not. The type of this research is quantitative research type. Technique of data collection  in this research uses Questionnaire which is distributed to the respondents and interviewing to program executor, Healthy Department Jepara Regency/City also supported by documents and archives. Technique of data analysis by using data reduction, data serving and concluding.            From the result of this research, it is known that Jamkesda progam in Jepara Regency is successful enough. This can be seen from the result of the assessment towards fifth indicators measurement according to William N. Dunn that are effectiveness, suffiency, equality, accuracy and responsiveness. Theimplementation of Jamkesda program in Jepara Regency also can reach its goal as assigned in Regent Rules No. 14 of 2012 and be able to give significances to government as program executor and society as Jamkesda program participants. Significances which have been perceived by society is the existence of healthy service assurance and the decrese of society’s burdens especially in healthy service costing so that people feel to be profited.            Suggestion which is recommended by researcher to government is government needs to increase program socialization which is inserted in the agenda of people acivity to accelerate information distribution and government is neccessary to validate the truth and uptate participant’s poverty status, in order to avoid misdirected of participants which can emerge social envy in society and impact to the less support from society towards implemented program run by government. Keywords: healthy, Jamkesda Program, Jepara Regency

AbstractAssociation of Indonesian Tobacco Farmers (APTI) Temanggung as a container group offarmers in Temanggung Regency is expected to play an active role on what happens amongtobacco farmers. Through the implementation of targeted programs, improving the welfare oftobacco farmers in Temanggung Regency and their efforts in fighting for the interests of tobaccofarmers in Temanggung Regency can be realized. Targeted programs will also benefit theempowerment of the Indonesian Tobacco Farmers Association (APTI) Temanggung itself ..The purpose of this research is to know how APTI form and how to respond to TobaccoBill in Temanggung Regency. Know how the effectiveness of APTI's struggle in TemanggungRegency to protect their interestsTo answer the problem and purpose of this research, writer use qualitative descriptiveapproach. The results show the form and way of APTI struggle in responding to the draft law canbe seen from their action down the road peridoik and try to meet the members of the board andofficials who influence a policy.Over time APTI is expected to establish cooperation with more parties or tobaccoindustry companies and improve the ability of APTI Temanggung in order to maintain theexistence of APTI Temanggung and can be useful for farmers in Temanggung.Keywords: APTI, Role, Tobacco Farmer

Abstract

Development Strategy of Ponggok Tirta Mandiri Village Owned Enterprise Village of Ponggok Regency of Klaten, Central Java Province Abstract                  This study aims to find out how the strategy taken by the Tirta Mandiri Village Owned Enterprises, Ponggok Village, Klaten Regency, Central Java in managing the assets of village wealth so as to make the village income source to improve the welfare of the people of Ponggok Village. BUMDes Tirta Mandiri awarded by Kemendesa PDTT as Trendy Village because it can develop potential assets of the village in accordance with the present style in the era of social media that can attract tourists.                This descriptive study was conducted at the office of BUMDES Tirta Mandiri and office Kemendesa PDTT Kalibata with purposive sampling technique with primary data in the form of interview with the specified sample and secondary data obtained from various sources. Referring to the Master Strategy by Dan Schendel and Charles Hofer Higgins (in Salusu, 2005: 101) and the flow of organizational development systems according to Karl Albrecht (1985) which is poured into the major stages of organizational development according to McGill (1982: 156-157) .                The result of this research is that there are several factors supporting the establishment of BUMDes Tirta Mandiri, among which there are 3 springs of water source that become asset of village, supporting physical infrastructure, positive support from village community, BUMDes cooperation with PT. BNI46 (Persero), tbk, well-educated and professional management. The development of BUMDes Tirta Mandiri organization is based on social, kinship, and professional that become the main key in organizational development in BUMDES Tirta Mandiri.  Keywords: Organization Development, Village Owned Enterprise

Abstract

ANALYSISAbstractThe Analysis of conflict between regional head and Regional People'sRepresentatives Assembly (DPRD) in determining regional government budget(APBD) 2015 shows of relationship between Regional Head and RegionalPeople's Representatives Assembly in terms of regional government functions.Implementation of regional government functions will perform optimally ifimplementation of government affairs are followed by sufficient distribution ofrevenue sources to regional head. All financial resources related to any regionalgovernment matters are recognized as regional finance. Management of regionalfinance itself can’t be separated from budget that is better known as regionalgovernment budget (APBD). Regional government budget is an instrument thatwill ensure the creation of decision making process. Regional government budgetis one of the Regional People's Representatives Assembly (DPRD) decisionmaking duties. Regional government budget is a regional annual plan that arediscussed and agreed upon by regional government and Regional People'sRepresentatives Assembly (DPRD) and set by local regulations.Regional Government Budget (APBD) is prepared and implemented bylocal governments . All the activities carried out by local governments are basedon the development design and allocations which require the approval of DPRD.Regional People's Representatives Assembly (DPRD) function includesestablishing regulations, budgeting and oversights. One is to supervise theimplementation of the Regional Budget (APBD) to avoid any deviation. Thiscould be viewed as accountability instrument for regents, governor or mayor inregards to DPRD. Abstract

Unhabitable House Rehabilitation Program is a Program who initiated by Magetan District Government for low income earners to occupy the habitable house. Implementation of Unhabitable House Rehabilitation Program in Magetan Regency in its practice had run well enough because the implementation in most of villages succeeded to repair some house components such as roof, floor, wall, and toilet which in the begining seemed to be unhabitable house became habitable house. However, there were still villages that had been found in this program’s implementation could repair only one house damage component, so that other components had not been handled yet. Obstacles of this program was inequality of budget distribution in each village because the rule in Regent Law No. 44 of 2014 did not write maximum limit of assistance for each village, so that for village which had a large number of house rehabilitation implementation, budget that had to be given out also more decreased. If budget was less so the component which was repaired were less too, so that aim rettainment for habitable house had not utterly reached yet. Recommended suggestions from the researcher was assistance for each village should be appropriate with total poor people in each village, also government should make maximum limit for program receiver in each village in order to the budget revenue was more equally.

Abstract

Birokrasi kereap sekali dilanda berbagai patologi birokrasi yang sangat polemik. Adapun penyakit dari birokrasi adalah parkinsonian bahkan penyakit itu menjamur hingga saat ini. Parkinsonian merupakan penyakit dimana struktur birokrasi membesar namun tidak diimbangi dengan fungsi. Dalam perwujudan sebuah organisasi yang efektif dan efisien seperti menuju good governance yang diidam – idamkan oleh semua pihak selama ini, pemerintah melakukan perbaikan di tubuh birokrasi dengan beberapa cara. Salah satu contoh yang digunakan untuk mengatasi penyakit parkinonian birokrasi tersebut dengan restrukturiasi. Restrukturisasi ini dilakukan dengan dikeluarkannya Perda Nomer 19 tahun 2016 tentang pembentukan dan susunan perangkat daerah. Untuk melihat sejauh mana pemerintah Kabupaten Magelang melakukan restrukturiasi, maka penulis memilih pemerintah Kabupaten Magelang sebagai subjek penelitian.Untuk mendapatkan diskriptif tentang penataan perangkat daerah berdasarkan Perda Nomer 19 tahun 2016 ini di Kabupaten Magelang, maka penulis melakukan penelitian di Kantor Bupati Magelang. Melakukan wawancara mendalam dengan para informan yang berada di bagian organisasi dan juga pengamat politik/ akademisi.Untuk memudahkan penulis dalam melakukan penjabaran tentang analisis penataan perangkat daerah berdasarkan Perda Nomer 19 tahun 2016, maka penulis melakukan analisis dengan menggunakan indikasi spesialisasi pekerjaan dan departementalsasi. Ditambahnya dengan power block model yang dikemukakan oleh karl max.Dari hasil penelitian diketahui bahwa struktur di pemerintah Kabupaten Magelang mengalami pembengkakan. Sebelumnya dinas yang ada yaitu 13 dinas saat ini menjadi 18 dinas, selain itu ada struktur yang kemudian ditambahkan menjadi dinas baru yang membuat pemerintah Kabupaten Magelang meningkatkan jabatan. pada dasarnya Perda Nomer 19 tahun 2016 bertujuan perampinagn namun, hasilnya belum terjadi perampingan. Penataan di Kabupaten Magelang sesuai Perda Nomer 19 tahun 2016 harus dikaji ulang karena permasalahan bukan karena kebutuhan tetapi juga adanya kepentingan politik.
