Abstract

This study was conducted to estimate the carrying capacity and population growth pattern of lola snail (Trochus niloticus) in Saparua Island. Samples were collected by strip transect method which was 100 meter long and 2 meter wide and were laid perpendicular to the coast line starting from the lowest tide level. Data were analyzed by Bhattacharya method to determine the age classes each individuals. The results showed that the population density was 620 individual/ha and the net reproductive rate of lola was 226 individuals and generation time was 2.88 years. Based on these this results, the carrying capacity which is the theoritical maximum density of lola snail population can be estimated to be 27.779 individuals per hectare and its population growth can be described by equation Nt = 27,779/e4.232-.,884. On the other hand the optimum population growth would be obtained when the population density equalled to 13.890 individuals in 2.25 years.

Abstract

The effect of earthworm inoculation on soil physical and chemical properties and the growth of mung bean inexperimental pot had been studied. Earthworms were inoculated at four different densities i.e. 0 (Co), 4 (C4), 8 (C8)and 12 (C12)individuals in pots containing clay : humus : sand (5 :3 : 2) dry weight and kept for 120 days. Cowdung were applied ad libitum. The control (without earthworms inoculation) consisted of two groups ; with andwithout dung ( Co- and Co+). The results of this experiment indicated that the rate of microorganism respirationwas highest in C12 treatment and significantly different (p < 0,05) from Co- and Co+. Cellulose decompositionlevel was also highest in C12 treatment compared to Co-. Soil physical analysis indicated that total porosityincreased significantly in C8 and C12 treatment compared to Co- and Co+ . Water permeability increasedsignificantly in C4 treatment compared to Co-. Soild chemical analysis indicated that soil pH increased due toearthworm inoculation. Organic Carbon decrease in accordance with the increasing number of earthworm, thehighest decreaseng in C12 treatment and the lowest in Co-. The N,P,K,Ca and Mg level increased in all treatmentscompared to Co-.. The plant height increased significantly in C8 and C12 treatment compared to Co- and Co+.Furthermore plant biomass increased significantly in treatment C12 compared to Co- and Co+. It can beconcluded that inoculation with earthworms could change the soil physical and chemical properties and improvedconditions for the growth of mung bean.

Abstract

Pelayanan publik di Indonesia  hingga saat ini masih menjadi permasalahan bagi instansi-instansi pemerintah. Masih banyak masyarakat yang mengeluh mengenani pelayanan publik di beberapa instansi. Mulai dari persyaratan yang banyak, proses administrasi yang yang lama hingga pegawai yang sering tidak berada di tempat saat jam kerja. Hal seperti ini harusnya cepat diatasi oleh setiap instansi agar mampu memberikan pelayanan yang optimal. Selain beberapa kendala yang disebutkan diatas, kendala lainnya yaitu lokasi kantor yang berjauhan sehingga menyulitkan masyarakat untuk mendapatkan pelayanan publik. Untuk mengatasi peningkatan kualitas pelayanan publik, Kementerian Pendayagunaan Aparatur Negara Reformasi Birokrasi (Kemenpan RB) menyelenggarakan Mal Pelayanan Publik (MPP). Mal Pelayanan Publik adalah suatu kegiatan atau aktivitas penyelenggaraan pelayanan publik atas barang, jasa dan/atau pelayanan administrasi dengan mengintegrasikan sistem pelayanan publik dan merupakan perluasan fungsi pelayanan terpadu yang diberikan oleh pemerintah, baik Pusat maupun Daerah dimana pelayanan satu sama lain terdapat keterkaitan dalam satu lokasi atau gedung tertentu yang dikombinasikan dengan kegiatan jasa dan ekonomi lainya.

Abstract

Netralitas ASN di Indonesia saat ini menjadi isu publik yang akan terus berlanjut. Mengenai hal tersebut pembinaan ASN diamanatkan dalam Undang-Undang No. 5 Tahun 2014 Tentang ASN. Pembinaan ASN juga berfungsi sebagai upaya pembentukan sikap netral dan bebas dari intervensi kekuasaan dan partai politik. Aspek pengawasan merupakan salah satu aspek yang sangat penting dalam penegakan netralitas pegawai ASN. Dalam proses pengawasan pemerintah, terdapat 2 macam proses pengawasan, yaitu pengawasan preventif dan represif serta pengawasan aktif dan pasif. Kajian pengawasan netralitas ASN oleh Komisi Aparatur Sipil Negara (KASN) ini mempunyai tiga tujuan yaitu, menganalisis penyebab terjadinya pelanggaran netralitas di kalangan pegawai ASN, mengevaluasi sistem pengawasan KASN terhadap pelaksanaan asas netralitas ASN, menyusun rekomendasi untuk peningkatan efektivitas sistem pengawasan KASN terhadap pelaksanaan asas netralitas ASN. Sejak tahun 2015 KASN sudah membangun sistem pengawasan. Sehingga Desember 2018 terdapat jumlah aduan yang masuk ke KASN mencapai 507 aduan. Pada artikel ini menggunakan metode studi literatur berupa jurnal dan metode searching.

Abstract

The Government was formed with the intention to build a civilization and maintaining social order system so that people can live their lives reasonably within the context of the life of the State. In the process, the concept of the Government is experiencing a transformation of the paradigm of the Department of State to the orientation of the market (market or public interest), of a strong Government, large and small otoritarian to the orientation and less government, egalitarian and democratic, as well as the transformation of the system of governance of the implementation to desentralistik. The Organization of good governance is the Foundation for the preparation and implementation of the policy of a democratic State in the era of globalization. The phenomenon of democracy is marked by the rise of community control against the conduct of the Government, as in the 56th Government, development and public service. This study examines in a comprehensive manner about the application of the principles of good governance in the service of licensing in the city of Pekanbaru and Dumai, in factors that inhibit and supports the application of good governance in the service of licensing in Dumai. Results of the study found that the public approved the application of the principles of good governance in the service of licensing conducted by the Agency of Integrated Services and capital investment (BPTPM) Dumai. The application of the licensing services in the Agency's Integrated Services and capital investment (BPTPM) have started to Dumai based with good governance, which in practice is still running quite well.

Abstract

The development of social welfare is the responsibility of the government and society. The existence of a Joint Business Group (KUBE) for the poor in the community has become one of the policy options to increase productive economic enterprises (especially in increasing income) and the establishment of microfinance institutions. The purpose of this study is to analyze the implementation of the empowerment program for the poor through the Joint Business Group (KUBE) in Bengkalis District and identify the factors that hinder it. This research is a descriptive qualitative research type. The result of this research is that the implementation of the KUBE program carried out in Bengkalis District has not yet achieved optimal results but the implementation of the program is quite effective and successful according to the target for channeling funds to joint business groups

Abstract

Kebijakan untuk merelokasi pelabuhan bongkar muat memang sudah lama direncanakan oleh Pemerintah Daerah Kabupaten Karimun. Namun, sampai sekarang kebijakan tersebut belum juga terealisasi. Dalam hal ini, peran dari setiap stakeholder yang terlibat dalam implementasi kebijakan harus diperhatikan. Penelitian ini bertujuan untuk mengkaji peran stakeholder dalam implementasi kebijakan relokasi pelabuhan bongkar muat, dan melihat faktor-faktor yang menghambat peran stakeholder dalam implementasi kebijakan relokasi pelabuhan bongkar muat di Kawasan Free Trade Zone Kabupaten Karimun. Metode penelitian yang digunakan dalam penelitian ini adalah kulaitatif dengan pendekatan studi kasus yang bersifat analisis deskriptif. Konsep teori yang digunakan dalam penelitian ini adalah teori peran stakeholder menurut Nugoho. Hasil penelitian ini adalah stakeholder yang terlibat dalam implementasi kebijakan pelabuhan bongkar muat belum melaksanakan perannya dengan baik, serta faktor-faktor yang menjadi penghambat dalam implementasi kebijakan relokasi pelabuhan bongkar muat meliputi regulasi dan sikap stakeholder, kurangnya koordinasi antar stakeholder, dan fasilitas pelabuhan pengganti yang dinilai masih kurang.Kata kunci: Free Trade Zone, pelabuhan bongkar muat, stakeholder

Abstract

Forest and land fires in Indonesia have become a global problem due to their impact. In Riau alone, the area of burned land reached more than 42,000 hectares and had a negative impact on many fields such as transportation, education, health, trade, tourism, and even the running of government. Although many groups have been involved and various efforts have been made, until August 2019 fires were still frequent. This paper focuses on efforts to involve community groups, especially farmers in peatlands, actively participating in preventing fires. The community is given information and education to be able to cultivate the land without burning. In addition, the community is also trained so that the skills to strengthen their institutions through three aspects, namely technical, socio-cultural, and economic. This activity increases public awareness so that they are aware and aware of forest and land fires, the legal impact and losses that will be caused by land fires. The community is able to implement agricultural business through land clearing that is safe from fire and friendly to the environment and strengthening institutions. The community has also developed intercropping in the form of watermelons on their plantations.

Abstract

Tujuan penelitian ini untuk mendeskripsikan dan menganalisis proses formulasi kebijakan sejarah pra kemerdekaan RI di Kota Dumai. Jenis penelitian yang dipilih adalah penelitian kualitatif dengan pendekatan fenomenologi. Kajian kualitatif merupakan penelitian yang lebih menekankan pada upaya investigasi dan pengkajian secara natural fenomena yang terjadi dalam keseluruhan kompleksitasnya. Teknik pengumpulan data dari penelitian ini adalah wawancara, observasi dan dokumentasi. Hasil penelitian ini menemukan Formulasi Kebijakan Sejarah Pra Kemerdekaan RI di Kota Dumai sudah berjalan. Hal ini karena dilihat dari 5 (lima) tahapan  penelitian kebijakan yang dikemukakan Ann Majchrzak, yaitu persiapan, konseptualisasi studi, analisis teknikal, perumusan rekomendasi dan mengkomunikasikan hasil studi. Hasil penelitian ini juga menemukan bahwa faktor penghambat dalam memformulasikan kebijakan tersebut adalah kuantitas dan kualifikasi  aparatur yang belum memadai dan sistem penjadwalan anggaran di pemerintahan.
