Abstract

Implementasi Kebijakan Penataan Reklame Di Kota Malang (Studi Terhadap Peraturan Daerah Kota Malang Nomor 4 Tahun 2006 Tentang Penyelenggaraan Reklame). Kebijakan penataan reklame merupakan ruang lingkup dalam penyelenggaraan reklame. Penataan reklame terdiri dari perijinan pemasangan reklame, pengawasan dan penertiban reklame. Penelitian ini bertujuan untuk mendeskripsikan dan menanalisis implementasi kebijakan penataan reklame di Kota Malang berdasarkan Peraturan Daerah Kota Malang No 4 Tahun 2006 Tentang Penyelenggaraan Reklame dan mendeskripsikan dan menganalisis faktor pendorong dan penghambat pelaksanaan kebijakan penataan reklame di Kota Malang.  Metode penelitian yang digunakan adalah menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dari observasi, wawancara dan dokumentasi. Analisa data menggunakan model interaktif. Hasil penelitian menunjukan bahwa dalam  implementasi  kebijakan penataan reklame di Kota Malang yang meliputi proses perijinan pemasangan reklame, pengawasan dan penertiban reklame terdapat beberapa hambatan sehingga mempengaruhi kebehasilan pelaksanaan kebijakan tersebut

Abstract

The remuneration policy is a policy issued by the central government to give awards to civil servants on the professionalism of the work done. Remuneration is based on performance appraisal that is the target of employee and workplace behavior. This study aims to describe and analyze the implementation of the remuneration policy to improve the performance of civil servants at the Faculty of Social Sciences, State University of Malang, and to describe and analyze the factors that affect the implementation of the remuneration policy to improve the performance of civil servants at the Faculty of Social Sciences, State University of Malang. The results showed that the implementation of the remuneration policy at the Faculty of Social Sciences, State University of Malang can improve the performance of civil servants because the remuneration is based on the workload and responsibilities of employees. There are supporting factors and obstacles in the implementation of remuneration policies that affect the policy implementation process.

Abstract

Berangkat dari hasil observasi dan wawancara terkait dengan proses kegiatan belajar mengajar pada mahasiswa disabilitas pada semester genap 2019/2020 dan Ganjil 2020/2021 terkait dengan media penyampaian materi perlu adanya modifikasi terkait dengan fungsinya. Hal ini ditemukan permasalahan terkait pada materi power poin yang ditempelkan pada SIPEJAR tanpa bisa diakses secara optimal oleh mahasiswa dengan hambatan pengelihatan sehingga perlu ditambahkan sebuah audio atau suara terkait dengan isi naskah pada powerpoin tersebut. Temuan juga terjadi pada mahasiswa dengan hambatan pendengaran sebagai pendalaman materi mereka membutuhkan video interpreter agar dapat mendalami penjelasan diluar tekstual yang tertayang sehingga dapat mengoptimalkan proses pemahaman materi dari dosen. Oleh karena itu dirasa perlu adanya pengembangan pada media powerpoin agar lebih aksesibel bagi mahasiswa disabilitas sehingga dapat mewujudkan iklim belajar yang inklusif. Metode penelitian yang digunakan dalam penelitian ini adalah penelitian dan pengembangan (Research and Development). Hasil penelitian ini adalah pengembangan media dikatakan sangat layak dengan perolehan 91,6% dari Validator serta hasil uji coba terbatas yang juga menyatakan sangat layak dengan presentase hasil 92%.

Abstract

ABSTRACTThis article discusses about the role of youth in preventing corruption and positive impac to the regional resilience. The research was conducted at Young Anti-Corruption Task Force Yogyakarta, Institution Hikmah and Public Policy, Regional Leadership of Muhammadiyah Yogyakarta. The aims of this research are (1) to know the role of youth in preventing corruption, (2) to know the youth’s role in strengtheningt regional resilience, especially in the City of Yogyakarta. The results show that the Young Anti-Corruption Task Force has playing important role in preventing corruption in the City of Yogyakarta. The role were performed through three activities, namely (1) the anti-corruption education, (2) dissemination of anti-corruption, (3) oversee  to government. However, this role was not easily done because there were several obstacles encountered, there were: (1) effort this members still could not be optimal, (2) the lack of understanding problem of corruption by members. Some efforts had been made to overcome the obstacles. The role of youth in corruption prevention efforts had positive impact for the regional resilience in the City of Yogyakarta with criteria included aspects of ideology, politic and law, economy, social and cultural, and security.ABSTRAKTulisan ini membahas tentang peran pemuda dalam upaya pencegahan korupsi dan dampak positifnya terhadap ketahanan wilayah. Secara spesifik permasalahan yang diangkat dalam tulisan ini adalah peran pemuda dalam upaya pencegahan korupsi dan dampak positif peran pemuda terhadap ketahanan wilayah Kota Yogyakarta. Tulisan ini merupakan hasil penelitian yang dilakukan pada Satgas Muda Anti Korupsi Kota Yogyakarta, Lembaga Hikmah dan Kebijakan Publik, Pimpinan Daerah Muhammadiyah Kota Yogyakarta. Tujuan tulisan ini ini adalah untuk (1), mengetahui peran pemuda dalam pencegahan korupsi, (2), mengetahui implikasi peran pemuda terhadap ketahanan wilayah Kota Yogyakarta. Argumen yang dikembangkan dalam tulisan ini adalah bahwa Satgas Muda Anti Korupsi telah berperan cukup penting dalam upaya pencegahan korupsidi Kota Yogyakarta. Peran tersebut dilakukan melalui 3 (tiga) kegiatan yaitu (1) pendidikan anti korupsi, (2) sosialisasi anti korupsi, (3), pengawasan kepada pemerintah. Kendati demikian, dalam menjalankan peran tersebut terdapat beberapa kendala yaitu (1), usaha yang dilakukan oleh anggota masih belum optimal, (2) kurangnya pemahaman terhadap permasalahan korupsi oleh anggota. Upaya yang dilakukan untuk mengatasi kendala-kendala tersebut dilakukan melalui berbagai kegiatan, seperti pelatihan. Peran pemuda dalam upaya pencegahan korupsi ini berdampak positif terhadap ketahanan wilayah Kota Yogyakarta terutama jika dilihat dari aspek ideologi, aspek politik, aspek ekonomi, aspek sosial budaya, dan aspek pertahanan dan keamanan..

Abstract

Abstrac : In order to implement regional autonomy based on Law No. 22 of 1999, that the granting of autonomy to the local city / county is based on the principle of decentralization in the form of autonomy, real, and responsible. Granting authority on the basis of the principle of decentralization, causing all fields are left to local governments in the implementation of an autonomous basically become the authority and responsibility of local city and county governments fully, both concerning the determination of policy, planning, implementation, monitoring, control, and evaluation. This study aimed to describe the factors that affect the implementation of regional autonomy and decen-tralization in the provision of recommendations for the implementation of decentralization in au-tonomy. The results showed that there are four variables that can explain the performance of the implementation of decentralization in the regional autonomy in the city / county, namely managerial aspects, aspects of Human Resources organization, aspects of bureaucratic culture, and ethics of public service.Keyword: decentralization, regional autonomy

Abstract

This study aims to reveal the role of youth in the preservation of wayang suket in the Gubuk Baca Lentera Negeri (GBLN) and see the actualization of the Pancasila moral values in the traditional Suket puppet play. This study was conducted on a group of young people who are members of the Gubuk Baca Lentera Negeri in Sukolilo Village, Jabung District, Malang Regency. This study uses a qualitative method, the subject of the study is the Gubuk Baca Lentera Negeri and the object of study is the role of youth in the preservation of wayang suket as the actualization of the Pancasila moral values. Data collection methods in this study use interviews, observations, field notes, literature, internet, and documentation. The results of this study have illustrated that the Gubuk Baca Lentera Negeri has preserved wayang suket and in the process of making and story of wayang suket, there is a moral value of Pancasila.

Abstract

This study aimed to determine the effect of motivation achievement and academic achievement on citizenship problem-solving. This study used a quantitative approach to the type of correlational research. The research population was 704 students of State University of Malang, namely students which were taking Civics Education courses in the even semester of the academic year 2018/2019. The sample consisted of 70 students that were chosen by a purposive random sampling technique. Data collection was done by questionnaire, documentation, and essay test. Questionnaires were used to measure achievement motivation, documentation was used to obtain academic achievement data, and essay tests to measure problem-solving abilities. Data analysis used multiple regression with the SPSS application. The results of the study indicated that achievement motivation influenced the ability to solve citizenship problems. Academic achievement affected the ability to solve citizenship problems. Simultaneously, achievement motivation and academic achievement together affected the ability to solve citizenship problems.

Abstract

This study aimed to describe the forms, causes, and efforts to minimize the occurrence of deviant behavior patterns in college students. This study used a qualitative approach with the type of case study research. The main subjects in this study were students of the Pancasila and Citizenship Education Study Program, Faculty of Social Sciences, State University of Malang, who were supported by the involvement of lecturers and teaching staff as supporting informants. Observations, interviews, and documentation were used as procedures for data collection techniques. Data analysis was carried out through several stages, including data reduction, data presentation, and drawing conclusions. The results of the study showed that there were three forms of student deviant behavior in academic performance, namely the fabrication of research proposals in the Pancasila and Citizenship Education Seminar, falsification of assignments for the Personality Psychology course, and plagiarism of Public Policy course assignments. The causes of this deviant behavior were laziness, lack of time management, and lack of learning discipline. The two-way communication process through deliberation and delivery of commitments to improve behavior was chosen as an effort to minimize the occurrence of deviant behavior in academic performance in universities.

Abstract

This study aims to analyze the effectiveness of the implementation of E-procurement in the procurement of goods and services in the city government of Malang, and analyze the obstacles in its implementation. The research method used is descriptive qualitative. Data collection techniques are done by documentation observation and interview. Data analysis uses an interactive model. The results of the study showed that in general the implementation of e-procurement in the procurement of goods and services in the City Government of Malang effectively as evidenced by the implementation of a transparent and accountable tender so that it was possible for each company to take part in the tender. The obstacles in implementing e-procurement are the existence of dual positions, unsatisfactory human resources and unsupportive infrastructure

Abstract

Tujuan pengabdian ini adalah untuk meningkatkan pemahaman kepada generasi muda khususnya mahasiswa bagaimana peran E.F.E. Douwes Dekker (Danudirja Setiabudi) pada era pergerakan nasional. Nama E.F.E. Douwes Dekker (Danudirja Setiabudi) atau biasa dipanggil dengan istilah DD seakan kalah bersinar dengan tokoh-tokoh pergerakan yang lainnya. Generasi muda saat ini banyak yang tidak mengetahui peran besar DD dalam membakar api semangat nasionalisme pemuda pada era pergerakan nasional, bahkan Bung Karno menjuluki DD sebagai mentor nasionalismenya. Metode pelaksanaan yang akan dilakukan adalah dengan menganalisis situasi masyarakat yang akan menjadi khalayak sasaran untuk diberikan pemahaman dalam hal ini adalah mahasiswa yang tergabung di dalam Focus Group Discussion Guru Bangsa. Hasil dari pengabdian ini menunjukkan bahwa para generasi muda pada awalnya belum terlalu mengenal dengan DD, banyak generasi muda yang mengenal DD hanya sebatas anggota tiga serangkai dan tidak banyak tahu kalau DD memiliki peran besar dalam proses pergerakan nasional. Upaya pemberian pemahaman tentang perjalanan hidup DD ini memiliki dampak yang sangat positif bagi generasi muda khususnya mahasiswa, karena setelah pelaksanaan pengabdian ini para generasi muda khususnya mahasiswa lebih memahami tentang peran DD pada era pergerakan nasional
