Abstract

This research aimed at measuring level of performance in the form of service capacity at Veteran St., as it was affected by the existence of Lipo Plaza. The affect of the business center on service capacity of some sections of roads would be expressed in the comparisons of traffic volume, traffic capacity and degree of saturation (DS) before its existence, to the same after it had existed. Result of analysis in this research showed that there was a change in traffic volume, either increasing or decreasing. Increase of traffic volume occurred at segment of Veteran St., Patung Kirab area, Nostalgia Park area, Ina Bo’I, W.R. Monginsidi St., and Perintis Kemerdekaan St., each in value of 81.5 pmu/h, 35.97 pmu/h, 17.41 pmu/h, 8.83 pmu/h and 38.94 pmu/h respectively; whereas decrease of the same occurred at road segment to the back of Ruko Oebobo, in the value of 1.37 pmu/h. Service level of Veteran St. was proved to be still adequate despite the dercrease of DS at Veteran St., Patung Kirab area, Nostalgia Park area, Ina Boi, W.R. Monginsidi St, and Perintis Kemerdekaan St., each in the value of 4.05%, 2.07%, 0.75% 0.34% and 2.86 respectively. There was still location with decreasing DS that is the segment of road to the back of Ruko Oebobo, namely 0.13%. Observation also showed that there exists potency for traffic jam, therefore measures for prevention was recommended, such as installing warning traffic-light at intersection of Veteran St., Nostalia Park and Ruko Oebobo, and temporary road separator at Veteran St. These could as well prevent traffic crash at conflict points.

Abstract

Parkir di badan jalan (on-street parking) merupakan salah satu permasalahan lalulintas perkotaan yang juga terjadi pada kawasan pertokoan di Kota Kupang yakni di ruas jalan Siliwangi. Penelitianini bertujuan untuk mengetahui berapa besar Biaya Operasional Kendaraan (BOK) yang ditanggungoleh setiap pengendara yang melintasi ruas jalan ini dan berapa besar retribusi parkir akibat adanyakegiatan on-street parking. Survei dilakukan sepanjang 13 jam yaitu dari jam 08.00-21.00 Witaselama 12 hari, pada 2 segmen pengamatan. Perhitungan BOK didasarkan pada metode Manual BOK1995, selanjutnya besaran biaya kemacetan dihitung dengan persamaan Tzedakiz, serta dihitung jugabesarnya biaya yang ditanggung dari retribusi parkir untuk mengetahui besar selisihnya. Dari hasilanalisis, diperoleh nilai BOK terbesar terjadi pada pukul 18.00-19.00 Wita, yaitu sebesar Rp.26,11/jam untuk jenis kendaraan sepeda motor (MC), Rp. 61,85/jam untuk jenis kendaraan mobilpenumpang (LV) dan Rp. 28,24/jam untuk jenis kendaraan berat (HV). Biaya kemacetan yang harusditanggung pengendara setiap melintas ruas jalan Siliwangi adalah sebesar Rp.319,29/kendaraan/jam/puncak/perjalanan dan sebesar Rp. 472.296,06 untuk total jumlah kendaraan/13 jam pengamatan,sementara total biaya retribusi dari on-street parking-nya/13 jam pengamatan adalah sebesar Rp.224.541,67, sehingga selisih antara biaya kemacetan dan biaya retribusi parkir yaitu sebesar Rp.247.754,39. On-street parking is one of the urban traffic problems that occurs in the shopping area in Kupang City which is on Siliwangi road. This study aims to analyze the Vehicle-Operating-Cost (VOC) that is borne by every rider passing through the road and the amount of parking fees due to on-street parking activities. The survey was conducted in 13 hours observation that is from 08.00-21.00 Wita for 12 days, on 2 segment of observation. The calculation of VOC is based on BOK Manual 1995, while the congestion cost is calculated by Tzedakiz equation. The calculation of on-street parking’s retribution is done to know the difference to congestion cost. The analysis showed that the biggest VOC occurred at 18.00-19.00 Wita, that is Rp. 26,11/hour for motorcycle (MC), Rp. 61,85/hour for light vehicle (LV) and Rp. 28.24/hour for heavy vehicle (HV). The congestion cost that must be borne by the rider every pass through Siliwangi road is Rp. 319.29/vehicle/peak hour/ journey, and Rp. 472,296.06 for the entire number of vehicles during 13 hours of observation, while the total cost of retribution from its onstreet parking/13 hours of observation is Rp. 224,541.67, so the difference between congestion cost and parking fees is Rp. 247.754,39.

Abstract

The test of soil moisture content that most often method applied is gravimetric. By the development of sciences, nowdays a sensor device test on soil moisture content that is called gypsum block. Such devices could be directed inplanted in the place where the moisture content would be measured. This research aimed at getting the calibration equation and correlation coefficient of gypsum block and to determine whethergypsum block could be used as a test of moisture content of clay. The kind of sample was taken from Oebelo village, Central Kupang Subdistrict, East Nusa Tenggara and variations of water used were 15%, 20%, 30.7% and 40%, and total samples were 20. The results of the research revealed that calibration equation of gypsum block to the measurements for 7 days (constant resistantion) was Y=1.323x-0.54 by r = 0.835. The results of field testing and compared with gravimetric method obtained difference moisture content value in the range of 0.26%-2.56%. From the results it could be concluded that the gypsum block could be used as a device to measure the moisture content of clay.

Abstract

Congestion is one of unresolved problem in the major cities in the world, including in Indonesia. In Kupang City, including at Jend. Sudirman street, congestion happen at peak hours in the morning and afternoon. This study takes the case on two representative points at Sta. 00+750 and Sta. 01+418 and analysis for Vehicle Operating Costs (VOC) have done by per peak hour and then taken the average per point. Calculation of VOC refers to the similarities in Manual BOK 1995 method and LAPI ITB-PT. Jasa Marga method. Furthermore, by selecting the VOC, the largest from the two methods, are used to determine the amount of congestion cost per peak hour per vehicle by using the equation Tzedakis (1980). Based on the analysis, the result of VOC of Jend. Sudirman road is Rp. 8,938,-/hour for motorcycles (MC), Rp. 204,320,- /hour for vehicle car (LV) and Rp. 565,661,- /hour for heavy vehicles (HV), where bad Level of Service (LOS) happen at 6:30 to 7:30 pm, 09:00 to 10:00 am, 12:00 to 13:00 pm and 17:00 to 19:00 pm. Abstract

The activity of marble mining at Mount Naitapan produces wastes such as powder and marble rocks. Efforts to utilize this waste as an alternative to aggregate in concrete mix. This research aims to discover the magnitude of compressive strength if aggregates in concrete that using marble waste as replacement. Specimens used is concrete cylinders. The marble waste used in three treatments of substitution they were substitution of marble powder by sand, marble rocks by the split stone, marble powder and marble rock by sand and split stone.The percentage of each substitution is 25%, 50%, 75%, 100%. The test result showed that for concrete with the substitution of marble powder by the sand and substitution of marble powder and marble rock by sand and split stone to substitute 75% increase while the compressive strength of 100% lower compressive strength. Substitution of marble rocks by the split stone had increased compressive strength.

Abstract

Kecelakaan lalu lintas merupakan indikator utama tingkat keselamatan jalan raya. Kota Kupang sebagai ibukota Propinsi Nusa Tenggara Timur (NTT) adalah salah satu daerah penyumbang angka kecelakaan terbesar di NTT. Penelitian ini disusun untuk mengetahui karakteristik kecelakaan lalu lintas, besar biaya kecelakaan lalu lintas pada ruas jalan di Kota Kupang, serta besar santunan yang harus dibayarkan oleh PT Jasa Raharja. Data yang digunakan adalah data jumlah kecelakaan lalu lintas Kota Kupang sepanjang tahun 2010-2013. Hasil analisis deskriptif menunjukkan bahwa karakteristik kecelakaan lalu lintas yang dominan terjadi adalah pada hari Minggu (22%), pukul 12.01–18.00 WITA (38%), posisi tabrakan depan - depan (30%), tipe tabrakan ganda (82%), jenis kelamin laki-laki (77%), usia 17 tahun - 30 tahun (64%), profesi Swasta (48%), pendidikan terakhir SMA (48%), dan tidak memiliki SIM (76%). Analisis biaya korban kecelakaan lalu lintas (BBKO) dengan metode The Gross Output menunjukkan bahwa ruas jalan Timor Raya dengan panjang 11 kilometer merupakan ruas jalan dengan BBKO terbesar yaitu Rp.13.196.013.148,-, dimana biaya kecelakaan per kilometernya yang paling tinggi adalah pada tahun 2013 yaitu sebesar Rp. 514,013,928/ km. Jumlah total santunan (maksimal) Jasa Raharja yang harus dibayarkan kepada korban kecelakaan lalu lintas di kota Kupang periode tahun 2011–2013 ialah sebesar Rp.4.905.000.000.-. Traffic accident is a major indicator of road safety level. Kupang city as the capital of East Nusa Tenggara (NTT) is one of the largest contributors to the number of traffic accidents in the province. This research was to determine the characteristics of traffic accidents, the accident cost, and the compensation to be paid by PT Jasa Raharja (the state insurance company). The data of traffic accidents were taken throughout year 2010 to 2013. The descriptive analysis results showed that the dominant traffic accidents occurred on Sunday (22 %) , at 12:01 to 18:00 pm (38 %), head-on collisions (30 %), two-vehicle collisions (82 %), involve male (77 %), 17 - 30 years old (64 %), work at private sector (48 %), senior high school graduate (48 %), and does not have a driver's license (76 %). The accident cost analysis used The Gross Output method showed that Timor Raya road, with a length of 11 kilometers, has the highest traffic accident cost that is Rp.13.196.013.148, where the highest accident cost per kilometer was in year 2013 that is Rp.514,013,928/km. The total amount of (maximum) compensation should be paid by PT Jasa Raharja, to the traffic accident victims in Kupang city at year 2011 to 2013, is Rp.4.905.000.000.-.

Abstract

This study aims to determine the impact of the implementation of one-way traffic system simulated at the three-legged signalized intersection on Straat A towards the traffic flow, and the performance of parking area at Oeba, a traditional market in Kupang City. The analysis involves comparing the volume of vehicles and the performance of the parking area before and during the implementation of one-way traffic system simulation with the parking space requirements as well as the design models of parking spaces. The analysis shows that the implementation of one-way traffic system simulation affects the increase of traffic volume in one access that is at Cabang Air-Oeba, but overall it does not affect the increase of traffic volume in general. The result of the performance analysis on the market's parking area reveals to be in trouble, with the parking index value that is greater than 1 (one). Based on that index value, the addition of a parking area is needed as follows: 357 m2 for motorcycles, 637.50 m2 for light vehicles and 680 m2 for heavy vehicles. In order to overcome this problem the government has prepared a new parking area with the width 1011 m2, but this additional parking area is not yet sufficient, so that the government still needs to provide 663.50 m2 as the new additional parking area.

Abstract

Pekerjaan teknik sipil banyak dilakukan pada tanah tidak jenuh air (unsaturated). Perubahankedudukan muka air tanah akan mempengaruhi tingkat kadar air dalam tanah. Pengukuran kadarair biasanya dilakukan dalam laboratorium yang memerlukan waktu yang lama. Sebagai alternatifgypsum block dapat pakai sebagai alat sensor kadar air yang dapat mempercepat pengukuran kadarair tanah dan langsung dipakai dilapangan setelah dikalibrasi secara individu.Penelitian ini dilakukan terhadap dua jenis tanah yaitu tanah lempung (CH) dan pasir berlanau(SM) dengan volume contoh tanah yaitu menggunakan mold Standard serta usaha pemadatansampel tanah yaitu 25 pukulan per lapis. Pemberian kadar air untuk tanah lempung yaitu 10% ,15% ,20% ,30% dan 40% sedangkan pada sampel pasir berlanau, kadar air yang diberikan yaitu5% ,8% ,11%, 14% dan 17%.Hasil pengujian menunjukkan hubungan kadar air dengan resistansi gypsum block yangmenghasilkan koefisien korelasi (R2) = 0.904 pada sampel uji tanah lempung dan R2 = 0.146 padapasir lanau. Dengan demikian hasil penelitian memperlihatkan bahwa gypsum block dapatdigunakan untuk mengukur kadar air pada tanah lempung, sedangkan pada pasir berlanau,penggunaan gypsum block tidak cocok, karena tidak memberikan hasil yang baik, disebabkanoleh sifat permeabilitas pasir lanau yang besar.

Abstract

Peningkatan jumlah penduduk KecamatanKelapa Lima menyebabkan meningkatnya arus lalu lintas akibat pergerakan yang ditimbulkan penduduk tersebut. Penelitian ini dilakukan untuk mendapatkan model bangkitan perjalanan dan pola pergerakan yang dihasilkan oleh penduduk pada Kecamatan Kelapa Limaberdasarkan analisisregresi linear dan Matriks Asal Tujuan kemudian digambarkan dalam peta garis keinginan.Hasil persamaan terbaik untuk jumlah bangkitan penduduk Kecamatan Kelapa Lima per hari yang diperoleh dengan bantuan program SPSS yaitu . Setiap penambahan 1 jumlah anggota keluarga yang bekerja (X2) per rumah tangga akan meningkatkan sebesar 0,887 pergerakan per hari, dan begitupun untuk variabel bebas yang lainnya. Pola pergerakan penduduk Kecamatan Kelapa Lima yaitu sebesar 63% perjalanan intrazona dan 37% perjalanan antarzona yang digambarkan dalam bentuk garis keinginan.Penelitian ini bersifat spesifi, hanya berlaku untuk Kecamatan Kelapa Lima.Increasingpopulation of Kelapa Lima Sub-districtcause traffic flow increase because of the trip ofpeoplein that sub-district. This research aims to get model of trip generated and the trip distribution by the population in the sub-district useslinear regression analyze and the Origin-Destination Matrix then described in the line map of desire. The best equation result for trip generation model of Kelapa Lima Sub-districtis obtained by SPSS program is Y = 0,488 + 0,504 X2 + 0,764 X3 + 0,194 X5. Where each addition 1 number of family members working each household increases by 0,087 movement in a day and so on for the other independent variables.There is also a trip distribution of Kelapa Lima Sub-district is 63% into Kelapa Lima Sub-district itself and 37% outside Kelapa Lima Sub-district. This research is specific, only applies for Kelapa Lima Sub-district.

Abstract

ABSTRAKPertumbuhan sepeda motor di Indonesia dalam beberapa waktu terakhir inimengalami peningkatan pesat, yaitu sekitar 16.54% per tahun. Seiringpertumbuhan ini, jumlah kecelakaan lalulintas jalan juga terus bertambah, dimanasalah satu wilayah yang mengalami peningkatan tersebut adalah kota Surabaya.Penelitian ini bertujuan untuk membentuk model prediksi kecelakaan sepedamotor (MCA) serta model prediksi korban kecelakaan sepeda motor (KSI) di kotaSurabaya.Metode yang digunakan adalah penelitian lapangan dengan data primerberupa hasil survei lalulintas dan geometrik jalan, sedangkan data sekunderberupa data kecelakaan diperoleh dari Kepolisian Surabaya. Metode GeneralizedLinear Model (GLM) digunakan sebagai metode analisis dengan distribusiPoisson dan link function logaritma.Dari hasil pemodelan kecelakaan sepeda motor (MCA) dapat diprediksibahwa peningkatan baik arus lalulintas maupun proporsi sepeda motor sebesar10% akan meningkatkan jumlah kecelakaan sepeda motor sebesar 37.86% dan42.78 % per tahun. Penambahan 1.0 meter lebar lajur diprediksi menurunkankecelakaan sepeda motor sebesar 12.59% per tahun, sedangkan ruas jalan denganjumlah lajur > 3 diprediksi mampu menurunkan angka kecelakaan sepeda motorper tahun sebesar 44.46%. Pemodelan korban kecelakaan sepeda motor yangmeninggal dunia atau luka berat (KSI) memberikan hasil bahwa peningkatan aruslalulintas sebesar 10% akan meningkatkan korban kecelakaan sepeda motor (KSI)sebesar 34.72% per tahun, sementara pembatasan proporsi sepeda motor hingga <70% dan penambahan lebar lajur sebesar 1.0 meter diprediksi mampumenurunkan jumlah korban kecelakaan sepeda motor (KSI) berturut-turut sebesar46.69% dan 20.24% per tahun.*) Dosen Jurusan Teknik Sipil FST Undana 73ABSTRACTThe growth of motorcycles in the recent years is rapidly increasing, about16.54% per year. Due to this growth, the amount of accident on the roads hasincreased in number, where one of the areas that has increasing number ofaccident is Surabaya. This research aims to set up the prediction models ofmotorcycle accidents (MCA) and motorcycle victims (KSI).The method used is field research with the primary data based on thetraffic and the road geometric survey, while the data of accidents in the year 2006to April 2009 is as the secondary data which is obtained from the PoliceDepartment. The method used to analyze the data is Generalized Linear Models(GLM) with Poisson distribution and logarithm link function.From the model of motorcycle accident (MCA), it could be predicted thatthe increasing of either traffic or motorcycle proportion 10%, would increase thenumber of motorcycle accidents 37.86% and 42.78% per year. The increase of theroad width 1.0 meter is predicted to make the motorcycle accident decrease12.59% per year, while the road with the lines < 3 is predicted could decrease thenumber of motorcycle accident 44.46% per year. The model of motorcyclevictims who died or seriously injured (KSI) shows that the increase of traffic 10%would increase the motorcycle accident for the victims who died or seriouslyinjured 34.72% per year, while the limit of motorcycle proportion to < 70% andthe increase of road width 1.0 meter is predicted able to decrease the victims whodied or seriously injured 46.69% and 20.24% per year.
