Abstract

  This research wants to know the model candidacy, and motive political party choose the candidate with bureaucrat background in head election government in Rokan Hilir Regency year 2015. This study uses a qualitative approach; Triangulation technique was operated to get the more in-depth analysis to give about model candidacy and motives political party to chose the candidate with background bureaucrat. The results show that the bureaucrat candidacy model by political parties with the mechanism of selection, classification, and recommendation of candidates. The motive of the political party choose bureaucrat background candidates on the direct local head election  implementation in Rokan Hilir Regency in the year 2015 is based on several aspects, First, the agreement of support through bargaining and political contracts. Second, the social status and governance management capability. Third,  financial sponsor and electability network. Fourth, the weakness of the system of cadres in the political party. Fifth, bureaucracy mobilization capability.Keywords: Model, Candidacy, Political Party, Direct Local Government Election, Rokan Hilir Regency.

Abstract

Artikel ini mengkaji strategi politik terbuka Partai Keadilan Sejahtera (PKS) dalam memenangkan persaingan pemilihan gubernur dan wakil gubernur di Provinsi Riau pada tahun 2018. PKS dan partai koalisinya saat itu mengusung pasangan Syamsuar-Edy Natar. PKS melakukan sejumlah strategi politik untuk memenangkan persaingan tersebut, yaitu mobilisasi massa, optimalisasi koalisi partai, pemberdayaan politik, dan strategi komunikasi politik. Artikel ini berargumen bahwa untuk memenangkan persaingan politik, PKS membangun pragmatisme politik dengan menggunakan strategi politik terbuka dalam sistem politik demokrasi di Indonesia. Karena itu, anggapan bahwa PKS menganut ideologi Islam politik yang tertutup dan hanya menunggangi sistem demokrasi adalah kurang tepat. Sebagai partai Islam terbesar di Indonesia, PKS berhasil membuktikan bahwa pragmatisme politik melalui strategi politik terbuka menjadi kunci penopang keberhasilannya dalam persaingan politik di Indonesia. By the 2019 General Election, which took place in 17 April 2019, political parties competed each other to attract voters, especially from late adolescents (aged 18-21). This article analyses the relationship between political trust and intention to vote among the late adolescent voters. Focusing its analysis on students at a university in Surabaya, this article uses a quantitative method with correlational research design. The subject of this study was 214 active students. Using accidental sampling as the sampling method, data were collected through questionnaire and analysed through Spearman’s rho correlation test. The results of this study show that political trust had a positive correlation with voting intention among the late adolescents as seen in the case of university students in Surabaya.

Abstract

The Industrial Revolution 4.0 has brought the consequences of increasing demands for accountability, transparency for all organization. This is made about a change in the organizational design paradigm. In this RI 4.0, adactive power and fast responsive are the key to success achieving the organization's vision and mission. . It is a challenge for universities to adjust various problems in this era of disruption. The transformation of educational organizations is one of alternative in order to realize that is oriented to public services and to prepare competent human resources in their fields. This research offers a solution for universities to find out how far the university is prepared to face this era. The research used a descriptive method with a qualitative approach. By using purposive sampling and determined data source by snowball, the results showed that the transformation of universities in Riau had to immediately adapt of demands in RI 4.0. The IT management level process showed that it was still in level 2, which is the managed process level. These processes were still at level 1 and level 2 so they need to be increased to a minimum at level 3 (Established). It is recommended to improve the management of IT services and the application of information security management become more effective, increasing the adaptive power of the industrial revolution 4.0

Abstract

Pengabdian kepada masyarakat ini dilaksanakan di Kecamatan Dayun Kabupaten Siak. Adapun materi yang disampaikan adalah model pencegahan kabut asap akibat kebakaran hutan dan lahan (karhutla) berbasis sistem informasi dan penguatan kebijakan mengenai kebencanaan. Kegiatan ini berguna bagi masyarakat dan stakeholder terkait mengenai pentingnya meminimalisir bencana asap dan Potensi kebakaran hutan dan lahan. Aspek sistem Informasi yang disampaikan yakni melakukan deteksi asap dengan menggunakan alat pendeteksi asap dan aspek kebijakan yakni mengarahkan kembali masyarakat untuk mematuhi aturan terkait seperti peraturan desa, peraturan daerah dan undang-undang mengenai kebencanaan. Adapun dampak yang diperoleh dari kegiatan ini adalah meningkatnya kesadaran dan kewaspadaan masyarakat terhadap bencana asap di Kecamatan Dayun Kabupaten Siak.

Abstract

Social media has more capabilities of transferring ideas, disseminating various purposes, including political campaign content through social media more quickly and almost without any boundaries. Social media can also as the communication tools where everyone influences each other, including in terms of influencing voters and in this case it will become a novice voter for high school students in the Meranti Islands Regency. Novice voters are identical to smartphones and social media. This activity aims to educate novice voters in determining and making choices based on what they experienced in social media so that they have sufficient knowledge and become wiser, and also ready to participate in the general election.

Abstract

Tujuan dari penelitian ini adalah untuk mengukur dan menggambarkan analisis implementasi kebijakan MBKM Universitas Abdurrab dalam program magang mahasiswa. Metode penelitian ini adalah metode campuran atau Mixed Method Research (MMR) dengan pendekatan kuantitatif menggunakan metode survei dan pendekatan kualitatif menggunakan metode wawancara. Hasil penelitian menunjukkan bahwa mayoritas responden (>80%) menyatakan sangat dan setuju terhadap implementasi kebijakan MBKM Universitas Abdurrab terkait program magang mahasiswa, cukup setuju (>10%) dan kurang setuju dan tidak setuju hanya < 1%. Kesimpulan yang diperoleh yaitu Universitas Abdurrab telah mengimplemetasikan kebijakan MBKM terutama dalam program magang mahasiswa yakni dengan menempatkan mahasiswa Universitas Abdurrab untuk program magang di beberapa instansi terkait seperti rumah sakit, puskesmas dan perusahaan. Universitas Abdurrab juga telah mengimplementasikan kebijakan MBKM untuk program magang mahasiswa di prodi-prodi yang dijadikan percontohan pelaksanaan program magang di Universitas Abdurrab.

Abstract

Budaya melayu di Provinsi Riau tidak hanya meninggalkan sebuah momentum historis kultural saja, namun juga meninggalkan beragam perspektif antara lain seperti pemikiran politik dan tata kelola pemerintahan. Sebelum Indonesia merdeka dan Riau bergabung kedalamnya sebagai bagian dari wilayah teritorial, model pemerintahannya adalah monarki (kerajaan). Sistem pemerintahan kerajaan di Riau mengenal kontrak politik antara raja dengan rakyat. Berakhirnya pola sistem pemerintahan monarki ini ditandai dengan bergabungnya Kerajaan Melayu Riau kedalam bagian Negara Kesatuan Republik Indonesia pasca kemerdekaan 17 Agustus 1945. Penelitian ini diharapkan memberi sumbangsih ide mengenai model penyelenggaraan sebuah pemerintahan dalam sistem pemerintahan demokrasi di Provinsi Riau khususnya dan umumnya didaerah-daerah lain di Indonesia. Penelitian ini menggunakan pendekatan kualitatif deskriptif yakni menggambarkan keadaan subyek dan obyek penelitian pada saat sekarang berdasarkan fakta-fakta yang terjadi dan terlihat sebagaimana adanya. Penelitian ini menunjukkan perspektif tata kelola pemerintahan dalam budaya Melayu Riau yang lebih menitikberatkan kepada kepemimpinan yang berdasarkan nilai-nilai Islami. Dalam pengambilan keputusan seorang pemimpin melibatkan seluruh komponen, pemimpin bersikap transparan, bertanggung jawab dan efektif. Pemimpin menjamin tegaknya keadilan dalam bingkai supremasi hukum dan pemimpin juga memperhatikan kepentingan masyarakat dalam bidang sosial, politik dan ekonomi.

Abstract

ABSTRACT Family empowerment post (Posdaya) as a development pillar concept based on multi-purpose community development should be in line with the social institutions that exist in the community. This study analyzed the family empowerment post (Posdaya) in strengthening social institutions in Kelurahan Binawidya, Tampan sub-district, Pekanbaru City. This study uses a qualitative approach. The theory used in this research includes empowerment and community empowerment strategies. The results show that even though Kelurahan Binawidya is newly established, Posdaya in Kelurahan Binawidya steers integrally enhancing social institutions and family functions, that is, synergying empowerement strategy and development planning in Binawidya, ranging from forming until carrying out working program of supporting organizational structure supporting in Kelurahan Binawidya like RT, RW, LPMK and other social institutions including Posyandu, PAUD, PKK, and MDA. The main obstacles in this process are communication that is not properly coordinated, a lack of motivation, and apathy of society. Penelitian ini menganalisis pos pemberdayaan keluarga (Posdaya) dalam penguatan kelembagaan sosial di Kelurahan Binawidya, Kecamatan Tampan, Kota Pekanbaru. Penelitian ini menggunakan pendekatan Kualitatif. Teori yang digunakan dalam penelitian ini diantaranya strategi pemberdayaan dan pemberdayaan masyarakat. Hasil penelitian menunjukkan bahwa sebagai kelurahan yang baru berdiri, Posdaya Kelurahan Binawidya mengarahkan penguatan kelembagaan sosial dan fungsi keluarga secara terpadu yakni mensinergikan antara strategi pemberdayaan dengan perencanaan pembangunan (Renbang) di kelurahan, mulai dari membentuk, menyusun hingga melaksanakan program kerja struktur organisiasi pendukung kelurahan seperti RT, RW, LPMK dan juga lembaga-lembaga sosial seperti Posyandu, PAUD, PKK, dan MDA. Kendala pokok dalam proses ini diantaranya rendahnya tingkat komunikasi, rendahnya motivasi dan sikap apatis masyarakat Kata Kunci: Posdaya, pemberdayaan, keluarga, kelembagaan sosial

Abstract

Based on estate statistics collected by the Ministry of Agriculture of the Republic of Indonesia, that in 2017 the total area of plantations producing Sago Islands Regency reaches 91,944 hectares and plant production of 418,802 tons. The number increased from 2 years earlier, namely in 2015 sago plant area was 83,691 ha with a production yield of 366,032 tons and in 2016 sago plant area was 89,611 ha with a production yield of 377,914. This study tries to trace the direction of the sago-based policy development Center for Small and Medium Industries in the Meranti Islands District. This research was conducted with a qualitative approach which is research that focuses on the concepts that arise from the data. The results of the analysis and interpretation of data in the form of exposure to the situation under study and then given a narrative and systematic explanation. The results showed that policies in order to encourage the development of sago-based Small and Medium Industrial Centers in the Regency of Meranti Islands including carried out with scenarios of structuring the location of activities, land use plans, efforts to map the transportation network system plans, telecommunications, electricity and clean water.

Abstract

Dayun is one of the villages in the Siak Regency. Every year, the thread of fire and haze disaster always occurs and causes economic losses and health impairment of the villagers. This Community service was in partnership with the Regional Disaster Management Agency of Siak Regency. Through the integrated Community service program for the student of Abdurrab University, collaborating with the Lecturer’s Community Service program, the students from various majors are taking action to the community service in Dayun Village. The activities were to transfer the knowledge to the community and designing an early detection system. During the program, the students were creating media designs such as videos and pamphlets. Some Informatics students were developing a web-based application for early detection. The results were presented at the Regional Disaster Management Agency of Siak Regency and acquired positive responses from the participants.
