Abstract

Tujuan penelitian ini adalah untuk menganalisis pelaksanaan sistem pemasyarakatan open camp dalam sistem pemasyarakatan terbuka pada Lapas Kelas IIA Kendari dan Untuk menganalisis pembaharuan hukum open camp yang ideal dalam rangka pencapaian tujuan sistem pemasyarakatan terbuka. Penelitian ini menggunakan beberapa pendekatan yakni pendekatan perundang-undangan (statute approach), pendekatan konseptual (conseptual approach) dan pendakatan kasus (case approach) dengan bahan hukum primer dan sekunder dengan teknis analisis preskriptif. Berdasarkan hasil penelitian bahwa pelaksanaan sistem pemasyarakatan open camp dalam sistem pemasyarakatan terbuka pada Lapas Kelas IIA Kendari belum dilaksanakan sesuai dengan Surat Edaran Direktur Jenderal Pemasyarakatan tanggal 03 Agustus 2004 Nomor E.PK.04.10-115 Perihal Penempatan Narapidana di Lapas Terbuka sebab pelaksanaan kegiatan Lapas terbuka masih berupa asimilasi yang sifatnya terbatas dimana para narapidana setelah melaksanakan asimilasi di luar Lapas di wajibkan untuk kembali ke Lapas di sore hari. Selain itu Pelaksanaan sistem pemasyarakatan open camp dalam sistem pemasyarakatan terbuka sangat diperlukan saat ini pada lembaga pemasyarakatan Kelas IIA Kendari karena menurut hasil penelitian dan pengumpulan bahan hukum bahwa terjadi kelebihan kapasitas di dalam Lapas yang mencapai 98 % berdasarkan Pelaporan SMSLAP Kanwil Sultra. Kedua, pembaharuan hukum sistem open camp yang ideal dalam rangka pencapaian tujuan sistem pemasyarakatan terbuka pada Lapas Kelas II Kendari bahwa Perlu dirumuskan syarat pemberian dan hapusnya pemberian sistem pemasyarakatan terbuka yang berbasis open camp bagi narapidana. Solusinya Perlunya Pengaturan Sistem pemasyarakatan terbuka seperti open camp dalam peraturan perundang-undangan atau paling tidak dalam peraturan pemerintah bukan dalam bentuk surat edaran.

Abstract

Tujuan kegiatan pengabdian yaitu meningkatnya pemahaman dan minat pelaku usaha tentang urgensi sertifikasi produk pangan industri rumah tangga dan legalitas usaha. Peserta terdiri dari 16 pelaku usaha Industri Rumah Tangga  produk tahu dan tempe di Desa Lambusa, Kabupaten Konawe Selatan. Metode pelaksanaan melalui penyuluhan. Kegiatan pengabdian dilaksanakan dari aspek legalitas usaha dan jaminan keamanan produk. Evaluasi program menggunakan kuisioner pre-post kegiatan.  Berdasarkan hasil evaluasi, kegiatan pengabdian masyarakat telah efektif dilaksanakan yang ditunjukkan dengan peningkatan pemahaman peserta tentang urgensi dan prosedur sertifikasi produk dan legalitas usaha. Minat peserta untuk memiliki sertifikat produk pangan  berada pada kategori tinggi, sementara minat peserta untuk memiliki legalitas usaha berada pada kategori sangat tinggi.  Rekomendasi yang diajukan berupa upaya instansi terkait guna membuka akses yang lebih luas bagi pendaftaran legalitas usaha maupun sertifikasi produk pangan. Counseling on Certification and Business Legality at Tofu and Tempe Industry Centers in South Konawe Regency  The purpose of service activities is to increase understanding and interest of business actors regarding the urgency of the certification of household industry food products  and business legality. Participants consisted of 16 household industry Tofu  and Tempe products in Lambusa Village, South Konawe Regency. Implementation method through counseling. Service activities are carried out from the aspect of business legality and product safety guarantees. Program evaluation using the pre-post questionnaire activities. Based on the results of the evaluation, community service activities have been effectively implemented by increasing participants' understanding of the urgency and procedures of product certification and business legality. The interest of participants to have a food product certificate is in the high category, while the interest of participants to have business legality is in a very high category. Recommendations submitted in the form of relevant agencies' efforts to open wider access for registration of business legality and food product certification

Abstract

This research aims :(1) to analyze the Influence of Government Expenditure in Education on the Human Development Index (HDI); (2) To analyze the Effect of Government Expenditure in Health on the Human Development Index (HDI). The study data used secondary data from 2005 to 2019. Variable research is education expenditure, health and Human Development Index (HDI). Data collection methods use documentation methods. Data analysis uses multiple linear regression analysis with the help of the SPSS v.17.0 program.The results showed that (1) Government Expenditure in the Field of Education Is Not Significant to The Human Development Index. This means that the realization of education spending has not been able to improve the development of the quality of human resources. In contrast to government spending in the field of health has a significant effect on the Human Development Index. The results indicate that the realization of education spending can significantly increase the Human Development Index (HDI).

Abstract

Public service providers are obliged to meet the standard components of services. This standard component of online public services is designed to provide the widest possible access to information to the public so that it is easier for the public to reach basic services that lead to community welfare. The main purpose of electronic services is people's satisfaction in using online services. This satisfaction can be realized if the services provided are in accordance with the established service standards or better than the service standards. This study aims to analyze the effect of e-service quality and e-trust on e-customer satisfaction. Determination of sample size using the slovin formula so that a sample of 76 respondents was obtained and the sample was drawn using the accidental random sampling method. Data analysis using Multivariate Regression with SPSS 24 software.Based on the results of the research conducted, it can be concluded that (1) E-service quality and e-trust secara simultan  berpengaruh signifikan terhadap e-customer satisfaction at the office of investment and one door integrated services, wakatobi regency; (2) E-service quality  berpengaruh positif dan signifikan terhadap e-customer satisfaction at the office of investment and one door integrated services, wakatobi regency; (3) E-trust berpengaruh positif dan signifikan terhadap e-customer satisfaction at the office of investment and one door integrated services, wakatobi regency.
