Abstract

This article aims to examine the selection mechanism for village officials in the Indonesian Distinctive Region of Yogyakarta. This article will focus on the problem of the differences in the selection mechanism for village officials in Yogyakarta, particularly in Kulon Progo, Sleman, Bantul, and Gunung Kidul Districts. In this study, researchers use the theory of merit system, which means a system working based on competency performance and professionalism, which is open and provides opportunities and supports every employee to develop the best performance for the organization, which is a manifestation of change as well as coaching for every employee to create productivity and competence (Meyrina, 2016). The data are collected from four districts in Yogyakarta by series of observations to the implementation of regional regulations. The data are categorized and analyzed. This study concludes that the implementation of the merit system in the four districts is through open selection, which in practice has differences in the examination mechanism. This shows that in the application of the merit system there are variations from the four districts. Besides, another difference is the neutrality of the selection committee, which has different mechanisms between districts. One of them is collaborating with universities and third parties. This was done to maintain the neutrality of the committee and to create professional, competent, and high integrity of human resources.

Abstract

The development of modern shops or lined shops has recently grown rapidly to various regions, including in Sleman Regency. This will be a new problem for the economic sector, wherewith the existence of various modern shops or networked shops will have an impact on the weakening of the existing traditional markets in the region. So that there needs to be a role from the government to be able to carry out strategies in increasing the existence of traditional markets in the community. Consequently, the purpose of this research is to examine regional government policies in empowering traditional markets in the Sleman Regency Government. Where in Sleman Regency, there are currently several traditional markets that are dead or not running. From the results of the study, it was found that to keep increasing the extension of traditional markets so as not to be confused with modern markets, the Sleman Regency Government implemented a clear policy foundation, namely Perda No 17/2012, Perda No 18/2012, and Perda No 54/2015. Keywords : Policy, Empowerment, Traditional Market

Abstract

The purpose of this research is to see the open selection mechanism in the government of Bantul district. Because the success of bureaucratic reform is a part of human resources within the government bureaucracy. Therefore it is necessary to have human resource management to realize a state of civil apparatus with integrity, professionalism and competence. In this study, researchers used qualitative approach methods. Where in the technique is done in-depth interviews to get information and gather other supporting documents on this research. Human resource management could be done by structuring employees through an open selection mechanism. The Government of Bantul District has conducted an open selection in structuring employees who are in their government. Because the open selection is considered a solution in the screening of the state civil apparatus. Moreover, the Bantul Government in the open selection process uses several stages including administration selection, competency tests, interviews, and paper presentations. With the existence of several stages carried out in the open selection process by the Bantul Government, it is expected to capture and create a state civil apparatus who are professional and competent in running of bureaucracy in the government. So the existence of the state civil apparatus competent then will be influenced in its performance.

Abstract

The waste problem is still a severe problem that must be addressed immediately. The problem is related to the final disposal site (TPA) and how and technically waste management and the lifestyle of the people themselves so that it is not only the role of the government in dealing with the waste problem but also the role of the community. Therefore, this community service aims to strengthen institutions and improve the quality of human resources in waste management. In the village of Ngestiharjo, Bantul Regency already has a partner waste bank, but the community has not engaged in waste bank management. Through this community service, the community is given socialization and motivation as education and encourages the community to move back to the existing waste bank. Not only that but the community was also given training in waste management. As well as for institutional improvement, the community is equipped with roles and tasks.

Abstract

DIY As a special autonomous region, it has the right to manage land in DIY where not everyone can directly patent land in DIY. Land management in DIY sometimes becomes polemic for the community. The research method carried out is a qualitative method. Data collection techniques in this study were interviews with relevant stakeholders such as the Department of Land and Spatial DIY and the National Land Agency of the DIY and literature study, namely data collection using various literature and legal documents governing land management in DIY. Land management which is divided into two previously mentioned, namely Keprabon Land and Non-Keprabon Land or Dede Keprabon which are found in all regions in DIY. The Sultanate and the Pakualaman of Pakualaman are legal subjects for land ownership in DIY. Besides, the Sultanate is also given the authority to be able to manage the land of Keprabon and non-Keprabon land in DIY. In this case, all forms of management, use of private land, all kinds of business, social, legal and others have been regulated through Article 33 Paragraph (4) of the Privileges Law. Special Autonomy makes this area has rights to land management where DIY has four boundaries divided into Sultan Ground (SG) land, Pakualaman Ground (PG), village land and DIY land. The granting of authority over the use of Sultanate land and Pakualaman land is carried out following applicable legal provisions, namely according to customary law.

Abstract

Adanya pandemi COVID-19 secara global menjadi tantangan sendiri khususnya bagi pemerintah Indonesia. Salah satunya dalam penyampaian informasi terkait dengan COVID-19. Adanya pandemi besar ini juga menghasilkan berbagai informasi-informasi yang mampu menciptakan ketegangan bagi masyarakat. Oleh karenanya perlu adanya komunikasi pemerintah yang efektif dan tepat kepada masyarakat terkait dengan pandemic ini. Sehingga tujuan penelitian ini untuk melihat komunikasi pemerintah di masa pandemi melalui akun Twitter @BNPB_Indonesia dengan mengetahui intensitas komunikasi pemerintah dan melihat hubungan interaksi komunikasi pemeirntah melalui akun Twitter @BNPB_Indonesia. Penelitian ini menggunakan metode pendekatan penelitian kualitatif dan analisis data diolah dengan bantuan software NVivo 12 Plus. Data diperoleh melalui akun Twitter @BNPB_indonesia. Dari hasil penelitian diperoleh komunikasi yang dibangun oleh pemerintah di masa pandemic COVID-19 melalui akun Twitter @BNPB_indonesia aktif menyampaikan informasi kepada public dan informasi tersebut dapat diterima oleh public dengan baik. Sehingga hal ini melihatkan komunikasi pemerintah yang bersifat eksternal dimana memiliki fungsi to managing people.

Abstract

Dalam rangka program dari pemerintah Pembangunan merupakan salah satu komponen terpenting untuk pemerintah, baik pembangunan infrastruktur maupun pembangunan fisik. Dalam proses pembangunan pasti ada yang namananya partisipasi masyarakat, dimana partisipasi ini akan sangat bermanfaat sekali bagi pemerintah terutama untuk mensukseskan pembangunan. Salah satunya partisipasi masyarakat di Desa Raji, dalam proses pembangunan desa. Adapun metode yang digunakan dalam penelitian ini adalah kualitatif, dengan penggalian data lebih dalam melalui wawancara dan dukungan data skunder. Berdasarkan hasil penelitian dikatakan bahwa pada tahap perencanaan desa dilakukan koordinasi dengan masyarakat. Selain itu penentuan program juga didasari dengan skala prioritas yang dibutuhkan oleh masyarakat. Dimana pada proses pembangunan sudah dinyatakan cukup baik akan tetapi pada proses partisipasi masyarakat masih cukup rendah.

Abstract

Penelitian ini berupaya memahami proses dari sistem penganggaran di Indonesia melalui perspektif teori New Institusional dan Spending Review. New Institusional adalah penjelasan yang populer dan tegas untuk menjelaskan tindakan individu dan organisasi. Spending Review adalah metode untuk mengukur kualitas pengeluaran pemerintah dalam struktur Anggaran Pendapatan dan Belanja Aceh (APBA) Provinsi Aceh. Penelitian ini menggunakan pendekatan kualitatif deskriptif dan tinjauan pustaka. Hasil penelitian ini pelaksanaan APBA di Provinsi Aceh pada Tahun Anggaran 2018 telah berjalan dengan baik. Tingginya penyerapan anggaran Dana Desa juga membuktikan bahwa sistem pelaporan sudah praktis dan mampu dipahami aparatur desa di Provinsi Aceh. Hal ini mengindikasikan perbaikan pola penyerapan pada Tahun Anggaran 2018 yang lebih matang dan terencana.

Abstract

Sumber daya manusia merupakan komponen paling penting dalam sebuah organisasi. Maka dari itu diperlukan sumber daya manusia yang kompeten dalam mengelola sebuah organisasi. Selain itu, diperlukan sumber daya yang mempunyai skill sehingga dapat membantu dan mengembangkan organisasi. Salah satunya adalah organisasi di tingkat desa yaitu Ranting Muhammadiyah Triwidadi. Organisasi ini perlu peningkatan skill sumber daya manusia terutama dalam hal kemampuan berbicara sebagai penceramah atau dai serta relawan Muhammadiyah yang ada ditingkat ranting. Salah satu metode yang digunakan pada kegaitan pengabdian masyarakat ini adalah dengan mengadakan pembekalan bagi relawan dan calon dai di lingkungan Ranting Muhammadiyah Triwidadi. Adapun hasil yang telah dilakukan pada pelaksanaan pengabdian ini adalah memberian pembekalan pada calon dai dan relawan Muhammadiyah di lingkungan Ranting Muhammadiyah Triwidadi. Apalagi pelaksanaan pembekalan Dai dan Relawan dilakukan di masa pandemi Covid-19, sehingga dapat membantu masyarakat terutama dalam hal tuntunan ibadah di masa pandemi dan pertolongan pertama bagi masyarakat yang membutuhkan

Abstract

The Kulon Progo Regency Government has implemented various policies to improve the economy and welfare of the community, including the Bela Beli Kulon Progo program and the Belabeliku.com marketplace. This study emphasizes the importance of government policies in empowering communities through MSMEs and the marketplace to enhance the economy and improve people's living conditions. To conduct this study, the descriptive qualitative research method was used. The People-Owned Stores Economic Development Policy (TOMIRA) is a special policy that has been developed by the local government in Kulon Progo Regency to revitalize and improve the welfare of Micro, Small, and Medium Enterprises (MSMEs) in the area. The policy involves collaborating with modern stores to safeguard local products and traditional markets from the capitalist system that exists in Indonesia. The government's commitment to preserving traditional markets and local products can be seen in the Kulon Progo Regency Regional Regulation Number 11 of 2011 on the Protection and Empowerment of Traditional Markets and the Structure of Shopping Centers and Modern Stores. The implementation of this policy began in 2014 and continues to this day, with approximately 19 TOMIRA in Kulon Progo Regency partnering with modern stores the government's collaboration with modern shops involves marketing, provision of business locations, and acceptance of MSME supply from big businesses. The TOMIRA policy is an important step in improving the economic growth and welfare of the region, and it sets an example for other local governments to prioritize innovation and prioritize MSMEs.
