Abstract

Penelitian ini dilakukan dengan tujuan untuk mengidentifikasi faktor penyebab anak putus sekolah dan strategi pemerintah kelurahan dalam mengembangkan SDM anak putus sekolah. Metode yang digunakan dalam penelitian ini adalah tipe penelitian deskriptif, yaitu penelitian yang bertujuan untuk menggambarkan dan mendeskripsikan objek dan fenomena yang diteliti. Penelitian ini menggunakan jenis penelitian deskriptif kualitatif dengan pendekatan studi lapangan. Data dikumpulkan melalui observasi, dokumentasi, dan wawancara terkait faktor penyebab dan strategi pemerintah kelurahan. Informan penelitian terdiri dari pemangku kepentingan terkait yaitu Lurah Kelurahan Belawan 1, Kepala Lingkungan XII Kampung Nalayan dan beberapa masyarakat yang bermukim di Kelurahan Belawan I Lingkungan XII Kampung Nelayan berjumlah 6 orang. Tehnik analisis data dengan menggunakan model analisis interaktif. Hasil dari penelitian ini menunjukkan bahwa faktor penyebab anak putus sekolah dikarenakan adanya faktor dari dalam diri anak dan juga dari luar diri. Sebagai langkah strategis yang diambil oleh pemerintah kelurahan untuk mengembangkan SDM anak putus sekolah tersebut yakni dengan menerapkan pendidikan kesetaraan, membuat dialog komunitas, mendirikan rumah zakat serta melaksanakan kegiatan keliling kampung. Dengan demikian, bahwa dapat ditarik kesimpulan permasalahan mengenai anak putus sekolah telah berhasil diminimalisir melalui strategi yang telah ditetapkan oleh pemerintah Kelurahan Belawan 1

Abstract

Aim and scope that research is namely whether the election smart home program has an influence on community political participation (case studies at the Medan city electoral commission office), and to find out whether election smart home programs have an influence on community political participation (case studies at the commission office Medan city elections). The form of this study is to use descriptive research with a quantitative approach with the aim of knowing the effect of variable X (free) with variable Y (bound). This research was conducted at the General Election Commission of Medan City. While data collection is done by distributing questionnaires, interviews and observations. The results of the study showed that there was an influence between the electoral smart actions towards public political participation in the General Election Commission of Medan City. This can be seen from the calculation of R-Sqare which is equal to 0.219 or equal to 21.9%, which means that there is a relationship between the Election Smart House variable (X) on the variable Political Participation of the Community (Y). The presence of Election Smart House (RPP) in Medan City is to increase the level of community participation in the city of Medan. With the presence of the Election Smart House (RPP) in the city of Medan, it is expected that the community can come to visit as a form of community participation to answer the low level of community participation.

Abstract

This study aims to find out how the role of the Family Planning Population Control Office, the determination of policies and programs in controlling the population growth rate in Medan City, besides that the author also wants to know the factors that prevent the Population and Family Planning Control Office from controlling growth residents in Medan City. The research technique used is a qualitative research method with interviews and observations. The research subject taking technique is using purposive and snowball techniques. From this technique, informants obtained, consisting of the Head of the Population and Family Planning Control Office, Head of the Family Planning Division, Head of Extension and Penggerak, Head of Resilience, Head of Population Control, Family Planning Field Extension, and the community who participated in the Family program. Planning or those who do not take part in the Family Planning program. Based on the research conducted, it was found several findings that the Office of Population and Family Planning Control has a role in suppressing population growth which includes coordination with government, community and private institutions in family planning activities, conducting family planning counseling, installing contraceptives and post-installation contraception. Obstacles in controlling population growth, namely the lack of skilled technical personnel, inadequate infrastructure, the influence of culture and the level of education of the community also become obstacles to DP2KB in carrying out their duties and functions.

Abstract

Public policy has two main functions: budget and regulation. Similarly, the Progressive Tax Policy of Motor Vehicles regulated in the Regional Regulation of North Sumatra Province No. 1 of 2011 which began in force in 2012. This researcher uses descriptive qualitative research method. The data collection procedure used by interview, observation, documentation. Data analysis is done by data reduction, data presentation and conclusion. The results of this study indicate that the implementation of policies on the implementation of motor vehicle progressive taxes, including communication, human resources, executor attitude, and bureaucracy has been well implemented by Upt Samsat South Medan, namely: (1) Communication carried out externally by publishing a progressive tax to the public or taxpayer using print media and electronic media. (2) Human resources shall be carried out by preparing the personnel of the progressive tax service personnel of the vehicles in accordance with their respective fields of work and supported by adequate facilities and infrastructure of public services. (3) The executing attitude is carried out by Samsat employee by giving good service attitude to the taxpayers who pay the progressive tax in accordance with the operational standard of the established procedure; (4) Bureaucracy implemented implemented by simplifying the bureaucracy of vehicle tax payment service by forming working group, so taxpayers become easier in obtaining progressive tax service in Upt Samsat South Medan.

Abstract

This research title is ”Services Building Permit in Achieving Optimal Quality Public Services are held at Integrated Licensing Service Agency Pematang Siantar”. So far, in the minds of the public, that the quality of service Building Permit less bureaucracy and process sounds a bit complicated, and less than optimal. The main problem in this research is how the quality of public services in the granting of building permit in the Integrated Licensing Service Agency Pematang Siantar. The methods of data collection to use in this research were kuesioner, observation and documentation. The results showed that the quality of public services in the Service Agency of Integrated Licensing Pematang Siantar has been running well although there are still some constraints. This research uses the service quality theory of Zeithaml, Parasuraman and Berry consisting of 5 indicators of service quality that is tangible (physical evidence), reliability, responsiveness, Assurance and Emphaty. The survey results obtained from the respondents are tangible (physical evidence) of 51.9% (Pretty Good), Reliabelity of 77.2% (Good), Responsiveness of 73,4% (Good), Assurance 65,8% (Good), and Emphaty of 60,76%(Good). From these indicators can be concluded that the quality of service in the Integrated Licensing Service Agency Pematang siantar included in good category

Abstract

The service activities in Duria Village aim to improve the quality of individuals in the context of human resource development, form community cadres as agents of change, become a pillar of pride for the community and know the work process and how to implement community empowerment activities with Concloc activities. The implementation of activities is carried out using 4 (four) stages, namely: the initial stage of introducing and planting material, values and norms to school dropouts in Duria Village, the second stage is to develop the orientation of Koncokelas cadres, the third stage is a continuation of the stage the first and second stage, and the last stage, where at this stage the Koncokelas Cadres are ready to carry out field activities. The service that was carried out in Duria Village was carried out for 4 (four months). In this service activity, the target audience is school dropouts aged 10-15 years. The concept of service, namely Koncokelas: Application of Animation-Based Learning Videos as Efforts to Empower School Dropouts through Learning Houses. The result of this dedication is that the Classroom activities have succeeded in increasing the knowledge and skills of school dropouts as well as increasing their interest and motivation to learn.

Abstract

Village Fund Allocation is a fund allocated by the Regency / City Government for the Village sourced from the central and regional financial balance funds received by the Regency / City. Village Fund Management is also not balanced by adequate resources so that the implementation of Human Resources from the apparatus is still not good in terms of skills, expertise and education so that the Village Government Apparatus find it difficult to manage the Village Fund, Low Village Fund Absorption by the Village Government, Village Government Officials who hold concurrent positions in the Village Government bureaucracy. The purpose of this research is to find out the process and factors that hamper the implementation of village fund allocation policies. The implementation of the village fund allocation policy in Pokan Baru Village, Hutabayu Raja District, Simalungun Regency is not good. The quality of human resources from the village head office staff who are still inferior in terms of education and mastering technology is still low so that the implementation of the village fund allocation is not optimal and the human resources of the new pokan village community which is still lacking causes the lack of manpower to carry out the development slow . Disposition of new pokan village head office employees to collaborate is still not good, causing implementation to be slow.

Abstract

Issues on gender issues are issues that have long existed both in Indonesia and in other countries, in essence gender issues are issues that demand equality between men and women, this is actually the right of every citizen because both the people men and women are one and the same citizen and protected by the state constitution. The purpose of the study is to refer to things that are to be achieved in a study. The goal to be achieved is to know the performance of female members in the North Sumatra provincial DPRD and find out what factors hinder the performance of female members of the DPRD North Sumatra Province. The research method used in this study is a qualitative research method. The performance of women legislative members in carrying out their duties and authority can be seen in this period in achieving superiority or fighting for women's rights In the DPRD of North Sumatra Province it is quite good.

Abstract

Participation of people are needed to have political participation in the village’s election. Because participation are means for development and proceeded to the political democracy. The subject in this study is “ how participates society in the village elections in the village of Orahili village” and “ Any factor of what drives society can participate in the head of the village election in Orahili village in 2014”. Research results and discussion explains the participation at Orahili village very high participation in the village’s election activities, the first conclution that level of awareness community begins to grow and the second, people are looking for an experienced leader in government to be sure to smister and serve the public without limit.

Abstract

Human resources become the most important part in the survival of a company. Human resources are the most valuable investment and  the ultimate foundation of a company's survival. One aspect to the success of the company can be seen from the policy of the leader of a problem in this case how the recruitment system established by the company whether to promote most of the employees from within the organization or lift from the outside to fill the void  at  all  levels.  In  addition,  whether  the  emphasis  is  on  just  filling  vacancies  or appointments for long-term purposes.The purpose of this study to determine the effectiveness of employee recruitment at gas stations COCO Pertamina Retail Medan.The criterion or indicator   of   the   effectiveness   of   Tangkilisan,   (2005:   141),   among   others,   Target Achievement, Adaptation Capacity (Flexibility), Job Satisfaction, Responsibility. This research is in the form of descriptive qualitative research which the writer do interview technique. Based on Results Of Research That Has Been Spoken, Then Writers Can Draw Conclusions Outline that, Effectiveness Recruitment Staff at Gas Station COCO Pertamina Retail Medan Quite Effective.
