Abstract

Penelitian ini dilakukan dengan metode survey. Tujuan dari penelitian adalah untuk mengetahui kualitas pelayanan penyuluhan pertanian kepada petani di Kabupaten Garut. Di samping itu untuk menganalisis dan memberikan alternatif model penyuluhan pertanian. Dari penelitian ini diperoleh temuan penting bahwa setelah diberlakukan otonomi daerah jumlah, kualitas dan kompetensi penyuluh pertanian justru menurun. Hal ini mengakibatkan kualitas pelayanan yang diberikan kepada petani menjadi menurun pula. Sedangkan dari pengkategorian skor pada penerapan teori Zeithaml, et. al. (1990) menunjukkan bahwa dimensi assurance mendapatkan penilaian paling rendah dari responden. Sehingga perubahan kualitas pelayanan sebaiknya dimulai dengan memperbaiki indikator pembentuk dimensi ini. Berikutnya perubahan dilakukan bertahap atau paralel pada dimensi reliability, tangible, responsiveness dan empathy. Model pengembangan yang dapat diberikan yaitu menyediakan fasilitas sistem informasi disertai pelatihan yang intensif guna meningkatkan kinerja penyuluh pertanian, sehingga akhirnya meningkatkan kualitas pelayanan yang diberikan.

Abstract

Fusarium wilting on banana crop caused by Fusarium oxysporum f. sp. cubense is one of the important disease in banana plant in Indonesia. This disease can cause plant to wilt and die, therefore bringing loss to the banana farmer and entrepreneur. F. oxysporum f. sp. cubense genetic variability analysis techniques can be done by in vitro or in vivo. One of F.oxysporum f. sp. cubense genetic variability analysis techniques by in vitro is RAPD-PCR. In this research, analysis is continued with pathogen test. Genetic variability analysis by in vivo is needed to determine the level of pathogen and the race. The result of genetic variability techniques by RAPD-PCR done by this writer indicates that there is a big relation/link difference between isolats from different island. Isolat from Mojokerto (East Java) is 100% genetically different compared to the one from West Sumatera. Later, result of pathogen test shows that Pisang Ambon Kuning is the most resilient compared to Pisang Raja and William Cavendish. Based on the level of pathogen, there are two race grouping, which are race 1 that attacks Pisang Ambon Kuning and race 4 that attacks Pisang Raja and William Cavendish. Scott-Knott analysis on 26 isolats results in no real difference between isolats tested.

Abstract

The purpose of the study was to examine and determine the magnitude of the effect of tax counseling and services on individual taxpayers' tax compliance. The research uses a quantitative research approach. The research sample of 100 respondents was taken from the research population of 16,850,000 tax payers using the slovin formula. Data collection techniques using library research, questionnaire techniques and observation. Data analysis used frequency distribution, validity and reliability test, simple regression analysis and multiple regression. The results showed that the magnitude of the effect of tax counseling on tax compliance which reached 12.5 percent was determined by communicated tax knowledge, attitude and politeness, level of clarity explained, cooperation with other institutions/parties, attitude and politeness, level of clarity of answers, friendliness. , and the direction given (social, technical); The magnitude of the influence of tax services on tax compliance which reached 63.5 percent is determined by regulations regarding the provision of convenience of deposit, regulations regarding the provision of ease of reporting, Mobile Tax Units, piloting public service malls (MPP), piloting tax kiosks, attitudes and politeness, consultation and guidance. , timeliness of completion, and comfort of the service room; and there is a positive and significant effect between tax counseling and tax services together on tax compliance. The contribution of the effect of taxation services (0.556) is greater than the contribution of the effect of tax counseling (0.398) to tax compliance.

Abstract

The agricultural sector in Indonesia is very important in the national economy. Therole of government, private sector and farmers must work together to ensure the sustainabilityof agricultural development. Agriculture counseling organization as technical provider shouldbe ready to bridge the communication between the private sector, farmers and thegovernment itself. Although the improvements have been made several times, however in thefact shows that agriculture counseling organizations have not been working properly.This research with method of survey was conducted to know organization arrangement in theKantor Pengembangan Sumber Daya Manusia Pertanian dan Ketahanan Pangan (KPSDMP-KP) Garut Regency, review of the Hellriegel and Slocum theory (1998;581), development ofthe theory related to the issues in the research area, and alternative model of organizationstructure KPSDMP KP based findings on the problem formulation.Result of research indicate that human resources and technology get the lowest ratings of therespondents so that changes and improvements should start from both dimension. In addition,obtained by special finding that availability of information technology is very important insettlement of organization. The development of organization structure model of the KPSDMPKP Garut Regency is required two additional sections, that is 1) Study and Development ofAgriculture Technology and 2) Information Technology Section.

Abstract

Policy Implementation Education Unit Level Curriculum Research in Lubuklinggau, SouthSumatra Province is using descriptive method with qualitative approaches. The purpose of thisstudy is to determine and analyze the application of the theory of Edwards III and analyzes impor-tant findings of fact in the Education Unit Level Curriculum policy implementation in Lubuklinggau,in order to development of theory. The results showed that among the four factors examined in thepolicy implementation that communication factor and resources still need improvement consis-tently in order to Education Unit Level Curriculum program can be implemented well. Importantfindings from this study that the culture was instrumental in Education Unit Level Curriculumimplementing policies

Abstract

This study aims to analyze the optimization of increasing PAD North Lampung Regency Government which is one of the regencies in Lampung Province which has a lot of potential resources to be developed and managed optimally. Optimizing regional own-source revenue (PAD) is an effort to improve the performance of local government administration as stated in the vision and mission and then implemented through planning document programs and activities (RPJPD, RPJMD and RKPD). This research is a qualitative research with data collection methods using qualitative descriptive research methods. Data sources were obtained through interviews, observations and documents. After the collected data was analyzed again, data analysis techniques were used, namely the SWOT analysis method was used for data reduction, data presentation and data verification. This study was conducted in several SKPD that have the potential to produce PAD which has not been maximized so far. The results of the study show that the strategic environment related to PAD management in North Lampung Regency is produced with ordinate values of x= -0.03 and y = 0.55 which indicates that the SWOT results of this study are in quadrant III, namely a position that is weak internally but still has a chance to be developed. The suggested strategy to be a top priority for efforts to optimize PAD management in North Lampung Regency is the Weaknes-Opportunities Strategy.

Abstract

Perkembangan globalisasi menyebabkan persaingan yang ketat dalam perkembangan perusahaan atau organisasi. Oleh karena itu, perlu adanya manajemen sumber daya manusia yang efektif untuk dapat bersaing di era bisnis global. Penelitian ini kemudian bertujuan untuk melihat mengenai bagaimana implementasi kebijakan manajemen sumber daya manusia yang sifatnya efektif dalam meningkatkan kinerja organisasi di era bisnis global. Penelitian ini kemudian akan dilaksanakan dengan menggunakan pendekatan kualitatif deskriptif. Data yang digunakan di dalam penelitian ini berasal dari berbagai hasil penelitian dan studi terdahulu yang masih memiliki adanya keterkaitan dengan isi penelitian. Hasil dari penelitian ini kemudian menemukan bahwa dalam penerapannya, akan muncul berbagai tantangan seperti keterbatasan sumber daya manusia, perbedaan budaya dan nilai, serta sulitnya fleksibiltas. Oleh karena itu, perlu adanya beberapa solusi dalam menghadapi berbagai permasalahan ini, seperti penggunaan teknologi dan otomatisasi, peningkatan kesadaran terhadap nilai dan budaya, serta mengembangkan program keterlibatan karyawan.
