Abstract

This study aims to assess the implementation of the management policies for regional goods belonging to the region within the Palangka Raya City Government. The research focus is directed at efforts to answer research questions on how the implementation of moving inventory management policies belongs to the area of the Palangka Raya City Government. The research method used in this study is qualitative descriptive with primary data obtained from the results of observations, interviews, and documentation of the heads of SKPD, heads of SKPD Technical Implementation Units and Management Officers, Regional Property Storage of the City of Palangka Raya. The results showed that: 1) The implementation of the moving inventory management policy belonging to Palangka Raya City has not been running as it should have been dominantly caused/influenced by communication factors, and dispositions, while resource factors and bureaucratic structures also played a role but were not dominant. 2) The most common violation of the policy regarding the management of movable property belonging to the region is that movable property belonging to the Palangka Raya city area is carried out without procedures, either at the time of transfer or at full time

Abstract

This research aims to study the waste management system in Palangka Raya City and map the system of Division of Service territory and its collection system and socialization of the garbage management and Focus Group Discussion (FGD) model in the environment School in the community of Palangka Raya. In this study use qualitative Descriptive. The Data collected, arranged in a manner tailored to the needs of analysis. The data collected consists of secondary data and primary data. Secondary data collected from related installations, while the primary data collection is implemented by survey method. For the purposes of data and information that is macro-special is used Rapid Rural Appraisal (RRA) approach, while micro-data is used in-depth interviews (Deep Interview) using questionnaires. The results of the research conducted, there is an improvement in the management of the city scale Palangka Raya. In relation to the need to improve the organizational structure of management that is integrated and cross-sectoral to increase community participation and improvement of service

Abstract

In the authors use a qualitative approach. According to Sugiyono (2011:8) "Qualitative research method is a method used to examine the condition of natural objects". The Dimanapeneliti is as a key instrument, the data collection techniques are done triangulated (combined), inductive data analysis, and the results of qualitative research emphasizes the meaning of generalization. Based on the theory, researchers are used to using qualitative research methods because they want to understand sociological factors, situations, and symptoms or social phenomena in depth, and in a comprehensive sense. With a qualitative approach, researchers do research on natural settings, meaning researchers see the fact that there is field. Abstract

The purpose of this study was to determine how much influence the Service Quality on Indihome Fiber Customer Satisfaction At PT Telkom Telangka Raya Province of Central Kalimantan. The method used in this study is a quantitative method. Data collection techniques using questionnaires (questionnaires), the number of samples in this study were 332 Indihome fiber customers in the City of Palangka Raya. The sampling technique is using Random Sampling techniques or random samples and the analysis technique used to process data is by-product moment correlation analysis techniques. The results of the analysis using Product Moment obtained a Rxy value of 0.984. This value is compared with the table value about the interpretation included in the very strong category. This value is between 0.80-1,000, this shows that Service Quality has a real and positive influence on Indihome Fiber Customer Satisfaction at PT Telkom Telangka Raya City of Central Kalimantan Province.

Abstract

This research aims to determine the mechanism of execution of fines of money from the Pulang Pisau Affairs attorney in the case of criminal acts of traffic violations, as well as to find out what matters for the Prosecutor State of the Pulang Pisau in carrying out its duties or roles as an execution of a fine of money in a criminal act of traffic violations, and knowing the actions taken as a solution to the problem. This research uses qualitative research methods. The results of this research can be known the effectiveness of the execution of fine speeding tickets in the state Attorney Pulang Pisau Office has shown positive results, this is demonstrated by the number of cases that have been executed as a percentage of Bigger than the ticketed thing that is still in arrears. However, the arrears that have not been completed can still require follow-up completion, given the magnitude of potential state acceptance that can be obtained from the payment of fine ticketed. The obstacles faced by the State prosecutor's Office in implementing the execution of fine ticketed are among other tickets that are not immediately paid by the violators, because of the ticket violators who are not residents originating from the Pulang Pisau but only riders passing through the Pulang Pisau; Violators reasoned if the busy factor had not attended trial; As well as the amount of workload received by the employees makes the handling of speeding things less efficient.

Abstract

The purpose of this research is to know the effectiveness of the implementation of the complete systematic land registration Program (PTSL) in Sukamara district of Sukamara District and the effective inhibiting factors of its implementation. The study used a qualitative approach. The research Data is derived from live observations, interviews, and collecting documents. The informant in this research is the land of the province of central Kalimantan, the National Land Agency (BPN) Sukamara, Department of Population and Civil registration of Kapubaten Sukamara, District Sukamara, Government village and society/landowners. The results showed that the implementation of the program was quite effective with the addition of personnel and administrative force in the success of the program. This is also because the flow and stage of implementation of the program is already running according to the existing rules although in the process there are some constraints. Although the target is still not reached in each year but there is an increase in access in the next year. The inhibitory factors in the of are still found in the field of unknown land ownership, there are still many landowners who are not present at the time of measurement, low public awareness/landowners in clearing and making a barrier to the land, the low awareness of public to follow the program PTSL, still found population data that is not synced with land mail and the presence of land that is requested not have sppt-un land running.

Abstract

This research aims to analyze the implementation and identify the inhibitory factors of the Implementation of the Procurement of Goods /Services Electonic (e-procurement) in the National Road Implementation Task Force of Central Kalimantan Province. The desired target in the study, the researchers gave a limitation of the problem the implementation of electronic tenders for construction workers (roads/bridges) in the National Road Implementation Task Force of Central Kalimantan Province. The research approach in this study is a type of qualitative descriptive that aims to describe the complexity and dynamic in the procurement of electronic goods/services. Data collection was conducted through observations, interviews, and documentation. The interviewees were the head of the task force, the commitment-making officer, the task force assistant, the treasurer, and other employees related to the electoral auction in the Central Kalimantan Province National Road Implementing Task Force. The results of the study show the conclusion that the implementation of procurement of goods /services electronically in the national road implementation taskforce of Central Kalimantan Province has been carried out for the last few years. All stages of the auction are electonic through a long process of 14 stages that all transparent using a system that can be accessed for the public. However, the factor of inhibiting the implementation of electronic procurement of goods /services (e-procurement) in the national road implementation taskforce of Central Kalimantan Province is 1) HR, namely the lack of expertise in running the application of Electronic Procurement System (SPSE) as well as the lack of employees who have a Certificate of Procurement of Service Goods which is an absolute requirement to become Pokja Election / Procurement Officer. 2) Technology, internet network capacity that causes internet access speed to be slow.

Abstract

This study aims to analyze the inhibiting factors of the selection mechanism and the implementation of recruitment that has been carried out at the Central Kalimantan Police in order to form a professional NCO candidate. The method in this research is a qualitative descriptive type which aims to describe the implementation of the recruitment of the National Police NCO in the Context of Formation of qualified, clean, transparent, accountable and humanist National Police Human Resources in order to create professional, modern and reliable NCO personnel at the Central Kalimantan Police. The data of this research were obtained from direct observation, interviews, and collecting documents. The informants in this study were: Head of HR Department of the Central Kalimantan Police, Head of the Central Kalimantan Regional Police's HR Bureau, Head of the Central Kalimantan Regional Police's HR Bureau, Head of the Central Kalimantan Police's HR Bureau of Diapers, Paur Central Kalimantan Regional Police's HR Subdivision Paur, and the participants who took part in the NCO selection. The results show that the mechanism that has been implemented so far in the recruitment of the Central Kalimantan Police NCO has gone through the stages set by the Central Committee/Police Headquarters but in its implementation it is still not optimal due to several obstacles in each series of selection stages.

Abstract

This study aims to explore the phenomenon of the number of children dropping out of school and analyze the inhibitory factors of local government strategies in addressing dropouts (ATS) in The East Kotawaringin Region. In this research opportunity conducted qualitative analysis approach using descriptive approach shown to describe existing phenomena. That is based on the range and depth that the data collection in this study obtained from observations, interviews and documentation. The documents related to the research are data on handling ATS in the form of technical instructions (juknis), standard norms of procedures and criteria (NSPK), guidelines, as well as the results of data collection and implementation of activities by field personnel dikmas (TLD) as research materials. The results showed that the strategy to anticipate and handle ATS in east Kotawaringin district, local government with BAPPEDA as coordinator, coordinating the Education Office in the implementation of activities to handle dropouts by coordinating and synergizing with TLD officers in the implementation of ATS data collection in East Kotawaringin. Persuasive approach from field officers, making school-age children who are not school-age (ATS) who are successfully recorded willing to return to study either through formal channels (schools) or through nonformal institutions such as Learning Centers (SKB), Community Learning Activity Centers (PKBM), and Institutes of Courses and Training (LKP).

Abstract

This study aims to describe and describe the Quality of Service for the Distribution of Raskin Assistance in Panarung Village, Palangkaraya City. The research method used is qualitative where the researcher wants to describe and describe the Quality of Service for Distribution of Raskin Assistance in Panarung Village, Palangkaraya City, Data Sources namely Social Welfare and Community Services Section, Development and Human Resources (HR) section and Government section. Based on the results of research that has been conducted that the Quality of Service Delivery of Raskin in Panarung Urban Village, Palangkaraya City is quite good and its implementation has followed established procedures, but it is still not optimal, because socialization is not maximized, inadequate facilities, disciplinary officers that makes service slow
