Abstract

This study discusses collaborative governance in an effort to accelerate stunting reduction in Banyumas Regency. The problem of stunting is currently a problem faced by the government at the local government level to the central government. Banyumas Regency is one of the regencies that has a commitment to tackling and accelerating the current stunting reduction. The purpose of this research is to see how the collaborative process is carried out between local governments, community groups, and the private sector in collaborating and synergizing to overcome and reduce stunting rates. This study looks at how each party plays a role and is responsible for each other which is contained in a common commitment. This study uses descriptive qualitative research methods, with a case study approach, data analysis techniques using triangulation of data and sources, while informants are selected based on ability in accordance with purposive sampling rules. The results of this study are divided into several aspects which include the initial conditions in the collaborative governance process by looking at the situation and condition of stunting in Banyumas Regency. Aspects of leadership and communication forums that are netted in the community starting from the village government level, sub-district, to the district level. The forum used for coordination is through posyandu groups that have been scattered in each village. The results of this collaborative governance process were able to run well, so that gradually the government was able to reduce stunting rates and develop a health education network model in an effort to prevent and accelerate stunting reduction in Banyumas Regency.

Abstract

The purpose of this study was to analyze and describe the Collaborative Penta Helix in the development of local tourism through Peken Banyumasan. The research method used is qualitative. An informant recruitment technique is purposive sampling. The data analysis technique used is an interactive model. The results show that the collaborative pentahelix conducted by the government sector, the private sector, and society as a whole is well coordinated and executed. The stakeholders have a definite role in the establishment of collaboration. The role of each stakeholder involved, such as the district government, as the government sector, has a role as a facilitator and organizer in Peken Banyumasan; academics at ITTP Telkom Purwokerto, as the private sector, have a role as drafters of Peken Banyumasan activities as well as implementers; the arts and culture community, as the private sector, has a role as a supporter of traditional handicrafts and tools to support and promote MSMEs in Banyumas Regency; and the mass media as supporting activities in the field of information and communication as a form of information dissemination in a wide scope.

Abstract

Korupsi merupakan suatu tindakan yang sangat merugikan negara. Uang hasil korupsi biasanya sudah dimanfaatkan oleh koruptor untuk membeli aset- aset baik bergerak maupun tidak bergerak, apabila aset tersebut menjadi barang bukti dan disita oleh negara, maka akan terjadi kerugian negara dalam penangananya dari tahap penyidikan sampai incraht putusan pengadilan. Penelitian ini bertujuan untuk mengetahui bagaimana aset- aset hasil tindak pidana korupsi menambah kerugiaan negara dalam proses penegakan hukum dari penyidikan sampai dengan incraht. Dengan menggunakan metode analisis diskriptif kualitatif. Dengan demikian maka diharapkan dapat diketemukan model yang lebih baik untuk mengatasi kendala yang ada sehingga dimasa mendatang dapat dibuatkan aturan guna mengurangi kerugian negara terhadap pengelolaan aset-aset tindak pidana korupsi.

Abstract

The Family Hope Program is one of the program that aims to overcome public problems regarding poverity is society issued by the government which are conditionally classified as poor families in the form of social assistance as a form of social protection efforts. The purpose of this research is to study the process of evaluating the implementation of family programs in Winduaji Village, Paguyangan District, Brebes Regency. This study uses a descriptive qualitative approach that can describe problems in a study through the answers to these problems. Data collection techniques were carried out through interviews, observation and documentation. To test the validity of the data, researchers used a source triangulation technique, namely by checking the data that had been obtained through several sources. From the results of the analysis carried out on the Family Hope Program implemente, it could can run in accordaning to the regulations and procedures set by the relevant government. . This can be seen from the various activities carried out in Winduaji Village, Paguyangan District, Brebes Regency by PKH Facilitators, PKH Coordinators and community groups starting from meetings, disbursing, updating data to verifying commitments and towards the Family Hope Program. Aimed at the level of families who are slassified as poor can help meet the needs of people who are still minimal earning income in their respective families. However, there is a need for training and socialization regarding education on the use of assistance from the Family Hope program to build economic welfare independently for the people who belong to it, who in the future will not always depend on programed government assistance.

Abstract

Universitas Jenderal Soedirman terus berupaya meningkatkan kualitas layanan tata persuratan dengan baik agar pengelolaan berjalan lebih efektif dan efisien. Salah satunya melalui transformasi pelayanan surat berbasis offline menjadi online. Sistem persuratan di Unsoed disampaikan secara online melalui aplikasi Sistem Informasi Kearsipan Dinamis (SIKD). Sistem Informasi Kearsipan Dinamis (SIKD) adalah suatu aplikasi persuratan yang dirancang untuk menangani pengelolaan arsip dinamis. Pengelolaan persuratan pimpinan ini pada prinsipnya adalah proses persuratan yang ditujukan kepada Pimpinan/Rektor dan Para Wakil Rektor Unsoed. Dalam implementasinya masih ada masalah dan hambatan pada system persuratan, berikut solusi pemecahan masalah yang penulis usulkan: Pertama membuat jadwal dalam membuka aplikasi system persuratan untuk pimpinan. Kedua pengembangan aplikasi SIKD di TAB/Handphone untuk Pejabat Struktural dan bernotifikasi, Ketiga pengawasan berkala dan arahan dalam pelaksanaan SIKD di masing – masing unit kerja.

Abstract

Kepuasaan masyarakat adalah tolak ukur sebuah pelayanan publik sudah dilaksanakan dengan baik atau tidak. Dalam pelayanan publik tidak lepas dari peran aktor birokrasi selaku pemberi pelayanan dan tak terlepas dari etika pelayanan publik. Penelitian ini berbeda dengan yang lain, dimana disini mencoba menganalisa pengejawantahan nilai etika penyelenggara pelayanan publik dengan mengkorelasikannya dengan indikator dalam Survei Kepuasan Masyarakat yang dilakukan oleh pengguna layanan. Apakah etika penyelenggara pelayanan publik berpengaruh terhadap capaian kinerja pelayanan publik yang diukur dengan Indeks Kepuasan Masyarakat. Metode penelitian yang digunakan adalah deskriptif kuantitatif dengan pendekatan cross-sectional, melalui teknik pengumpulan data dengan menggunakan kuesioner elektronik (e-survei) kepada sampel yang dipilih secara acak dihitung dari jumlah populasi penerima layanan. Kuesioner dilakukan dengan pendekatan kualitatif dengan pengukuran menggunakan Skala Likert. Hasil dari penelitian menunjukkan bahwa indikator Survey Kepuasan Masyarakat yaitu: (1). Persyaratan, Sistem, Mekanisme, dan Prosedur; (2). Waktu Pelayanan; (3). Biaya/Tarif; (4). Produk Spesifikasi Jenis Pelayanan; (5). Kompetensi dan Sikap Pelaksana; (6). Sarana dan prasarana dan (7). Penanganan Pengaduan, Saran dan Masukan, merupakan perwujudan nyata nilai etika aparatur penyelenggara layanan publik. Etika aparatur yang sesuai dengan ketentuan mendorong capaian indikator SKM Kelurahan Sambek menunjukkan kategori Baik sampai dengan Sangat Baik, hal ini berkorelasi terhadap capaian kinerja Pelayanan Publik Kelurahan Sambek yang diukur dengan Indeks Kepuasan Masyarakat menunjukkan kategori Sangat Baik (A).

Abstract

Markets have an important role as a means of fulfilling community needs and also the economic welfare of a region. The government is responsible for authorizing the existence of markets, both traditional markets and modern markets. The aim of this research is to determine the transparency of traditional market and modern market governance policies in Pemalang Regency. This research uses a qualitative descriptive research method with a case study approach and the data required is primary and secondary data obtained through observation, interviews and documentation. The results of this research use the transparency dimension which shows that there is openness of the Pemalang Regency regional government in determining governance policies in traditional markets and modern markets in Pemalang Regency. The inhibiting factors in implementing this policy are communication between regional governments and third parties, cooperation partners, and inaccuracies in regional government strategies.
