Abstract

ABSTRAK Manajemen strategis difokuskan pada proses penetapan tujuan organisasi, pengembangan kebijakan, perencanaan untuk mencapai sasaran, mengalokasikan sumber daya untuk menerapkan kebijakan, serta merencanakan pencapaian tujuan organisasi. Penelitian bertujuan untuk memproyeksikan manajemen strategis usaha peternakan melalui metoda force field analysis: melalui rekomendasi kebijakan. Penelitian dilakukan di Peternakan Al-Fatih yang merupakan peternakan semi modern dengan sistem syari’ah di Kabupaten Bondowoso Provinsi Jawa Timur. Data diperoleh dengan cara Focus Group Discussion (FGD) dan wawancara secara mendalam (in-depth interview) dengan narasumber utama (key informan). Analisis data menggunakan metode Force Field Analysis (FFA) berdasarkan faktor pendorong (D) dan faktor penghambat (H). Hasil penelitian didapatkan bahwa faktor pendorong pengembangan subsektor peternakan ialah bibit murah dan kualitas genetik bagus, adaptasi bibit terhadap kondisi lingkungan, transparan dan kepercayaan mitra, harga penjualan stabil, potensi eduwisata dan unit pengolahan limbah, serta rekrutmen tenaga kerja muda, sedangkan faktor penghambat pengembangan subsektor peternakan ialah Sumber Daya Manusia (SDM) peternak mitra, modal usaha, daging impor dan sapi bakalan impor, penyakit ternak, dan belum memiliki unit bisnis pengolahan. Kesimpulan penelitian menunjukkan bahwa faktor pendorong (D) memiliki nilai lebih kecil jika dibandingkan dengan faktor penghambat (H), maka rekomendasi kebijakan yang diusulkan ialah menguatkan sistem agribisnis peternakan menuju sistem agroindustri peternakan.Kata Kunci: faktor pendorong, faktor penghambat, agribisnis, agroindusri, peternakan sya’riahStrategic Management of Livestock Business Through Force Field Analysis Method and Policy RecommendationsABSTRACT Strategic management is focused on the process of setting organizational goals, developing policies, planning to achieve goals, allocating resources for implementing policies, and planning for achieving organizational goals. The research aims to project the strategic management of livestock business through force field analysis method: through policy recommendations. The research was conducted at Al-Fatih Farm, which is a semi-modern farm with the syari'ah system in Bondowoso Regency, East Java Province. Data obtained by means of Focus Group Discussion (FGD) and in-depth interviews (with key informants). Data analyzed by Force Field Analysis (FFA) method based on driving factors (D) and inhibiting factors (H). The results showed that the driving factors for the development of the livestock subsector were cheap breed and good genetic quality, adaptation of breed to environmental conditions, transparency and partner trust, stable selling prices, potential for education farm and waste treatment unit, and recruitment of young workers, while the inhibiting factor for the development of the livestock subsector was Human Resources (HR) of partner farmers, business capital, imported meat and imported beef cattle, livestock diseases, and do not yet have a processing business unit. The conclusion of the research shows that the driving factor (D) has a greater value when compared to the inhibiting factor (H). The proposed policy recommendation is to strengthen the livestock agribusiness system towards the livestock agro-industrial system.Keywords: driving factors, inhibiting factors, agribusiness, agroindustry, sya'riah livestock

Abstract

Vulnerability in dairy cattle farming business is a hazard condition (natural or artificial hazards) that can pose a risk of loss in dairy cattle farming business. This research aims to evaluate the impact of the vulnerability aspect of dairy cattle farming business on the farmer institutions and the development of dairy cattle farming business. The research was conducted at the Kelompok Usaha Bersama (KUB) Tirtasari Kresna Gemilang, Malang District, East Java. Respondents are all farmers who are members of the KUB Tirtasari Kresna Gemilang, which is 174 people. Data was analyzed by the SEM (Structural Equation Model) method with the SmartPLS application. The results showed that the vulnerability aspects negatively affected on the farmer institutional and the development of dairy cattle farming business, and the farmer institutional positively effected on the development of dairy cattle farming business. The conclusion of this study is that livestock business development is influenced by vulnerability aspect and institutional aspects of dairy cattle farmers. Suggestions that must be considered by farmers and institutional dairy farmers are vulnerability aspects which include fluctuations in the selling price of fresh milk, government policies, group policies, and the morality of farmers in the group.

Abstract

Usaha peternakan sapi potong rakyat merupakan usaha peternakan skala kecil yang dikelola secara tradisional dan memiliki akses sumber daya yang terbatas namun umumnya dijalankan secara berkelanjutan. Penelitian ini bertujuan untuk mengetahui pengaruh aspek kerentanan usaha sapi potong rakyat terhadap pembangunan peternakan berkelanjutan. Variabel penelitian terdiri dari pengaruh aspek kerentanan (X) dan ke lima dimensi pembangunan peternakan berkelanjutan yang terdiri dari dimensi ekologi (Y1), dimensi ekonomi (Y2), dimensi sosial dan budaya (Y3), dimensi kelembagaan (Y4), dan dimensi teknologi (Y5). Penelitian dilakukan di Desa Purnama, Kecamatan Tegalampel, Kabupaten Bondowoso Provinsi Jawa Timur. Metode penelitian dilakukan dengan observasi, Focus Grup Discussion (FGD) dan survei. Hasil penelitian didapatkan bahwa aspek kerentanan usaha ternak sapi potong rakyat berpengaruh negatif pada 5 (lima) dimensi pembangunan peternakan berkelanjutan, namun secara signifikan berpengaruh terhadap dimensi ekonomi, sosial dan budaya, serta teknologi. Kesimpulan penelitian ini ialah kerentanan usaha ternak sapi potong rakyat harus mendapat perhatian dari berbagai pihak sebagai upaya menuju pembangunan peternakan berkelanjutan.

Abstract

Livestock businesses generally produce outputs in the form of main results and side products (by-products). By-products in the form of livestock waste generally have not been managed and processed by business actors, even though the management and processing of livestock waste has the potential to improve the community's economy, because livestock waste, in addition to being abundant in quantity, is also continuously produced from livestock businesses. The aim of the research is to examine the internal and external analysis of the construction of an organic fertilizer factory made from livestock manure as raw material. The research location is Sumberjambe District, Jember Regency. The research was conducted using quantitative descriptive methods. Data collection methods use desk research, observation, Focus Group Discussion (FGD), and surveys. This research involved 34 key respondents in efforts to build an organic fertilizer factory. Data analysis uses the IFAS, EFAS and SWOT analysis approaches. The research results showed that internal analysis consisting of strength and weakness factors had a weight of 0.505 and 0.495, while external analysis consisting of opportunity and threat factors had a weight of 0.527 and 0.473. This research concluded that the strategy for building an organic fertilizer factory in Jember Regency uses a strengths and opportunities strategy, namely utilizing internal strengths to seize opportunities.

Abstract

Mas Kirana’s banana is a germplasm as well as an icon of Lumajang District, East Java Province. Mas Kirana bananas are designated as Indonesian genetic resources based on the Decree of the Minister of Agriculture of the Republic of Indonesia Number 516/Kpts/SR.120/12/2005. This study aims to formulate a pattern of business capital formation and development strategy for Mas Kirana banana commodity as an effort to preserve Indonesia's germplasm. Data collection was done by structured interview method. Determination of the sample is done by snowball sampling technique. Data analysis was carried out using qualitative descriptive methods and Force Field Analysis (FFA). The results showed that the pattern of capital business capital formation for Mas Kirana's banana consisted of family capital, financial institution capital, non-financial institutional capital, and personal capital. The identification process resulted in 7 (seven) driving factors and 7 (seven) inhibiting factors for Mas Kirana banana development. Key Success Factors (FKK) for developing Mas Kirana Banana Farmers Groups on the driving factor dimension are the Mas Kirana Banana commodity which has a comparative advantage and is certified Geographically Indication (GI), while the inhibiting factor dimension is the weakness of farmer resources in managing and developing group finances. Based on the FKK value of the driving and inhibiting factors, the recommended strategy is farmer institutional engineering through the formation of the Mas Kirana banana farmer cooperative.
