Abstract

Pendidikan inklusif menurut Peraturan Menteri Pendidikan dan Kebudayaan No. 70 Tahun 2009 adalah sistem penyelenggaraan pendidikan yang memberikan kesempatan kepada semua peserta didik yang memiliki kelainan dan memiliki potensi kecerdasan dan/atau bakat istimewa untuk mengikuti pendidikan atau pembelajaran dalam satu lingkungan pendidikan secara bersama-sama dengan peserta didik pada umumnya. Tujuan penelitian ini adalah untuk menganalisis bagaimana implementasi program pendidikan inklusif di SD Negeri Meruya Selatan 06 Pagi dengan mengidentifikasi faktor pendukung dan faktor penghambat dalam implementasi program pendidikan inklusif menurut Edward III yaitu komunikasi, sumber daya, disposisi dan struktur birokrasi. Metode yang digunakan dalam penelitian ini adalah metode kualitatif deskriptif dengan menggunakan informan dari pihak pengelola program pendidikan inklusif, Staff Dinas Pendidikan Provinsi DKI Jakarta. Pihak penyelenggara program pendidikan inklusif, SD Negeri Meruya Selatan 06 Pagi; pihak penerima program pendidikan inklusi, orang tua peserta didik berkebutuhan khusus. Hasil penelitian ini menunjukkan implementasi program pendidikan inklusif di SD Negeri Meruya Selatan sudah berjalan dengan baik namun masih ditemui beberapa hambatan yaitu adanya daya tampung yang berlebih, sosialisasi dalam pelaksanaan prosedur penerimaan peserta didik baru, belum sepenuhnya disertakan tenaga professional dalam pelaksanaan identifikasi dan asesmen, kurangnya staff tata usaha, dan bangunan yang belum ramah disabilitas. Saran yang diberikan untuk meningkatkan implementasi program pendidikan inklusif di SD Negeri Meruya Selatan 06 Pagi yaitu melakukan sosialisasi langsung terkait dengan jadwal pelaksanaan prosedur penerimaan peserta didik baru ke masyarakat sekitar, menyertakan tenaga professional dalam pelaksanaan identifikasi dan asesmen bagi peserta didik berkebutuhan khusus, melakukan analisis beban kerja bagi Guru Pembimbing Khusus dan tenaga TU dan pengajuan akses bangunan yang ramah disabilitas.

Abstract

The problem of poverty never ends to be discussed, especially on the issue of housing because basically the house is a housing need. In line with the Minister of Social Affairs Regulation Number 20 of 2017 concerning the Minister of Social Affairs Rutilahu and Sarling in order to overcome the problem of poverty, in it is implementation, especially the provision of assistance for R-RTLH activities in Trimulyo Village, Semarang City, there are still problems regarding not achieving the target number of houses to be rehabilitated. The aims of this research are: (1) to analyze the procedure or mechanism for the implementation of R-RTLH activity assistance in Trimulyo Village and (2) to analyze the driving and inhibiting factors for the implementation of R-RTLH activity assistance in Trimulyo Village. The method used in this study is a descriptive method with a qualitative approach with a focus on Research Implementation of R-RTLH Activities, and the locus of the Trimulyo Village, Semarang City and using the theory of policy implementation according to George C. Edwards III in the form of Communication, Resources, Disposition/Attityde Behavior, and Bureaucratic Structure. Data collection techniques with primary data collection in the form of interviews, field observations, and documentation. Determination of informants in this study using a purposive technique with 1 person from the Semarang City Housing and Settlement Service Office, Trimulyo Village Head, Genuk Sub-district Head, BKM Coordinator, Semarang City Gapensi Chair, 3 RT Chairs in Trimulyo Village, and 3 beneficiaries R-RTLH activities. The results of this study indicate that the implementation of assistance for R-RTLH activities in Trimulyo Village has not been optimal. The contributing factors are communication and socialization of activities that have nor been maximized, limited budget funds, lack of human resources, limited human resources skills, slow disbursement of funds, low community capacity for assistance, lacj of good response to the community, lack of consistency of implementers, and long acceptance of requests for assistance. Several efforts are needed, such as a serious commitment to carry out activities, as well as improving coordination and communication of the parties involved to synergize with each other so that activities run well and have a positive impact on poverty alleviation in Trimulyo Village, Semarang City.

Abstract

Republic of Indonesia has a national principle of Pancasila and explain to UUD 1945 has an duty to provide legal status about population event felt by citizens to be reported to government. Citizens are basic elements of the state. Without citizens it is impossible for country to run its life cycle, and population will continue to grow and experience events in their lives such as marriage, birth or death.Purpose of this study is to explaining implementation Population Administration case study death registration in Semarang Regency and to finding factors that influence policy implementation using The Theory of Van Meter and Van Horn. This study uses qualitative research method and source of data come from interview, observation and documentation. The Result of research is Disdukcapil of Semarang Regency had tried implementation this policy with some program they have, however the programs still have some obstacles. The policy is obstacled by characteristic of executor, communication between organization, characteristic of executor, and socio economic of community. And policy supported by standards and objetive of the policy, Disposition of executor. The Researcher recommendation is add more staff, improvement of facilities, improvement socialization to community

Abstract

Program Jaminan Kesehatan Nasional merupakan upaya pemerintah untuk dapat memfasilitas dan membantu masyarakat dalam mengakses layanan kesehatan di Indonesia. Penelitian ini bertujuan untuk menmenganalisis respon masyarakat terhadap pelaksanaan program JKN dan menganalisis strategi Dinas Kesehatan dalam meningkatkan layana kesehatan dalam Program JKN di Kota Semarang. Metode penelitian yang digunakan adalah deskriptif kualitatif. Sumber data dalam penelitian ini diperoleh dari hasil wawancara, observasi, dan dokumentasi. Teknik pemilihan informan dilakukan dengan menggunakan purposive sampling. Respon masyarakat terhadap pelaksanaan Program JKN dilihat dari Peraturan Menteri Kesehatan RI Nomor 28 Tahun 2014 tentang Pedoman Pelaksanaan Program JKN dan diperoleh hasil yaitu respon masyarakat terhadap pelayanan promotive, tindakan medis non-spesialisistik, pemeriksaan laboratorium tingkat pertama, layanan rawat inap dan layanan transfuse darah cukup positif. Aspek administrasi pelayanan, pemeriksaan dan kosultasi medis, serta pelayanan obat masih mendapat respon negative dari masyarakat Kota Semarang. Strategi Dinas Kesehatan untuk meningkatkan layanan Program JKN berupa penyediaan dana bagi puskesmas dan sosialisasi terkait kegiatan yang wajid dilaksanakan. Saran yang dapat diberikan adalah sosialisasi kepada masyarakat terkait pemahaman sakit dan sehat guna menggunakan JKN dengan efektif tidak hanya di saat sakit berat dan melakukan penyediaan obat secara berkala di setiap fasilitas kesehatan tingkat pertama.

Abstract

Tujuan penelitian ini adalah untuk menganalisis tahapan pemberdayaan masyarakat dalam pengelolaan Bank Sampah Arunika di Kelurahan Mungseng, Kecamatan Temanggung, Kabupaten Temanggung dan menganalisis faktor-faktor yang memberikan pengaruh terhadap pemberdayaan masyarakat dalam pengelolaan Bank Sampah Arunika di Kelurahan Mungseng, Kecamatan Temanggung, Kabupaten Temanggung berdasarkan teori tahapan pemberdayaan masyarakat oleh Wrihatnolo dan Dwidjowijoto serta teori faktor pemberdayaan masyarakat oleh Sumaryadi. Penelitian ini menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data meliputi observasi dan wawancara. Hasil penelitian ini menunjukkan bahwa pelaksanaan tahapan pemberdayaan masyarakat dalam tiap-tiap fenomenanya menunjukkan hasil yang positif akan pengelolaan sampah melalui Bank Sampah Arunika. Serta faktor yang mempengaruhi pemberdayaan masayarakat dalam tiap fenomenanya menunjukkan hasil yang positif dalam mempengaruhi masyarakat untuk berperan aktif melalui aspek pemerintah dan aspek masyarakat.

Abstract

Waste management is one of the village programs chosen by the Village Government to overcome the problem of waste whose volume has increased. This study aims to describe and analyze the implementation of village programs in waste management in Butuh Village, Mojosongo District, Boyolali Regency and the factors that influence it using George C. Edwards III's theory, namely communication, resources, disposition, and bureaucratic structure. This research method uses descriptive qualitative research with village heads, waste managers, RT heads, business actors, and the community as informants. The results of the study indicate that the implementation of the village program in waste management in Butuh Village has been going well but has not been maximized. The influencing factors include the lack of human resources in terms of community participation, the absence of physical facilities for waste storage in each RT. Then at the disposition there is no incentive for waste management in Dusun 1 due to the rising cost of transporting waste. Suggestions for the village government are increasing socialization and education to the community, realizing the provision of garbage containers as physical facilities in each RT, allocating sources of funds from the village for the cost of transporting waste from Dusun 1 TPS to TPA. In addition, the community is expected to apply village regulations and participate in program implementation.

Abstract

Dishubkominfo Semarang City has started to organize and implement the operation of the Motor Vehicle Test service counter with a drive thru system at the Semarang City Motor Vehicle Testing Service Unit (PKB). The purpose of this study was to determine the application of excellent service for the KIR test with a drive thru system at the Dishubkominfo Semarang. The research method used is a qualitative research method with interview techniques, observation, documents, and satisfaction studies. The results of the study indicate that the application of innovation in service excellence in the drive thru KIR test at the Communication and Information Agency of Semarang City is based on indicators of tangibles, reliability, responsiveness, assurance, and empathy. The KIR test in Semarang City uses robotic headlight tester technology and registration can be done online, making it easier for administrative officers to check data on vehicle owners and vehicle drivers to get services more effectively and efficiently. There are inhibiting factors in the implementation of the KIR test, namely human resources that are still lacking, land that is not large enough, testing equipment is still damaged, and technical testing is still constrained. While the driving factor is the motivation given by the leadership of the Dishubkominfo Semarang City can improve the quality of the performance of the officers, so that it will increase customer satisfaction.

Abstract

Sumber Daya Manusia merupakan salah satu aspek yang sangat krusial dalam sebuah organisasi. Dinas Pendidikan Kota Pekalongan sendiri memiliki kondisi kepegawaian yang harus mulai diperhatikan karena jumlah pegawai yang sudah memasuki usia mendekati pensiun. Oleh karena itu, tujuan dari penelitian ini adalah untuk mendeskripsikan proses rekrutmen Pegawai di Dinas Pendidikan Kota Pekalongan dan factor yang mempengaruhi dalam upaya mendapatkan SDM yang berkualitas. Metode penelitian yang digunakan dalam penelitian ini adalah Kualitatif Deskriptif, agar peneliti dapat mendeskripsikan proses tersebut dan mendapatkan gambaran factor yang menjadi penghambat. Hasil penelitian menunjukan bahwa proses rekrutmen di Dinas Pendidikan Kota Pekalongan sudah sesuai regulasi yang ada dan dilakukan sesuai dengan alur tahapan yang ada. Adapun factor yang mempengaruhi adalah miskomunikasi, keterbbatasan anggaran, dan pandemic covid19. Saran yang dapat diberikan adalah: peningkatan koordinasi antar SKPD, perencanaan ulang dalam hal anggaran dan penyusunan strategi untuk menghadapi kondisi tidak terduga.

Abstract

Innovation in public services is essential to tackling the problems available to boost quality public service. SIP MAS HAR is one of the innovation in public services at city admission in DPMPTSP of Pati Regency to obtain faster, easier, and transparent licensing services. The study was done to analyze the innovation SIP MAS HAR whether it had gone well or not using the attribute theory of innovation in accordance with Rogers and the factors that impedes innovation. Qualitative descriptive methods are used by collecting data from observation, 2 interview and documentation. Research shows that SIP MAS HAR innovation was doing well, considering the attribute theory of innovation had a relative advantage, compatibility, triability, and observability, but it was still complexity. In addition, there are inhibitors to SIP MAS HAR innovation that depend more on high performers, no awards or incentives, limited infrastructure, budgets and lack of human resources in the permissive field. The recommendation of researchers is widespread direct socialization of communities in order to understand online registration and can tap into technology, In addition to pt gamatechno, there is an expert outsourching of non-commissioned employees, the need for special budget allocation for innovation improvements and development, giving credit or incentives to those who implement innovation to be motivated and fired on the job.

Abstract

Garbage is a discussion of the most important point that is lived by the City of Semarang. In overcoming this, the Semarang City Government is promoting a solid waste management program which includes the establishment of a waste bank in every kelurahan, one of which is in Gedawang Village. In practice, every waste bank must be influenced by several factors that support or hinder the performance of the waste bank. This study aims to analyze the supporting factors and inhibiting factors that affect the implementation of the Solid Waste Management Program in Gedawang Village with reference to three aspects according to the 2016-2021 DLH RENSTRA Program Indicators in Chapter VI. The research uses qualitative methods with descriptive-narrative research design. Data obtained from observations and interviews with managers and members of the Waste Bank in Gedawang Village, Banyumanik District, Semarang City. The results of the study indicate that there is one supporting factor, namely regulation and three inhibiting factors, namely the level of waste handling services for facilities and infrastructure, and the percentage of waste volume from TPS. More inhibiting factors then result in not optimal waste management. The recommendation that can be given is to improve the habit of using waste so that they can recycle or replace it with goods that are more environmentally friendly between the Environment Service, Waste Bank, and the Community.
