Abstract

Kandri Tourism Village has been running as one of the tourist attractions for approximately 10 years since it officially became a Tourism Village on December 21, 2012. However, in its journey, it experienced a number of obstacles, namely evidenced by the weak pattern of facilitative leadership carried out by stakeholders, resulting in a lack of trust from the people of Kandri Village in the importance of tourism development and the process of submitting the Tourism Development Fee Budget went uneventfully. In addition, the existing tourism supporting infrastructure in this village is still found to be inadequate and abandoned due to the lack of maintenance and supervision from the Village Government and local Tourism Village managers. Based on these problems, researchers are interested in conducting research on facilitative leadership patterns in the collaboration process that have an effect in the development of tourism in Kandri Tourism Village. The purpose of this study is to describe and analyze facilitative leadership patterns in tourism development collaboration in Kandri Tourism Village. The method used in this study is descriptive qualitative. The main research subjects are the stakeholders involved, including: Employees of the Institutional Office of the Semarang City Disbudpar, Kandri Village Government, CSR (PD. BPR BKK) Semarang City and The Kandri Tourism Village Pokdarwis Team with purposive sampling technique. The research site is located in Kandri Tourism Village with data collection techniques through Observation, Interviews and Documentation. The results of the study revealed that the collaboration process that has been carried out so far has experienced several obstacles as evidenced by the analysis of Ansell and Gash's collaborative governance model such as how to build relationships, cooperation dialogue models, meetings and commitments carried out as well as the Division of Roles and Responsibilities.

Abstract

The implementation of the Regional Head General Election amid the COVID-19 Pandemic has become a challenge for regional election organizers, namely the General Election Commission, one of which is in the City of Medan. Starting from the change in the timing of the Pilkada, to the obligation to ensure a smooth democratic party by implementing health protocols, presents several challenges, especially in the implementation of the Medan City Election. In this study, the author will conduct a descriptive qualitative research type to conduct in-depth research related to the implementation of regional head elections in Medan City. The results of this study found that the implementation of PKPU policy no. 6 of 2020 at the Medan City KPU has been good with few findings, namely in the aspect of resources, the implementation of PKPU No. 6 of 2020 had experienced problems due to an increase in the budget forfulfilmentlment of health protocols that had not been previly planned. In addition, the KPU an actor is the main actor who has a significant role in the implementation of the Pilkada in Medan City. In terms of adjustments made in the 2020 Medan City election, it is related to the limitation of the number of people and the imposition of sanctions for candidate pairs if they present a crowd at each stage of the Pilkada.

Abstract

In this study, researchers tried to discuss the Relationship between Leadership Style and Work Environment on Organizational Performance at the Bekasi City Fire Department. What is none other than the purpose of the research results is oriented to find out the relationship of leadership style to organizational performance, the relationship of work environment to organizational performance, and the relationship of leadership style and work environment to organizational performance in the Bekasi City Fire Department. In the preparation of research using a type of quantitative approach with associative analysis to determine the relationship between variables. The technique used for sampling used the slovin formula with an error rate of 5% and the samples obtained based on the formula amounted to 75 respondents. In the hypothesis section, tests were carried out using cross-tabulation analysis, Kendall's rank correlation coefficient, determination coefficient, and Kendall's concordance coefficient. According to the results of analysis and data processing, it can be determined that the relationship to organizational performance in the Bekasi City Fire Department is as follows: there is a positive (directional), significant and weak but definite relationship in leadership style (X1) with organizational performance (Y), then there is positive relationship (directional), significant and weak but sure value in the work environment (X2) with organizational performance (Y). Then also found a positive and significant relationship between Leadership Style and Work Environment together with Organizational Performance.

Abstract

Pasar rakyat berperan penting dalam perkembangan perekonomian di Indonesia. Kondisi pasar rakyat yang dinilai lebih kotor, bau dan kurang nyaman jika dibandingkan dengan pasar modern seperti mall dan minimarket mengakibatkan eksistensi pasar rakyat semakin menurun. Menanggapi kondisi tersebut maka perlu adanya pembenahan pengelolaan pasar rakyat, melalui program revitalisasi pasar. Kota Semarang melalui arahan Kementerian Perdagangan turut menerapkan program revitalisasi pasar berdasarkan SNI 8152: 2021 Pasar Rakyat di Pasar Johar untuk mewujudkan pasar rakyat yang berdaya saing dan menjamin perlindungan konsumen. Tujuan dari penelitian ini adalah untuk menganalisis implementasi program revitalisasi pasar berdasarkan SNI 8152: 2021 Pasar Rakyat di Pasar Johar Semarang dan untuk mengetahui faktor pendukung serta faktor penghambat, dalam penerapan SNI 8152: 2021 Pasar Rakyat di Pasar Johar Semarang, berdasarkan model Van Metter dan Van Horn. Metode penelitian yang digunakan adalah deskriptif kualitatif. Hasil penelitian menunjukkan bahwa implementasi program revitalisasi pasar berdasarkan SNI 8152: 2021 Pasar Rakyat di Pasar Johar sudah berjalan dengan baik, namun masih terdapat beberapa kendala, diantaranya pemahaman akan SNI Pasar Rakyat yang belum dimiliki oleh para aktor kebijakan, terbatasnya sumber daya finansial, kurangnya sosialisasi dan rapat koordinasi yang dilakukan oleh aktor kebijakan, serta masih banyaknya pedagang yang belum memahami tujuan dari SNI Pasar Rakyat, khususnya terkait dengan pemanfaatan digitalisasi.

Abstract

Transportation is one of the main aspects in realizing the welfare of the community) in Indonesia there are three transportation sectors namely, air transportation, water transportation, land transportation. As a very important means in supporting the success of development and supporting community economic activities, services in the transportation sector have a role in the attention because it affects the formation of the city. As a form of public service innovation in the transportation sector, the Bekasi City Government is in collaboration with Patriot Partners as a regional company owned by the Bekasi City Government to form Trans Rapid Trans (BRT) Trans Patriot. Bus Rapid Trans Patriot is an increase in services in the field of public transportation in Bekasi City with the aim of facilitating the accessibility of the people in Bekasi City by creating a comfortable, safe and easy public transportation. This study aims to analyze the quality of Trans Rapid Transit (BRT) of Bekasi City Transit (BRT) and find out the factors related to the quality of Trans Rapid Transit Service (BRT) Trans Patriot Bekasi City. This study uses a qualitative method with a descriptive type with informant selection technique, Purposive sampling and to test the validity of data using source triangulation. The results showed that the quality of the Transit Transit (BRT) of Bekasi City Rapid Transit (BRT) services was not good.

Abstract

Tourism villages are one of the policies issued by the Government with the aim of improving the welfare and economy of rural communities. The implementation of the development and development of a tourist village has an important role for stakeholders along with the factors that influence it. This study aims to identify and analyze the role of the stakeholders involved and determine the factors that influence the development of the Dasun Tourism Village. This study used a qualitative descriptive method with data collection techniques through interviews, documentation and observation. The results of the study show that there are stakeholders involved in the development of the Dasun Tourism Village who act as policy makers, coordinators, facilitators, implementers and accelerators. Factors influencing the development of the Dasun Tourism Village were analyzed from the uniqueness of the location, the involvement of the local community, the financing of tourism activities, the role of the driving force and liaison between institutions. So far the development of the Dasun Tourism Village has minimal involvement of stakeholders from outside the scope of government so that the development process still depends on government intervention and there is an inhibiting factor, namely the financing of tourism activities. Suggestions that can be given are tourism actors collaborating with parties outside the government, so that their roles as facilitators and accelerators can run more optimally according to what has been planned.

Abstract

Penelitian ini difokuskan pada permasalahan pelayanan administrasi kependudukan berbasis aplikasi DESA GISA dalam penerbitan akta kematian. Permasalahan tersebut antara lain minimnya sarana dan prasarana penunjang aplikasi, kurangnya sumber daya manusia, petugas yang kurang tanggap, dan keterlambatan pelayanan akta kematian. Tujuan penelitian ini adalah untuk mengetahui dan menganalisis kualitas pelayanan akta kematian berbasis aplikasi DESA GISA di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Semarang, serta menganalisis faktor pendukung dan penghambat kualitas pelayanan akta kematian berbasis aplikasi DESA GISA. Metode penelitian yang digunakan yaitu kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data yang digunakan melalui wawancara, observasi, dan dokumentasi dengan informan kunci pegawai Dinas Kependudukan dan Pencatatan Sipil Kabupaten Semarang dan masyarakat pengguna layanan. Teori yang digunakan dalam penelitian ini adalah teori 5 dimensi menurut Zeithaml yang meliputi tangible, reliability, responsiveness, assurance, dan empathy. Hasil penelitian ini menunjukkan bahwa (1) kualitas pelayanan akta kematian berbasis aplikasi DESA GISA di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Semarang telah menerapkan lima dimensi tersebut, namun pada dimensi tangible dan responsiveness belum menunjukkan hasil yang baik sebab masih terdapat sarana yang kurang memadai dan petugas yang kurang tanggap terhadap pemohon pelayanan. (2) Faktor penghambat pelayanan akta kematian berbasis aplikasi DESA GISA meliputi belum optimalnya pengenalan aplikasi kepada masyarakat dan masih terbatasnya sumber daya manusia di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Semarang.

Abstract

Tourism villages are one of the applications of community-based and sustainable tourism development. It is hoped that through the development of the tourism village there can be equity in accordance with the concept of sustainable tourism development. Nganjat Village is a tourism village located in Polanharjo District, Klaten Regency. The tourism development process in Nganjat Village has not yet seen significant progress. The role of stakeholders in the implemented training system has not gone well. This study used qualitative research methods. The purpose of this study is to analyze the process of collaboration in the management of tourist villages and their driving and inhibiting factors. The theory used is the collaborative process theory according to Ansell and Gash. The result of the research is that the process of implementing the laser is still not going well because of less effective communication and less optimal roles between stakeholders. Factors driving collaboration are community empowerment, job creation, moments to unite village communities, and providing a platform for Karang Taruna to participate in supporting village progress. The inhibiting factors are the unstable condition of Karang Taruna, ineffective communication, the absence of Bumdes, and the lack of stakeholders who are experts in managing sustainable tourism. The researcher recommends collaborating with academics who are experts in the field of sustainable tourism management and improving aspects of communication between stakeholders.

Abstract

Permasalahan mengenai kesejahteraan sosial masih banyak terjadi di kota dengan jumlah penduduk besar, salah satunya Provinsi DKI Jakarta. Pemerintah Provinsi DKI Jakarta mendukung upaya masyarakat yang memiliki minat berwirausaha dengan mengeluarkan program Pengembangan Kewirausahaan Terpadu (PKT). Program PKT merupakan program yang tercantum dalam fokus urusan pemerintahan wajib non-pelayanan dasar dalam RPJMD Provinsi DKI Jakarta 2017-2022 yakni menggeser kebijakan ketenagakerjaan dari mencari kerja menjadi terciptanya lapangan pekerjaan atau berwirausaha. Namun, fakta di lapangan menunjukkan bahwa keberjalanan Program PKT khususnya di Dinas Pariwisata dan Ekonomi Kreatif belum berjalan dengan optimal dibuktikan dengan rekapitulasi capaian peserta yang menunjukkan tidak adanya peningkatan yang signifikan pada tahun 2021-2022. Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data yakni wawancara, observasi, dan dokumentasi. Informan yang dipilih menggunakan metode purposive sampling. Hasil penelitian menunjukkan bahwa terdapat faktor penghambat dalam penyelenggaraan program, terutama dalam tahapan pelatihan, pendampingan, permodalan, dan pelaporan keuangan.

Abstract

Slums are a problem that is often found in urban areas. The government has made efforts to prevent and improve the quality of slums, one of which is through the Cities Without Slums (KOTAKU) Program. The KOTAKU program is implemented in 34 provinces and 271 districts/cities, including Semarang City. As of the end of 2022, the slum area in Dadapsari Village, Semarang City has not managed to reach the 0% target despite being made a priority for program handling. The slow implementation of construction and the remains of building materials that are left unattended are complaints from the local community. This research aims to analyze the role of KOTAKU Program stakeholders and the obstacles faced in handling slum areas in Dadapsari Village, Semarang City. The research method used is descriptive qualitative with data collection techniques through interviews, observation, and documentation. The results show that Bappeda, Dinas Perumahan dan Kawasan Permukiman, and Tim Koordinator Kota KOTAKU play the role of key players. Meanwhile kecamatan, kelurahan, and BKM play the role of subjects. Obstacles faced include overlapping slum proposals and rejection of development proposals by the community to BKM in planning, ineffective coordination by the Tim Koordinator Kota KOTAKU due to job transfers, community resentment and unacceptance of the kelurahan, as well as difficulties in coordinating Bappeda with outside parties in implementation, kecamatan difficulties in overseeing undisciplined work and BKM in controlling the utilization of development results by the community.
