Abstract

This research aims to analyze aspects of demand, costs and benefits of tobacco products in Indonesia and several other ASEAN countries (such as: Brunei, Cambodia, Laos, Malaysia, Philippines, Singapore, Thailand and Vietnam). The research approach used is descriptive comparative analysis and quantitative analysis to examine the relationship between demand factors and cost factors with explanatory variables, namely: price level, amount of excise, government revenue and cross-country specific factors. The descriptive approach is carried out by analyzing secondary data from the results of previous research studies. While the quantitative approach is done using standard regression analysis and instrument variable approach. The results of the study indicate that among ASEAN countries, Indonesia is known as the country with the highest rate of smoking prevalence for adult men (67 percent). The results showed that a one percent price increase would reduce the prevalence to around 0.27 percent (significance at 1%). Meanwhile the increase in prevalence will increase costs by an average of 14.71 million US dollars (significance at 5%). That is, the higher the state revenue from cigarette excise, the higher the costs to be borne. These results further strengthen the urgency of tobacco control in Indonesia.

Abstract

Sustainable Development Goals (SDGs) is a universal call to end poverty, protect the planet and ensure that all people enjoy peace and prosperity; goals which are strongly in line with the objective of Islam (maqasid al shariah). Despite of global acceptance of the concept, however, financing issues remain the biggest challenge for realizing the SDGs. Innovative financing through partnership with religious and other institutions, therefore, has been recommended. With this perspective, this study aims to explore the potential of zakah to support financing and realizing the goals in Indonesia. This is done by identifying factors that influence the intention of Muslims to pay zakah and exploring the SDGs’ clusters prioritized to be financed from the zakah funds. The study collected primary data from 304 respondents living in Greater Jakarta area of Indonesia and utilized the Theory of Planned Behaviors (TPB) approach to frame the intentions. It also used descriptive statistics and Structural Equation Modeling (SEM) to analyze the data. The findings suggest that three TPB variables, namely attitudes, subjective norms and behavioral control, have a positive influence on the Muslims’ intention to pay zakat. Additionally, attitudes are influenced by religiosity, knowledge and trust to zakah organizations. Furthermore, of the five objective clusters’ in the SDGs, the people cluster (which includes objectives such as poverty reduction, education and health improvement) received the highest priority in the perceptions of the Muslims regarding the use of zakah for financing SDGs. The findings highlight the potential of zakah in supporting achievement of SDGs in Indonesia, something that might be useful for government, NGOs, zakah organizations and other zakah stakeholders.

Abstract

Kota Semarang telah membuat Peraturan Daerah Kota Semarang Nomor 3 Tahun 2013 Tentang Kawasan Tanpa Rokok, namun berdasarkan Riskesdas 2018 proporsi merokok di dalam gedung/ruangan di Kota Semarang masih sangat tinggi. Tujuan dari penelitian ini adalah untuk mendeskripsikan penerapan Kawasan Tanpa Rokok di Kota Semarang. Penelitian ini merupakan penelitian deskriptif observasional. Pengambilan data dilakukan di 35 Kawasan Tanpa Rokok di Kota Semarang yang tersebar di 7 kawasan yang telah diatur dalam PERDA KTR. Analisis data dilakukan dengan analisis univariat. Hasil penelitian ini menunjukkan bahwa masih ada 42,86% tempat yang tidak memasang tanda larangan merokok. Namun, seluruh kantor pemerintahan dan fasilitas pelayanan kesehatan telah memasang tanda larangan merokok (100%). Meskipun demikian, 80% tempat yang diobservasi masih ditemukan puntung rokok, 34,29% ditemukan bungkus rokok, 51,43% tercium bau asap rokok, 31,43% terdapat pegawai merokok, dan 42,86% terdapat pengunjung yang merokok. Enam kawasan masih ditemukan pegawai yang merokok di area KTR, baik di dalam ruangan, di dalam gedung, maupun di pos satpam di dalam pagar. Sebanyak 100% kawasan tempat umum dan 100% kawasan transportasi umum ditemukan bau asap rokok, puntung rokok, dan pengunjung yang merokok. Bungkus rokok masih ditemukan di seluruh kawasan (tujuh), dengan persentase tertinggi terdapat pada kantor pemerintahan (50%). Pelaksanaan PERDA KTR di Kota Semarang masih belum optimal. Diperlukan dukungan, komitmen, dan kerjasama berbagai pihak terutama kawasan yang telah diatur dalam PERDA tersebut. Penerapan sanksi dan pengawasan yang teratur oleh pemimpin kawasan diperlukan dalam menegakkan aturan demi kemaslahatan bersama.

Abstract

Increasing Indonesia’s health and economic burdens generated by smoking habit require immediate stakeholder responses to reduce cigarette consumption. This study aims to examine and compare the changes in smoking behavior (i.e., the smoking status and the number of cigarettes consumed monthly) among zakat recipients (mustahik) and zakat payers (muzaki) caused by cigarette prices and income changes. Using a dataset from SUSENAS 2018 and conducted under kifayah approach (a poverty line approach in Islamic economics that will allow the observers to differentiate between muzaki and mustahik), this study employed two-part regression models. Results showed that an increasing income escalated cigarette consumption (ß = 0.761; 95% CI = 0.761, 0.762), but increasing cigarette prices reduced cigarette consumption (ß = -0.682; 95% CI = -0.683, -0.682). Mustahik household is more responsive toward changes as compared to muzaki ones. Mustahik household sensitivity towards cigarettes has important implications for zakat institutions in ensuring and monitoring zakat funds utilization among mustahik.

Abstract

Sebagai negara berpenduduk mayoritas Muslim, status halal atas berbagai produk dan jasa turut menjadi kebutuhan bagi masyarakat Indonesia, seiring dengan semakin meningkatnya kesadaran dan kepedulian masyarakat terhadap produk ramah muslim. Dalam kasus ayam, persoalan halal atau haram sudah muncul sejak subsistem agribisnis hulu, namun penelitian ini berfokus pada subsistem pemroses pasok ayam melalui pemetaan pemangku pelaku usaha dan pemangku kepentingan terkait di bidang pemrosesan ayam pada Tempat Pemotongan Ayam (TPA) dan Rumah Pemotongan Ayam (RPA) yang merupakan titik kritis dalam sertifikasi halal, mengidentifikasi kesiapan sertifikasi halal pada bidang pemrosesan ayam serta mengkaji tantangan, hambatan, dan berbagai faktor yang berhubungan dengan sertifikasi halal, serta memberikan saran dan rekomendasi pemecahan masalah dan implikasi untuk kesiapan sertifikasi halal bagi pelaku usaha dan pemangku kepentingan terkait yang diselenggarakan melalui serangkaian proses wawancara dan FGD. Hasil penelitian pada TPA dan RPA di empat lokasi yaitu Jawa Barat, Banten, Jawa Tengah, dan Daerah Istimewa Yogyakarta menunjukkan bahwa TPA dan RPA siap dan telah mengikuti sertifikasi halal, baik bagi juru sembelihnya maupun pada produk yang mereka hasilkan.

Abstract

Angka prevalensi penyalahgunaan narkotika di Indonesia mencapai 1,8%. Hal ini dapat memengaruhi potensi bonus demografi Indonesia. Keparahan penyalahgunaan narkotika dipengaruhi oleh kondisi sosiodemografis dan permasalahan yang dialami oleh penyalah guna narkotika. Permasalahan kesehatan dan sosial yang diamati dalam penelitian ini yaitu permasalahan psikiatris, permasalahan pekerjaan, permasalahan kesehatan, dan permasalahan keluarga/sosial. Tujuan penelitian ini yaitu menganalisis hubungan antara permasalahan kesehatan dan sosial dari penyalah guna narkotika terhadap tingkat keparahan penyalahgunaan narkotika yang dideritanya. Data penelitian berasal dari Badan Narkotika Nasional tahun 2019-2020 yang mencakup data penyalah guna narkotika yang menjalani program rehabilitasi di lembaga rehabilitasi milik Badan Narkotika Nasional yang berjumlah 6790 orang. Penelitian ini menggunakan metode Ordinary Least Square. Hasil penelitian ini menunjukkan bahwa ada hubungan positif dan signifikan antara permasalahan psikiatris, pekerjaan, kesehatan, dan keluarga terhadap keparahan penyalahgunaan narkotika di Indonesia. Keparahan penyalahgunaan narkotika tingkat sedang hingga sangat berat berada paling besar pada kelompok umur 16-25 tahun.

Abstract

Tobacco control for public health improvement has been mandated as a part of the Indonesian National Medium-Term Development Plan (RPJMN) 2020 – 2024, as Indonesia currently sits among the countries with the highest smoking prevalence. On the other hand, Indonesia's position as one of the largest tobacco producers requires proper mitigation strategies for specific communities directly exposed to the tobacco industry. Hence, solid and adequate intra-sectoral collaboration strategies need to be identified. A formal intra-sectoral collaboration creates a win-win solution for both public health and economic sectors, as witnessed by other countries with appropriate government collaboration formulation. This study aims to identify a suitable collaborative governance model for providing mitigation strategies for tobacco farmers and tobacco industry workers. This research investigates the feasibility and environment scanning through a qualitative approach. The data collection was conducted through four series of semi-structured focused group discussions with key policymakers, complemented with secondary data analysis. The Task Force model is the most suitable mitigation initiative for tobacco farmers and cigarette industry workers. It is also more manageable in terms of regulation since it needs minimum regulatory requirements. The task force model also enables more substantial synergies between the central and local governments. However, strong coordination, between-sectoral sentiments, and the need for strong political will remain challenges for the task force implementation.

Abstract

Background: Kendari City has set regional regulation No. 16 of 2014 about smoke-free zones (SFZs), however, it has been no tool that is optimal in law enforcement on the application of SFZs regulation in this region.Objectives: This study aims to measure the factors of community intentions in the development of the whistle-blowing systems (WBS) in law enforcement of the SFZs regulation in Kendari City.Methods: The action research approach was carried out with the development of the WBS application which was followed by an observational survey of the community at eight SFZs that had been set in Kendari City.Results: The WBS application for SFZs regulation enforcement in Kendari City was developed through two interfaces: the website on the law enforcement team (Pamong Praja official police and the Health Office) and an Android-based application that can be downloaded for free on the reporting side. Most people of Kendari City have good intentions (90.2 %) in using WBS for SFZs regulation enforcement. This intention indirectly tends to get support from the community (ORadj = 5.1). The age of teenagers or students has the highest proportion in intending to use the WBS for SFZs regulation law enforcement other than employees of private (ORadj = 3.2).Conclusion: Almost the entire community of Kendari intends to use the WBS to SFZs regulation law enforcement also seen indirectly through social supports. This intention related to the age group of adolescents and the type of work of private employees. Further studies are needed to make one of the SFZs as a pilot project in the implementation of the WBS, e.g. educational institutions as a place for teenagers/students.

Abstract

Masalah merokok menjadi perhatian di Indonesia. Risiko yang ditimbulkan rokok perlu diminimalisir dengan regulasi. Sejalan dengan hal tersebut, Kabupaten Kuningan memiliki Perda No 1 Tahun 2021 tentang Kawasan Tanpa Rokok (KTR) dan Peraturan Bupati Nomor 11 Tahun 2021 Tentang Pengawasan dan Pengendalian KTR. Desa Karang Tengah di Kabupaten Kuningan memiliki inovasi penanggulangan rokok yaitu Saung Ririungan Bapak-Bapak (SARIPA). Tujuan pengabdian masyarakat untuk meningkatkan kapasitas kader. Metode pelaksanaan kegiatan pengabdian masyarakat yaitu dengan pendekatan participatory learning and action (PLA). Sasaran kegiatan ini adalah 32 orang kader. Pengabdian Masyarakat dilakukan dalam 3 kegiatan. Pertama, penyuluhan penanggulangan perilaku merokok dan sosialisasi Perda KTR. Kedua, pelatihan komunikasi perubahan perilaku. Kegiatan ketiga, pengukuran kadar CO. Hasil kegiatan pengabdian menunjukan adanya peningkatan pengetahuan kader yang baik sebanyak 17%. Kader juga memiliki keterampilan komunikasi perubahan perilaku untuk masyarakat. Berdasarkan hasil pengukuran kadar CO paru menunjukkan bahwa kadar CO tertinggi pada perokok aktif. Setelah pelatihan, Kader yang sudah dilatih, harus menyampaikan pengetahuan dan memberikan edukasi kepada masyarakat sekitar lingkungan rumah mereka, terutama mengedukasi para ibu rumah tangga untuk edukasinya untuk merokok diluar rumah.

Abstract

The tobacco industry continues to promote tobacco through cigarette displays, especially in areas easily accessible to youth and school students. One of the tactics that cigarette companies keep using is cigarette displays around the school area. This study aimed to determine the impact of cigarette displays around schools on cigarette sales in the school area. This study was conducted on cigarette sellers around schools in Medan City. This study was conducted on 18 cigarette sellers for 14 days. The interventions given were cigarette displays covered with cloth, cigarette displays hidden, and cigarette displays without intervention. Data analysis was conducted using an ANOVA test using JASP version 17.The results showed a difference in total sales between cloth-covered displays, hidden treatments, and no intervention (ANOVA test p = 0.015). The results showed a difference in sales profit between cloth-covered displays, hidden treatments, and no intervention (ANOVA test p = 0.004). The provision of interventions on cigarette displays treated as hidden reduced average cigarette sales in cigarette stores. Intervention in cigarette displays covered with cloth reduced average cigarette sales in cigarette stores. The Medan City Government should regulate cigarette displays at cigarette stores around the school area to reduce cigarette consumption among students. The Education Office and schools should collaborate with cigarette sellers around the school area to stop the display of cigarettes and not sell cigarettes to students. Keywords:  Cigarettes, Cigarette displays, Cigarette stores, School area
