Abstract

The rationale of this study was to analyze and prove the training effect on the performance of the Civil Service through job satisfaction variables. Type of research is included in explanatory research. The population is all employees of Transmigration and Manpower Office of Bulungan Regency about 55 persons. The number of samples in this study were 55 respondents. The sampling technique performed by using total sampling technique. Data analysis technique used a path analysis approach. The findings showed that training has a positive and significant effect on employee job satisfaction. Training has a positive and significant effect on employee performance. Job satisfaction has a positive and significant effect on employee performance. In step 1, training is proven to have a significant effect on employee performance. In step 2 when training and job satisfaction are regressed together to predict employee performance, training remains significant. Thus job satisfaction is able to mediate the effect of training on employee performance.

Abstract

Kualitas lembaga pendidikan penting untuk diperhatikan karena sebagai tempat untuk mencetak generasi bangsa. Kualitas lembaga pendidikan ditentukan oleh seberapa bagus kinerja dari gurunya. Peran guru sangat penting karena bukan saja mengajarkan ilmu tetapi juga membina karakter siswa. Sementara itu, ada beberapa faktor yang dapat mempengaruhi kinerja. Penelitian ini bertujuan untuk menganalisis pengaruh kecerdasan emosional, kecerdasan spiritual dan motivasi kerja terhadap kinerja guru sekolah Muhammadiyah di Kota Tarakan. Sampel penelitian berjumlah 92 guru berdasarkan perhitungan sampel menggunakan rumus Isaac dan Michael dengan teknik pengambilan sampel acak sederhana. Instrumen yang digunakan adalah angket. Data penelitian diolah menggunakan analisis linier berganda dan ditabulasi dengan program IBM SPSS Statistics 25. Hasil penelitian menunjukkan bahwa kecerdasan emosional dan motivasi kerja berpengaruh terhadap kinerja, sedangkan kecerdasan spiritual tidak berpengaruh terhadap kinerja.

Abstract

Universitas Terbuka (UT) as an open and distance higher education institution needs to have data on the student reasons why they enrolling at UT and why they choose their study programs. The data can be obtained from alumni who recently graduated, for that UT has developed an exit survey applications. There are two programs that are managed by UT, the Regular Program or Non-Pendas and Basic Education Program (Pendas). In this study respondents of the exit survey consist of 3,190 Regular Program alumni and 34,856 Program Pendas alumni, which is a graduate of UT during 2009.2 to 2010.2 semesters. The results of exit survey data processing shows that there are some differences regarding the reasons for the UT enrollment and reasons for choosing study program, among the Regular and Pendas Program alumni. The main reason for the Regular and Pendas Program alumni enrolled at UT is "Knowledge Improvement". While the main reason for choosing study program for the Regular Programme alumni is "Supporting the Job", while alumni from Pendas Program is "Knowledge Improvement". In the future the data obtained from exit survey can be used for dissemination and promotion, increasing the number of students, as well as reducing the number of non-active students. Universitas Terbuka (UT) sebagai institusi pendidikan tinggi terbuka jarak jauh perlu memiliki data mengenai apa alasan mahasiswa masuk UT dan apa alasan mereka memilih program studi. Data tersebut dapat diperoleh dari alumni yang baru saja lulus, untuk itu UT telah mengembangkan aplikasi exit survey. Ada dua program yang dikelola oleh UT, yaitu Program Reguler atau Non-Pendas dan Program Pendidikan Dasar (Pendas). Dalam penelitian ini responden exit survey dari Program Reguler sebanyak 3.190 dan Program Pendas berjumlah 34.856, yang merupakan lulusan UT pada masa yudisium 2009.2 sampai dengan 2010.2. Hasil pengolahan data exit survey memperlihatkan bahwa terdapat beberapa perbedaan mengenai alasan masuk UT dan alasan memilih program studi, antara alumni Program Reguler dan Pendas. Alasan utama masuk UT bagi alumni Program Reguler maupun Pendas adalah Menambah Pengetahuan. Sedangkan alasan utama memilih program studi bagi alumni Program Reguler adalah Menunjang Pekerjaan, sementara alumni Program Pendas adalah Menambah Pengetahuan. Di masa yang akan datang data yang diperoleh dari exit survey dapat digunakan untuk sosialisasi dan promosi, meningkatkan jumlah mahasiswa, serta menurunkan jumlah mahasiswa non-aktif.

Abstract

Penelitian bertujuan untuk mengetahui kinerja pegawai dalam pelayanan tunjangan dan faktor-faktor yang mendukung dan menghambat kinerja pegawai pada Dinas Pendidikan Kabupaten Malinau Provinsi Kalimantan Utara. Landasan teori yang digunakan adalah konsep indikator kinerja yang mencakup kualitas, kuantitas, waktu, kerjasama, penekanan biaya, dan pengawasan. Jenis penelitian ini adalah deskriptif dengan pendekatan kualitatif. Informan yang digunakan dalam penelitian ini berjumlah 19 orang dengan instrumen pengumpulan data melalui wawancara, FGD, observasi, dan analisis dokumen. Analisis data yang digunakan dalam penelitian ini yaitu analisis kualitatif. Adapun hasil dari penelitian ini menunjukkan dari segi kualitas pelayanan ada 6 indikator pada umumnya memiliki kinerja sedang meliputi kualitas, waktu, kerjasama, dan pengawasan. Namun, ada satu indikator yakni penekanan biaya yang memiliki kinerja tinggi dalam pelayanan tunjangan guru dan satu indikator lainnya kinerja rendah yaitu kuantitas. Faktor yang mendukung kinerja pegawai pada Dinas Pendidikan adalah sumber daya manusia yang baik menghasilkan kinerja yang baik dan kerjasama antarbidang atau instansi yang memudahkan proses dalam pelayanan. Adapun faktor penghambat yaitu sering menunda pekerjaan yang ada, persyaratan berkas yang tidak lengkap atau tidak memenuhi persyaratan, dan sarana prasarana yang kurang lengkap. Dinas Pendidikan seyogyanya memberikan pelatihan khusus terhadap SDM terkait peningkatan kinerja pegawai sekaligus perbaikan dalam bidang sarana dan prasarana. The study aims to determine the performance analysis of employees in the service of allowances and factors that support and hinder employee performance at the Education Office of Malinau Regency, North Kalimantan Province. The theoretical basis used is the concept of performance indicators which include quality, quantity, time, cooperation, cost suppression and supervision. The method in this research is descriptive with a qualitative approach. The informants used in this study amounted to 19 people with data collection instruments through interviews, FGDs, observations, and document analysis. The data analysis used in this research is qualitative analysis. In terms of service quality, the 6 indicators generally have moderate performance including quality, time, cooperation and supervision. but there is one indicator, namely cost suppression which has high performance in teacher allowance services and one other performance indicator, namely quantity. Factors that support the performance of employees at the Education Office are good human resources resulting in good performance and Inter-Sectoral/Agency Cooperation that facilitates the process in service. The inhibiting factors are often delaying existing work, incomplete file requirements or do not meet the requirements and Inadequate infrastructure. The Education Office should provide special training to existing human resources so that employees can become even better and also the need to add facilities and infrastructure that are lacking in service.

Abstract

This study aims to analyze tourist potential development strategies and factors that influence the development of tourism potential through a community-based tourism approach in the Malinau Regency. The theory used is the operationalization of the concept of Community-Based Tourism with social indicators, economic, cultural, and environmental dimensions using SWOT analysis. The following research results are obtained: strength that is owned is reliable human resources, high leadership support, and a sufficient number of personnel. The weakness is still limited professional human resources in the field of tourism. In addition to its natural potential, attractions are also an opportunity in the tourism sector of Malinau Regency. The threats faced are tourism competition between other tourist objects. The strategy for developing tourism potential can be done is to optimize strengths, look for new tourism potentials that are unique and different from other tourist destinations, create a tourism brand of the regency, development of infrastructure, tourism promotion, and marketing. While the influencing factors are accessibility, budget, and regional policies. Penelitian ini menganalisis strategi pengembangan dan faktor yang memengaruhi pengembangan potensi wisata melalui pendekatan pariwisata berbasis masyarakat di Kabupaten Malinau. Teori yang digunakan adalah operasionalisasi konsep community based tourism dengan indikator sosial, ekonomi, budaya, dan lingkungan yang dianalisis dengan teknik SWOT. Hasil penelitian sebagai berikut: kekuatan yang dimiliki adalah sumber daya manusia yang handal, dukungan pimpinan, dan jumlah personel yang cukup. Kelemahannya terdapat pada masih terbatasnya sumber daya manusia murni dibidang pariwisata. Selain potensi alamnya, daya tarik lainnya adalah peluang di sektor pariwisata. Ancamannya adalah persaingan di bidang pariwisata dengan objek wisata lain. Strategi pengembangan potensi wisata dilakukan melalui optimalisasi kekuatan, yaitu mencari potensi wisata baru yang unik, menciptakan brand pariwisata kabupaten, mengembangkan infrastruktur, melakukan promosi, dan memasarkan pariwisata. Sementara itu, faktor yang memengaruhi adalah aksesibilitas, anggaran, dan kebijakan daerah.

Abstract

Implementation of main program is one of the benchmarks for the performance of local governments in achieving good governance. This study aims to determine the implementation of RT Bersih program and identify the supporting and hindering factors. The results of this study indicate that implementation of RT Bersih flagship program has been good, it can be seen from the organization that has been realized in organizational structure as well as the duties and functions, interpretation has been carried out through socialization and communication between implementers, suitability of application to work procedures in accordance with regulations as well as technical and implementing instructions and budget allocations are appropriate. Program socialization does not reach the community and condition of implementing officers who have other jobs are factors that can hinder the program, while supporting factors for RT Bersih program are clear organizational structure, availability of adequate human resources, conformity of program with technical and implementing guidelines. Implementasi program unggulan merupakan salah satu tolak ukur kinerja pemerintah daerah dalam mencapai good governance. Penelitian ini bertujuan untuk mengetahui implementasi program ‘RT Bersih’ serta mengidentifikasi faktor pendukung dan penghambatnya. Hasil penelitian menunjukkan bahwa implementasi program unggulan ‘RT Bersih’ sudah baik dapat dilihat dari organisasi telah diwujudkan dalam struktur organisasi serta tugas dan fungsi, interpretasi telah dilakukan melalui sosialisasi, komunikasi antar pelaksana, kesesuaian aplikasi terhadap prosedur kerja sesuai dengan peraturan serta petunjuk teknis dan pelaksana serta alokasi anggaran telah sesuai. Sosialisasi program tidak sampai kepada masyarakat serta kondisi petugas pelaksana yang memiliki pekerjaan lain merupakan faktor yang dapat menghambat program sedangkan faktor pendukung program ‘RT Bersih’ adalah struktur organisasi yang jelas, ketersediaan sumber daya manusia yang memadai, kesesuaian program dengan peraturan petunjuk teknis dan pelaksana.

Abstract

Purpose – This study aims to determine and analyze the effect of competence, motivation, as well as work environment and facilities on the performance of the expenditure treasurer at the APBN management unit in North Kalimantan Province. Methodology – The participants were 213 expenditure treasurers which were selected by the simple random sampling technique. Furthermore, the number of samples was determined by using the Yamane formula and a total of 139 respondents were obtained. The data collection technique used questionnaires, namely the Guttman, Likert, and Rating Scales. In addition, the data were analyzed using multiple linear regression with the aid of SPSS For Windows. Findings – The results showed competence, motivation, as well as work environment and facilities had a positive and significant effect on the performance of the expenditure treasurer. Therefore, each of the work units managing the State Budget in North Kalimantan Province needs to pay more attention to the factors that affect performance. Originality – This study provides a new perspective on the effect of competence, motivation, as well as work environment and facilities on expenditure treasurer performance, which has never been carried out in previous literature.

Abstract

This study aims to determine and analyze the regional financial independence of the Sula Islands Regency, North Maluku Province in order to support the implementation of regional development as the implementation of a decentralized system (local government), the contribution of local revenue (PAD) to the APBD of the Sula Islands Regency in 2017-2021. Research informant is Head of Regional Tax and Levy Management Agency. The results show that the ratio of regional financial independence in the Sula Islands Regency is still low or is in a consultative relationship pattern. Effectiveness Ratio and Efficiency Ratio which shows the highly efficient regional financial capacity. The compatibility ratio shows that the results of operational expenditures are greater than capital/development expenditures. Meanwhile, the growth ratio overall experienced positive and negative growth. The contribution of PAD to the APBD of the Sula Islands Regency is still low or lacking. Lack of local government commitment, both executive and legislative, in increasing PAD which affects the amount of increasing regional financial independence, lack of loyalty from both executives and legislatures in managing regional finances from the planning to implementation sector, and lack of local government innovation in exploring the potentials of the Islands Regency. Abstract

Customer satisfaction is the rating or assessment of an individual on the extent to which a product meets or exceeds their expectations (Kotler, 2018). The Servqual theory states that service quality is measured through the difference between customer expectations of the service provided and their perceptions of the actual service performance (Parasuraman, 1988). This study aims to analyze employee performance and public service quality and their impact on outpatient patient satisfaction at Puskesmas Sungai Durian Sintang. The research employs a quantitative descriptive analysis method through a survey using a questionnaire as a data collection tool. The study population consists of patients receiving outpatient care at the Outpatient Unit in Puskesmas Sungai Durian Sintang. The research sample consisted of 100 outpatient patients randomly selected using random sampling. Data collected is analyzed through descriptive analysis, multiple linear regression technique, and T-test using SPSS 29.0 software. Data collection utilizes a Likert scale ranging from 1 to 3. Research findings reveal that employee performance is assessed at a good level, with an average score ranging from 2.61 to 2.69. The quality of public service also garners positive assessments, with an average score ranging from 2.53 to 2.67. Patient satisfaction is similarly deemed good, with an average score ranging from 2.61 to 2.69. The regression coefficient for employee performance (X1) is 0.158, indicating that each unit increase in employee performance (X1) results in a 0.158 increase in patient satisfaction (Y). On the other hand, the regression coefficient for service quality (X2) is 0.353, signifying that each unit increase in service quality (X2) leads to a 0.353 increase in patient satisfaction (Y). -value for employee performance is 0.046, while for public service quality it is 0.001. Both of these p-values are less than the established significance level (α) of 0.05. Therefore, it can be concluded that employee performance and public service quality have a significant relationship with patient satisfaction (Y) at the 0.05 significance level. Practical implications for Puskesmas management involve enhancing employee performance and public service quality to improve patient satisfaction. Puskesmas management is recommended to regularly evaluate employee performance and provide constructive feedback to aid employees in enhancing their performance. Identifying issues during the service process, implementing effective and efficient improvement efforts through employee training and development, and enhancing facilities and infrastructure in Puskesmas are also essential steps.

Abstract

The aim of this research is to examine the influence of corporate governance mechanisms on company performance. To examine the effect of corporate governance on operational efficiency. To show the influence of operational efficiency on company performance. And to test the operational efficiency mediating variable between corporate governance mechanisms on the performance of property and real estate companies at PT. Indonesian Stock Exchange 2019-2021. This type of research is included in quantitative research. The population for this research is all property and real estate companies registered with PT. Indonesia stock exchange. The sample for this research is property and real estate companies included in the LQ45 Index, namely 6 (six) companies, namely Alam Sutera Realty Tbk (ASRI), Bumi Resources Tbk (BUMI), Lippo Karawaci Tbk (LPKR), Pakuwon Jati Tbk (PWON) , PP Properti Tbk (PPRO), and Summarecon Agung Tbk (SMRA). Data analysis was carried out using path analysis. The research results show that corporate governance (CG) mechanisms have a positive and significant influence on the performance of property and real estate companies included in the LQ45 Index. Corporate governance (CG) mechanisms have a negative and significant influence on the operational efficiency of property and real estate companies included in the LQ45 Index. Operational efficiency has a positive and significant influence on the performance of property and real estate companies included in the LQ45 Index. The operational efficiency variable is a mediating variable between the CG mechanism and the performance of property and real estate companies included in the LQ45 Index.
