Abstract

Development essentially has a goal that is none other than to create a just, prosperous and prosperous society. In advancing the development of rural communities, village institutions have an important role that can assist the implementation of the process of forming a prosperous society. This study aims to determine the role of village institutions in participatory development in Samaenre Village, Maros Regency. The method in this study uses a qualitative descriptive approach with data collection techniques through direct observation, in-depth interviews, and FGD. Determination of informants was carried out using the purposive sampling technique with 6 informants. The results showed that there were several village institutions located in Samaenre Village, Mallawa District, Maros Regency, namely the Village Government, Polindes, BPD, Farmers' Groups, Youth Organizations, Posyandu, Bumdes, PKK, Educational Institutions and Taklim assembly. The role in planning and implementing development infrastructure is primarily carried out by the village government and the Village Consultative Body. Although participation in development planning is still minimal, other institutions that act as a forum or intermediary with the government but also play a role in village development.

Abstract

This study aims to describe and analyze the important role that women can play in the resilience of education and the family economy to deal with situations and conditions affected by Covid-19. The research was conducted using a qualitative approach, because this study used a qualitative approach, in collecting data, observations, interviews, and documentation studies were carried out. The data analysis process that the researcher uses consists of three stages, namely data reduction, data presentation, and concluding. The results of the study show that the important role that women can play in the resilience of family education in the face of the Covid-19 pandemic is assisting children in learning, supervising children's learning processes, facilitating children in learning, and advising and encouraging children when they are bored with learning. In addition to maintaining family education, women also play an important role in maintaining the family economy by earning additional income in the family economy and being good financial managers in the household.

Abstract

The purpose of this study is to analyze its impact on individual, household and community income, analyze its impact on political life or leadership and punggawa-sawi relations, and analyze institutional impact as a means of supporting coral reef restoration programs. The research method used is descriptive qualitative research with data collection through in-depth interviews with deliberately selected informants, namely village heads, non-government officials and members of the fishing community. In addition, he also observed several coral reef restoration project activities and local community activities. The results show that the coral reef restoration program that has been running for approximately four years as a transition has not yet had an impact on improving the economy of residents, individuals or groups or communities, both in terms of income, especially capital. Coral reef restoration is still in the maintenance/monitoring program stage, so fishing around the reef restoration area is still prohibited. The perceived impact may be limited to salary/incentives. When talking about politics or leadership and punggawa-sawi relations, some people feel that the hopes that were previously raised have become empty for some people. what people feel now is gone, just like what they felt before. The program tends to be used as a source of political capital. The group in question has the nuances of selective slashing, who is close to the Village Head, he is the one who is involved. As for the fishermen's institutions, especially the retainer-sawi relationship, it is said that they do not know exactly what it is. The impact on the survival of organizations involved in coral reef restoration is the Community Monitoring Post (Poswasmas), which is a participatory organization, but in practice tends to be limited to the interests of fishermen.

Abstract

Bureaucratic behavior is the main benchmark for achieving effective public services and assesses the government's most visible performance. Every act of bureaucrats always has social motives in providing administrative services. This study aims to determine the form of social behavior of bureaucrats in providing population administration services in rural areas through a sociological perspective. This research is located in Palakka Village, Barru District, Barru Regency. The method used is a qualitative approach with a descriptive type. Data were collected through in-depth interviews with 12 informants in the village. The results of this study indicate that the social background of rural communities is both a supporter and an obstacle to the performance of bureaucrats in rural areas. Social behavior that emerges from bureaucrats in rural areas is more likely to lead to value-oriented rational actions. Every behavior that appears responds to every situation faced in population administration services for people in rural areas.

Abstract

Democracy, which is implemented in Indonesia through general elections (Elections), places the community as a whole as the holder of people's sovereignty.  This is guaranteed in the 1945 Constitution of the Republic of Indonesia (UUD).  However, the implementation of people's sovereignty is still a problem, because there is still a low understanding of the people's sovereignty that they have, especially in elections.  One component of society that also has political sovereignty is indigenous communities, especially in South Sulawesi, namely the Kajang "Ammatoa" indigenous community. Therefore, this study examines the meaning of political sovereignty in the Kajang indigenous community "Ammatoa" and the local wisdom owned and implemented in the 2019 elections, including the 2020 Regional Head Election (Pilkada) in Bulukumba Regency. The method used is descriptive qualitative, and the processed data is primary and secondary. This research begins with the identification and formulation of problems, data collection, data processing, and analysis, including data classification and reduction, drawing conclusions, and verification. The results of this study; (1) Although the Kajang indigenous community is closed, the application of democratic values has been realized for a long time and has become its main local wisdom in choosing leaders called "ammatoa" (traditional chairmen). That is, "ammatoa" is democratically elected and not because of the principle of blood or hereditary ties (traditional leadership); (2) The meaning of democracy and political wisdom, also expressed in elections and regional elections, "ammatoa" as a leader gives freedom to its citizens to choose according to their beliefs without any intervention. So, even though there are "ammatoa" children who became Caleg in the 2019 elections, they were not elected; (3) responsibility as a citizen is also evident in the high level of participation of the Kajang indigenous community in elections and regional elections, even though initially there were cultural and administrative obstacles. This proves that the Kajang indigenous community has practiced the meaning of popular sovereignty for a long time and has become a form of political wisdom. As a suggestion, it is necessary to make a follow-up study that captures the meaning of people's sovereignty in other indigenous communities as a reference in formulating inclusive election policies in Indonesia.

Abstract

[Bahasa]: Keluarga sebagai salah satu lembaga sosial memiliki peran penting di masyarakat dalam mencegah berbagai perilaku menyimpang. Kegiatan penyuluhan ini bertujuan untuk memberikan wawasan dan pengetahuan tentang ketahanan keluarga dalam menjalankan fungsi dan perannya sebagai salah satu lembaga yang paling bertanggung jawab khususnya dalam pengawasan anak. Metode penyuluhan ini didasarkan pada pengorganisasian sikap, di mana seluruh proses kegiatan, mulai dari penyajian materi, diskusi dan simulasi, mampu menata kembali pemahaman tentang fungsi dan peran keluarga. Hasil dari penyuluhan ini dapat memberdayakan peserta dalam mengekspresikan tanggapan mereka dengan meningkatkan kerjasama untuk memahami masalah keluarga.  Selain itu tereksplorasi sikap yang sama dengan perkembangan remaja melalui unsur-unsur yang disajikan tentang bagaimana keluarga mengubah lingkungan. Melalui diskusi fungsi dan peran utama keluarga dalam pembentukan kepribadian anak, dan keserasian sosial antara sosialisasi dan tempat tumbuh kembang pada masa remaja membuat peserta lebih siap untuk menata kelompok mereka dalam menggerakkan program penguatan keluarga dalam pencegahan penyimpangan. Kata Kunci: perilaku menyimpang, pranata keluarga, sosialisasi [English]: The family has an essential role in preventing various deviant behaviors. This counseling activity intends to provide insight/knowledge about family resilience in its functions and roles as one of the most responsible institutions, especially in child supervision. This counseling method was based on attitude organization, in which the whole process of activities, starting from the presentation of material, discussions, and simulations, can reorganize the understanding of the function and role of the family. The results of this counseling can empower participants to express their responses by increasing cooperation in understanding family problems. In addition, this program explored the same attitude of adolescent development through the elements presented about how families change the environment. Through the discussion of the primary function of the family, the role of the family in forming a child's personality, and the social harmony between socialization and the place of growth and development during adolescence, participants were better prepared to organize their groups in driving family strengthening programs in preventing deviance. Abstract

Perkembangan masyarakat yang terbilang sangat cepat, harus mampu direspon oleh birokrasi dengan melakukan transformasi ke arah digital. Penelitian ini bertujuan untuk mengungkap kesiapan perangkat desa dalam mengimplementasikan birokrasi digital di pedesaan dan kendala yang dihadapi saat ini. Penelitian ini menggunakan pendekatan kualitatif dengan strategi studi kasus. Penelitian ini menggunakan kasus di Desa Palakka, Kabupaten Barru, Provinsi Sulawesi Selatan, untuk menggali kesiapan dan kendala dalam mempersiapkan transformasi birokrasi menuju digital. Dalam studi kasus ini, informan ditentukan dengan menggunakan teknik purposive sampling. Data yang dikumpulkan dianalisis melalui proses reduksi data, penyajian data, penarikan kesimpulan dan verifikasi. Hasil penelitian mengungkapkan bahwa dari segi pelayanan administrasi kependudukan dan pelayanan kesehatan di Desa Palakka desa berada dalam tahap adaptasi untuk bertransformasi ke sistem digital. Pada level struktur, penyesuaian ke arah digital dilakukan dengan mengupayakan sarana fisik dan penyediaan aplikasi digital dan himbauan untuk penerapannya. Sementara pada level aktor telah aktif melakukan proses reproduksi struktur dalam mendukung perubahan sistem pelayanan birokrasi menuju digitalisasi. Adapun beberapa kendala yang dihadapi adalah belum maksimalnya infrastruktur jaringan internet sebagai sumber daya yang penting bagi pelaksanaan transformasi digital, dan masih terbatasnya anggaran dalam penyediaan sarana digital, serta masih rendahnya kompetensi digital aparatur dan masyarakat.  Kata Kunci : Birokrasi, Kendala, Pedesaan, Transformasi Digital

Abstract

Maros Regency, South Sulawesi Province (South Sulawesi), already has a Regional Regulation (Perda) on Child Worthy Districts. However, the implementation of this policy is still low because there are still several cases regarding violence and immoral acts against children. Macro-wise, this is also in line with the publication of the Child Protection Commission in 2020. There were 4734 cases of child complaints. This is because the implementation of the Child Protection Law Number 35 of 2014 is still lacking in terms of mentoring children. Therefore, a social institutional approach is needed to bridge between regulation and various child protection issues. This study focuses on using social groups in child protection in Maros. The method used is participatory discussion. The results of this service illustrate that, although the Maros Regional Government already has a tiered planning mechanism in the form of a Development Planning Deliberation starting from the village level as material for compiling a child protection program for Maros Regency as a whole. However, it seems less than optimal, because the government does not have sufficient ability to play its role as a catalyst for development.  For this reason, further efforts are needed to increase the use of social groups in child protection in Kabupaten Maros. The social group serves as a channel to solve various problems related to child protection in Maros County. Therefore, existing social groups are empowered in the form of institutional strengthening and capacity building of available resources so that the quality of protection and welfare of children in the Maros Regency can be achieved.

Abstract

This study aims to determine the form of community recognition of the practice of child marriage that still takes place today in Bulu Cindea Village, Pangkajene and Islands Regency, Indonesia. This research contributes to analyzing the occurrence of child marriage practices that still continue. A qualitative research approach with a case study strategy was used to explore the case at the research location. The research informants were 11 people consisting of parents who have children who marry underage, children who marry underage and community leaders who know information about child marriage. The results of this study found that in the practice of child marriage there are three forms of recognition, namely: family recognition, recognition of community leaders, and recognition of government officials. Family recognition, the community views that this is the right decision because there are no negative impacts, needs and desires are fulfilled. Recognition from community leaders, there are still those who conduct underage marriages because of the cultural factors that they still hold strong. Recognition from government officials that underage marriage is commonplace, even this is due to customary factors or community understanding that is still taboo so that religious courts also have the authority to carry out marriage dispensation so that someone gets benefits and benefits and there are conditions that must be met.

Abstract

Kegiatan pengabdian kepada masyarakat dilakukan melalui program pelatihan peningkatan kapasitas fasilitator desa dari berbagai desa tertinggal di Pulau Sulawesi. Kegiatan tersebut bertujuan untuk (1) Meningkatkan pengetahuan dan keterampilan fasilitator desa dalam mengidentifikasi potensi dan karakteristik sumber daya manusia yang ada di desa; (2) Meningkatkan keterampilan fasilitator masyarakat dalam berkomunikasi dengan tokoh adat dan tokoh masyarakat serta mensosialisasikan rencana program dari YHK. Peserta pelatihan adalah 24 orang pendamping desa dari Yayasan Hadji Kalla yang tersebar di empat provinsi yakni Sulawesi Selatan, Sulawesi Barat, Sulawesi Tengah dan Sulawesi Tenggara. Pencapaian peserta secara keseluruhan pada setiap sub materi pelatihan telah mencapai rata-rata sangat baik. Para peserta dengan antusias menunjukkan pemahaman tentang konsep fasilitator yang baik, pemecahan masalah dan pengambilan keputusan, membangun hubungan dan jaringan, komunikasi yang efektif, dan pemetaan sosial.
