Abstract

Kecelakaan lalu lintas merupakan salah satu indikator utama kinerja keselamatan infrastruktur jalan. Permasalahan yang muncul adalah kecelakaan lalu lintas yang masih sangat tinggi terjadi di negara berkembang, khususnya di Indonesia. Di beberapa negara maju, upaya dalam maminimalkan jumlah kecelakaan terus dikembangkan, salah satu langkah awalnya adalah melakukan penelitian mengenai hubungan antara tingkat kecelakaan dan kondisi jalan/ lingkungan. Tujuan dari penelitian ini adalah untuk mengetahui pola hubungan hasil penilaian keselamatan jalan berupa Road Protection Score (RPS) dengan tingkat kecelakaan. Pada penelitian ini, hubungan tingkat kecelakaan dan RPS ditinjau pada studi kasus ruas jalan Nasional Pantura dalam Kota Tegal, Provinsi Jawa Tengah. Dalam hal ini kondisi infrastruktur jalan dan lingkungan jalan diwakili oleh suatu nilai Road Protection Score (RPS) dan/atau Star Rating yang dikembangkan oleh International Road Assessment Programme (iRAP). Nilai RPS dihasilkan berdasarkan penilaian terhadap elemen-elemen jalan yang disimpulkan dalam suatu formulasi. Hubungan tingkat kecelakaan dan Star Rating di analisis dengan menggunakan teknik korelasi dan uji statistik untuk mengetahui kekuatan serta signifikansi hubungan. Hasil penelitian menunjukkan bahwa hubungan yang terjadi antara tingkat kecelakaan dan Star Rating adalah sangat lemah. Hasil tersebut mengindikasi kondisi infrastruktur jalan dan lingkungan jalan memiliki dampak yang berbeda-beda terhadap resiko kecelakaan suatu lokasi jalan.

Abstract

In the middle of social distancing imposed by the government of Indonesia to reduce the spread rate of COVID-19 virus, the use of bicycles has emerged as a new trend in various cities in Indonesia, one of which is the Special Region of Yogyakarta. However, the increasing growth of bicycle users are also directly proportional to the data on cyclists' accidents. One of the factors causing high number of accidents on cyclists is the human factor. The purpose of this study was to analyze the behavior of cyclists in the Special Region of Yogyakarta. The data used in the study were granted from questionnaires and field observations of cyclists. Descriptive analysis is used to describe the characteristics and behavior of cyclists. Samples were taken using purposive sampling method with a questionnaire resulting the number of respondents as many as 362 cyclists. The results showed that the behavior of cyclists in Special Region of Yogyakarta were quite good, but there are still a lot of cyclists that do not know about regulations governing road cycling safety. It was found that the use of safety equipment does not present traffic compliance.

Abstract

One of the pioneer flight route approved by Communication Ministry in 2018 is Batam-Rengat route. In progress, the pioneer route changed into commercial route, signed by initiation commercial company of Wings Air in August 2018. However, in August 2019, the Wings Air Company did not offer the route to the public. Finally, now, there is no flight service provided to the route, which is detrimental to people who need air transportation on that route. For the reason, it is needed to conduct research to express significance behind the closing event of the flight route. This study aimed to analyze the process of Batam-Rengat route progress from 2018 to 2019 and identify factors that affecting the closure of the Batam-Rengat flight route in 2019. Method used in this study was qualitative study with case study. Information was chosen according to specific criteria and data were collected by in-depth interview and secondary data request to relevant institutions/organizations. Hereinafter, interview data were reduced and classified according to specific themes. Furthermore, primary and secondary data were compiled into a unit to make description of activity event of Batam-Rengat route flight from 2018 to 2019. Times series analysis was used to find description of route progress process from the pioneer flight to commercial flight, and factors analysis was used to identify the factors affecting the route closure. The results of time series analysis indicate that the pioneer flight operated during six months from February 2018 to July 2018; then, along with the commercial flight for five months from August 2018 to December 2018. From January 2019 to June 2019, there was only one flight service, namely, commercial flight by the Wings Air. The results of factor analysis indicate the closure of the Batam-Rengat commercial route is influenced by passenger demand, flight schedules, airplane fares, and demand patterns. This study found other findings, namely the Japura-Padang flight route has good market potential and community/business participation efforts in Indragiri Hulu to help the occupancy rate of aircraft on the Batam-Rengat flight route

Abstract

Bintan is one of the tourist destinations in Indonesia, and it has many international tourists. Still, it is not optimal due to problems with global access and the lack of an adequate airport. This paper aims to identify potential passengers for Bintan's new airport (BIA). The econometric method estimates passengers, and the gravity model determines the airport’s share. The catchment area will be Batam and Bintan Island. The calculation shows that the factor influencing air traffic in the catchment area is the total GRDP (R2 = 0.63). The traffic is dominated by international passengers who shift from current sea transport and additional passengers from improved air access. BIA’s passenger share is 24% compared to the number of passengers in the catchment area. The movement of passengers at BIA in 30 years will reach 12.9 million. Growth for the first ten years was 17.4% annually; the following ten years were 7.3% and 2.2%. ABSTRAK Bintan merupakan salah satu tujuan pariwisata di Indonesia dengan tingkat kunjungan wisatawan mancanegara yang tinggi, tetapi belum optimal karena permasalahan akses internasional dengan kurangnya bandara yang memadai. Paper ini bertujuan mengidentifikasi potensi penumpang bandara baru Bintan. Metode yang dipergunakan adalah metode ekonometri untuk perkiraan penumpang dan gravity model untuk menentukan share antar bandara. Perhitungan memperhatikan keberadaan bandara di Batam dan Bintan. Hasil perhitungan memperlihatkan faktor yang berpengaruh terhadap lalu lintas udara di kawasan tangkapan adalah PDRB total (nilai R2 = 0,63). Penumpang di Bandara BIA didominasi penumpang internasional yang berasal dari shifting angkutan laut dari Singapura/Batam yang digunakan saat ini serta potensi penambahan penumpang dengan adanya perbaikan layanan akses udara. Porsi penumpang ke Bandara BIA diperkirakan sebesar 24% dibanding total penumpang ke Bintan pada tahun 2022. Pergerakan penumpang di BIA pada 30 tahun mencapai 12,9 juta. Pertumbuhan untuk 10 tahun pertama 17,4% per tahun, 10 tahun berikut 7,3% dan 2,2%.
