Abstract

This study aims to find out about the Management of the Implementation of the Program for Handling the Poor at the Kendari City Social Service. The method used in this study is a qualitative descriptive research method by means of observation, interviews and documentation. The results of this study indicate that the management of the implementation of the poor program carried out by the Kendari City Social Service is management carried out by taking into account the level of problems, objectives, strategies, activity programs, results to be achieved and schedule of activities. Likewise, the objectives and strategies are carried out in accordance with the existing activity programs at the Social Service in terms of handling the poor. the existing social masters so that they still need the next stage to be able to accommodate the poor. The schedule of activities is all carried out with an emphasis on the action plans carried out by the Social Service in every activity carried out as well as the existing poor program activities.

Abstract

This study aims to determine the extent of the influence of coordination on employee work effectiveness at the Regional Secretariat of Kendari City. By using questionnaire data collection techniques, documentation and interviews with informants who are considered potential to provide information about the coordination system and work effectiveness at the Kendari City Regional Secretariat.Then to test the hypothesis, statistical analysis techniques are used through simple linear regression, which is to find out the relationship between the independent variables (X), namely coordination and non-independent variables (Y), namely the effectiveness of employees in Kendari City. Testing the hypothesis is used version 22 of the Statistics Package for Social Science (SPSS) program. The results of this study indicate that coordination has a significant influence on the effectiveness of Employee Work in the Regional Secretariat of Kendari City. The results of testing the Spearman-Brown Correlation coefficient indicate that coordination has a relatively large contribution to work effectively in the Regional Secretariat of Kendari City. This means that the better the coordination is carried out, the higher the work effectiveness of employees. In this study, it was also found that the implementation of the main tasks and functions of the ten sections and twenty-nine sub-sections had not been implemented properly.

Abstract

The purpose of this study was to determine how the role of leadership in increasing employee productivity in the Lalolara sub-district, Kecamatan Kambu Kendari city. The type of research used is descriptive qualitative which describes the data obtained from the field, and the data obtained from the results of interviews with informants, namely: village heads, secretaries, personnel, staff, and the community. Then the data is analyzed and draw conclusions. The results of this study indicate that based on the results of the analysis and discussion that have been explained, that the leadership role in the Lalolara Lurah Office has been carried out well and full of responsibility, especially in determining the vision and mission of the Lalolara Lurah Office, which can be seen from three indicators, namely; The role of leadership as a search path, the role of the leader as a harmonic and the role of the leader as an empowerer of the three indicators have been carried out well and quite satisfactorily. Meanwhile, in the work productivity of employees using four indicators, namely: ability, improving the work achieved, morale, and self-development. of the four indicators, then based on the results of the study show that in improving the work results achieved is still not quite satisfactory

Abstract

Community service activities integrated with thematic Real Work Lectures (KKN) of Halu Oleo University aim to contribute to the government and citizens, especially in public services in the midst of the New Normal period in Southeast Sulawesi. This activity is an online-based Urban Village Administration Training in Nambo District, Kendari City, Southeast Sulawesi Province. The method used in the Thematic KKN is carried out directly at the activity location. Students are active from the beginning to the end of KKN activities carried out in the domicile area. The results of community service activities through Thematic KKN for students provide information that the average village government apparatus does not yet know and understand how to use internet technology facilities in public services, especially in managing village administration online based. There is only 1 website in the sub-district and all kelurahan do not yet have a website. There has never been any technical training on website management for village officials. Local government support is very limited in providing resources in realizing online-based urban administration.

Abstract

This study aims to determine the marriage administration services at the Religious Affairs Office (KUA) Wolio District Bau-Bau City and to determine the factors of marriage administration services at the Religious Affairs Office (KUA) Wolio District Bau-Bau City. It uses observation, interviews, and documentation as a qualitative descriptive research method. The results of this study indicate that the marriage administration services carried out by the Office of Religious Affairs (KUA) of Wolio District are carried out by paying attention to simple, transparent, complete and affordable aspects. everything is done to make it easier for the community to manage the existing marriage administration and in terms of being transparent, information about the arrangement is given, including using social media and in complete terms where the people who come to take care must pay attention to all the completeness of the files in managing and affordable and affordable. In terms of costs, where everything has been regulated in the existing rules, people who take care of marriage administration are charged six hundred thousand for those who get married outside the office and for those who get married at the Wolio District Religious Affairs Office (KUA) with a note that it is done within working time.

Abstract

Tujuan penelitian ini untuk mengetahui Netralitas Birokrasi Dalam Penyelenggaraan Pemilihan Kepala Daerah  Secara Langsung di Kabupaten Kolaka Timur tahun 2020. Metode penelitian yang digunakan adalah penelitian kualitatif deskriptif. teknik pengumpulan data dilakukan secara langsung dengan menggunakan metode Wawancara, Observasi, Dokumentasi. Analisis data menggunakan metode Pengumpulan Data, Reduksi Data, Penyajian Data, Penarikan Kesimpulan atau Verifikasi.  Hasil penelitian dari Netralitas Birokrasi Dalam Penyelenggaraan Pemilihan Kepala Daerah  Secara Langsung di Kabupaten Kolaka Timur tahun 2020 yaitu Netralitas Aparatur Sipil Negara (ASN) itu sendiri dalam kegiatan Pemilu. Netralitas merupakan asas yang wajib ditaati oleh seluruh Aparatur Sipil Negara pada masa Pemilihan kepala daerah. Akan tetapi,beberapa Aparatur Sipil Negara dipemerintahan daerah Kabupaten Kolaka Timur terindikasi melakukan tindakan tidak netral terhadap pasangan calon yang melaksanakan pemilihan kepala daerah pada tahun 2020 lalu. Netralitas Aparatur Sipil Negara pada Pelaksanaan Pemilihan Kepala Daerah di Kabupaten Kolaka Timur belum cukup baik, terbukti dengan adanya pelanggaran Netralitas yang di lakukan oleh Aparatur Sipil Negara. Berdasarkan keputusan Komisi Aparatur Sipil Negara, ada 6 orang Aparatur Sipil Negara di Kabupaten Kolaka Timur yang mendapatkan sanksi sesuai dengan ketetapan yang berlaku. Selain dari pada enam orang Aparatur Sipil Negara yang dinyatakan terlibat, fakta lain menunjukan masih banyaknya kasus pelanggaran yang dilakukan oknum Aaparatur Sipil Negara di tengah masyarakat yang dilakukan dengan cara mempengaruhi warga. Dengan demikian dapat disimpulkan bahwasanya Netralitas Aparatur Sipil Negara pada pemilihan kepala daerah di Kolaka Timur masih kurang baik

Abstract

Tujuan penelitian ini adalah untuk mengetahui Partisispasi Masyarakat Dalam Pembangunan di Desa Lemo’ea Kecamatan kulisusu Kabupaten Buton Utara. Pendekatan penelitian yang digunakan adalah pendekatan Kualitatif. Teknik pengumpulan data dilakukan dengan cara wawancara, Observasi, Dokumen dan dokumentasi. Data yang sudah terkumpul selanjutnya dilakukan analisis secara Kualitatif dengan menggunakan Metode Analisis Data yang dikemukakan oleh Miles dan huberman yaitu Pengumpulan Data, Reduksi Data, Penyajian Data dan Konsep. Hasil penelitian ini menunjukan bahwa Partisipasi Masyarakat Dalam Pembangunan di Desa Lemo’ea dapat dilihat dari indikator seperti partisipasi masyarakat dalam bentuk fikiran pada pembangunan fisik dan non fisik, partisipasi masyarakat dalam bentuk tenaga pada pembangunan fiisk dan non fisik, partisipasi masyarakat dalam bentuk uang pada pembangunan fisik dan non fisik, partisipasi masyarakat dalam bentuk keahlian pada pembangunan fisik dan non fisik. Berdasarkan indikator diatas menunjukan bahwa Partisipasi masyarakat dalam pembangunan  sudah ada tetapi belum maksimal seperti yang di harapkan karena adanya beberapa hambatan seperti kurangnya pendidikan yang dimiliki oleh masyarakat, serta masyarakat sibuk yang sibuk dengan pekerjaanya

Abstract

Penelitian ini bertujuan untuk mengetahui dan model implementasi program jaminan kesehatan nasional (JKN) di Dinas Kesehatan Kota Kendari, serta faktor-faktor yang mempengaruhi model implementasi program jaminan kesehatan nasional (JKN) di Dinas Kesehatan Kota Kendari. Jenis penelitian bersifat deskriptif kualitatif. Sumber data primer diperoleh langsung melalui observasi, wawancara dan dokumentasi. Data  sekunder diperoleh dari laporan di Dinas Kesehatan Kota Kendari. Dalam penelitian ini peneliti menetapkan 6 informan untuk memperoleh data mengenai informan dalam penelitian ini adalah orang-orang yang berpotensi untuk memberikan informasi tentang Model Implementasi Program Jaminan Kesehatan Nasional (JKN) di Dinas Kesehatan Kota Kendari. Analisis  data menggunakan model  Miles  dan  Huberman,  yaitu  reduksi  data,  penyajian  data,  dan  penarikan kesimpulan/verifikasi. Hasil penelitian menunjukkan bahwa dalam implementasi program JKN di Dinas Kesehatan Kota Kendari dalam upaya pelaksanaan masih kurang efisien. Masih ada sebagian kasus serta hambatan antara lain belum optimalnya akses jalannya JKN di tiap Puskesmas, belum optimalnya sosialisasi JKN ke warga, belum optimalnya pemanfaatan akses data, dan belum optimalnya penerapan sistem referensi serta pembayaran pada jasa program JKN.

Abstract

The aim of this research is to determine the implementation of governance principles on the quality of public services in Kendari City, Southeast Sulawesi Province. Qualitative descriptive research methodology which includes observation, interviews and documentation was used in this research. Data analysis uses descriptive interactive according to Milles Huberman and Saldana. The findings of this research indicate that the application of good governance principles in improving the quality of public services, in terms of transparency, has not been fully realized, especially regarding access to service requirements that cannot be reached by all levels of society. Second, responsiveness in responding to needs is quite good, but completion in a timely manner is not appropriate due to the large number of taxpayers quantitatively. Third, a fair aspect in providing services has been implemented by giving priority to the community in a timely manner. Fourth, the effectiveness and efficiency of employees can be seen, with their efforts increasing their potential to improve services. Fifth, employee accountability through reprimanding and directing staff who commit negligence, but there are still staff who repeat this negligence and act not in accordance with the SOP.

Abstract

Sitasi menjadi elemen penting dalam sebuah penulisan karya ilmiah. Seringkali penulis pemula, pelajar, mahasiswa dan masyarakat akademik pada umumnya, terjebak dalam tindakan plagiasi yang tidak disengaja karena kurang hati-hati dalam membuat sebuah sitiran. Misalnya sebuah referensi dikutip, namun tidak ditulis pada daftar pustaka, ataupun sebaliknya. Mendeley adalah software manajemen referensi dan jaringan sosial akademis yang bisa membantu penulis mengorganisir publikasi hasil penelitian, menulis skripsi, thesis, disertasi, dan berkolaborasi dengan peneliti lain secara online serta menemukan publikasi penelitian terakhir. Mendeley merupakan program komputer dan web yang dikembangkan Elsevier untuk mengelola dan berbagi makalah penelitian, mencari data penelitian, dan bekerja sama secara daring. Mendeley menggabungkan Mendeley Desktop, perangkat lunak manajemen referensi dan PDF, dengan Mendeley Android and iOS dan Mendeley Web, jejaring sosial peneliti. Sebagai database referensi, file referensi seperti buku atau artikel dari jurnal dalam bentuk PDF bisa disimpan dan diberi keterangan yang tepat untuk membantu mempermudah pencarian. Tulisan yang dibuat dengan Microsoft Word, Open Office atau LaTex bisa dihubungkan dengan software Mendeley sehingga sitasi dan daftar referensi (bibliography) bisa disusun secara otomatis. Tujuan dari pengabdian ini adalah untuk membantu mahasiswa Ilmu Pemerintahan dalam membuat skripsi, atau karya ilmiah ketika melakukan sitasi maupun menyusun daftar pustaka dengan menggunakan software Mendeley diintegrasikan dengan Google Scholar.
