Abstract

Keberlanjutan dan keunggulan kompetitif organisasi sangat tergantung sumber daya manusia yang mampu beradaptasi dengan perubahan yang serba digitalisasi. Revolusi Industri 4.0 telah mengubah arah Talent Management dalam menciptakan ASN dimasa depan untuk menyelenggarakan pelayanan publik berbasis digitalisasi yang serba kompleks. Tujuan Peneitian ini berfokus membahas subtansi talent management dan masalah yang terkait dengan mengidentifikasi bakat dengan menggunakan konsep yang berkaitan dengan Industri 4.0. Talent management memiliki dampak dalam keberhasilan suatu organisasi, karena memberi kesempatan untuk merekrut, mempertahankan dan mengembangkan bakat yang diperlukan secara efektif yang kemudian dikembangkan sebagai pemimpin masa depan yang mewakili kombinasi sistem cyber-fisik. Teknologi baru ini akan memengaruhi semua lintas disiplin dan bahkan menantang fungsi sumber daya manusia, bagaimana Industry 4.0 akan mengubah land-scape untuk pengembangan bakat. Metode penelitian yang digunakan adalah metode kualitatif. Pengumpulan data ditempuh melalui pengamatan, wawancara dan dokumentasi terhadap informan yang terlibat langsung dalam pelaksanaan kegiatan tersebut. Proses analisis data meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa (1) Ability yang dibutuhkan dalam talent management dalam era 4.0 yaitu kemampuan koqnitif, kemampuanketrampilan teknis dan ketrampilan pemecahan masalah yang rumit; (2) Ketrampilan dasar TIK diperlukan untuk memasuki era digitalisasi.

Abstract

Policy accountability is a form of manifestation of public officials responsible to the people. One form of policy accountability that is discussed here is street vendors policy accountability, because they are a group of citizens who have the economic activities in public spaces. The existence of this policy how-ever, the number of street vendors from year to year increase in Makassar City. Therefore, this study seeks to uncover and explain the democratic policy ac-countability through the street vendors’ responses and expectations to the implementation of street ven-dors empowerment policy in Makassar City; and to uncover and explain the democratic policy account-ability through the stakeholders’ responses and ex-pectations to the implementation of street vendors empowerment policy in Makassar City. To achieve these objectives, the study uses democracy theory, in which this theory focuses on togetherness in dis-cussing solutions to the various problems of street vendors and in the policy implementation as well.This study used a qualitative design and case studies strat-egy. Data collection techniques used was observa-tion, interview, and documentation. Data were ana-lyzed with case description its settings. The results of this study pointed out that the interests and needs of the street vendors are not met through the empow-erment policies vendors. This is caused by the ab-sence of accountability forum as a place of togeth-erness all of street vendors empowerment stakehold-ers’. Street vendors empowerment policy in Makassar City are designed base on a top-down approach, so they are considered as objects, which must accept all government programs aimed at them

Abstract

The government has decided to cancel the implementation of Community Activity Restrictions (PPKM) Level 3 in all regions, especially the State Civil Apparatus (ASN), during the 2021 Christmas and New Year holidays of 2022. State Civil Apparatuses (ASN) are not allowed to take leave or leave the area during Sunday national holidays, both before and after Christmas and New Year. The purpose of this research is to find out how Polri's public communication is related to the 2021 Christmas and New Year's holiday homecoming for 2022. The method used is Krippendorff content analysis which is carried out through digital observations on the Instagram account of the Indonesian National Police @divisihumaspolri for the period 1 December 2021 to 20 December 2021. The results of this study indicate that public communication carried out by the National Police through Instagram @divisihumaspolri is dominated by messages containing benefits for security and safety during the Christmas and New Year's 2022 holidays during the Covid-19 pandemic.

Abstract

Indonesia is a country that is prone to natural disasters, especially floods. This disaster usually hits Indonesia during the rainy season. This hurts human life, the economy and the environment. This paper aims to examine collaborative governance implementation in flood management that occurs in the Greater Bandung area. The research method used is a literature study with qualitative methods. The research location is a flood-prone area, namely 4 (four) districts/cities around the Greater Bandung metropolitan area in West Java Province, Indonesia. All of them have a high flood hazard index. In conclusion, sustainable flood management requires the involvement and participation of various stakeholders from the community simultaneously. Flood management in collaborative governance must be carried out with a systematic approach and synergy from multiple disaster management efforts. Therefore, strengthening a sense of crisis, commitment, shared roles and responsibilities, and continuity of cooperation/collaboration in governance networks is needed to maintain effective flood management.

Abstract

In order to realize a more quality public service, the Wajo Regency government, namely the Human Resources Development and Personnel Agency (BKPSDM) made an innovation in the field of staffing through the SI-CAKEP Mobile application. This Mobile SI-CAKEP is one of the steps taken to make it easier for the State Civil Apparatus so that they do not have to leave their workplace when they are going to take care of their employment rights, only need to open the application and upload the files needed. As a new application Mobile SI-CAKEP has been included in the Top 99 National Public Service Innovations so it is not wrong to become one of the leading innovations. Therefore, the purpose of this study was to find out the typology of public sector innovation (case study of the SI-CAKEP Mobile program innovation) in Wajo District. The type of research used is a qualitative approach with descriptive research type using a type of case study research that aims to find out more deeply by BKPSDM in making Mobile SI-CAKEP innovations in Wajo District. The result of the study concluded that the innovation of the Mobile SI-CAKEP program is an application that is very helpful for the State Civil Apparatus in fulfilling staffing rights. This application also provides a significant change to staffing services in the human Resources Development ang Human Resources Agency in Wajo District towards a more systematic, integrity, fast, adaptive, commitment, and more professional.

Abstract

In determining the strategy, accurate information is a necessity.Accurate information must be supported by the reliable information system. Inter-organizational networklately is a concept developed in the study of organization and management. This organizations are used to acquire critical resources needed by the organization, because these resources are controlled by other organizations. The purpose of the study is to explain the ability of information systems in the determination of local economic growth strategy in the region of BP-KAPET Pare-Pare. This research is qualitative research and the strategy used is case study as well as the type is explanative.Research results showed that the systems have not been able to provide complete and accurate information oflocal resources in its territory, so it cannot determine the dominant strategy to outperform other player's strategy. The implication is BPKAPET Pareparewhich is intended as a major driver of economic growth accelerated in the region, but until now local governments have not been able to invite investors to invest in this region. The inability to provide such information due to the BP-KAPET Parepare system is still dominated by a government bureaucracy that is focused on rules and leaders' instructions.Keyword: Inter-Organization Network, Information Systems, StrategyDeterminationDalam menentukan strategi, informasi yang akurat adalah sebuah kebutuhan. Informasi yang akurat perlu didukung oleh sistem informasi yang handal. Jaringan antar organisasi adalah sebuah konsep yang cukup berkembang dalam studi organisasi dan manajemen akhir-akhir ini. Organisasi seperti ini digunakan terutama untuk memperoleh sumber daya kritis yang dibutuhkan oleh organisasi, karena sumber daya ini dikendalikan oleh organisasi lain. Tujuan penelitian adalah menjelaskan kemampuan sistem informasi dalam penentuan strategi pertumbuhan ekonomi daerah di wilayah BP-KAPET Parepare. Metode penelitian yang digunakan adalah kualitatif dan strategi penelitian yang digunakan adalah studi kasus tipe eksplanatif.Hasil Penelitian menunjukkan bahwa sistem informasi BP-KAPET Parepare belum mampu menyediakan informasi tentang sumber-sumber daya ekonomi daerah yang lengkap dan akurat di wilayahnya, sehingga tidak bisa menentukan strategi yang dominan untuk mengungguli strategi pemain lain. Akibatnya adalah BP-KAPET Parepare dimaksudkan sebagai penggerak utama pertumbuhan ekonomi dipercepat di wilayahnya, namun sampai saat ini pemerintah daerah di wilayah ini belum mampu mengundang investor untuk berinvestasi. Ketidakmampuan menyediakan informasi tersebut disebabkan oleh BP-KAPET Parepare masih didominasi oleh sistem kerja birokrasi  pemerintahan yang terlalu berfokus pada aturan dan petunjuk pimpinan. Abstract

The results of the study show that the implementation of the Integrative Child Welfare Service Center program in Gowa regency. The method of the research is descriptive qualitative. The kind of the implementation that used in the research is Sorean c winter type that consist of three indicators, they are organizational and inter-organizational behavior, street level bureaucrat behavior and target group behavior. The technique of data collection consists of observation, interview and documentation which researcher did around three months. The results of the study show that the implementation of the Integrative Child Welfare Service Center program in Gowa regency is seen from the organizational and inter-organizational behavior, namely the maximum commitment, while the coordination has not been maximized. Lower level bureaucrat behavior is seen from policy discretion which is still lacking and has not gone well. The behavior of the target group is seen from the positive response, namely the target group strongly supports the program but the negative response is that there are still many who are not aware of the existence of a child welfare service center program because there is but a fail of socialization carried out and the absence of a complaint secretariat at the sub-district or village level. Keywords: policy implementation, Behavior, Servis, PPKAI program, integrative children. ABSTRAKPenelitian ini bertujuan untuk mengetahui implementasi program pusat pelayanan kesejahteraan anak integratif di Kabupaten Gowa. Metode penelitian yang digunakan adalah kualitatif yang bertipe deskriptif. Model implementasi yang digunakan dalam penelitian ini adalah model Sorean C. Winter yang terdiri dari 3 Indikator yaitu, perilaku organisasi dan antar organisasi, perilaku birokrat level bawah dan perilaku kolompok sasaran. Adapun teknik pengumpulam data meliputi observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa implementasi program Pusat Pelayanan Kesejahteraan Anak Integratif di Kabupaten Gowa dilihat dari, perilaku organisasi dan antar organisasi dilihat dari komitmen sudah maksimal sedangkan koordinasi yang dilakukan belum maksimal. Perilaku birokrat level bawah dilihat dari diskresi kebijakan, masih kurang dan belum berjalan dengan baik. Perilaku kelompok sasaran dilihat dari respon positifnya yaitu kelompok sasaran sangat mendukung adanya program tersebut tetapi respon negatifnya  yaitu masih banyak yang belum mengetahui adanya program pusat pelayanan kesejahteraan anak karena masih kurangnya sosialisasi yang dilakukan dan tidak adanya sekretariat aduan pada tingkat Kecamatan atau Desa. Kata Kunci: Implementasi Kebijakan, Pelayanan, Perilaku, Program PPKAI, Anak Integratif

Abstract

Cases of Omicron-type Covid-19 have increased substantially worldwide. With the opening of the Omicron 68 case as of 30 December 2021, Indonesia has become the fourth largest country in Southeast Asia in terms of Covid cases. Singapore is in the first place, with 134 Omicron instances. This study aimed to find online news discourse regarding the spread of the Omicron variant in Southeast Asia. The method used in this research is van Dijk's Critical Discourse Analysis on online news via Kompas.com, news.abs-cbn.com, and channelnewsasia.com during December 2021. This study concludes that the three media reported the spread of the Omicron variant in the text dimension and tried to bring up vaccination efforts. In the dimension of social cognition, ensuring public health for the sake of survival is the ideology that is built. In the context dimension, the social context is built by providing equal opportunities to all people in getting the right to get vaccinated so that matters relating to health issues also have an impact on the economic aspect in line with the national economic recovery.

Abstract

The primary purpose of this research is to testify Environmental Kuznets Curve-EKC hypothesis for the economy of Indonesia. ADF and PP unit root tests confirmed the mixed order of integration in the model based on the time-series.data,spanning over 1990 to 2016. Furthermore, the result of ARDL – Long-run confirmed the presence of the EKC hypothesis for the Indonesian economy. In the short run, not an inverted U-shaped relationship has been observed between growth and energy. ECM and bond test verified the existence of cointegration in the model while CUSUM and CUSUM square with other model diagnostics confirmed that the model is the best fit. Based on the results of the analysis, it can be concluded that short & long run dynamic association amongst CO2 Carbon Dioxide, consumption of the energy, urban populations, and the economic development in Indonesia have been examined in this research.

Abstract

This research aims to determine the organizational performance of regional work units in managing regional assets in BPKD Malianau Regency. The research method was carried out qualitatively, using purposive area sampling. The subjects in this research were the Head of BPKD, the Secretary of BPKD Malinau Regency, the Head of BPKD Assets, and the BPKD Staff of Malinau Regency. The research results obtained through a series of in-depth interviews with key informants indicate a significant level of conformity between the program of activities carried out by the Regional Asset Management Sector and the targets and objectives set. The accountability for the Regional Asset Management Sector is created by making a report on the asset manager. Regions to the head of the Agency and the Regional Secretary as property managers, as well as the implementation of asset management by applicable rules and regulations. In conclusion, the organizational performance of regional work units in managing regional assets in BPKD Malianau Regency is good in terms of effectiveness, efficiency, accountability, and transparency. However, there are still some problems in implementation. Keywords: accountability, effectiveness, efficiency and transparency
