Abstract

Implementation of smartcity in the city of Balikpapan is a challenge for governance that aims to provide the welfare of the community. Innovation are developed through the application of the concept of smartcity is still recently implemented and is still fairly new, but the application already indicates the serious intention of the city government to provide ease of information and services needed by the community. With the application of technology in the service to the community, of course the role and duty of the local government of the city will be helped and also the goal of the city government to provide excellent service to the public in order to realize the smart government will be achieved.

Abstract

Entikong merupakan Kecamatan perbatasan negara yang penting, karena wilayah perbatasan negara termasuk bagian manifestasi dari kedaulatan wilayah Indonesia. Keterbatasan penyelenggaran kelembagaan pemerintahan kecamatan di perbatasan negara memberikan dampak yang dapat menghambat pembangunan dan pengembangan wilayah perbatasan. Penelitian ini bertujuan untuk mengkaji penyelenggaraan kelembagaan pemerintahan kecamatan perbatasan di entikong, Kabupaten Sanggau. penelitian ini menggunakan metode deskriptif kualitatif yang melibatkan upaya-upaya penting dalam pengumpulan data, seperti mengajukan pertanyaan-pertanyaan dan prosedur-prosedur, guna mengumpulkan data yang spesifik mengenai pengembangan kelembagaan kecamatan di perbatasan negara. Hasil penelitian mengungkapkan bahwa penyelenggaraan kelembagaan kecamatan di Kawasan Perbatasan Entikong dalam penyelenggaraan pemerintahan menggambarkan adanya norma kerja, tugas, dan fungsi yang berbeda, sehingga membutuhkan struktur dan dukungan sumber daya yang berbeda melalui pengembangan kecamatan menjadi manager kota kecil. Tugas dan fungsi kementerian dan Lembaga pemerintahan kecamatan dipadaukan dalam struktur kelembagaan kecamatan sehingga dapat membangun dan memberdayakan pemerintah kecamatan dan masyarakat di perbatasan negara.

Abstract

This study aims to analyze the Building Permit Letter Service in the apparatus service of the One Stop Office and One Stop Office in Jayapura and describe the obstacles in the process of granting Building Permit Letter. The research method used is qualitative research with descriptive method with inductive approach to present data about the apparatus service in the process of Building Permit Letter. The result of the research explains that the service of apparatus in providing building permit service letter at the Investment and One Stop Integrated License Department in Jayapura City of Papua Province has been running well and in accordance with Standard Operating Procedure of issuing Building Permit Letter, despite having some constraints such as; lack of network access, low public awareness, lack of facilities and infrastructure in the service of building permit letter. Abstract

This research is based on the importance of developing human resources through increasing competence in order to realize competent Civil Servants in the administration of government in the field of personnel administration. This is intended to study and analyze the development of human resources through increasing competence in the Agency for Personnel and Human Resources Development, Siau Islands Regency, Tagulandang Biaro, North Sulawesi Province. This research is descriptive, using an inductive qualitative approach, with data collection techniques through interviews, observation, and documentation. In this study, it was revealed that the Implementation of Human Resource Development Through Competency Improvement was classified as not effective, caused by factors namely Knowledge, Skills and Attitudes/Behavior of Civil Servants. The need for commitment and a strong desire for the Personnel and Human Resources Development Agency of Siau Islands Regency Tagulandang Biaro, North Sulawesi Province to pay attention to human resource development through increasing the competence of Civil Servants, to meet the quality standards of civil servants who have professional knowledge, skills and attitudes/behaviors.
