Abstract

Salah satu agenda reformasi pelayanan publik adalah memperbaiki gaji pegawai negeri sipil. Meskipun hampir setiap tahun gaji PNS mengalami kenaikan antara 15-20 persen, pemerintah belum memiliki konsep penggajian pegawai negeri sipil maupun pejabat negara yang mengaitkan antara beban kerja dan merit pay (gaji). Dengan kata lain pemerintah belum mengembangkan strategi manajemen kinerja untuk menciptakan PNS yang produktif. Sejatinya, tujuan organisasi-organisasi yang melaksanakan merit pay adalah untuk meningkatkan kinerja dari para pegawainya. Hal ini dikarenakan sistem penghargaan ini akan memotivasi pegawai untuk meningkatkan kinerja mereka. Saat ini merit pay masih menjadi kontradiksi. Artikel ini mencoba memahami pro dan kontra dari pelaksanaan merit pay serta aspek positif dan negatifnya. Bagian terakhir dari artikel ini mencoba mendiskusikan bagaimana merit pay harus diimplementasikan oleh organisasi untuk membuatnya menjadi lebih produktif dan efektif serta efisien.

Abstract

Salah satu usaha untuk mengurangi ancaman kesehatan manusia dari berbagai faktor penyakit adalah pengolahan sampah rumah tangga mandiri menjadi barang yang lebih bermanfaat dan ramah lingkungan. Seperti yang dilakukan di Kampung Legok Makmur Kota Magelang. Legok Makmur adalah kampung organik pertama yang ada di Kota Magelang. Penelitian ini bertujuan untuk menganalisis kegiatan pemberdayaan pengelolaan sampah rumah tangga berbasis komunitas dan menganalisis faktor pendorong perempuan berpartisipasi dalam kegiatan komunitas mengelola sampah. Metode yang digunakan adalah kualitatif dengan studi kasus, teknik analisis dengan model alir (flow model analysis). Teknik pengumpulan data melalui wawancara, dokumentasi serta observasi. Hasil penelitian menunjukkan: (1) Pemberdayaan perempuan dalam pengelolaan sampah rumah tangga di Kampung Legok Makmur belum efektif; (2) Faktor pendorong kaum perempuan berpartisipasi dalam gerakan mengelola sampah antara lain: (a) Organisasi yang menjadi pendamping dikenal oleh masyarakat; (b) Gerakan mengelola sampah memberikan manfaat secara langsung kepada masyarakat; (c) Manfaat yang diperoleh melalui kegiatan mengelola sampah selaras kepentingan masyarakat setempat dan; (d) Adanya kontrol bersama-sama yang dilakukan oleh masyarakat dan; (3) Inovasi ibu-ibu dalam mengelola sampah menjadikan kaum perempuan berperan penting dalam pengelolaan lingkungan hidup dan selaras dengan program Walikota dalam pengembangan kampung organik.

Abstract

Di berlakukannya UU No. 6 Tahun 2014 tentang Desa dapat menjadi solusi terhadap permasalahan kesenjangan antara kota dan desa. Balesari termasuk salah satu desa di Kecamatan Windusari yang mempunyai luas 387 ha atau sekitar 3,34 persen dari luas Kecamatan Windusari. Penduduk Balesari berjumlah 2.788 jiwa. Sebanyak 1.421 berjenis kelamin laki-laki, sedangkan sisanya 1.367 berjenis kelamin perempuan. Tujuan penelitian ini adalah: (1) Menganalisis potensi di Desa Balesari dengan mendasarkan pada variabel indeks pembangunan desa dan; (2) Menyusun rekomendasi kebijakan sebagai upaya mewujudkan desa wisata Balesari dan kesejahteraan masyarakat. Pendekatan yang digunakan adalah studi kasus dengan teknik analisis model interaktif. Lokasi penelitian di Desa Balesari. Teknik pengumpulan data melalui wawancara serta observasi. Penelitian ini mempunyai arti yang sangat penting karena mempunyai kontribusi bagi penemuan akar masalah belum optimalnya pembangunan kawasan perdesaan di Indonesia. Hasil penelitian di lapangan menunjukkan hasil: (1) Penghitungan potensi desa Balesari menggunakan Indeks Pembangunan Desa sebesar 48,72119 artinya desa yang mempunyai ketersediaan dan akses terhadap pelayanan dasar, infrastruktur, aksesibilitas atau transportasi, pelayanan publik dan penyelenggaraan pemerintahan yang masih minim; (2) Kebijakan pemerintah daerah dalam mengontrol pengembangan wisata di Desa Balesari belum ada; (3) Kegiatan masyarakat dalam berkebun salak serta memelihara ternak dapat dikemas menjadi salah satu atraksi wisata.

Abstract

AbstrakKegiatan Pengabdian Kepada Masyarakat ini dilatarbelakangi oleh keterlibatan kaum muda dan terlebih anak-anak dalam pusaran ideologi radikalisme. Anak muda yang menganut ideologi radikalisme merupakan isu yang harus dicermati di tengah bonus demografi yang tengah berlangsung di negeri ini tidak terkecuali pada salah satu daerah di Kota Magelang yaitu di Kampung Karanggading. Adapun tujuan dari pengabdian masyarakat ini adalah untuk meneguhkan nilai keindonesiaan melalui kegiatan bermain sambil belajar dan kegiatan cinta lingkungan sebagai upaya meningkatkan rasa cinta tanah air, budaya,  keagamaan dan lingkungan. Metode yang digunakan dalam pengabdian ini diantaranya dengan beberapa tahapan program dongeng nusantara bagi anak, program outbond, belajar dan bermain bagi anak dan program bersih lingkungan bagi anak. Hasil kegiatan pengabidan kepada masyarakat ini diantaranya kegiatan dongeng nusantara, outbond dan kerjabakti menumbuhkan budaya anti kekerasan dan radikalisme dan masyarakat Kampung Karanggading, khususnya anak-anak mendapatkan pemahaman nilai-nilai nasionalisme dalam kehidupan mereka sehari-hari. Kata kunci: nasionalisme; deradikalisai; anak usia dini.  Abstract This Community Service Activity is motivated by the involvement of young people and especially children in the impact of radical ideology. Young people who adhere to the ideology of radicalism are an issue that must be observed in the midst of the demographic bonus that is taking place in this country, not least in one area in the Magelang City, in Kampung Karanggading. The purpose of this community service is to strengthen the value of Indonesianism through play activities while learning and loving activities in an effort to increase the patriotism, culture, religion and environment. The methods used several stages of the Indonesian fairytale program for children, outbound programs, learning and playing for children and a clean environment program for children. The results of community service activities include the folklore activities of the archipelago, outbound and collaborative work fostering a culture of anti-violence and radicalism and the people of Kampung Karanggading, especially children get an understanding of the values of nationalism in their daily lives. Keywords: nationalism; deradicalization; early childhood.

Abstract

Innovation in government organizations is a transformation of the main functions of the organization and permanent and fundamental changes in the organizational structure. Meritocracy in the system of placing officials at the central and regional levels is an urgent need. However, today meritocracy is still at the level of discourse that needs to be fought. There are many obstacles surrounding the achievement of a merit official placement system. Political obstacles still revolve around configurations that reduce spoil loyalty between elected officials and their supporters. The culture of nepotism that is still thick in the public bureaucratic system, money politics, also adds to the barriers to the ongoing merit system. The purpose of writing this article is to describe one form of public sector innovation that aims to prevent intervention in the placement public officials. The method used is descriptive qualitative method using researchers as a tool based on library studies. With regard to the level of innovation that reflects the magnitude of the impact caused by ongoing innovation, Anjas Go Clear, which is an Innovation from the City of Bogor to prevent intervention in the placement of officials including in service creation innovation, process innovation, administrative innovation and system innovation.

Abstract

The low quality of public services provided by the apparatus is a bad image of the government in the community. Problems related to the government are related to the services received by the City Government of Magelang. Electronic government is modern, which facilitates the interaction of government and society in the administration of public government. Through the application monggo report, government relations for the community are used to help with the government and provide advice and criticism about the City of Magelang. The purpose of this study was to analyze the level of e-government services through the application monggo report the field of public complaints and information in the Public Relations of the Regional Secretariat of the City of Magelang. This research uses descriptive qualitative. Data collection methods through observation, interviews and documentation. Data analysis uses an interactive model, by collecting data collection, data reduction, data presentation and conclusion collection. The data validity technique uses the triangulation of data and sources. The results showed that the level of e-government services in the form of one-way, two-way communication and transactions was good enough and provided information to the public through websites, social media and online newspapers..

Abstract

Administrative reform in the developing countries becomes a necessity and focus of governments. The term administrative reform contains meanings, varied in functions, but also brings debate that has never been completed among practitioners, societies and theorists. Administrative reform aims to improve the performance of individuals, groups and institutions. One of the administrative reform agendas is to improve the salary of state apparatuses. However, the government does not have yet any payroll regulation of state apparatuses that relate their workload and proper reward. Consequently, its long-term impact is to bring down the spirit, work ethic and work discipline among the state apparatuses which are supposed to have high productivity and discipline. This article aims to explain the concept of administration reform from the perspective of human resources, as well as the change strategy for the development of Indonesia. It applied major theories of administrative reform and bureaucracy as well as human resource management. The method used is qualitative descriptive, with researchers as a tool based on literature studies. The results of this study show that administrative reform in the context of bureaucracy reform is not a new issue. Many ministries and institutions have implemented administrative reform, but not yet optimally gave positive results. The implications of this study is that bureaucracy reform should involve stakeholders in formulating performance indicators as well as the institutionalization of values and bureaucratic culture oriented towards the public interest.

Abstract

Enacted Law No. 6 of 2014 concerning Villages can be a solution to the problem of disparity between cities and villages. Balesari is one of the villages in Windusari District which has an area of 387 ha or about 3.34 percent of the area of Windusari District. The population of Balesari is 2,788 people. A total of 1,421 were male, while the remaining 1,367 were female. The objectives of this study are: (1) Analyzing the potential in Balesari Village based on the village development index variable and; (2) Prepare policy recommendations as an effort to realize Balesari tourism village and community welfare. The approach used is a case study with interactive model analysis techniques. Research location in Balesari Village. The technique of collecting data through interviews and observation. This research has a very important meaning because it has a contribution to the discovery of the root cause of the problem of not optimal development of rural areas in Indonesia. The results of the research in the field show the results: (1) Calculation of Balesari village potential using the VillageDevelopment Index of 48.72119 means that villages have availability and access to basic services, infrastructure, accessibility or transportation, public services and minimal government administration; (2) Local government policies in controlling tourism development in Balesari Village do not yet exist; (3) Community activities in zalacca gardening and raising livestock can be packaged as one of the tourist attractions.

Abstract

Although in 2014 the Magelang City Government has compiled a grand design for the development of city government telematics, but most of the stages of e-government application development are currently still focused on providing websites and information services only. In general, the objectives of this research are: (1) Analyzing the taxonomy of information culture of public organizations in the City Government of Magelang; (2) Identifying the driving and inhibiting factors of e-government-based public services in the City of Magelang and; (3) Preparing appropriate policy recommendations so that public services based on e-government in the City of Magelang can run more optimally. The approach used is descriptive quantitative with descriptive statistical analysis techniques. Research location in Magelang City Government. Data collection techniques through questionnaire surveys, documentation and observation. The level of information culture maturity in the City Government of Magelang is influenced by several types of culture, including technocratic utopianism, anarchy, feudalism, dictactorship and federalism. The most dominant information culture is dictactorship culture.Keywords: information culture, e-government, public service

Abstract

Since the enactment of Presidential Instruction No. 3 of 2003 on policies and strategies for e-government development, the government is required to be able to utilize the progress of information and communication technology through the development of public services based on e-government. At the national level, many local governments have initiatives to implement e-government. However, conditions in the field found differences between regions for various reasons, such as the limited budgetary factors, infrastructure and human resources. The developed e-government simply indicates that policy compliance is not accompanied by quality improvement. This research was conducted with the aim to map the key elements of successful e-government development in Sleman District as well as identify problems in the implementation of e-government so that the right solution can be formulated. This research use descriptive qualitative method with informant from 28 web manager of OPD in Sleman regency, data analysis technique utilize flow model analysis technique. Keywords: e-government, public service, Sleman Regency
