Abstract

each RT not according to the capacity regulated in Palembang City Regulation No. 03 Year 2007 chapter III article 4 paragraph 1, and also the number of RTs and RWs is not in accordance with the minimum and maximum limits set in Palembang City Regional Regulation No. 03 Year 2007 chapter III article 4 paragraph 2. While the type of this research is quantitative descriptive research type. This research was conducted with a population of 61 respondents, namely RT and RW in Plaju Ulu Sub-District, Plaju City, Palembang, and was conducted between May and October 2018. And the method of data collection was completed by distributing questionnaires, observations and structured interviews. From the results of the study it was found that the level of compliance and smoothness of Palembang City Government Regulation No. 03 year 2007 regarding the formation of RT / RW was considered quite successful. However, the performance and impact of Palembang City Government Regulation No. 03 Year 2007 regarding the formation of RT / RW was still in the category of unsuccessful. Nevertheless, it can be concluded that the Implementation of Palembang City Government Regulation No. 03 year 2007 regarding the formation of RT / RW has been carried out quite successfully.

Abstract

This research is about the Implementation of Village Ministerial Regulation, PDTT Number 21 of 2015 in the utilization of Village Funds for Community Empowerment in Embacang Kelekar Village and Suban Baru Village Kelekar District of Muara Enim Regency in 2016. The research aims to find out the implementation of Village Ministerial Regulation, PDTT Number 21 of 2015 in utilizing village funds for community empowerment in Embacang Kelekar Village and Suban Baru Village Kelekar District Muara Enim Regency in 2016 and what factors are the obstacles to the success of the Implementation of the Village Minister Regulation, PDTT No. 21 2015 in Utilizing Village Funds for Community Empowerment in both villages. This study uses qualitative research methods with a descriptive approach. The data used are primary data and secondary data. The results of this study, in terms of the many developing programs, of course the government of Embacang Kelekar Village is better than Suban Baru Village because in Embacang Kelekar Village out of 8 groups of goat management only 2 groups failed and 6 other groups succeeded. Whereas in Suban Baru Village, out of 3 programs, only 1 group developed and the rest failed. This indicates that the impact in Embacang Kelekar Village is better than in Suban Baru Village. However, as a whole, when viewed from compliance and smooth routines, functions such as supervision are still not good in both villages. Therefore, when referring to the theory that is used as a reference, namely Ripley and Franklin's Theory, which states that even though the level of compliance is high, routine functions can be carried out smoothly, policy implementation can have a positive impact. However, if one of the three dimensions is flawed, the implementation of the policy is said to have yet to succeed. So the conclusion that can be drawn is the implementation of the Minister of Village Regulation, PDTT No. 21 of 2015 in the utilization of village funds for community empowerment in the Village of Embacang Kelekar and Suban Baru Village Kelekar District of Muara Enim Regency in 2016 can still be said to be unsuccessful.

Abstract

Today, every day the community is always crammed with so many advertisements that offer various conveniences. For some advertisers, advertising through electronic media (television) becomes an attractive alternative choice, in addition to its wide reach, ad serving through television media can reach a broad target. This study has two problem formulations namely whether there was an influence of exposure milk advertising on consumer buying interest. Meanwhile, the data analysis techniques in this study were quantitative descriptive techniques and explanative techniques. This research was conducted with a sample of 60 respondents, namely members of AA 'Gym Fitness Club Indralaya in 2017 and conducted between March and June 2018. The data were collected via distributing questionnaires, observations, and documentation. Based on data analysis, the results show that gain mass milk advertisement had a significant influence on consumers' buying interest because in this study based on t value it is known that the t-count value is 3.081> ttable 2.002 so it can be concluded that the ad exposure variable influences the consumer purchase interest variable. Thus H1 is accepted and H0 is rejected. In this study, it also obtained an R Square value of 0.141. So it can be interpreted that the independent variable X (exposure to advertising) has a contribution of 14.1% to the variable Y (consumer buying interest).

Abstract

This study aimed to find out how community participation in the Village Fund program in Kemang Manis Village in the Four Lawang District in 2016 and the factors that supported and blocked community participation in the village fund program in Kemang Manis Village. The method used was qualitative so that the data obtained through interviews, observation and study of documentation and qualitative descriptive analysis techniques. The results showed that at the decision making stage, the participation of the Kemang Manis village community in the Village Fund Program in 2016 was still low because the data synchronization activities were not carried out, only the village elite community and workers as well as grant providers, were invited, attended, gave opinions, and approve the results of the meeting's decision. At the implementation stage (community participation) was quite good, it appeared in the crowded community who registered themselves as candidates for village infrastructure activities, following the work briefing and direction from the village government. At the time of implementation the community brought their own carpentry equipment, donated food and drinks, and received wages or daily work incentives, and participants of community empowerment activities received transport money. The stages of the utilization of benefits (benefits) the community felt the benefits of the results of village development. Roads could be passed by 4-wheeled vehicles, making it easier to transport agricultural produce, residents began to build houses because roads were available and land values ​​had also increased. The community had not yet been involved in the monitoring, supervision and evaluation stages, because in the planning stages of the Village RPJM and Village RKP documents the community involvement is still low. At the stage of implementation of village development the community was involved as an implementer, but the procurement and financial management and administration activities were carried out by the village government. There were no complaints from the public and information disclosure regarding the new Village Fund in the form of a Village Infrastructure development project board.

Abstract

It was known that there were lack of order mandatory submission in Local Library of South Sumatra. Implementation of handover and savings of print and record work policy was one of the steps of South Sumatera Provincial Government to preserve the work of the region. This implementation was very influential in determining the quality of local policies or regulations. The purpose of this study was to find out how many local works produced by South Sumatera Province. This research used qualitative research method with descriptive form. Data collected via interview to key informants, observation and literature study using Ripley and Franklin's theories of compliance, the smoothness of the function routines and the realization of the desired performance and its impact. The first dimension of compliance level had indicated the implementation of the handover and the saving of the work in the Library Board of South Sumatera Province, the second dimension of the smoothness of the function routine was the implementation of socialization and the data collection of published works, and the last dimension is the increasing of knowledge and the amount of work received at Delivery of Print Works and Record Works at the Library Board of South Sumatra Province. Indicators of this study can be concluded that the three dimensions used are quite ideal.

Abstract

Advances in technology and information have shaped an increasingly advanced society and make changes every life sector​​. This change has an impact on competition in the business world especially in Indonesia which have many companies. The research design was quantitative descriptive. Research sample was 91 respondents namely employees of PT Pertamina (Persero) RU III Plaju and data collection methods was done by questionnaire and observation. Data analysis began with validation test and questionnaire reliability test, then performed a correlation test and linear regression on the test variable. The results showed an influence of the communication environment of organization for performance of the employees of PT Pertamina (Persero) RU III Plaju was 44.7%.

Abstract

The research, entitled Public Service Quality (Study of Making Birth Certificates for Residents in Five Districts at the Office of Population and Civil Registry of Musi Rawas Regency in 2016) is a descriptive study. with a quantitative approach. This research intends to describe and assess public perception of the quality of services provided by the Office Population and Civil Registry of Musi Rawas Regency with 94 samples. The research instrument used a questionnaire. The results using the gap analysis show that the value of the dimensions of the servqual dimension is negative (< 0), this value indicates that the quality of making birth certificate services for residents in five districts in the Population and Civil Registry Office of Musi Rawas Regency is not good. Factors affecting the quality of making birth certificate services for residents in five districts in the Population and Civil Registry Office of Musi Rawas Regency are a neat and clean in service room, complete service facilities available, the ability of officers to answer community questions, officers provide information to community, window attendants provide services to all communities regardless of social status. Based on these results it can be suggested that the five dimensions which are in the high and good value category need to be maintained, while those in the medium or near the low and valuable categories good enough needs to be improved again, and still needs to be done a little change by completing the existing deficiencies and providing better supporting facilities so that people can come to visit to make Birth Certificates.

Abstract

ABSTRACT The purpose of this study was to determine the effect of the implementation of the village financial system program (Siskeudes) through the quality of financial reports on the performance of village governments in Batang District. This research is a quantitative study using a survey approach that is by distributing questionnaires. The populations in this study were all villages in Batang Regency. Sample total was 150 villages, consisting of 2 stakeholders (village heads as budget users and village treasurers as financial staff) was selected as respondents in this study. The technique used to determine the sample is cluster random sampling. The method used to analyze data is Structural Equation Modeling. The results found that the implementation of the village financial system (Siskeudes) program through the quality of financial reports significantly affected the performance of village governments in Batang District. This study recommends that financial management training involve all PTPKD (Village Financial Management Technical Tools). The need for a village government budget team (TPAP district) at the sub-district level has the task of preparing and implementing policies in the context of drafting APB district, thus accelerating the planning and budgeting stages of village finances. In addition, regular supervision needs to be intensified, namely with an online monitoring system, and the existence of a reward and punishment scheme so as to improve the performance of the village government.

Abstract

ABSTRACT The purpose of this research is to find out how the implementation of East Ogan Komering Ulu (OKU) Regency Regulation Number 17 of 2015 regarding Technical Guidelines for Micro and Small Business Permits in three sub-districts in East OKU Regency and also to find out the factors that support and hinder the implementation of policies. The policy implementation is analyzed using three variables; the level of compliance, well-functioning routines, and the absence of problems, and the desired performance and impact of the policies implemented. The results showed that East OKU Regency Regulation No. 17 of 2015 concerning Technical Guidelines for Micro and Small Business Permits in three districts in East OKU Regency has not been implemented optimally. This is indicated by some costs that entrepreneurs must pay when they want to get a license, micro and small licensing processes that have been done in real time, reports on the implementation of micro and small licenses that have not been done by the district, and supervision from the Office of Cooperatives and Small and Medium Enterprises is not fully done. In line with that, the researchers found the factors that supported the successful implementation of the policy were efforts to take a license application from employers and the achievement of delivery time. While the factors that hinder the successful implementation of this policy are the unavailability of the budget, lack of infrastructure and working equipment, uneven network and internet connections, and lack of coordination. Therefore, improvements need to be made by meeting the resources needed, and also to maximize training and supervision of the implementation of micro and small licenses by the Office of Cooperatives and Small and Medium Enterprises.

Abstract

ABSTRACT This study aims to determine the quality of service issuance of Proof of Registration of Fishing Vessels (BPKP) in the Department of Maritime Affairs and Fisheries of South Sumatra Province and what factors influence it. Data collection techniques used were the distribution of questionnaires to 60 respondents who were capture fisheries business actors with a Likert Scale assessment, as well as conducting unstructured interviews, non-participant observation and secondary data collection. The dimensions used are tangible, reliability, responsiveness, assurance and empathy. The value of service quality based on tangible dimensions is 4.2 or good, based on the reliability dimension is 4.1 or good, the responsiveness dimension is 4.0 or good, the guarantee dimension is 4.1 or good, and based on the empathy dimension is 4.1 or good. Of all these parameters, it was concluded that the quality of BPKP issuance services in the Department of Maritime Affairs and Fisheries of South Sumatra Province in 2016 was good with a score of 4.1. The conclusion is based on an assessment of an average of 58 respondents or 97.4% of respondents.
