<![CDATA[An appropriate policy design is a crucial factor in improving the efficiency of education service. The design is influenced by the significant implementation of education strategies, to which the dimensions of organizational environment, organizational values, and organizational resources contribute. In the case of Jayapura Regency, the dimension that predominantly affects the education service efficiency is the organizational resources, whilst the organizational environment is the least influential. The small influence from the organizational environment results from a strong tendency to disregard the importance of politics, geography, demography, and the potential of natural resources as a dimension of the external environment. Moreover, the education service orientation and public needs accommodation are determined by the support from organizational values and resources.]]>

<![CDATA[Dampak dari meningkatnya jumlah penduduk di Indonesia adalah kebutuhan pangan juga akan meningkat sehingga pemerintah melakukan kebijakan mengembangkan lahan pertanian (ekstensifikasi lahan) dengan membuka lahan yang sebagian besar masih berhutan antara lain di Kabupaten Merauke. Upaya pengembangan lahan pertanian tersebut terdapat permasalahan yang perlu dicermati sebagai berikut; 1. Implementasi kebijakan pengembangan lahan implementasi kebijakan pertanian; 2. Respons pemilik tanah terhadap pengembangan lahan pertanian pada tanahnya; dan 3. Proses peralihan hak atas tanah dari pemilik tanah kepada pelaksana pengembangan lahan pertanian.Penelitian dilakukan dengan pendekatan kualitatif dengan pengumpulan data melalui survey primer dan sekunder. Hasil penelitian menunjukan bahwa pelaksanaan kebijakan pengembangan lahan pertanian mengabaikan peraturan terkait dengan pembukaan lahan, peraturan lingkungan hidup dan izin operasional pengembangan budidaya tanaman pangan. Pelaksanaan pengembangan lahan pertanian dihadapkan pada terbatasnya sumber daya manusia, sumber daya air dan kondisi tanah. Jumlah petani yang mengerjakan lahan yang telah dibuka tidak seimbang dengan luasan lahan sehingga produktivitas padi per hektar menjadi rendah. Sebagian lahan di Kabupaten Merauke telah diberikan izin pemanfaatan lahan skala luas kepada puluhan badan usaha swasta sebagai target luas sejuta hektar masih jauh dari kenyataan. Pemilik tanah pada umumnya menerima kebijakan pengembangan lahan disebabkan adanya manfaat ekonomi yang diperoleh.]]>

<![CDATA[The Village Fund program aims to carry out development from below, which began in the village government skup in accordance with the mandate of PP No. 58 of 2005. Therefore, the Community and Village Empowerment Office (DPMK) of Jayapura City, has organized village financial activities. The regulation of village fund management in Jayapura City is regulated through three Jayapura Mayoral Regulations. The purpose of this research is to evaluate the governance of village funds, then to be the formulation of an effective village fund management model. Qualitative research type with applied social approach. Research locations include districts in Jayapura City. The primary data source comes from observations and interviews. Data collection techniques use direct observation techniques and in-depth interviews. Data analysis includes data collection, data reduction, presentation, and inference. Data validity test is done by triangulation. The results showed that the management of village funds in Jayapura City is constrained by the lack of public understanding about village funds accompanied by the quality of human resources managers are not yet skilled. The model of village fund management developed by the involvement of indigenous peoples as a representation of the implementation of government based on local wisdom in order to be used as social capital to build community participation. Access to indigenous peoples should also be limited to aspects of supervision in the management and involvement in the formulation of programs for the use of village budgets that are more focused on organizing programs for the common good.]]>

<![CDATA[This study aims to identify and analyze the orientation of meeting the basic socioeconomic needs of the community with the context of Papua, determine and analyze the contextual model of regional development planning in Papua Province, the factors that determine the success of implementing the contextual model of regional development planning in Papua. This study uses a qualitative descriptive method and leads to a case study approach. The data collection method used in-depth interview techniques, content analysis, and Focus Group Discussion (FGD). The results show that development planning must be based on the local context of Papua. What is done by the Government is to build public awareness of the importance of implementing government programs such as in terms of health. Health needs to be monitored from the perspective of the behavior of the Papuan people, namely from cleanliness, fulfillment of nutrition, and fulfillment of basic immunizations. However, the good intentions of this government are considered bad by the Papuan people so that the contextual implementation of this development requires the role of traditional leaders, religious leaders, officials in the village so that the development of the Papua Province is in accordance with a contextual model based on the aspirations of the people in the Papua Province.]]>

<![CDATA[The purpose of this study is to analyze whether local wisdom can be the foundation in mobilizing contextual governance to stimulate the presence of governance arrangements towards Good Governance in Papua. This research is a qualitative descriptive research, using a literature review approach. The data are from literature reviews, book journals, documents or data sources related to research. Data analysis includes the stages of data reduction, data presentation and data interpretation. Validate data through member checks or examine findings using written interpretations from academics in the field. The results of the study indicate that governance adopts elements of the cultural values of the local community (tribes) which have been the reference for thinking and acting. Without it, the implementation of governance will not produce a significant overall impact. In the context of governance, the overall perspective of local values is very helpful in adjusting the implementation of local government in Papua.]]>

<![CDATA[This study aims to analyze the collaborative practice of Bhayangkara Pembina Security and Public Order (Bhabinkamtibmas) with the Community Policing Partnership Forum (FKPM) to improve public safety and security in Puncak Jaya Regency. The research method used is descriptive qualitative. The research location is in Puncak Jaya Regency. The technique of determining the information selected by snowball by assigning 2 people as informants. Data collection used in in-depth interviews and observations. Data analysis techniques include data reduction, data presentation, data interpretation and drawing conclusions. The results of the study indicate that Collaborative Governance is practiced by building synergies between government and non-government parties based on the Directives and Regional Regulations as a road map for creating social improvement. The design of community creation and security is inclusive and open with face-to-face dialogue and intensive outreach. The strategy developed is to increase the trust of the community to be able to cooperate with the security forces, by developing collaborative activities, mentoring and informal education to foster communities to carry out activities that build and improve their standard of living so as to avoid actions that can harm others.]]>

<![CDATA[The use of social media in political campaigning today has become a new trend in maximizing the dissemination of information more comprehensively. This study aims to analyze and describe the implementation of campaign policies through social media in the 2017 Jayapura District Election and analyze the supporting and inhibiting factors. This study used a qualitative descriptive approach which was carried out at the Jayapura Regency KPU, and the determination of informants was carried out by snowball. Data collection techniques used are observation and interviews. Data analysis includes the stages of data reduction, data presentation, and conclusion. The results of the study show that the implementation of campaign policies through Social Media for the 2017 Jayapura District Election has been running but not yet effective. In terms of communication and information dissemination aspects, it has been carried out as it should, by providing outreach to the campaign team. In terms of resources, supporting resources and adequate human resources have been available to convey information and physical facilities as a meeting place between the KPU and the campaign team. The disposition of policy implementers has complied with policy rules and orders. Then, the Bureaucratic Structure, KPU Jayapura Regency does not yet have detailed guidelines regarding campaigns through social media in the 2017 Pilkada. The supporting factors are the availability of a help desk Consultation Team and the existence of an election smart house. Then the inhibiting factors are the lack of public understanding of the use of social media, limited internet access, and public apathy.]]>

<![CDATA[This study aims to analyze and determine the role of the Village Community Empowerment Service in Village Fund Distribution in Puncak Jaya Regency, both what factors support and hinder the Village Fund Distribution mechanism. This research is qualitative research with the main objective to describe or describe in detail and depth the role of the Village Community Empowerment Service in overseeing and supervising the process of implementing village fund distribution so that it can contribute as expected by the government for the village community in Puncak Jaya Regency. The data collection technique used is the free guided interview method, observation, and documentation. After the researcher collected the data, the next step was data analysis. The analysis that the researchers carried out used two ways, namely processing the initial data and classifying it, and the next stage the data would be analyzed. The results of this study indicate that: 1) The role of the Village Community Empowerment Service (DPMK) has been effective in distributing the Village Fund Allocation in Puncak Jaya Regency: (a) Obeying the rules and regulations: tupoksi that have been regulated in the Act and Ministerial Regulation. Factors that hinder the performance and role of DPMK are (a) village delays in setting APBDes, (b) whether factors are an obstacle, and (c) problems with changing village apparatus and village human resources. 3). Lack of human resources who do not understand about government management.]]>

<![CDATA[This study aims to identify and analyze the implementation of promotion policies for improving performance within the Sarmi Regency Regional Government and to analyze the inhibiting and supporting factors. This research uses desciptive qualitative approach. The phenomena observed in the research are based on the problems that occur in the Sarmi Regency Regional Government bureaucracy related to the promotion of positions that are not running according to the rules and seem to have elements of nepotism and political policies. Interviews are one of the main methods of collecting data with several informants. Furthermore, the data were analyzed using data reduction, data display, and conclusion drawing. The results of the study indicate that the implementation of promotion policies for improving performance in the Sarmi Regency Regional Government Environment can be seen based on the dimensions of policy implementation in Edward III's theory (communication, resources, disposition, and bureaucratic structure) which shows that the implementation of promotion in the Regency Regional Government Sarmi is quite significant but not optimal because there are still some weaknesses. The inhibiting factors are communication and coordination that are not smooth and effective and some policies are political and do not apply the merit system in the promotion. Supporting factors, namely the quantity of Human Resources is sufficient, as well as the existence of regulations governing promotion and placement of positions.]]>

<![CDATA[This study aims to analyze the Synergy of Integrated Law Enforcement in Eliminating Mal Pilkada Practices in Merauke Regency. The research method used is descriptive qualitative. The research location is in Merauke Regency. The technique for determining informants was selected by appointing 5 people as key informants from the KPU, Bawaslu, Merauke Police and the Merauke State Prosecutor's Office and the Regional Government. The data collection used included interviews, observations, FGDs and document studies. Data analysis techniques include the stages of data reduction, data presentation, data interpretation and drawing conclusions. The results of the study show that the synergy of integrated law enforcement in eliminating malpractice regional elections in Merauke Regency at the implementation level is less effective. The integrated law enforcement integrated model is deemed necessary to use the concept of collaborative governance which is considered relevant to describe the collaboration and cooperation that must be carried out by Gakkumdu at the Pilkada stage.]]>
