Abstract

Penelitian bertujuan untuk mengkaji pola rekrutmen yang dilakukan oleh Partai Nasional Demokrat (Nasdem) terhadap para calon anggota legislatif (Caleg) yang akan di usung partai Nasdem pada Pemilihan Umum (Pemilu) tahun 2024. Penelitian ini menggunakan metode kualitatif dengan fokus penelitian pada pola rekrutmen yang dilakukan oleh Partai Nasdem Kota Manado. Temuan penelitian menggambarkan bahwa dalam melaksanakan rekrutmen calon anggota legislatif untuk duduk di kursi Dewan Perwakilan Rakyat Daerah (DPRD) Kota Manado periode 2024-2029 Dewan Perwakilan Daerah (DPD) Partai Nasdem melakukan metode antara lain mengoptimalkan peran organisasi sayap partai dan membangun relasi sosial melalui pelayanan public. Dalam upaya melakukan penjaringan demi mendapatkan kursi di DPRD Kota Manado, DPD Partai Nasdem juga melakukan beberapa strategi antara lain melakukan penjaringan dengan berdasarkan kemampuan kognitif, melakukan penjaringan berdasarkan proses kaderisasi, melakukan penjaringan berdasarkan ikatan primordial dan melakukan penjaringan berdasarkan wilayah administrative. Diakui setiap strategi yang dijalankan pasti memiliki kelemahannya masing-masing. Sebagai contoh dimana pada penjaringan lewat pertimbangan wilayah administrative bisa saja menutup kesempatan calon lain yang unggul secara kognitif, ataupun yang lahir dari proses politik bahkan yang memiliki ikatan primordial. Kata Kunci: Implementasi; Fungsi Rekrutmen; Caleg; Partai Nasdem ABSTRACT The research aims to examine the recruitment patterns carried out by the National Democratic Party (Nasdem) for legislative member candidates (Caleg) who will be promoted by the Nasdem party in the 2024 General Election (Pemilu). This research uses qualitative methods with a research focus on recruitment patterns. carried out by the Manado City Nasdem Party. The research findings illustrate that in carrying out the recruitment of prospective legislative members to sit in seats in the Regional People's Representative Council (DPRD) of Manado City for the 2024-2029 period, the Nasdem Party's Regional Representative Council (DPD) used methods including optimizing the role of party wing organizations and building social relations through service. public. In an effort to carry out a selection process to get a seat in the Manado City DPRD, the Nasdem Party DPD also carried out several strategies, including conducting a selection based on cognitive abilities, conducting a selection based on the cadre formation process, conducting a selection based on primordial ties and conducting a selection based on administrative areas. It is acknowledged that every strategy implemented must have its own weaknesses. For example, when selecting candidates based on administrative area considerations, it could close the opportunity for other candidates who are cognitively superior, or who were born from the political process, even those who have primordial ties. Abstract

This research aims at community participation in increasing interest in visiting the Bukit Kasih tourist destination in Kanonang Village, Minahasa Regency. The research method uses a qualitative approach, primary and secondary data sources through observation, interviews and document studies and uses interactive data analysis techniques according to Miles Huberman and Saldana (2014). The research results show that in increasing interest in visiting the Bukit Kasih tourist destination in Kanonang Village, the North Sulawesi Provincial Tourism Office has attempted to involve the community through outreach and training. However, the lack of coordination between the community, village government and related agencies is an obstacle. Even though the ability of the community to be involved is good, there is still a need to increase awareness and active involvement in tourism promotion and management. Apart from that, policies such as increasing entrance fees that are not approved by the public can reduce interest in visiting tourists. Therefore, maximum encouragement is needed to increase public awareness in participating and expressing opinions in the management of tourist destinations.
