Abstract

This study aims to determine the e-government based public service innovation at the investment office and one-stop integrated service in Bengkulu city. This research is a qualitative research which is presented descriptively. Informants in this study amounted to 6 people consisting of: 3 key informants and 3 main informants. Data collection methodes through interviews, observation and documentation. The data analysis techniques used are data reduction, data presentation and conclusion drawing. Based on the results of research and discussion, it is known that e-government-based Public Service Innovation at the Bengkulu City Investment and One-Stop Integrated Service Office is seen from the theory of the Characteristics of Public Service Innovation: (1) The element of novelty, the policy issued by the government through the Bengkulu City DPMPTSP is that the service system already uses an online system through the website. (2) The positive benefits and impacts, for agencies, are that employees can be more assertive in carrying out the rules without having to meet face-to-face with applicants during the current pandemic because the agency has implemented an online licensing system. For the community, it is easier for the applicant's business because there is no need to manually process files because an online system has been implemented through the website. (3) Providing a solution to the problem, the solution provided by the Bengkulu City DPMPTSP is that the agency facilitates computers, scanners and assistance to assist applicants in conducting business permits. (4) Continuous, the application of technology in DPMPTSP will be sustainable because it can facilitate licensing applications. (5) Compatibility, Employees at DPMPTSP adjust e-government licensing services by following established regulations, namely Government Regulation No. 24 of 2018 concerning Electronically Integrated licensing services.

Abstract

This study aims to determine the performance of the Bengkulu Province Representative Ombudsman Institution in examining and resolving public complaints reports from various existing cases. This study uses a qualitative descriptive method. Data collection uses observation, interview and documentation techniques. The informants in this study amounted to 6 people, namely the head of the ombudsman, assistant, administration, and reporting. The results of this study show that the performance of the Bengkulu Province Representative Ombudsman has a good performance, based on Bernardin's theory (2000:34) the researcher found that the Bengkulu Province Representative Ombudsman's performance was good even though in terms of human resources that were still lacking, the Bengkulu Province Representative Ombudsman always carried out his duties. professionally and have high motivation and commitment

Abstract

PKH is a program launched by the government in the context of accelerating poverty reduction while at the same time improving the quality of human resources, especially in the very poor community groups throughout Indonesia. This program is specialized in two components, namely education and health. However, the program which is expected to create a quality of life for the poor, especially in the field of education and health, still has problems in implementing it in the field. The problem is that in practice there are still things that are not in accordance with the procedures that apply to the PKH general manual. The first problem is the uneven number of poor people who get aid funds from PKH. To  find out the results of the 2019 program, that is by evaluating using six indicators. Through this type of qualitative research with descriptive research type, the researcher determines that this informant consists of key informants and key informants. Data collection techniques in this study used observation, interview and documentation techniques. This study aims to determine the results of the implementation of the PKH in Batu Raja Village, Pondok Kubang Sub-District, Central Bengkulu Regency by evaluating the implementation of the program in 2019. From the research and analysis of data conducted, it shows that the implementation of the program has run effectively. This is based on evaluation indicators done by the researcher.

Abstract

This study aims to determine the success rate of the implementation of Presidential Regulation Number 148 of 2015 in the construction of Lubuk Linggau–Curup–Bengkulu Toll Road through analysis of data and information obtained in the field. The limitation of the problem in this research focuses on the construction of Lubuk Linggau–Curup–Bengkulu Toll Road Bengkulu-Taba Penanjung segment. This study uses Edward III's theory of policy implementation using descriptive qualitative research methods. Data were collected using observation, interviews and documentation. Based on the results of this study, it is known: (1) Communication: The implementation of Presidential Regulation No. 148 of 2015 in the construction of Bengkulu-Taba Penanjung toll road has been running according to existing regulations. (2) Resources: Human resources in implementing the land acquisition policy in the construction of Bengkulu-Taba Penanjung toll road are sufficient. (3) Disposition: As the implementation of the policy, the land acquisition committee supports Bengkulu-Taba Penanjung toll road development policy and tries to carry out its duties well. However, there are residents who show an attitude of not supporting the existence of development activities on the grounds that the amount of compensation received is not appropriate. (4) Bureaucratic Structure: The bureaucratic structure can simplify and balance the actions of policy implementers in carrying out their respective duties according to their respective fields. Overall everything is in accordance with the rules and is going well, the existing obstacles can be resolved and the development process can be carried out as it should.

Abstract

Training need analysis merupakan serangkaian kegiatan yang dilakukan untuk mengidentifikasi masalah yang muncul ditempat kerja. Analisis kebutuhan pelatihan merupakan proses pengumpulan dan analisis data untuk mengidentifikasi faktor - faktor yang perlu ditingkatkan melalui pelatihan. Petugas lapangan keluarga berencana (PLKB) ini merupakan ujung tombak dari pelaksanaan program yang ada di BKKBN. Tugasnya melakukan urusan-urusan kegiatan koordinasi dan memberikan bimbingan serta pelayanan tentang pembangunan keluarga sejahtera yang di mulai dari kalangan Remaja. Ada beberapa permasalahan PLKB dalam memberikan pelayan kepada masyarakat yaitu 1. Kemampuan para PLKB dalam merencanakan, menganalisis dan mengevaluasi pelaksanaan pembangunan keluarga sejahtera di wilayah kerjanya masih belum berjalan dengan maksimal, 2. Keterampilan untuk melakukan hubungan kerja sama dengan semua pihak terkai kurang berjalan maksimal karena masih banyak masyarakat yang tidak mempedulikan program yang ada di BKKBN, 3. masih sangat lemah kemampuan dalam memecahkan masalah yang dihadapi dalam pelaksanaan tugasnya. Dari permasalahan yang terdapat diatas pentingnya pelatihan yang diberikan oleh BKKBN Provinsi Bengkulu kepada para PLKB yang ada di berbagai kabupaten agar dapat memiliki kompetensi yang baik bukan hanya hard skill akan tetapi Soft Skill. Tujuan dari penelitian ini yaitu untuk mendeskripsikan Traning Need analisis Petugas Lapangan (PLKB) yang dijalankan Oleh BKKBN Provinsi Bengkulu Untuk meningkatkan Kompetensi (Hard Skill & Soft Skill ) Para PLKB. Metode yang digunakan yaitu kualiatatif deskriptif dengan teknik pemilihan informan mengunakan Purposive Sampling untuk menentukan informan kunci, teknik untuk mengumpulkan data yaitu melalui observasi, wawancara dan dokumentasi, utnuk menganalisa data yang didapatkan dalam penelitian ini mengunakan 2 jenis pengkodean yaitu Pengkodean terbuka (Open Coding) adalah bagian analisis yang secara khusus menjelaskan hubungan antara penamaan dengan pengategorian fenomena melalui pengkajian data secara teliti. Abstract

Community Service (PKM) is carried out in the form of public dialogue with activity participants consisting of students, lecturers and education staff at the Public Administration Study Program, Dehasen University, Bengkulu. This PKM activity aims to provide insight and knowledge about the form and meaning of Social Solidarity for the Millennial Generation in the Public Administration Student Association Organization, Dehasen University, Bengkulu. This activity was carried out in one day at the Dehasen University Bengkulu Teaching Farm. The benefit of this PKM activity is that participants can understand the importance of knowing the meaning of solidarity, so that by knowing and understanding the meaning of solidarity in the organization it is hoped that this meaning can indirectly be embedded and imprinted in the souls of HIMAPLIK members and administrators themselves. It is also hoped that with this activity, HIMAPLIK members and administrators can become HIMAPLIK as a forum for forming responsible and disciplined characters, and encouraging them to be able to develop positive activities for the betterment of the organization.

Abstract

The aim of the research was to determine the marketing communication strategy of Laguna Beach in increasing tourist visits by Kaur Regency Tourism Office. The method used in this research was qualitative descriptive research. Informants in this research amounted to 5 people consisting of 2 key informants and 3 main informants, the results of the research were in accordance with the theory of Marketing Mix Marketing Communication Strategy: (Morisan 2015: 141) includes: 1.) Product, the tourism office and the manager of BUMDes Laguna Beach offer the natural beauty of white sand, rock gardens, and clean and clear sea water so that coral and small fish can be seen nesting beside the rocks. 2) Price determination of the entrance fee for Laguna Beach tourism object based on the Regent's regulation which stipulates that the results of deliberations between the tourism office and the manager are reported to the Regent to make regulations which make a strong and binding legal basis to be implemented by both the agency and the manager. 3) Place, Laguna Beach is very strategic because it is located on the side of the Sumatra highway, so the access is faster and does not require a lot of money for visitors to travel. 4) Promotion, in promoting the beach tourist attraction, the tourism service and managers use social media, namely Instagram and Facebook. 5) People, there is a direct involvement from the tourism office, especially the promotion section, DKP and tourism ambassadors who work together in promoting existing tourist objects including the beach tourist attraction. 6) Packaging for tour packages organized by the tourism office in collaboration with the management, namely BUMDes, has received a very good response from the community at a fee set by the tourism office and management to use the facilities by paying for tour packages. But unfortunately, that until now the tourism office has not been able to implement this package. 7) The program held by the Tourism Office was very effective but the 2022 program was not implemented because the activity was moved to Lapangan Merdeka. 8) Partnership, the existence of cooperation partners carried out by the village government to the City Regency Tourism Office, Provincial Office and tour trips to advance tourist objects on Laguna Beach.

Abstract

The aim of the study was to determine the Village Head's Performance in the village Physical Development (Study in Renah Panjang Village, Lubuk Sandi Sub-District, Seluma Regency). The method used in this study was descriptive qualitative research. Furthermore, data collection techniques were carried out by means of in- depth interviews, observation and documentation. After the research results were obtained, they were analyzed by means of data reduction, data presentation and drawing conclusions. There were 5 informants in this study consisting of 2 key informants and 3 main informants. This study uses the theory according to performance according to Wibowo (2009: 376) in his book as follows: Attitude Approach in planning village physical development with the coordination of village heads, village officials, BPD members and village community leaders are involved with the results of joint deliberations to determine the implementation development in the village. Even though not all of the community was involved, those who still had a close relationship with the village head were invited to hold discussions. Those who disagree or agree are not involved at all. Behavioral Approach in terms of the information provided by the village head regarding the disbursement of the Village Fund, it was not transparent to the community, only village officials knew when the disbursement of the funds was disbursed. Whereas the community only found out or were informed when there was a deliberation on the planning and implementation of the village's physical development, and even then, the village head who was present, such as community leaders and BPD members, was invited. The Hasi Approach there are some members of the community, such as village officials, community leaders, and BPD members who are involved in the process of planning and implementing village physical development. Meanwhile, some communities are not involved in the process of planning and implementing village physical development directly because there is a lack of closeness with the village head and village officials. The Human Resources Contingency Approach in village officials is still lacking in serving the needs of the community because the average education of high school graduates and Package C school, no one graduated from D3 or S1. Mastery of technology such as computers or laptops, most village officials cannot use or operate, except the village secretary.

Abstract

This study aims to determine the Competency Analysis of State Civil Servants (ASN) at the Regional Secretariat of Central Bengkulu Regency. This research is a qualitative research presented descriptively. There were 6 informants in this study consisting of: 3 key informants and 3 main informants. Data were collected through interviews, observation and documentation The data analysis techniques used were data reduction, data presentation, and drawing conclusions. Based on the results of the research and discussion, it is known that the Competence of Employees at the Regional Secretariat Office of Central Bengkulu Regency has been sufficiently implemented. This can be seen from the several indicators discussed previously, namely: 1. Motive, motivation is carried out in ASN work performance, namely in several ways, including the planning stage, which the stage is taken in an effort to set the expected performance targets for employees and what competencies are expected by the regional secretariat for each employee. 2. Traits, ASN employees have good competence, namely having eight managerial competencies, namely integrity, cooperation, communication, result orientation, public service, self and other development, managing change, and decision making, these must be possessed by ASN to have good competence. 3. Self-Image, employee self-confidence, namely strengthening employee mentality, always motivating employees to hone skills and skills, and being able to control emotions, so that the work given can be completed properly and on time. 4. Social Role, Each employee carries out their respective responsibilities at work, but sometimes there are some employees who are less responsible for their work, many of whom complete their tasks beyond the specified limits. 5. Skill, ASN employees determine procedures for carrying out tasks by complying with Standard Operating Procedures, in which SOPs are guidelines relating to procedures that must be carried out.

Abstract

SMK Negeri 4 Bengkulu City on Embedding Organizational Values for Students of SMKN 4 Bengkulu City in Educational Development. The targets of this activity are students of SMK Negeri 4 Bengkulu City who are active in the intra-school student organization (OSIS). The activity method is carried out directly (face-to-face) through exposure to organizational and leadership materials. This PKM activity is carried out in several stages, namely the preparation stage, observation stage, implementation stage, report writing stage, and activity evaluation stage. The results of this activity educate and instill organizational values for students of SMKN 4 Bengkulu City in educational development. This PKM activity is carried out to encourage and motivate students to be more active and foster a sense of belonging, solidarity, caring and develop creativity and innovations in organizations to improve students' soft skills and hard skills. So it is hoped that the achievements achieved by SMK N 4 Bengkulu City students will increase and have a role in the development of Indonesian education.
