Abstract

The general indication of the local political dynamic relates to the existence of national political entity. In other words, all politics is local. In our context, there are two fundamental considerations why this local politics are important. First, the construction of our national political system seems to be weak compared to that of local political system established many years or hundred years ago. Second, the reality set in local issues, such as race and ethnicity tend to be permanent, so that we need to manage the local issue and use it the energy of politics to enhance the political dynamics and government of Indonesia. In this case. we do not need to cover the local issue. Decentralization and region autonomy provides the people a space to arrange their own government based on their wants and characteristics. This topic becomes the basic reason of politics identity.

Abstract

E-Government is a form of public service implementation based on the use of information and communication technology. One of the government agencies that utilizes the sophistication of technology and information in public services is the Regional Personnel Agency of Gresik Regency. This government agency has an online system, namely "SAPK" which means the Personnel Service Application System. This application realizes the latest staffing data at every central and regional agency. This application is an application that is integrated into the center and each region has the authority to access. SAPK itself has many features in it, one of which is the promotion feature. The purpose of this research is to see the implementation of SAPK in promotion services. In addition, researchers also looked at what were the inhibiting factors in the implementation of SAPK. The type and approach of this research uses a descriptive qualitative approach. Sources of data obtained are primary data and secondary data with data collection techniques carried out namely interviews, observation and documentation. While the data analysis techniques carried out were data reduction, data collection, and drawing conclusions and verification. The results of the study are that the implementation of promotion services through SAPK at the Regional Personnel Agency of Gresik Regency uses Edward III's theory with 4 variables, namely communication, resources, disposition, and bureaucratic structure has been going well. The inhibiting factor experienced is that the SAPK application can only be accessed on certain servers and the connection is weak.

Abstract

Implementation of the functions of The Village Government (BPD) had a major role in achieving the performance of governance in the village. The effectiveness in carrying out the functions was determined by the synchronization related to the factors such as supervision, policy-making, and delivery of the aspirations of the people. To answer this, the study was intended to analyze the implementation of the function of BPD in Donowarih Village by using qualitative approach-based software with tools of the analysis Nvivo. Data coleection was obtained through observation, interviews with relevant stakeholders, and the study of literature. The stages of analysis was conducted by using Nvivo begins with an assessment of the three functions of BPD as embodied in Article 55 of Law No. 6 of 2014 about the Village. The results of this research showed that implementation of the functions of BPD in Donowarih Village was less effective caused by several factors, among others: the composition of human resources, facilities support activities of BPD, the differentiation of the major work of each member of the BPD, and the lack of benefits received by BPD members. Therefore, implementation of the function of BPD in Donowarih Village was less than the maximum due to such factors greatly affecting the performance of the glittering efforts of governance in the Donowarih Village.

Abstract

This article highlights the importance of a dialogic relationship between government and society in the effort to build more participatory service system innovations. The idea of dialogic innovation itself arises as a logical consequence of the open government system, which replaces outdated service practices. This new idea emphasizes accountability, transparency and participation from the community as the spirit of the public service system. Thus, public service innovation is produced by absorbing bottom-up innovation. This research uses a qualitative approach with a case study model. Data collected through observation, depth interviews and documentation. The results of this study indicate that the Malang Online Service System (SINGO) implemented in the village of Sawojajar, Malang is evidence of the success of dialogic innovation between the community and the government. The android application-based public service system was conceived and created by the Sawojajar community itself, supported by the local government. SINGO’s innovations have succeeded in becoming champions and pioneers for other villages. This shows that dialogical and participatory public services have succeeded in changing the old pathological bureaucratic paradigm into emancipation. Artikel ini menyoroti pentingnya relasi dialogis antara pemerintah dengan masyarakat dalam upaya membangun inovasi sistem layanan yang lebih partisipatif. Gagasan inovasi dialogis sendiri muncul sebagai konsekuensi logis dari sistem open government, yang menggantikan praktik pelayanan yang telah usang. Ide baru ini menitikberatkan pada akuntabilitas, transparansi serta partisipasi dari masyarakat sebagai ruh dari sistem pelayanan publik. Sehingga, inovasi pelayanan publik dihasilkan dengan cara menyerap aspirasi dari bawah (bottom-up innovation). Penelitian ini menggunakan pendekatan kualitatif dengan model studi kasus. Data dikumpulkan melalui observasi, depth interview dan dokumentasi. Hasil penelitian ini menunjukan bahwa Sistem Pelayanan Malang Online (SINGO) yang diterapkan di kelurahan Sawojajar, Malang merupakan bukti dari keberhasilan inovasi dialogis antara masyarakat dengan pemerintah. Sistem pelayanan publik berbasis aplikasi android digagas dan diciptakan oleh masyarakat Sawojajar sendiri, didukung oleh pemerintah setempat. Inovasi SINGO sendiri berhasil menjadi juara sekaligus pionir bagi kelurahan lainnya. Hal ini menunjukkan bahwa pelayanan publik yang dialogis dan partisipatif berhasil mengubah paradigma birokrasi lama yang patologis menjadi emansipatif.

Abstract

Kota Malang sebagai wilayah yang memeliki tingkat kerawanan bencana yang tinggi dan terdampak pandemi COVID-19, memerlukan adannya laporan yang akurat guna meminimalisir resiko terjadi bencana. Informasi yang diberikan dapat menjadi refrensi untuk semua pihak dalam menjalankan program dan kegiatan baik instansi pemerintahan, non-pemerintahan maupun masyarakat. Inforamsi tersebut meliputi penanganan prabencana, saat bencanan dan pasca bencana. Oleh karena itu, keberadaan Pusat Pengedalian Operasi Penanggulangan Bencana (Pusdalops PB) untuk mengelola informasi dan menyebarkan kepada pejabat berwenang serta masyarakat melalui media sosial memiliki subtansi yang urgent. Tujuan pembentukannya adalah agar informasi yang diolah menjadi cepat, tepat, akurat, koordinatif, kooperatif, transparansi dan akuntabel. Sebagaimana pada Peraturan Kepala Badan Nasional Penanggulangan Bencana (Perka BNPB) Nomor 15 Tahun 2012 tentang Pedoman Pembentukan Badan Penanggulangan Bencana Daerah (BPBD) mengamanatkan agar dalam melaksanakan tugasnya, kepala pelaksana BPBD wajib membentuk Satuan Tugas Pusat Pengendalian Operasi (Pusdalops). Keberadaan PERKA ini, adalah untuk menjamin ketersedian informasi mengenai kebencanaan yang dperlukan dan sebagi upaya penguramgan resiko bencana. Oleh karena itu, penelitian ini akan secara objektif menelaah lebih jauh melalui kegiatan magang riset yang akan secara detail mengeksplorasi dan menganalisis bagaimana kinerja Pusdalops PB dalam menjalankan tugas dan fungsinya sebagai bagian terpenting dalam menyediakan informasi seputar kebencanaan di Kota Malang.

Abstract

Indeks resiko bencana Kabupaten Malang pada tahun 2019 mempunyai skor 219 dengan kategori tinggi, terutama berkaitan dengan bencana banjir dan tanah longsor. Sebagai upaya penanggulangan bencana berbasis masyarakat maka dibentuklah Desa Tangguh Bencana. Objek dalam pengabdian ini adalah Desa Pait, Kecamatan Kesambon, Kabupaten Malang. Desa ini dipilih karena memiliki topografi yang unik dan sering mengalami bencana alam seperti banjir, tanah longsor, dan angin puting. Pengabdian ini bertujuan untuk inisiasi pembentukan kelembagaan bencana tingkat desa secara bottom up. Tahap awal yang dilakukan adalah pemahaman tentang konsep penanggulangan bencana, manajemen pengurangan resiko, perencanaan penanggulangan bencana dan pendampingan pembentukan Forum Pengurangan Resiko Bencana (FPRB) desa Pait. Selain itu, dibentuknya FPRB di Desa Pait adalah untuk meningkatkan partisipasi masyarakat dan responsifitas secara kelembagaan.

Abstract

Artikel ini bertujuan untuk melihat bagaimana kolaborasi antara antara pemerintah, swasta maupun masyarakat dalam membangun sebuah relasi dan sinergitas dalam upaya melaksanakan pembangunan Kampung Keramat di Kota Malang. Konsep yang digunakan yaitu Collaborative Governance sebagai pisau analisa untuk mendeskripsikan topik yang diangkat. Kemudian metode yang digunakan oleh penulis adalah menggunakan penelitian deskriptif kualitatif, Sumber data yang digunakan adalah primer dan sekunder, kemudian teknik pengumpulan data yang digunakan adalah  wawancara, observasi beserta dokumentasi. Subyek penelitian yang digunakan purposive sampling. Sebagai hasilnya, terdapat dua progam kegiatan yakni pertama pembangunan fisik contohnya museum, gapura makam, pergola, taman, fasilitas jalan umum dan kios sentra UKM, pengecatan gambar mural dan pembuatan papan branding dan denah lokasi. Kemudian yang non fisik adalah Pelatihan Pemasaran Produk melalui web. Secara monitoring dan evaluasi pada program pembangunan Kampung Keramat adalah dari sisi teknis dan kinerja para pihak tidak ditemukan kendala, dan pembangunan di RT. 07 100% teralisasi.

Abstract

This study examined the Program Desa Berdaya which is a form of the East Java Provincial Government with the aim to help improve the economy of rural communities in East Java, it is the impact of the Covid-19 pandemic. In this paper uses policy implementation theory that analyzes the Empowered Village program with 4 variables, namely: (1) Analysis of Policy Content Between Policy Levels (2) Institutions and Policy Implementing Resources (3) Program Socialization (4) Program Target Group Response. This research uses qualitative methods through descriptive approaches with data collection techniques through observation, documentation, and interviews. This research was conducted for 2 months at the Lamongan Regency Community and Village Empowerment Office. The results of the study showed that this program provides assistance to villages to realize products that will become village icons, the involvement of local governments ranging from provinces, districts/cities to villages is very influential on the success of the Empowered Village Program. In its implementation, of course, there are several mechanisms that are carried out. The realization of the Empowered Village program went well because the village had implemented several indicators of success that had been set out in the program guidelines.

Abstract

This study aims to determine community empowerment that can be done through the Village-Owned Enterprises (Badan Usaha Milik Desa/BUMDes) program to support village income. Problems related to disparities in villages in areas that require a development strategy through empowerment programs, require the role of government and society in carrying it out. The type of research of this article uses the literature review method which comes from previous research indexed by the Scopus Database and processed in the Vosviewer application. In this study, it is revealed that the role of BUMDes can increase village income and prosper the village community, and then it can support development in the region. The role of rural communities is very much needed for regional development efforts; especially during the COVID-19 pandemic the existence of BUMDes can increase the country's economy which had experienced a decline. The main key in increasing BUMDes as a regional development strategy is through increasing community participation.

Abstract

This study aims to determine community participation in the preparation of APBDES in Pait Village, Kasembon District, Malang Regency for Fiscal Year 2019. The method used is descriptive with a qualitative approach and analyses data sourced from in-depth interviews, direct observation, literature review, and documentation. The results obtained indicate that community participation in the preparation of the APBDes village income budget is participation through thinking by providing ideas or opinions in the preparation of the Pait Village APBDes what is desired by the community and then considered by the village government in budgeting. Supporting factors are 1) Education level, supporting human resources are expected to be able to provide more substantial proposals, ideas, or opinions about what needs are necessary and urgent 2) The type of work determines what aspirations and participation can be provided through village activities. While the inhibiting factor is that not all proposals submitted by the community through the hamlet or village deliberation forums are accommodated into programs. Overall, it shows that Pait Village residents' level of participation and enthusiasm is very high in every process of preparing the Pait Village APBDes
