Abstract

The implication of the impact of Covid-19 is the decline in economic growth including Indragiri Hulu Regency in 2020 for non-natural disaster emergencies, the Indragiri Hulu Regency Government distributes Cash Social Assistance (CSA), Cash Social Assistance (CSA) in Indragiri Hulu Regency only in 2020 while other districts are still distributing Cash Social Assistance (CSA) until 2021, of course in this case it is related to the implementation of policies that affect it.This research is to find out how the implementation of the Covid-19 pandemic Cash Social Assistance (CSA) policy in Indragiri Hulu Regency in 2020 and to find out the factors that influence the implementation of the Covid-19 pandemic Cash Social Assistance (CSA) policy in Indragiri Hulu Regency. This study uses a qualitative approach with a descriptive method. The types of data in this study are primary data and secondary data. Data collection techniques in this study were interviews and documentation.The results of this study are that the implementation of the Covid-19 pandemic Cash Social Assistance (CSA) policy in Indragiri Hulu Regency in 2020 is not in accordance with the Indragiri Hulu Regent Regulation Number 25 of 2020 which should have been implemented effectively in its distribution to be ineffective because there is a problem, namely Invalid data on Cash Social Assistance (CSA) recipients, and incorrectly targeted Cash Social Assistance (CSA) recipients. The factors that influence the implementation of the Covid-19 pandemic Cash Social Assistance (CSA) policy in Indragiri Hulu Regency in 2020 are poor communication and coordination between the Regional Government and the Village Government, Inadequate Resources due to lack of experts, Inadequate disposition effective, and a complicated bureaucratic structure. Keywords: Communication, Resources, Disposition, Bureaucratic Structure.

Abstract

This study aims to look at the leadership of the Tarai Bangun Village Head in population affairs (update the address on the family card according to the Tarai Bangun Village address) and the factors that influence the number of Tarai Bangun Village people who do not want to update the address on their family card according to the Tarai Bangun Village address. This study uses the theory of government leadership techniques from S. Pamudji, namely information, human relations, being an example, persuasive, using a suitable communication system, and providing facilities. This study uses a descriptive approach with a qualitative type, then the data collection techniques used are interviews, observation and documentation, while the data analysis technique is done by collecting information through interviews. The results of this study indicate that the leadership of the Tarai Bangun Village Head in population affairs is quite good, because it has fulfilled all the techniques proposed by S. Pamudji. In the form of direct appeals, explaining facts, meeting community needs, providing facilities. Be a role model, and use a suitable communication system, although there are still some obstacles in improving the orderly population data in the village of Tarai Bangun such as; The amount of cost and time required, the number of people working in Pekanbaru, the lack of sensitivity of the previous government to the community, and the community's perception of the Tarai Bangun Village that will be expanded resulted in many people being reluctant to change their population data to the address of Tarai Bangun Village so that the efforts made have not been fully achieved. Abstract

The significance of the existence of this BK was originally to answer the needs of the current reforms that demand changes. The existence of this institution is very important and strategic in carrying out its duties and functions in order to realize a clean government. Many members of the council after being elected to the legislature work arbitrarily without anyone else caring, let alone supervising them, for example, rarely serve as members of the Council and rarely attend hearings or meetings, even though the issues discussed in those meetings are related to the interests of their constituents. which in this case is the people. In addition, in optimizing the implementation of the duties and functions of the DPRD, many council members (DPRD) after being elected as members of the legislature often fail to carry out their duties. The purpose of this study was to determine and analyze the role of the Honorary Board of the Pekanbaru City Regional House of Representatives in 2016-2019. The research method used in this study is a qualitative method. This type of research is descriptive. This research was conducted in Pekanbaru City. The role of the Honorary Board for members of the Pekanbaru City Regional House of Representatives 2016-2019. The results of this study are the role of the Honorary Board of the Regional People's Representative Council of Pekanbaru City in 2016-2019. The Honorary Board of the Pekanbaru City DPRD in 2016-2019 has handled (6) six cases of violations of DPRD rules and regulations by members of the Pekanbaru City DPRD, all of these cases have been handled by the Honorary Board in accordance with applicable regulations. Supporting and Inhibiting Factors for the Role of the Honorary Board of the Pekanbaru City Regional House of Representatives 2016-2019. There are 5 (five) internal factors that hinder the implementation of the duties of the Honorary Board of the Pekanbaru City DPRD. There are two external factors that become obstacles faced by the Honorary Board of the Pekanbaru City Regional People's Representative Council. The conclusion of this research is the implementation of the role of the Honorary Board of the Pekanbaru City Regional House of Representatives in 2016-2019. Abstract

The implementation of the Riau Provincial Government's Direct Cash Assistance (BLT) program in Pekanbaru City caused turmoil in the community, especially in Tangkerang Labuai Village, Bukit Raya District, in terms of disbursing BLT related to differences in KK/KTP numbers registered with channeling banks and the occurrence of BLT deductions at one of the banks. distribution bank. This indicates that the Pekanbaru City Government and stakeholders have not been effective in distributing the Riau Provincial Government BLT.This study aims to describe how the effectiveness of the Riau Provincial Government Direct Cash Assistance (BLT) in supporting people's purchasing power in the midst of the economic downturn due to COVID-19. This study uses a qualitative approach with a descriptive method. In collecting data, the author uses interview and documentation techniques.The results of this study are that it can be seen that the effectiveness of the implementation of the Riau Provincial Government's BLT program has not been maximized in its implementation. This is due to several things, namely the absence of continuous socialization and only carried out by the village government regarding the Riau Provincial Government BLT. The initial data collection carried out for KPM is not well targeted and uneven, so there are still KPM members who do not meet the target criteria that have been set. Many KPMs have difficulty in taking BLT funds, lack of understanding of KPMs regarding complaints regarding problems related to taking BLT.Keyword : Program Effectiveness, Riau Provincial Government Cash Direct Aid

Abstract

Large tonnage trucks are goods transportation that carry large amounts of industrial products such as mining, plantations, and so on. The number of trucks with large tonnage crossing the streets in Pekanbaru city is increasing every year. The large tonnage truck violates the provisions in the Pekanbaru Mayor's Decree Number 649 of 2019 concerning the Pekanbaru City Goods Transport Line. The purpose of this study is to evaluate the traffic policy of large tonnage trucks. The research method used in this study is a descriptive research method with a qualitative approach. Data collection techniques through interviews, observations, and documentation studies. The results of this study indicate that the traffic policy for large tonnage trucks based on the Mayor's Decree Number 649 of 2019 concerning the Pekanbaru City Goods Transport Line has not gone well according to its objectives, namely regarding routes and hours of traffic for large tonnage trucks when viewed from the 6 policy evaluation indicators from William Dunn, which is an indicator of the effectiveness of the traffic policy for large tonnage trucks, has not worked well, because there are still large tonnage trucks passing through city roads. Indicators of efficiency, Pekanbaru City Transportation Service, Pekanbaru Police Traffic Unit and Pekanbaru City Public Works and Spatial Planning Office have a budget in carrying out policies. The adequacy indicator has not run optimally, because the Pekanbaru City Transportation Service is rarely found monitoring large tonnage trucks at guard posts and the lack of availability of traffic signs prohibiting large tonnage trucks from passing certain roads. The equity indicator has been running well, because several large tonnage trucks that have violated have been given sanctions. The responsiveness indicator can be said to be going well, because there are people who make complaints or provide information about the existence of large tonnage trucks passing through city roads. The accuracy indicator is correct, because this policy was made to create order, security and comfort in traffic. Abstract

Pekanbaru City Government Policy Number 09 of 2014 concerning Management of People's Markets, Shopping Centers and Supermarkets. Where this policy regulates the implementation of licensing for the establishment of supermarkets. The problem in this study is that it is not in accordance with the rules contained in the regional regulation with the facts on the ground which backfire for the aggrieved party. The purpose of this study is to determine the implementation of supermarket offerings and want to know how the impact of the existence of supermarkets on traditional markets. The research methodology uses a qualitative research approach with descriptive type. This method aims to get a picture that really explains the Pekanbaru City Policy on the Granting of Government Business Permits in an Effort to Protect the Existence of Traditional Markets in Sail District. The results of this study are the implementation of the policy of Regional Regulation No. 9 of 2014 concerning the Management of People's Markets, Shopping Centers and Supermarkets in the Pekanbaru City area in this case is still not running optimally, one of which is about the distance between supermarkets and traditional markets in Sail subdistrict. , where right in front of the sail market stands a supermarket (Daily Mart) which is considered to have violated the rules contained in Perda No. 09 of 2014. Where in this study there are several aspects that affect the implementation of public policy, namely, bureaucratic structure, communication, disposition or attitude of implementers and resources. Abstract

Basically, the marriage card management service of the marriage management information system (SIMKAH) is in order to improve services to the community by using an online-based application. The problem in this study is that there are often network disruptions when inputting data for prospective investors so that they experience delays in inputting data and make KUA operators input data outside of working hours. The purpose of this study is to determine the management of marriage card services using the online SIMKAH application in KUA Pangkalan Lesung District, Pelalawan Regency by referring to the theory of public services according to menpan decree No. 63/2003, namely Transparency, Accountability, Conditional, Participatory, Equal Rights and Balance of Rights and Obligations and also using electronic government theory by Richardus Eko Indrijit, namely support ( Support ), ability (Capacity), and benefits (Value). This research method is qualitative with analytical techniques and research informants, namely the Head of the Ministry of Religion Office, Employee Staff of the Ministry of Religion, Head of the Religious Affairs Office, Staff of the Religious Affairs Office, Lurah Office, and the People of Pangkalan Lesung District. Data were collected by the authors using interview and documentation techniques. These Data Analysis techniques are Data Reduction, Data Presentation and Conclusion Drawing. The results of this study are not optimal because there are still shortcomings such as the lack of supporting infrastructure such as marriage card printing printers, the lack of staffing staff only five people and operators who understand technology only one person and there are factors that become obstacles in online SIMKAH services. Abstract

ABSTRACT In Law Number 6 Article 26 of 2014 concerning Villages it is stated that the village government carries out village development, fostering village communities and empowering village communities and has the authority to increase. village economy and integrate it in order to achieve a productive scale economy for the greatest possible prosperity of the village community. The purpose of this study was to determine the empowerment of the rice farming community in Anak Setatah Village, Rangsang Barat District, Meranti Islands Regency in 2019 and to find out what inhibiting factors or obstacles in empowering the rice farming community in Anak Setatah Village, Rangsang Barat District, Meranti Islands Regency in 2019 The results of this study indicate that the empowerment of the rice farming community in Anak Setatah Village, Rangsang Barat District, Meranti Islands Regency in 2019 was carried out by providing assistance and counseling to rice farmers regarding procedures for rice cultivation, post-harvest land processing and harvest processing, as well as empowerment activities carried out with the Establishment of the Association of Farmers Groups. The inhibiting factor for empowering the rice farming community in Anak Setatah Village, Rangsang Barat sub-district, Meranti Islands district in 2019 was the lack of human resources and supporting assistance for the community. Abstract

The financial governance of the Ulak Patian Village Government, Kepenuhan District, Rokan Hulu Regency in carrying out village financial management must be in accordance with the principles of good governance in village financial management and the stages of planning, budgeting, implementation, administration, reporting, and accountability, and coaching, supervision. This is done in order to create good financial governance. The problem in this research is that planning and budgeting are not in accordance with the needs of the community, in terms of implementation it has also not been able to realize the budget and does not prioritize important programs with existing finances, this is also due to the lack of human resources in Ulak Patian Village. The purpose of this study was to find out and to analyze the perceptions of village government apparatus based on the principles of good governance with the dimensions of transparency, accountability and capacity participation of village apparatus on the performance of village fund management. The approach in this research is descriptive. The research location was conducted in Ulak Patin Village, Kepuhan District, Rokan Hulu Regency, using data collection techniques through interviews and documentation. The results of the study showed that financial management in Ulak Patian Village, Kefulan District, Rokan Hulu Regency was not optimal. Judging from the planning, it has not set a priority scale, so that the community's needs are not met. In terms of implementation, it has not realized all that was planned. Then the reporting and accountability have not been carried out in a timely manner, this is due to the lack of quality human resources. This is because the HR already knows and understands what will be done properly so that the presentation of financial reporting can be timely. Quality financial reports should not be made by just anyone. The people who make these financial reports must be people who are truly experts in their field. Abstract

Implementation of good governance in providing public services is the application of good governance in implementing public services whose aim is to improve the welfare of society by implementing the principles of transparency, participation and accountability. The problem in this research is that services in Cinta Damai Village are not optimal and there is a gap between the fees requested by the village and the costs incurred by the Kampar Population and Civil Registration Office in processing correspondence. This research is descriptive qualitative research with the main data sources being primary data and secondary data. Data collection techniques were carried out by interviews and review of the literature. Then the data obtained is analyzed in accordance with the principles of good governance from the theory used. The implementation of good governance carried out by the Cinta Damai Village Government in public services is by implementing the first principle, namely transparency through providing information boards with clear requirements, exposing service SOPs on social media, displaying the village government's LKPJ in the form of banners, but in matters of retribution for processing letters. The population administration of the Cinta Damai Village Government did not provide exact details of the fees required for each letter of correspondence. Furthermore, community participation through planned activities, such as the cementization of RT 6-7 in Sumber Mulyo Hamlet and mutual cooperation. The cementing of the road is carried out by the community in a mutual cooperation manner through self-sufficiency management, namely management carried out by the community, and paid to the community, so that it still helps the community's economy, but the level of community participation is still low, one of which is in participating in musrenbang activities, this is due to the village government does not provide a suggestion box for people to freely express their income. The final principle of accountability, the village government serves the community politely in accordance with the second vision of the village in addition to adequate service facilities.
