Abstract

The administration of government is certainly very influenced by bureaucracy which is an instrument or an organization that helps in realizing or implementing a policy that has been previously set. The open selection is the process of filling in a position by opening a selection to all those who have the competency or ability determined to fill a certain position. This study is aims to analyze the open selection for echelon II Officials both in Yogyakarta Province which is Sleman Regency. The method that used in this study is a qualitative approach which did the depth interview with several stakeholders that involved. The result of this study are the selection mechanism conducted in Sleman Regency in 2017 lasts 2 times and all of them have referred to the applicable regulations and most importantly have implemented a merit system. In the selection implementation the position was carried out by a selection committee formed based on recommendations from KASN (Commission Of The State Civil Apparatus). The involvement of political officials in this case the regent in the open selection process only exists after the selection committee has issued 3 names that have passed. However, the involvement of political officials is positive because it considers the results of the selection. This is also because the Regent will cooperate with one of the 3 names to realize the vision and mission that has been set.Keyword: Open selection, Echelon II, Promotion.

Abstract

The involvement of three pillars in tourism management, namely the government, society and the private sector is very important, this is called collaborative governance. Recently the center of attention is the exotarium or mini zoo Jogja. Jogja Exotarioum or mini zoo and education center is an educational tourism park that displays knowledge about animals. Jogja exotarium offers a variety of animal rides equipped with various facilities, such as children's swimming pools, fishing ponds, children's tubing, fisheries education, livestock education, agricultural education, outbound training to café and restaurant and spot selfi for visitors. The method used in this study is a qualitative method in which one of the research procedures that produces descriptive data in the form of speech or writing and the behavior of the people observed. Data collection techniques carried out are by way of in-depth interviews with each of the stakeholders, namely the government, the private sector and the community. Besides this, it is also supported by secondary data such as regulations, journals, books, and others. The results of this study indicate that the role of each stakeholder in the management of Jogja Exotarium education tours in Sleman Regency is the government as a control over education tourism management, the community as employees, and the private sector as the tourism manager. The process of collaborative governance in the management of educational tourism with 5 indicators used to measure collaborative governance is good, but the collaborative level carried out is still the beginning, which means harming the government, because the government has not been able to interfere too far in managing the tourism. Even if you have shared the risk and there is government involvement in implementation, it will benefit the government.

Abstract

With a watershed area of 690,571, 57 hectares, Citarum is a source of agricultural irrigation water, hydroelectric power, and a source of raw water for drinking water as well as fishing and cultivation land that is utilized by residents in 10 districts and two cities in the province West Java. But Citarum today is faced with acute pollution which results in huge losses to health, economic, social, ecosystem, and environmental resources. This study will discuss how the government deals with SDGs 2030 by cleaning the Citarum River. In the future, it is normal that with government projects to clean up the waterway, the Citarum river is expected to be the cleanest river and can be used as much as possible. This study uses a literature review study with the focus of the study on how the government's role in solving the problem of water pollution in the Citarum river, then also focuses on how the government implements Citarum river cleaning programs. Government programs to clean up the Citarum river are considered good, but not yet optimal. Because until now there is still a recalcitrant industry that often dumps waste into the River Basin. Water pollution that occurs in the Citarum River ought to be of sure worry to the Indonesia government, particularly in West Java. By the several programs, neutral policies that protect the environment, and strict supervision it will be useful and works. Not only about the programs and policies that benefit the one-party but also other parties such as the environment and society.

Abstract

This paper aims to analyze the impact of Covid-19 outbreak in term of tourism sector. The Covid-19 pandemic had a tremendous impact on all countries, one of it was Indonesia, that had been affected. Many sectors are affected, including tourism. A seriously affected in tourism is the micro, medium small enterprise or called MSME sector, this has a major influence on the rate of economic growth of the country, specifically in tourism sector. The existence of this pandemic, the tourism small and medium-sized enterprises experiencing huge losses, one of it is the lack of foreign tourists coming. The method used in the research is content analysis which analyze new in media that shown the topic related to Covid-19 and tourism. In contrast to previous studies, the decline in the number of tourists was due to the reach of tourist attractions, facilities, access, and costs, this study tries to look in more detail about how the Covid-19 pandemic has a serious impact on the tourism sector. As the result, the number of foreign tourist visits or foreign tourists to Indonesia has decreased in 2020 by 28.85% compared to the number of visits in 2019. Some areas such as Bali and Yogyakarta have lost both local and foreign tourists. This has an impact on MSME providers of travel, hotels, souvenir providers, regional handicrafts, and food and drink providers in tourist areas.

Abstract

This article is conducted to describe and analyze the local government in handling the Covid-19 outbreak. The spread of the coronavirus (Covid-19) has caused various problems in Indonesia. In addition to health issues, Covid-19 has caused economic, social, cultural, security problems, even in the government field. The problem that arises in the field of government that is related to government administration, especially regarding the relations between the central government and regional governments in dealing with the situation of the spread of Covid-19 is associated with decentralized health affairs. The situation of the central government's lack of responsiveness in responding to Covid-19 that has entered Indonesia, which is marked by the emergence of a lot of confusing news, both from the central government and regional governments, has led to various negative actions, chaos even distrust of the community. With these conditions, local governments have an important role in dealing with the Covid-19 outbreak. The raising question will be how are the policies of the regional government in handling this epidemic, but still in line with the instructions of the central government. Local governments and communities have a very vital role in minimizing and handling the spread of the Covid-19 outbreak compared to the central government. There are some shreds of evidence from regions with the red zones areas.Keywords: covid-19 outbreak; local government role; society; policies.

Abstract

Sustainable city is a city that designed by considering the impact on the environment, inhabited by population with a number and behavior that requires minimal support for energy, water and food from the outside, and produces less CO2, gas, air and water pollution. Moreover the national government envisions Indonesia2030which shallimplement the smart city towards sustainable development.Especially in Sleman Regency, the government is committed to make Sleman Regency as a Smart Regency in 2021. It could be shown in the vision of Sleman Regency which is The realization of a more prosperous Sleman community, Independent, Cultured and Integratede-governmentsystem to the Smart Regency in 2021”. This paper would like to analyze how the Sleman Regency implement the Smart city concept, and does the smart city concept can achive the sustainability city. The research uses the qualitative approach with in-deepth interview in examining the data, also the literature review. The result in this study reveals the following: firstly, from 2016-2019 Sleman regency has several applications to support the smart city implementation such as One Data of UMKM, Home Creative Sleman, Lapor Sleman app, Sleman Smart app, online tax app, e-patient, sleman emergency service, and Sleman smart room. Second, there are many elements in smart cities that are very important for smart government, smart life, smart economy, smart society, and smart environment. However, in supporting to support the realization of smart cities, not all aspects must be implemented properly to achieve a managed city, components related to smart environment cannot be implemented properly in Sleman Regency. There are still many problems regarding environmental problems such as the development of the construction of hotels and apartments that do not heed the environment, incrasing the populations, the limitations of green open space.

Abstract

This article contributes to the field of public policy and provides a concrete figure of how the government's policy strategy in combating the Covid-19 epidemic. Taiwan was very much situated to respond rapidly and viably to the Covid-19 outbreak. Taiwan's involvement in SARS in 2003 helped drive the government to respond quickly to the rising emergency. Taiwan is not a member of the WHO, but the strategies carried out by the Taiwanese government can provide lessons and examples for other countries. The method used in this research are observation and literature study, looking for theoretical references that are relevant to cases or problems regarding the handling of the covid-19 outbreak in Taiwan. The aftereffects of this study demonstrate that, Taiwan is not just a guide of majority rule government, yet in addition living evidence that control of a rising infection can be accomplished through science, innovation, and democratic governance. No radical despotic measures are required. The government responded rapidly and conclusively in January, by establishing early travel limitations, turning out testing, and stating control of clinical stockpile lines. Taiwan additionally perceived the potential for human-to-human transmission before China or the WHO did. Through these measures, Taiwan has had the option to maintain a strategic distance from the kind of clearing lockdowns actualized the world over.

Abstract

Kebijakan e-learning yang dilakukan oleh pemerintah Indonesia memberikan pembelajaran dengan memudahkan pendidik membuat media dengan waktu terbatas. Media/aplikasi berbasis internet selain memberikan kemudahan bagi guru, juga akan memberikan warna lain dalam proses pembelajaran. Peserta didik tidak akan mudah merasa bosan saat mendengarkan penjelasan/mengerjakan sesuatu. Penelitian ini bertujuan untuk menjelaskan evaluasi penggunaan e-learning di Taman Kanak-kanak di Provinsi Yogyakarta, Indonesia. Metode yang digunakan dalam penelitian ini adalah analisis kualitatif yang digunakan secara langsung untuk menggambarkan detail narasumber dengan melakukan wawancara mendalam dengan guru di Taman Kanak-kanak di Kabupaten Bantul dan Sleman. Hasil penelitian ini menunjukkan bahwa kebijakan ini sangat baik dan membantu memfasilitasi semua pihak baik guru maupun siswa. Namun di sisi lain, e-learning masih kurang diminati oleh sebagian pendidik. Pendidik beranggapan bahwa penggunaan aplikasi/media berbasis internet sangat membingungkan. Pendidik akan membutuhkan waktu yang cukup banyak untuk mempelajari cara mengoperasikan komputer/laptop sebelum mereka mulai mengembangkan media pembelajaran. Sedangkan pembelajaran berbasis teknologi di beberapa sekolah termasuk dalam program ekstrakurikuler. Program ini tidak diikuti oleh semua siswa dan terbatas pada pilihan, tidak wajib. Oleh karena itu, dampak penggunaan teknologi dalam proses pembelajaran tidak dapat dirasakan oleh semua siswa. Hanya sedikit siswa yang dapat menggunakan teknologi ini dalam pembelajaran. Kementerian Pendidikan telah menyediakan wadah bagi pendidik untuk mengakses beberapa media pembelajaran berbasis teknologi. Selain Kementerian Pendidikan, pusat pengembangan Taman Kanak-Kanak Provinsi juga telah melaksanakan pendidikan terkait pembelajaran berbasis teknologi di Taman Kanak-Kanak. Namun kurangnya sosialisasi menyebabkan pendidik tidak mendapatkan informasi dan kurang pengetahuan untuk dapat mengaksesnya. The e-learning policy is carried out by the Indonesian government in learning to provide learning by making it easier for educators to create media with limited time. Internet-based media/applications in addition to making it easier for teachers, will also provide other colors in the learning process. Learners will not feel bored easily when listening to explanations/doing something. This study aims to explain the evaluation of the using of e-learning in the kindergartens in Yogyakarta Province, Indonesia. The method that is applied for this study is a qualitative analysis which uses directly to portray the detail interviewees by conducting an in-depth interview with the teachers in kindergartens in Bantul and Sleman districts. The results of this study indicate that this policy is very good and helps facilitate all parties both teachers and students. However, on the other hand, e-learning is apparently still lacking interest by some educators. Educators assume that the use of application/internet-based media is very confusing. Educators will need a considerable amount of time to learn how to operate a computer/laptop before they begin to develop learning media. On the other hand, technology-based learning in several schools is included in the extracurricular program. This program is not attended by all students and is limited to optional, not mandatory. Therefore, that the impact of the use of technology in the learning process cannot be felt by all students. Only a few students are able to use this technology in learning. The Ministry of Education has provided a platform for educators to access some technology-based learning media. In addition to the Ministry of Education, the Provincial Kindergartens development center has also conducted education related to technology-based learning in kindergartens. However, the lack of socialization causes educators not to get information and lack the knowledge to be able to access it.

Abstract

This paper aims to study the development the dynastypolitics phenomenon in Solo, especially from the public perspectiveafter the 2020 regional head election. Gibran, the son of the Presidentof the Republic of Indonesia ran as a candidate for mayor of Solo.Gibran involvement during the regional head election raised pros andcons in Indonesia. The practice of kinship politics in Indonesia isincreasingly worrying. The reason is that most of the regulations tendto preserve the oligarchy. The flourishing of kinship politics, especiallyin the regions, cannot be separated from the role of political partiesand regulations on regional head election. The study used quantitativeapproach with questionnaires and literature review. The results wereprocessed using SmartPLS 3.0 software with four independentvariable: network strength, position in the party, unequal democracy,and capital. The study showed that only two independent variablesinfluenced the occurrence of kinship politics: network strength andcapital. This led to talks about the community on political issues,President Jokowi, and changed his leadership image, from previouslyseen as a president that does not involve families in political matters.
