Abstract

Artikel ini mengeksplorasi berbagai istilah (terminologi) yang berkaitan dengan praktik kewarganegaraan atau pendidikan kewarganegaraan yang digunakan di Indonesia setelah runtuhnya rezim Orde Baru. Ia berpendapat bahwa penggunaan istilah tersebut agak serampangan karena mereka kurang dibahas dan diperebutkan di kalangan akademis. Akibatnya, agak membingungkan ketika pemerintah Indonesia berniat untuk memperkenalkan kembali Pendidikan Pancasila baru-baru ini. Makalah ini menyarankan bahwa penggunaan istilah-istilah tersebut secara konsisten dan sistematis akan memungkinkan kita untuk menempatkan Pancasila secara lebih proporsional dalam “peta” Pendidikan Kewarganegaraan Indonesia (Pendidikan Kewarganegaraan, PKn).---------------------------------------------------------------------------------------------------------practices of citizenship or civic education used in Indonesia after the demise of the New Order regime. It argues that the use of the terms has been rather haphazard because they have been less discussed and contested in academic circles.  As a result, it was rather confusing when the Indonesian government intended to re-introduce Pancasila Education recently.  This paper suggests that consistent and systematic use of such terms will enable us to locate Pancasila more proportionately in the “map” of Indonesia’s Citizenship Education (Pendidikan Kewarganegaraan, PKn).

Abstract

The concept of citizenship covers 3 (three) statuses: legal status, political agent, and identity. Citizenship as legal status is taken into consideration along with the emergence of concept of legal state. The concept is the form of relationship between state and citizens who act in accordance with law possess rights and obligations, and have the right to claim the law’s protection. Legal citizenship status for Indonesian citizens can be identified from regulating legal formulation. The present research seeks to find out characterization or attributes of Indonesian citizenship as legal status. Content analysis of legal documents as legal norm regulating Citizenship of the Republic of Indonesia was applied. The legal documents included the 1945 Constitution and Law as regulation of the implementation concerning Citizenship of the Republic of Indonesia. The research results indicate that according to the legal perspective, Indonesian citizenship contains attributes of identity, acceptance of basic social values, and formal content of citizenship. The research concludes that no formulation of material content in the forms of citizens’ rights, obligations, and participation was found.

Abstract

Teachers are at the forefront of building students' competencies for junior high school education, especially local wisdom-based civic competence, but during the implementation of the independent curriculum, the competencies mastered by students are still not optimal. This study aims to ascertain the level of local wisdom-based civic competence that students possess, the challenges that Pancasila subjects present to students in developing local wisdom-based civic competence, and potential solutions for fostering local wisdom-based civic competence in the era of independent curricula. This research was conducted at SMP Negeri 1 Pacitan, and the research subjects were students. This research uses a qualitative approach and a descriptive research method because it tries to describe the competencies mastered by students, the obstacles to building them, and solutions to these obstacles, especially those related to local wisdom-based civic competence in the era of an independent curriculum. Data collection techniques are interviews, observation, and documentation, and the data analysis used is interactive data analysis. Students have not been able to master civic competence optimally because they have not been able to implement civic disposition optimally and master civic disposition and civic skills more. This can happen because there are several obstacles, namely less than optimal teacher competence, unsupportive facilities and infrastructure, teachers being often late in starting lessons, poor student ethics towards teachers, and still teachers who cannot utilize digital-based learning media. The solution that needs to be done is for the government to make a policy to provide education and training to teachers related to understanding and implementing the Merdeka curriculum. This needs to be done so that each teacher can improve his competence so that his role in the learning process can increase civic competence based on local wisdom in students.
