Abstract

The position of the military in taking on a political role in Indonesia has changed along with the changing leadership of the state. The dynamics of this change were born because of the pattern of civil-military relations in Indonesia. This civil-military relationship can be created when a concept called "civilian control" occurs. In this paper, we use the theory of civil-military relations according to Samuel Hantington, which is then used to analyze the involvement of the military in supporting Indonesian political decisions (Huntington, 2000). In this study, we used qualitative research methods.

Abstract

Abstract: Post-mining land reclamation is getting more attention from many parties since it is perceived as a solution for creating more sustainable mining lands in Indonesia. Reclaiming mining land can reduce negative impacts and create more productive lands to generate more economic benefits. Collaboration and innovation from various parties such as the government, communities, private companies, and other stakeholders are needed to achieve this goal. This study explores data and information related to post-mining land reclamation alternatives by applying the concept of collaboration (co-creation) and innovation among stakeholders. The method used in this research is Systematic Literature Review. This method aims to review the relevant literature through a systematic process. There are 11 articles used as a source of literature review, which is grouped based on concepts and discussions following the topics raised in this study. The results of this study are a post-mining land reclamation idea and the concept of collaboration between the stakeholders to realize a sustainable post-mining land reclamation in Indonesia.Keywords: post-mining land; collaboration; innovation; sustainability

Abstract

This study explores the implications of adapting new habits to the administration of local government from various dimensions of government management. The main objective of this study is to show that the governance of local government in the new normal era can be productive in fulfilling the needs of the publics through changes in the administration of local government’s functions. This study places the presence of information and communication technology (ICT) as well as restrictions on social interaction in the new normal era, changing the way local government sector works. The approach departs from the main idea of adapting new habits as a conceptual framework to empirically examine changes in the dimensions of local government management which based on several factors, such as content, context, process, change outcomes and leadership. Furthermore, data collection gained through interviews with informants and data analysis are used to confirm the suitability of local government governance. The process is then carried on by formulating the concept of an ideal local government governance changes in the new normal era. The findings of the study show that local government governance system with the old paradigm is ineffective and inefficient for the fulfillment of public rights in the new normal era. For this reason, it is necessary to transform the governance of various dimensions in local government management. As originality/value, what is offered in this study is a modification of the system and working mechanism with a new paradigm for areas that are difficult geographically. This modification can be conducted in several actions, such as developing ICT applications and infrastructure; reorganizing the work system of all management dimensions that are trusted and accountable; increasing bureaucratic capacity and public knowledge; renewing the relationship between government and its people. This idea is relevant to the rapid development of the concept of adaptive governance and the strength of the role of ICT for individual and social activities.

Abstract

The community attends public hearings or other gatherings to provide feedback or ideas; provides information to DPRD members during working visits; and attends seminars or similar events to conduct studies or follow up on various studies to develop a Draft Regional Regulation. During the planning, design, discussion, promulgation, and socialization stages of forming regional regulations, the community tends to close itself off from the regional government and Regional People's Representative Council, giving the impression that the community does not want to participate. Because they are not interested in the formation of local regulations, several strategies can be implemented to stimulate community participation, including consolidating the power of the community, especially stakeholders; empowering the community (building critical public awareness); publishing the results of essential investigations or research; trying to influence policymakers; generating action and continuous movement.

Abstract

To overcome various problems that arise during the pandemic, the government has modified the policies of countries abroad that use regional quarantine policies or lockdowns as large-scale social restrictions (PSBB). This policy is adapted to different levels of severity in each city, district, and province. The Indonesian economy itself experienced a slight slowdown during this pandemic period. This slowdown could cause Indonesia’s economic growth to experience a minus level in the following years. Therefore, the government needs to make new policies for the Indonesian economy during the pandemic period and the new normal era. This study aims to see how the government’s policies will overcome the problems of the COVID-19 pandemic and the new normal era for development planning in Indonesia. This research will use a qualitative approach with data obtained from various previous studies and studies related to this research. The study results found that there was a need for a scenario to be created by the government to deal with this problem. Then the economy can be reactivated through cultural changes that are pretty significant in people’s daily behaviors.

Abstract

According to the ASN Law, State Civil Apparatus includes Civil Servants, also known as ASN, and Government Employees with Work Agreements, also known as PPPK. The repercussions of utilizing APBN or APBD cannot be separated from the management of PPPK. As a result, the management of human resource management must be considered. As a result, the purpose of this research is to examine the good governance of human resource management among government employees with work agreements (PPPK). The descriptive qualitative research approach was employed, with data collected through interviews, documentation, and observation. According to the study's findings, the purpose of hiring government employees with a work agreement is to provide services and perform responsibly in order to portray good governance. Government employees with work agreements will not only be able to wait for the government to make efforts to enhance their performance, but they will also be able to produce breakthroughs that will increase their quality or performance in realizing good governance.

Abstract

The purpose of this study is to analyze the challenges and constraints of government policy on online-based land transportation in the era of disruption. This research uses qualitative research design. The type of data used in this research is seconddary data. Sufficient data is needed as material for analysis in the discussion of this article. The data collection method used in this research is a literature study. Based on the analysis results, it can be concluded that the implementation of online transportation system policies in Indonesia has been able to improve the social welfare of some Indonesian people. However, there are still some obstacles in the social sphere in its implementation, such as government organizational structure, umbrella act, facilities, human resources, and the process. Meanwhile, blocks were also found from the driver's side, such as mobility gaps, differences in inaccessibility, the potential for accidents, and congestion, which can be a waste of energy.

Abstract

The national economic crisis faced by the central and regional governments faces considerable challenges in maintaining economic stability due to economic uncertainty that has an impact on economic activity. The purpose of this research is to strengthen the economies of rural communities in the long term by realizing the welfare of rural communities continues to increase through improving the economies of rural communities by fostering business actors by managing village potential. This study uses a qualitative approach to describe social phenomena that occur in rural communities as it seeks to strengthen the village economy. The type of research resulting from the selected qualitative method is descriptive research. These findings on strengthening social capital through community participation need support from local values.

Abstract

As one of the countries affected by the COVID-19 pandemic, Indonesia has a death toll of 7.8% of the total deaths due to the COVID-19 disease in the world. This figure is one of the highest death rates in the world. Of course, if it is not handled correctly, then various problems will continue to emerge from each other, so it can have a long-lasting bad impact if it is not appropriately handled. Therefore, the researcher intends to examine how the government will make economic policies in Indonesia to overcome the COVID-19 problem. This research will use a qualitative approach through the case approach method. The findings obtained from this research suggest that the government should make new economic policies to help various elements of society deal with the COVID-19 pandemic. These policies include reducing electricity and fuel costs, direct assistance in cash, issuing pre-employment cards and food cards for recipients, free examinations, and special incentives for medical staff.

Abstract

The purpose of this research is to undertake a legal analysis of the anti-corruption procurement process for government goods and services through the use of good governance. The research approach employed in this study is a normative juridical one, which involves studying legislative rules and examining corrupt activities that occur in the sphere of procurement of goods and services. The sources of law in this study are material law sources and traditional legal sources. Based on the analysis of legal authorities, it can be concluded that the criminal act of corruption in the procurement of government goods and services has violated the regulations in Article 2 paragraph (1) of Law No. 31 of 1999 and Law No. 20 of 2001 on Corruption. The implementation of good governance in preventing corruption in the procurement of goods and services is seen from two aspects, namely internal and external aspects. Internal elements include improving the quality of internal resources in government organizations and increasing accountability and transparency. In contrast, external elements increase community participation, legitimacy, and anti-corruption socialization through various media.
