Abstract

The development of media based on the internet has not dampened the existence of television broadcasts, because the penetration of information through television is still the highest. In terms of broadcast infrastructure quality, Indonesia lags behind other countries. Indonesia still uses analog channels while other countries have turned off analog broadcasts and switched to digital broadcasts. On top of that, it is necessary to describe the migration policy of analog television broadcasts to digital broadcasts that supports the improvement of television broadcast quality in Indonesia, and the prospects for the post-migration broadcast industry from analog television to digital broadcasting. The result is an analog switch off (ASO) which encourages efficient use of frequency bands in Indonesia. However, it is suspected that the implementation of digital television free-to-air (FTA) migration could damage the broadcast business structure. By 2022, there will be 103 licensed digital broadcasters and 728 broadcasters who will migrate to digital. The number of broadcasts will have an impact on the level of competition between broadcasting institutions to get cake as a source of life. In terms of nice breadth, niche overlap, and nice, all major broadcasts will still dominate the competition map in the broadcast industry. Meanwhile, local broadcasting institutions that are established in the regions will find it difficult to compete.

Abstract

The purpose of this article is to investigate the implementation of HIV/AIDS prevention policies at the Bali Provincial AIDS Commission. Despite the fact that the Bali Province has published an HIV/AIDS prevention strategy, there are still cases. The research method employed is a qualitative descriptive method. The data is then collected through interviews and documentation. According to the research findings, the Bali Provincial AIDS Commission's implementation of the HIV/AIDS Control Policy has not been carried out optimally. The constraints that become problems are the standard and policy objectives, resources, characteristics of implementing organizations, dispositions (attitudes) of implementers, and communication between implementing organizations and the social, political, and economic environment. From the common factors and policy objectives, there is no Regional Action Plan Strategy, and KPA Strategic Plan, human and financial resources are still lacking, so they need to be maximized; from the characteristics of the implementing organization, not all stakeholders carry out and carry out their roles in HIV/AIDS prevention efforts, public attitudes are still less sensitive against HIV/AIDS prevention efforts, communication between stakeholders and the community has not been in the same direction and line with the environmental conditions of the community, which are not yet conducive, there is still a stigma against people living with HIV/AIDS (PLWHA).

Abstract

This study aims to examine the negotiation of religious identities within the community of Kalipasir, Tangerang, using data obtained from in-depth interviews of a resident, head of RT and RW. Kalipasir is a religiously divided community, yet there has not been any conflict. The results showed that the negotiation of Buddhist-Confucian identity uses the local language, diverting economic activities with the potential for conflict, tolerance, contributing, and participating in celebrating Islamic rituals. Identity negotiation in the Islamic community is accomplished through ensuring minorities are protected from oppression, avoiding disrupting rituals, utilizing acculturative architecture, and refraining from performing missionary activities. Meanwhile, Christian identity is being negotiated by maintaining distance and only engaging in missionary operations among Buddhist-Confucians. This indicates the assimilationist model attained through communication can be used to build tolerance in Indonesia through multiculturalism.

Abstract

Various changes that occurred due to the emergence of COVID-19 and the entry of the new normal era led to the government’s need for innovation and new development in providing public services to the community. This study aims to examine how the government can create innovations and develop various public services in Indonesia in the new normal period. This research will use a qualitative approach using analytical methods. The data in this study was obtained from various studies and studies that are still relevant to this research. This study found that the government has made multiple innovations for the public service sector. The form of these innovations is the focus in the APBN budget to deal with the APBN in such areas as health, education, social, or economic aspects. This is developing following the Industrial Revolution 4.0 era and the paradigm in public administration, which conceptually adopts many practices from private organizations. The government establishes partnerships with private organizations to study and seek innovative ideas in public service.

Abstract

This research aims to give an explanation about the reinforcement of local supervisory institutions over local regulation in the future since 2020, playing an important role as the manifestation of local autonomy, so that the regulation establishment under supervision ending up with the revocation of local products can be minimized, recalling many revocations conducted in 2016, indicating that local regulation is problematic. This article was the result of a doctrinal study with library study and secondary data. The conclusion of the research was that in Indonesia there is a preventive supervision over local legal products by the government, including the Governor and repressive supervision conducted following a decision having legal consequence (rechtsgevolgen) in both autonomy and deconcentration duty fields. The reinforcement of local institutions focuses on good governance by actually applying an accountable, transparent governmental system and public participation since 2020. The presence of local legislative assembly and governmental representatives entering into the elements of local regulation development is reinforced, moreover, in the presence of the latest rules related to the Legislative Assembly, reinforcing regulation evaluation. The duty of supervising local regulations not ending up with revocation can be used as a recommendation to the government in the revocation of local regulations.

Abstract

This research will be carried out to find out how the trade balance of coffee commodities in Indonesia, the impact of international trade policies on domestic coffee commodity prices, the development of export and import processes for coffee commodities, and international trade policies for coffee commodities in Indonesia will be affected. This study will use a qualitative approach through descriptive methods with data from research and previous studies relevant to this research. This study found that there were fluctuations in the coffee export process in Indonesia, with a tendency for an increase. Meanwhile, in the import process itself, the fluctuations tend to be quite sharp, although there is a similar tendency to continue to increase. In the trade balance, it was found that the export volume of coffee commodities in Indonesia was higher than the value of the volume of imports. The coffee commodity could become one of the largest foreign exchange earners for the Indonesian state.

Abstract

This study identifies the political influence of Jokowi Mania volunteers on the policies of President Joko Widodo Period II. Joko Widodo's election victories in 2014 and 2019 did not occur without the role of volunteers. This political volunteer movement emerged based on shared unrest and the people's sense of distrust of the democratic space, which is dominated by political parties and politicians who are problematic. This research uses qualitative research. The data collection technique was obtained by using the Ncapture feature on the Nvivo 12 plus, where the Ncapture feature is a web browser extension developed to capture web content in the form of website content, online media, and other document content such as scientific articles and collections of observers' opinions regarding the policies of President Joko Widodo. Based on the study results, four important points have been analyzed by researchers using crosstab on the Nvivo 12 Plus. The first is advocacy, with a percentage of 35.71%, the second is monitoring, with 21.43%, the third is the program, and the last is reconciliation, with 19.05%. The political policies carried out by Jokowi Volunteers also affect most of those who used to be policy volunteers are now part of the government and occupy strategic positions.

Abstract

This research is directed to know, understand and describe the actual situation in the field in detail and actual about the standards and objectives of policy implementation in handling street children in Serang City Banten Province. Therefore, the research method used in this study is qualitative methods. This research shows that every activity carried out by the government has a legal basis for reference in acting. In addition, the existence of a legal basis shows the existence legitimacy of the community to the government to carry out its functions as government administrators. The purpose of a legal basis in government activities is to prevent deviant actions that can harm the community. So the Serang City Regional Regulation Number 2 of 2010 is the basis for the Serang City Government in implementing the handling of street children in Serang City. However, the standards and targets of policy implementation are not yet appropriate because the regulations only regulate children, in general, do not explicitly regulate the handling of street children.

Abstract

This research is motivated by the ineffectiveness of the implementation of the Family Hope Program Case Study of Public Health in Cimaung Village, Cimaung District, Bandung Regency. Based on these problems, it can be formulated as follows "How Big is the Effect of Supervision on the Effectiveness of the Hope Family Program (Case Study of Community Health in Cimaung Village, Cimaung District, Bandung Regency)". Analysis of research problems using Supervision theory from William H. Newman in the form of dimensions of Preliminary Supervision (feedforward control), "concurrent control" (concurrent control), and Feedback Control (feedback control). As for effectiveness theory, the Gogginet all theory approach is used in Sumaryadi, namely Procedural, Objective/Results, Monitoring and evaluation. Based on these theories the researcher proposes the hypothesis "The magnitude of the Effect of Supervision on the Effectiveness of the Family Hope Program (Case Study of Public Health in Cimaung Village, Cimaung District, Bandung Regency) is determined by the dimensions of feedforward control, concurrent control, concurrent control, feedback control. The method used in this research is Explanatory Research method, while the source of data collection comes from primary data sources and secondary data sources, sample collection techniques for Social Service Officers, PKH Companion, and PKH Recipient researchers used simple random sampling. The data analysis technique used is Simple Linear Regression. Based on the results of data processing, the results of the study show that there is a positive and significant relationship between Supervision of the Effectiveness of the Harapan Families Program (Case Study of Community Health in Cimaung Village, Cimaung District, Bandung Regency). he hypothesis proposed in this study was empirically tested.

Abstract

The Covid-19 pandemic affected both the health and economy of different countries, including Indonesia. This led to the issuance of several policies by the government to ensure economic recovery. Therefore, this study aims to examine the government policies implemented as a response to the impact of Covid-19. These policies are generally grouped into four which include fiscal, monetary, macroprudential, and emergency liquidity. A descriptive qualitative method was used to analyze their performance in dealing with the economic crisis caused by Covid-19 using Nvivo12 Plus software. The results showed that the most widely used is the fiscal policy with 62% followed by macroprudential with 20% while monetary and emergency liquidity is 9% and 6%, respectively. This implied that fiscal policy is the main support for the Indonesian government's economic recovery.
