Abstract

Political rights of citizen are an important aspect of Indonesian Democracy Index (IDI). However, in the 2014 Election, this aspect, particularly IDI of West Java, showed the lowest number. One of the efforts have been made by Election organizers to fulfill the political rights of citizen is to make accessibility as the principle of Election through Election Commission Regulation (PKPU). This study addresses why the aspect of the fulfillment of political rights of citizen is low in IDI; and how the principle of accessibility in to fulfill political rights of citizen is being implemented. The corpus of this study is document of IDI West Java Province and information of online media. The results indicate that; first, the implementation of the fulfillment of the political rights of citizen in the 2014 Election in West Java had a number of obstacles, namely the regulation of the accessibility principle is still limited; the lack of data of persons with disabilities; and the weakness of Election organizers concerning voters with disabilities. And secondly, efforts to implement the principle of accessibility by Election organizers are mostly concentrated in the election period implementation process, while the implementation process of the pre-election and post-election periods tends to be ignored.

Abstract

This study examines the correlation between Islamic doctrine of the concept of state and government system with the ambition of some Muslims to revive sharia values in a country. Literature research methodology is employed to explore ideas of Islamic political thinkers, ranging from classical and medieval, era such as al-Farabi, al-Mawardi, Ibn Taymiyyah, to the modern era and contemporary scholars, such as al-Attas, Fazlur Rahman, and Arkoun. The validity of the democratic system and the form of an ideal state for Muslims are debatable among Muslim scholars. The concept of civil society that becomes a manifestation of civil society is believed to have been practiced in the historical period of Islamic government.

Abstract

The effort to encourage more subdistrict optimal roles in comunity service by giving authority in the field of licensing as one part delegating authority (Law No.23 of 2014). Subang regency has been implementing this delegating authority since 2012. Licensing services in subdistrict in addition to saving time and costs, can contribute to the PAD, therefore in this study tries to analysis the result of evaluation of the implementation of policy delegating authority in 2015 with a frame of thought on two aspects i.e.what effort have been made and obstacles encountered.This research uses descriptive qualitative approach method, technique of collecting data through observation, documentation analysis and in-dept interview.The results showed that the evaluation to measure the optimalization of delegation of Bupati authority in licensings aspect to Camat can not achieve the goals of policy formulation, it is influenced by factors not yet the existence of the innovation and creativity of public service, havet yet been able to create legal certainty, and havet been able to efficiently utilize the authority assigned because sub-district Sagala Herang havet been able to set up the necessary administrative devises includes a special apparatus resources to handle the licensing authority.

Abstract

The local politics in West Kalimantan thick politically charged ethnic identity. Local political politically involved two ethnic identity which is a native of West Kalimantan, namely ethnic Dayak and Malay. The state of the two ethnic rivalry is becoming more open in the era of district autonomy that is triggered by direct local elections. This competition occurs because history records that the ruling ethnic elite running ethnic hegemony over other ethnic groups. Regional head election (PILKADA) is currently running. Of the seven districts in West Kalimantan which organizes PILKADA very apparent that they are oriented to capture the voice ethnicity. Ethnic identity became a political commodity since this issue most easily sold to seize the people's voice. This paper use the incorporation of the views that are instrumentalism and internal colonialism perspective . The author has the view, that perspective instrumentalism able to see how an elite play social identity and cultural group to gain power and view of internal colonialism that saw socio-economic disparities and discrimination as the root of the strengthening of solidarity groups. This view is helpful to explain the fanaticism ethnic factor as a cultural strategy that occurred in the present and why identity politics in West Kalimantan is an inherent part of the local politics of this period.

Abstract

This study describes the accountability of the management of village fund allocation (ADD) in the village Budugsidorejo Sumobito District of Jombang in 2015. The aim of this study is to describe and explain the presence or absence of accountability in the management of ADD in 2015. The theory that formed the basis of looking at accountability ADD is Rahardjo Adisasmito concept of accountability by which to see accountability in financial management can be seen from the indicators of financial accountability, accountability benefits and procedural accountability. This study uses qualitative descriptive method and determination of informants by using purposive sampling technique. The results of this study indicate that accountability in the management of ADD are in accordance with the applicable procedures and can be realized because of the internal and external oversight. Given such surveillance raises their awareness that the programs funded from ADD should be accounted for as well as possible.

Abstract

The qualitative research addresses the political logic of why and how the incumbents succeed and fail in direct election for regional heads (pilkada) in emerging democratic Indonesia. De Mesquita et al. (2003) believe that, to survive in office, a leader needs to offer a benefit at least equal to the greatest possible benefit offered by a potential challenger. Particular to the pilkada cases in Indonesia, Erb and Sulistiyanto (2009) elaborate several factors connected to reward and punishment logic that may lead to the incumbents survival and failure in re-election bids. This study expands the logic by revealing that populism, rivalry, and tangibility are the core strategies for the successful incumbents in retaining their offices in four rural and urban regions in East Java. Particularly, the survival of an incumbent hinges on his capacity to manage rivalry risks, namely the capability to manage support and opposition both from formal and informal actors through fair or unfair means. These strategies, then, foster the success of patronage-based winning tactics to retain public office in the pilkada. To better assessment, it calls for the importance of democratic accountability as a complementary perspective (to consolidology) in measuring the progress of democracy in the country.

Abstract

This paper investigates that influence of television for political behavior in Indonesian election on 2014. There is important to identify that televisions in Indonesia is a tool of capital to construct political perception of Indonesian citizens. Public resources information as television in Indonesia has not really objective, in addition there are the domination of media owner interesting for news information which is published. This paper focuses on understanding on young citizen segmentation whose have the high contribution for Indonesian election voters. Literature review and analytical are applied to the media domination model for support argumentation of highly influences of television in Indonesia. Based on explanation in this paper, we can understand that Indonesian election 2014 is not only about competition of candidate, it is clear that media owner competition.

Abstract

This article related to the use of signs and symbols as a protest vote beyond the invalid votes of the presidential election 2014 in Daerah Istimewa Yogyakarta (DIY). This paper will interpret the hidden messages conveyed by voters through a ballot. This article contributes to solve two problems at once, the conceptual and practical. Conceptually, there is a gap in the study of protest voting. Protest voting describes that voting as not only used to support candidates or parties but can be used as a form of protest. However, in this paper the protest was not conveyed through voting but using signs, symbols, or messages in ballot. Practically, there are problems in the electoral system on viewing people votes. The current electoral system generalizes the approach on viewing invalid votes. Whereas, there some hidden messages of people votes and the essence of the election itself beyond the invalid ballot papers. This paper shows that these messages can not be accommodated by the current electoral system. Those include an indication of post-election money politics, expressions of blissful voters delivered on the ballot, the expletives and insults expressed by voters, a rejection of the candidates, and also a rejection for the current electoral system.

Abstract

Communication is a strategy to deliver information to the public and medium to develop a good will in citizen both human and infrastructure development. Good communication must be acquired by many stakeholders of the citizen in all hierarchy of the government; one of them is the village headman. The village headman as a stakeholder of the village is required to be able to interact properly in term of communication and village development. Innovation and ideas about latest development cannot run properly without good communication between village headman, community leaders and villagers. This study investigated the communication style done by the village headman. It was conducted in village Kalisidi, Gonoharjo and Diwak. As the result, there are some communication style done in these villages among stake holders and the citizen. They are: (1) A direct approach to the society (informal communication to village communities); (2) Approach among Village Community Institutions (communication group of community and communication networks); (3) Public Communication by using Social Media, and (4) Public Information Board as a medium to inform village annual budget as a form of transparency and socialization of village resort and rural education movement.
