Abstract

The implementation of the policy is not just discussing the problem of implementing the decision, but further the implementation of the policy discusses the actualization step which is more interactive between the government and the community. Disaster preparedness is one of the important concerns in non-natural preparedness, namely minimizing the risk of technological failure on ships. Oftentimes news of ship accidents occur because of technological failures and the unreadiness of personnel to provide facilities in the ship production process. The purpose of this study is to examine the implementation of PT DRU's preparedness in dealing with disaster risks. In general, PT DRU has not yet collaborated with various disaster agencies to anticipate the occurrence of major disaster risks. The responsiveness of PT DRU through HSE as a unit that handles disaster preparedness on an internal basis shows the organization's lack of progress in increasing the capacity of personnel and completeness of safety facilities. In the organizational unit it shows that HSE was formed when PT DRU was established because of the importance of disaster risk management units by optimizing disaster preparedness through training.

Abstract

Penyelundupan benih lobster merupakan salah satu tindak pidana yang sedang marak terjadi di wilayah perairan Provinsi Lampung, hal ini diketahui berdasarkan data pada Ditreskrimsus Polda Lampung yang menunjukkan bahwa terhitung sejak Tahun 2017 hingga Tahun 2019 jumlah tindak pidana tersebut cenderung meningkat.Penelitian ini akan memfokuskan pada permasalahan tentang terjadinya tindak pidana penyelundupan benih lobster di Provinsi Lampung, upaya penanggulangan tindak pidana penyelundupan benih lobster di Provinsi Lampung, hambatan dalam penanggulangan tindak pidana penyelundupan benih lobster di Provinsi Lampung, dan kerangka internasional dalam pencegahan penyelundupan benih lobster. Metode yang digunakan dalam penelitian ini adalah penelitian hukum normatif-empiris. Hasil penelitian menunjukkan bahwa tindak pidana penyelundupan benih lobster di Provinsi Lampung terjadi karena tingginya kebutuhan lobster dari berbagai negara sedangkan di perairan Lampung memiliki potensi lobster yang cukup memadai, rendahnya kesadaran masyarakat atas dampak lingkungan, pemberian sanksi pidana kepada pelaku belum memberikan edukasi, serta pengawasan di wilayah perbatasan perairan tidak dilakukan secara optimal. Adapun upaya penanggulangan yang dilakukan adalah dengan tindakan preventif dan tindakan represif. Sedangkan yang menjadi faktor penghambat paling dominan dalam tindakan preventif adalah faktor masyarakat dan faktor kebudayaan, selanjutnya dalam tindakan represif adalah faktor perundang-undangan yang mewajibkan adanya koordinasi proses penyidikan antara penyidik kepolisian dengan PPNS dan faktor penegak hukum yakni tidak semua penyidik berpendidikan sarjana hukum serta menumpuknya beban kerja. Kerangka internasional pencegahan penyelundupan benih lobster bersumber dari ketentuan yang termuat dalam UNCLOS 1982, RMFO, CCRF, IPOA, serta RPOA.

Abstract

This study aims to determine the role of the village government in the development of the agricultural sector in Wates Village, Jenangan District, Ponorogo Regency. The type of research is qualitative with a descriptive approach. The research location is in Wates Village, Jenangan District, Ponorogo Regency. The key informants in this study were the Head of Wates Village and representatives of the Wates Village Farmer Group Association (Gapoktan). The research instrument consisted of interview guidelines, field observation notes, and documentation. From the research results, it is known that the Head of Wates Village has a very significant role in agricultural development in Wates Village, which is shown by: 1) Head of Wates Village is able to provide direction to subordinates in implementing development, 2) Head of Wates Village is able to make decisions in the process of implementing development, 3 ) Head of Wates Village is able to coordinate the implementation of village development; 4) Head of Wates Village is able to supervise activities in the process of implementing village government

Abstract

Kuantan Singingi Regency must also strengthen the BUMDes owned by the village. Based on the data obtained, Kuantan Singingi Regency has a total of 218 villages, of which there are as many as 100 villages that already have BUMDes and 118 villages that do not have BUMDes. From villages that already have BUMDes, one of them is Sako Margasari Village, Logas Tanah Darat District Kuantan Singingi. The reality of BUMDes in Sako Margasari Village is still moving in saving and borrowing activities for the villagers. BUMDes owned by Sako Margasari Village have not been engaged in forming new business units in an effort to strengthen bumdes capital to support the community economy. This research found that the strategy of BUMDes Bintang Muda Jaya Sako Margasari Village in developing new business units through technological innovations in Sako Margasari Village, Logas Tanah Darat District, Kuantan Singingi Regency is still running not maximum. While the factors that hinder the implementation of bumdes strategy Bintang Muda Jaya Sako Margasari Village in developing new business units through technological innovations in the village of Sako Margasari District Logas Tanah Darat Kuantan Singingi regency is the low competence of BUMDes managers, the lack of business capital to open new business units and the lack of partners factor from BUMDes.

Abstract

Since the implementation of regional autonomy in 1999, the health sector has become a government affair carried out by the regions. Thus, the Ministry of Health no longer has a Regional Office like the Ministry of Finance or the Ministry of Religion. However, as a follow-up to regional autonomy, President Abdurrahman Wahid issued a Presidential Decree on Non-Departmental Government Institutions, which, regulates the establishment of the Badan Pengawas Obat dan Makanan (BPOM). BPOM functions as a central agency that has regional apparatus. In 2018, BPOM carried out administrative reforms by adding 40 new Echelon IV-level units in Loka Pengawas Obat dan Makanan. This study portrays administrative reform from the New Public Service perspective using an evaluation of the business process change framework, namely civil servants, citizens, public institutions, and processes. Loka POM's presence through BPOM administrative reform shows several New Public Service values ​​in civil servants, citizens, public institutions, and processes. This transformation is also supported by several performance data that show the expansion of drug and food control scope, allowing citizens to feel protected from drugs and foods that pose health risks. It requires comprehensive tools to measure outcomes, especially for citizens' elements. Through those tools, BPOM can identify their roles for citizens accurately.

Abstract

The US-China Trade War and the COVID-19 pandemic are unprecedented incidents involving Indonesia's traditional markets as the main actors, i.e. the US and China which impacted Indonesia's economy and trade indirectly. Market diversification to new market or non-traditional market is one way out that can be done to minimize the impact of the global crisis on the country, when traditional markets are unreliable, such as the United Arab Emirates (UAE) that has made a positive contribution both in investment and trade for Indonesia in the midst of a pandemic. However, Indonesia's exports to the UAE experienced a significant decline in 2018 after theprevious two years continued to increase. So that knowing the competitiveness of Indonesia's export products in the UAE is the purpose of this study. This research answers the prospects and challenges of Indonesian export products in the UAE by measuring the export performance in 2016-2018 using the Constant Market Share (CMS) and Revealed Comparative Advantage (RCA) analysis methods. This research uses descriptive quantitative method with secondary data and triangulation of data sources, methods, and theories as the validity and reliability methods. The results of this study indicate that the results of CMS and RCA are different so that the prospects and challenges for Indonesian products are also explained by the Indonesian approach and trade policies which lead to the conclusion that the UAE is a potential market to become non-traditional market for Indonesian economic development when its traditional markets are unreliable.

Abstract

This research aims to identify and evaluate the prospect of creating a pilot smart city area in North Sangatta Polder, Kutai Regency, in order to increase the development of a technology-based smart city. In this analysis, data collection techniques were obtained through the use of purposive sampling and accidental sampling techniques. The data analysis used in this study is a qualitative review that aims to explain in detail the growth prospects of East Kutai Regency, which is a smart city pilot area in North Sangatta. The results showed, for the North Sangatta Polder Research, East Kutai Regency, the prospect of developing a Smart City pilot area. Increase tourist visits outside the region, improve the regional economy, promote access to information for the community, increase technology understanding, create jobs, attract tourists by building tourism in North Sangatta Polder with the promotion of tourist objects that involve the government, private sector, and the community in management, growth, construction, and development of tourist objects.

Abstract

Dalam beberapa penelitian sebelumnya tentang e-village budgeting di Banyuwangi, asas good governance belum diteliti secara utuh, namun masih secara parsial. Penggunaan good governance hanya sebagai kerangka konseptual semata. Penelitian ini bertujuan untuk membahas mengenai implementasi e-village budgeting dalam keselarasannya dengan asas-asas good governance. Penulis menggunakan pengertian dan asas good governance berdasarkan UNESCAP. Penulis membatasi penelitian dengan meneliti dari segi transparansi, akuntabilitas, efektivitas dan efisiensi, rule of law dan equity and inclusiveness. Metode penelitian yang digunakan menggunakan pendekatan kualitatif dengan penelusuran studi literatur. Hasil penelitian menunjukkan bahwa inovasi e-village budgeting ini memenuhi asas good governance sehingga dikatakan bahwa inovasi ini berdampak pada masyarakat. Penulis juga menemukan bahwa dasar pemikiran penerapan e-village budgeting adalah kebutuhan untuk menunjang pelayanan masyarakat yang lebih baik dalam sistem demokrasi yang telah terinstitusioalisasi dan menjadi norma yang berlaku dalam dunia global.

Abstract

Indonesia has become an upper-middle-income country since 2020. It is also shifting Indonesia's role in foreign economic cooperation from a recipient country to a donor country. Indonesian foreign aid is not well managed so far because of a lack of coordination between the acting ministries and potentially inconsistent with Indonesia's foreign policy. This research uses qualitative methods through literature studies. The Indonesian Government has established Indonesian AID (LDKPI) to manage and centralize international economic cooperation and providing technical assistance to foreign governments/institutions. Professional and modern management of the institution in foreign aid will be aligned with the government's foreign diplomacy policy, reduce bureaucracy and business processes, also relieve the burden of the Indonesian state-budget.

Abstract

This research analyzes the possibility of hajj fund investment innovation in the field of superior product-based increasing ease of doing business (Ease of Doing Business) and competitiveness of the Indonesian economy. At the same time, we will try to examine the potential benefits of the UMKM hajj fund investment for the community and economic recovery after Covid-19. This research was conducted using a qualitative approach with descriptive methods. Descriptive method is used to provide a detailed description or explanation of a problem. Collecting data in this study using the information literacy method, the information literacy model used is The Seven Pillars of Information Literacy. The results show that investing in the MSME sector has several advantages that can be optimized with the availability of supporting regulations and the choice of products and strategies for implementing MSMEs that are potential to be developed. The MSME sector has potential benefits with shared risks, such as the parable, "don't put eggs in one basket". So it can be said to be an innovation when the risk of investing in Hajj funds can be minimized with a deployment strategy. Another result of hajj financial investment in the MSME sector is also very compatible to be implemented with kafah (comprehensive) sharia.
