Abstract

This paper is the result of research on Indonesian migration that focuses on the diaspora of the exile community in the Netherlands. The purpose to discuss this issue is to tell about the existence of an Indonesian community that has been exiled from the country for decades and became stateless or lost citizenship, because its passport was revoked by the Indonesian government. They are the generation who have been forced to move to several countries and choose to seek asylum in various Western European countries after the collapse of the Soviet Union. The history of their existence abroad as a result of the event of G30S/1965. They were abroad when the G30S occurred in the country. Their departure abroad was in the leftist (socialist) countries of the mid-1960s not because of political affairs but for various interests, but in fact it was related to the occurrence of the G30S/1965. In 1989 with the fall of communism and the end of the cold war after the collapse of the superpower of the Soviet Union, most of them have registered themselves as asylum seekers to several countries in Western Europe, including to the Netherlands. As a Dutch citizen, their descendants get education and work in the Netherlands. Their descendants feel that the Dutch or Europeans are his identity but the exiles keep their nationalism for Indonesia. We call that with long-distance nationalism.Keywords: Dutch, diaspora, exile community, asylum, citizenshipABSTRAKTulisan ini merupakan hasil penelitian tentang migrasi orang Indonesia yang fokus pada diaspora komunitas eksil di Belanda. Tujuan untuk membahas masalah ini adalah untuk menceritakan tentang keberadaan komunitas Indonesia yang sejak puluhan tahun terbuang dari tanah air dan menjadi stateless atau kehilangan kewarganegaraan, sebab pasportnya dicabut oleh pemerintah Indonesia. Mereka merupakan anak bangsa dari satu generasi yang terpaksa pindah ke beberapa negara dan memilih mencari suaka ke berbagai negara Eropa Barat pascaruntuhnya Uni Soviet. Sejarah keberadaan mereka di luar negeri sebagai akibat dari peristiwa G30S tahun 1965. Mereka sedang berada di luar negeri ketika terjadi peristiwa G30S di dalam negeri. Kepergian mereka ke luar negeri yaitu di negara-negara beraliran kiri (sosialis) di pertengahan tahun 60-an bukan karena hanya karena urusan politik, tetapi untuk berbagai kepentingan, namun pada kenyataannya disangkutpautkan dengan terjadinya peristiwa G30S tahun 1965 tersebut. Pada tahun 1989 dengan kejatuhan komunisme dan berakhirnya perang dingin setelah keruntuhan negara adi kuasa Uni Soviet sebagian besar mereka telah mendaftarkan diri menjadi pencari suaka ke beberapa negara di Eropa Barat, termasuk ke Belanda. Sebagai warga negara Belanda, anak keturunannya mendapatkan pendidikan dan bekerja di Belanda. Anak-anak keturunannya merasa Belanda atau Eropa adalah identitasnya akan tetapi orang eksil tetap menjaga nasionalisme mereka buat tanah airnya yaitu Indonesia. Kami menyebutnya dengan nasionalisme jarak jauh.  Kata Kunci: Belanda, diaspora, komunitas eksil, suaka, kewarganegaraan

Abstract

Kebijakan kesehatan adalah salah satu sumber penyebab pasang surut politik dan pergantian kekuasaan di Australia semenjak pemilu pada tahun 1940-an. Hal ini terjadi karena adanya perbedaan dan konflik ideologi dari berbagai kelompok kepentingan dan stakeholders di sektor kesehatan yang saling memperjuangkan kepentingan mereka di berbagai lini. Nuansa perang kepentingan itu terlihat jelas dari ketidakstabilan kebijakan kesehatan akibat perubahan dan pergantian kebijakan yang biasanya didahului oleh pergantian kekuasaan. Bila partai yang berkuasa adalah partai liberal yang propasar, maka kebijakan kesehatan diarahkan pada minimalisasi peran negara dalam layanan kesehatan dan mendukung peran yang lebih besar bagi sektor swasta dan individu. Sedangkan bila partai sosial demokratik yang prorakyat berkuasa, mereka berjuang sekuat tenaga untuk mendorong peran negara yang lebih besar dalam mewujudkan negara kesejahteraan khususnya dalam menjamin layanan kesehatan. Meskipun kebijakan kesehatan mengalami pasang surut seiring pergantian kekuasaan dan resesi ekonomi yang menyebabkan biaya kebijakan sosial makin mahal, Australia sampai saat ini mampu menjamin akses layanan kesehatan gratis untuk semua warganya (universal coverage) dengan tidak mengurangi mutu dan kualitas layanan kepada semua warganya. Bahkan Australia saat ini termasuk salah satu negara dengan kualitas layanan kesehatan terbaik di dunia.

Abstract

Accessibility is one of the most important components in construction toward the realization of common justice, especially for persons with disabilities and oldster. One of the form of accessibility is a guiding block, or tactile paving, which is designated as a walking guide for the visually impaired. Guiding blocks  are paving  with a special texture that can be felt by the sole of the foot when walking. This paving was discovered in Japan in 1965, then spread throughout the world. Then finally Indonesia is one of the users of this paving. The purpose of this study was to compare the conditions of guiding block installation between the city of Surakarta and Nagoya City. The results show that guiding blocks are very common in various places in Nagoya City, while in Surakarta there is a contrast condition. Many important public places in Surakarta are not equipped with guiding block. In addition, many guiding block that found in Surakarta are lack of  adequate installation of accessibility for the visually impaired.Keywords: accessibility, visually impaired, guiding blockAbstrakAksesibilitas adalah salah satu komponen penting dalam pembangunan demi terwujudnya keadilan bersama, terutama bagi para penyandang difabel dan orang tua.  Salah satu bentuk aksesibilitas adalah ubin tekstur pemandu, yang diperuntukkan sebagai panduan berjalan bagi tunanetra. Ubin tekstur pemandu adalah ubin dengan tekstur khusus sehingga dapat dirasakan oleh tapak kaki ketika berjalan. Ubin ini ditemukan di Jepang tahun 1965, kemudian menyebar ke seluruh dunia. Hingga akhirnya Indonesia ditengarai sebagai salah satu negara pengguna ubin ini. Tujuan dari penelitian ini adalah untuk membandingkan kondisi ketersediaan ubin tekstur pemandu antara di Kota Surakarta dengan Kota Nagoya. Hasil menunjukkan bahwa ubin tekstur pemandu sangat biasa dijumpai di berbagai tempat di Kota Nagoya. Berbeda dengan di Kota Surakarta, banyak tempat-tempat umum penting yang belum dilengkapi dengan ubin tekstur pemandu. Selain itu, banyak ubin tekstur pemandu yang ditemukan di Surakarta kurang memenuhi kelayakan aksesibilitas bagi tunanetra.  Kata kunci : aksesibilitas, tunanetra, ubin tekstur pemandu

Abstract

Taiwan’s ageing population has boosted the high rate of demand for caretakers. Many caretakers came from Southeast Asian countries such as the Philippines, Vietnam, Thailand, and Indonesia. Since 2005 Indonesian Workers have dominated the market share of the welfare sector. However in 2015 the Indonesian government launched a zero-maid policy, in order to terminate the sending of unskilled workers. The other goal is to provide better protection for migrant workers abroad. Taiwan becomes one of the targets of this policy. In fact, this policy will certainly create great impact on the supply of labor in the welfare sector in the future. Moreover, Taiwan has launched a national ten-year long-term care. So, how the Taiwanese government respond to this policy? Will the Indonesian workers’ shalt position be replaced by other Southeast Asian workers? This article aims firstly, to understand the position of migrant workers among other foreign workers working in the welfare sector in Taiwan. Secondly, to understand the Taiwan government’s efforts in response to the Indonesian government’s plan. This study uses literature study and interviews. This issue will be analyzed using economic and social approaches. The data used are from the range of 1992 to 2015.Keywords: ageing society, Taiwan, Indonesian workers, employment policyAbstrakPenuaan penduduk Taiwan mendorong tingginya laju permintaan akan tenaga perawat. Selama ini tenaga perawat didatangkan dari negara-negara Asia Tenggara, seperti Filipina, Vietnam, Thailand, dan Indonesia. Sejak 2005 Tenaga Kerja Indonesia (TKI) mendominasi pangsa pasar sektor kesejahteraan sosial. Namun di tahun 2015, Pemerintah Indonesia mencanangkan zero-maid policy, yaitu penghentian pengiriman TKI tidak terampil. Tujuannya tidak lain adalah untuk memberikan perlindungan yang lebih besar bagi TKI di luar negeri. Taiwan menjadi salah satu target dari kebijakan ini. Kebijakan ini tentu akan berdampak pada ketersediaan tenaga kerja pada sektor kesejahteraan sosial di Taiwan di masa depan. Apalagi Taiwan sudah mencanangkan national ten-year long-term care. Lantas, bagaimana respon pemerintah Taiwan terhadap kebijakan ini? akanlah TKI digantikan posisinya oleh TKA lainnya? Artikel ini bertujuan untuk pertama, memahami posisi TKI di antara tenaga kerja asing lainnya yang bekerja di sektor informal di Taiwan. Kedua, memahami upaya pemerintah Taiwan dalam menanggapi rencana pemerintah Indonesia tersebut. Studi ini menggunakan studi literatur dan wawancara. Persoalan ini akan dianalisis dengan menggunakan pendekatan ekonomi dan sosial. Abstract

Globalization has encouraged the emergence of a challenge to respect minority rights are stronger in almost all countries are plural. The appearance was not only urged the governments in many countries to change their vision of nationalism, it even challenged the great narratives such as Islam, democracy and human rights to change the doctrine of justice that are not conventional. For that Islam, democracy and human rights alike are facing a change that can no longer be seen with the measures and standardization of the old uniform. This paper raised the challenge of empirical findings in Southeast Asia by taking samples of Malaysia, Thailand, and Philippines.

Abstract

This article focuses on transnational migration in Europe, primarily on the Turkish migrants diaspora and their citizenship participation in the Netherlands. Their migration history and its patterns are unique, thus interesting to be explored. The presence of the Turkish migrants has enriched the ethnic diversity in the European Society, including the Dutch. They seek for acknowledgement in their host country through citizenship, to gain various accesses from the local government to the European society in general. The basic analyses of the paper based on empirical studies on the Turkish migrants. The questions posed in this article are (1) what is the importance of being European citizen and why are they applying the Dutch citizenship? (2) How is the relationship between the Turkish migrants and the Dutch government especially to gain various accesses from local government? To answer these questions, the article will explore the history and motivation of the Turkish, interaction between the Turkish migrants and the native society, and how they interact with other ethnic groups, local institution and government. These would lead to the discussion about the participation of the Turkish migrants on the public spheres.Keywords: transnational migration, Turkish migrants, integration, Dutch citizenship

Abstract

Barangay Kakai Renabor is a small district in Lanao Del Norte, Philippine. It is renowned as the area of conflict.Christians and Muslims used to fought one another, and living in emotional tension that guided them to commitvarious violences. Disharmonious relationship was exist because every group insists to live exclusively in Barangay,and striving to eliminate the existence of others. There were only two choices: Christians without Muslims or Muslims without Christians. So did their previous story. Recently, they live conjointly harmoniously. They work cooperatively both in planting and harvesting. Indeed, they do it in one similar terrain. Christians and Muslims bury their bad memories and wounds. They live side by side with the spirit of mutual respect and mutual understanding inthe Barangay community. This paper aims to discuss the conflict transformational process which has accomplished in order to reconcile Christians and Muslims, how they overcomed tensions, and what they required to develop a better future. In doing so, this paper will describe how they solved the conflict, what sort of tools they used, and what the expected-future they need.Keywords: Christians-Muslims relationship, violence, peace, and conflict transformation.

Abstract

Penyerangan armada besar China ke Formosa di bawah pimpinan Cheng Cheng Kung atau lebih dikenal sebagai Coxinga pada bulan Mei tahun 1661 membawa kekalahan bagi Belanda (VOC) yang akhirnya menyerah pada bulan Februari tahun 1662. Penyerangan ini mengakhiri supremasi Kongsi Dagang Hindia Belanda di pulau ini. Belanda membangun pelabuhan di Formosa pada tahun 1642 yang terbukti memberi keuntungan berkat posisi strategisnya sebagai pelabuhan transit bagi jejaring pengiriman barang di Asia. Untuk memahami berbagai faktor penyebab kekalahan Belanda, perlu diketahui alasan kedatangan Belanda ke pulau itu dan posisinya di tengah kekuatan besar di Asia Timur, khususnya Dinasti Qing Manchu, Shogun Jepang dan Admiral Cheng. Tulisan ini sebagian besar bersumberkan dari materi sekunder tentang Formosa dari berbagai topik. Tulisan ini hendak mengulas lebih dalam dan bercerita lebih detil berbagai faktor yang mengakibatkan kekalahan Belanda di Formosa dengan perspektif lebih luas, terutama menyangkut posisi Belanda di Asia Timur dan pelbagai perubahan peristiwa di daerah sekitarnya.Katakunci: Formosa, Belanda, Coxinga, Cina.

Abstract

Today the student mobility becomes an important issue in the global dynamics. As a student, they have good qualifiation with their high level of education, and at the same time their access to the international labor market also open wider. However, on the other hand, based on the resources and networks that they have, they also have many opportunities to engage in the public activities, which related to social and political issues, both in their own fatherland or as a part of the world.
