Abstract

Society as the highest sovereign philosophically very worthy of getting the best services of the State Civil Apparatus (ASN). Law Decree No. 5/2014 on the State Civil Apparatus arranged ASN's role is to realize the national development through a professional public service, free from political interference, and free from corruption, collusion, and nepotism. But reality shows ASN service in Indonesia still indicates a violation of moral and ethical, the bias of particular interest, as well as public service management processes are fully engineered and camouflage. In the practice of governance in Indonesia ethical problems is a necessity. Ethical problems of the services provided by the ASN for this is still limited to a commitment that is taken for granted, and not yet a reality in everyday behavior. Whereas in the legislation contains a code of conduct based on the ethics of religious, cultural, social and ethical governance.

Abstract

Investment is one of main factor on the economic growth increasing at the region. Investor will help government and society make the potential of that region be more function than before. But, the problem is investor always get obstacle like the permit or allowance at that field. It makes investor has uncertaint feeling for processing its investment.Now, government have awareness the significant of public service at investment sector. Then create a concept of one stop service which give the whole of processing at permit and non permit, begin from collecting documents until the publishing of allowance letter worked at one office. So that Government of Blitar Region does the same thing for easiness and simplicitiness at permit and non permit for society and investor.

Abstract

Planning of human resources as a key instrument in the implementation of delegation authority or sharing of power to the three Municipio through Law No. 4/2014 on the organic statute of structure administrative pre-deconcentration in East Timor legally, planned, gradual and continued in three Municipio. The results showed that technically the human resources planing in terms of quality and quantity is not enough to fill a administrative pre-deconcentration in three Municipio. While planning the placement of employees on the structure of the administrative pre-concentration has not done. Because it is the competence of National Permanent Technique Group which consists of 12 Ministers, four secretary of state and civil service commission. supporting factors, among others: the strategic plan, (Municipality Strategic Development MSD), budgeting, the new activities and design of structure and official duties. The inhibitory is the economic situation, politics, social and culture, legislation, technology and competitors. Advices research, Pertaining to the human resource, relating to the planning of personnel resources is need further research studies related gender, As in the process of administrative pre-deconcentration Municipio is a new concept and the first time implemented in three Municipio in East timor. The new employee recruitment was the need and the resources available based on the concept o the right man on the right job to succeed administrative pre-deconcentration in three Municipio Aileu, Ermera and Liquiça

Abstract

This study aimed to examine the effect of imlementasi system Freebalance in funds Civil Society on the quality of public services at the Directorate General of State Treasury of East Timor, to test the degree of influence the performance expectations of system implementation Freebalance to the expectations of the public service funds Civil Society, to test the degree of influence expectations of the business of implementation system Freebalance on the perception of public service funds Civil Society, to test the degree of influence of environmental conditions on the perception of public service funds Civil Society, to test the degree of influence jointly performance expectations, expectations of the business and the environmental conditions of the expectations of public services, to test the degree of influence the perception of public service funding Civil Society on the quality of public services, to test the effect of the level of expectations of public services to the quality of public services. This type of research using explanatory research (explanatory research) with quantitative approach. Samples taken are as many as 108 people and a random sample (random sampling) population of 147 people using the formula Yamane in Rachmat. By using hypothesis testing between independent variables with the dependent variable it can be seen that the performance expectations (X1) formed a direct and significant effect on the variable expectations of public services (Y1) with the value of the path coefficient of 0.417. Business expectation variable (X2) is formed direct and significant effect on the variable perceptions of service (Y2) with the value of the path coefficient of 0.42. Social environment variables (X3) formed a direct and significant effect on the variable perceptions of service (Y2) with the value of the path coefficient of 0.346. There is no direct influence between variable performance expectations (X1) via the service expectation variable (Y1) of 47.8%. This value is greater than the effect of indirectly between business expectations variable (X3) 39.6% and the social environment (X3) amounted to 35.4% through a service perception variable (Y2) amounted to 34.3%, still less than the direct effect between perceptions of service to service quality.

Abstract

Abstract : The lack of transportation facilities and infrastructure for the district of Oe-Cusse Ambeno, which is an enclave located in the middle of the region of Indonesian Republic, an area which is directly adjacent to several area of NTT (East Nusa Tenggara).The limitation or the lack of land, sea, and air means of transportation is a very alarming situation since East Timor became the Democratic Republic of Timor-Leste. The findings show that the lack of transportation facilities and infrastructure is due to the fact that the government still faces several constraints related to land transportation connecting Oe-Cusse with the capital of Democratic Republic of Timor-Leste. There are several factors that affect the role of government in planning the development of transportation namely; 1) supporting factors: a) the increasing number of transportaion service users , b) the demands of public transportation service by Oe-Cusse Ambeno people, c) The existence of a new status of Oe-Cusse Ambeno as a Special Administrative Region and the Special Economic Zone of Social and Trade , d) Oe-Cusse Ambeno is considered as both enclave and border areas. 2) hindering factors; a) political and security factors, b) the absence of maximum cooperation between the two countries (Democratic Republic of Timor-Leste -Indonesian Republic) in transportation sector, c) the border issue between the two countries is still debatable and d) the administration is still centralized.

Abstract

Poverty is a problem that requires countermeasures and systematic approach, integrated and comprehensive to meet the load and meet the basic rights of citizens through the development of an inclusive, equitable and sustainable to achieve a dignified life. To answer the problems of poverty, the Provincial Government Jambi produce a poverty reduction program Satu Milyar satu Kecamatan (SAMISAKE). The program took the form of assistance provided directly from the Government to the public in the form of surgical house, capital assistance, scholarships schools etc. The study is based on the findings of this thesis are: 1) planning is in conformity with the legislation just takes more effort to produce careful planning. It takes the involvement of all stakeholders in the planning process. If seen from the amount of the budget compared with the area, the amount of the budget it is still lacking; 2) Determination of target beneficiaries have been set in legislation, but the lack of data that is valid and up to date lead to less targeted recipients; 3) Should the excess of the underlying implementation of the law, should be able to be supported by the implementation of good management as well. Involving all levels of government in the region is also very important to be able to minimize the obstacles that occur in the field.

Abstract

Abstract : Parking problem is one of challenging problems to any governments, especially the government of the region with crowded and dense urban structure. The government of Pamekasan Regency has coped with this problem through Local Regulation which principally is designed at maximizing the role of local government as public servant to deliver optimum service to the community, to provide law certainty to the management of parking in Pamekasan, to press down the leakage of parking retribution, to increase Local Genuine Income (PAD) and to ensure the income of parking officer. Research type is qualitative. It means that this research produces a description about things associated with research. Qualitative data emphasize more on words than numbers. Descriptive approach is used and can also be defined as a problem solving procedure because it describes the condition of the subject or object of research, either the behavior of individual, group, community organization, and others, in recent time, or the tangible factors or what as should be.

Abstract

In reaction to the rapid increase of garbage, the Indonesian government has addressed the serious challenge of waste problems, and Malang Municipality local government established Malang Waste Bank (Bank Sampah Malang (BSM)) for the purpose of the implementation of reducing, reusing, and recycling (3Rs). The 3Rs are implemented by running a waste recycling business and encouraging people to separate their waste. This study aims to analyze the current reality of BSM activities and clarify its economic viability. In order to measure the economic viability of BSM, BSM’s budget performances were analyzed by using BSM’s financial statements, whereas the role of BSM as a social function is examined by analyzing the in-depth interviews, field observations, and secondary data. The results of the analysis show that BSM is not economically profitable. However, the existence of BSM should be maintained because it has many social benefits, such as changing people’s behavior toward waste, enhancing community participation in managing waste, and giving extra money to BSM’s members.

Abstract

The implementation at DNPA domain is organized by the stakeholders of the ministry. Decision is made based on consultation with stakeholders in the domain of ministry or ministerial line at ministry and junior minister offices. Some actors play important role in the implementation of planning and management policy for fishery sector. The actors may not only include governmental institutions but also private and community. Communication is a very important matter within institution and organization. Resources represent an important factor in the implementation of an activity or task because without resource, the assignment is hardly executed. Bureaucracy is a structure comprising of routine operational assignments that must be accomplished through specialization, regulation and quite formal stipulation.

Abstract

Penitentiary, or usually called LAPAS, is a place to foster inmates and detainees who experience the crisis of morality, reasoning and law awareness in the independence age of Timor-Leste. Research attempts to describe and to analyze the services provided for inmates and detainees at Gleno Penitentiary of Timor-Leste and also to examine the supporting and constraining factors. Result of research indicates that the implementation of services and fostering for inmates and detainees at Gleno Penitentiary is already conforming to the existing rules but several factors still influence the delivery of services such as lacking of human resource, structure and infrastructure, overcapacity and budget. It is recommended to the Ministry of Justice, through National Directorate of Penitentiary and Social Reintegration, to recruit adequate number of wardens, to improve the reliability of structure and infrastructure, to provide permanent medical staffs in Penitentiary, or to allocate additional budget from the government.
