RNAL PUBLIC POLICY (JPP) merupakan jurnal elektronik online yang diterbitkan oleh lembaga penerbitan Jurusan Ilmu Administrasi Negara, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Teuku Umar. JPP memuat kajian seperti Kebijakan Publik, Kebijakan Sosial, Pelayanan Publik, Administrasi Negara, Administrasi Bisnis, Politik dan Pemerintahan. Tujuan penerbitan jurnal ini adalah salah satu sarana untuk mewadahi kebutuhan peningkatkan kuantitas dan kualitas karya ilmiah dalam rangka pengembangan keilmuan, serta menyebarluaskan kajian Administrasi Negara, sekaligus sebagai wahana komunikasi di antara cendekiawan, praktisi, mahasiswa dan pemerhati masalah dan praktik Administrasi Negara. This research aims to explain about the policy taken by the government of Aceh Jaya in the management of the people of the gold mine. The data that is required in writing is obtained through library research and field. Library research done with how to read text books, legislation, and other reading material related to this research. While field research done by interviewing informants. The results of the study showed that the policy of the government of Aceh Jaya in gold mining management people in Gunong Ujeun has not satisfied. This is because there are still many cases of illegal mining and still many communities miners do not know about: Perbup that has been set by the government. This Research is about evaluation of the National Program for Community Empowerment of Marine and Fishery, in the matter of society business of salt empowerment in Prambangan Village, Kebomas District, Gresik Country. The purpose of study is to answer the problem of the study. And the research focus on: compile of detail planning for society business of salt empowerment at the Village Level, Distribution of community grants, increase of institutional capacity and Human Resources of Salt Farmers and Facilitation of partnership in society business of salt. This research use qualitative and descriptive methods. In collecting the data, researchers use the approach of observation, interviews, and focus discussion group. The techniques to analyze data is undertook qualitatively through steps of data reduction, data presentation and conclusion. Analysis was done by focusing on the findings of the data that has been gathered and the relevant information from the list of literature (secondary data). This research uses the evaluation and policy theory by FrankThomas J.Cook P.Schioli, Jr. and institutional theory. The results of this study find that the implementation of the National Program for independent society of empowerment of marine and fishery on society business of salt empowerment, which include: arrangement of detail planning of society business of salt empowerment in the Village Level, Distribution of community grants (CG), increase of institutional capacity and Human Resources (HR) of Salt Farmers provide yet an impacts expected and Facilitation of partnership in society business of salt do not provide yet an impact expected.Keywords: Evaluation, NPCEMF, CG SBSE

STRATEGI KEUCHIK SEBAGAI PELAYAN PUBLIK DALAM MENINGKATKAN PARTISIPASI MASYARAKAT Aduwina Pakeh

This paper aims to explain the alternative strategies that can be done by the Village Head (Keuchik) as public servants, especially those related to the service of population administration. Public services should continue to be improved and involve recipients of services. The problem is in the service process, in addition to the quality is still low, the public as recipients of services rarely included. The methods used in this study are qualitative and secondary data. It is found that there are at least two strategies that can be done in order to improve the service and public participation, such as the Citizen Charter and the application of information and communication technology. Based on these findings, Keuchik as public servant is expected to implement both strategies in providing and improving public services. The purpose of this research is to know and to explain about the implementation of accountability for the management of the budget in the House of Representatives District (DPRK) Aceh Barat. This research uses nomative juridical method and nomative empirical. Research specifications are descriptive analytical mind. The data source that is used secondary data, through investigations books, official documents and research results of the experts in the form of reports. In addition to the collection of legal materials, also collected primary data that is done with how to perform the interview. The results of the study showed that the DPRK budget is a part that is not an inseparable part of the qanun Regency of Aceh Barat about APBK. The study also follows the discussion of the budget of other SKPK mechanism and discussed together between a team of Local Government Budget and Budget Committee DPRK. The realization of the Secretariat budget DPRK West Aceh good enough, almost all planned activities in 2016 can be implemented. DPRK budget supervision of West Aceh done by many parties, which is in addition to direct the Secretary of the DPRK authorities in West Aceh itself, also done by Inspektorat Jenderal, BPK district representatives of the province of Aceh and BPKP Aceh Province. It is recommended that the preparation of the Secretariat budget DPRK West Aceh on the future can be more is clarified again to prevent overlapping budget spending to one activity will be but with a different name. The policy of PERBUP Number 5 of 2010 declaring a manifestation of the policy process that focuses on the application of Islamic fashion in enforcing Islamic law in Aceh Barat District. This study the research her had used is a qualitative approach with the Incremental theoretical analysis that the success of the policy is very large in relation to the policy formulation process for creating the success in its implementation. The results obtained are: the implementation of the rules of PERBUP reflects peoples participation in the development of social policy, one of them wears Islamic dress codes according to the rules of Islam, considering the policy of Islamic law as one of the special autonomy in the province, can prevent immoral acts that against the rules of the code of ethics of Islamic among the people of Aceh in general and particularly among people in West Aceh. The conclusion of this study is the policy of Islamic law in west Aceh district that has been prescribed in the regulations as Regent can show the strength values that will be established in west Aceh district in enforcing Islamic law in the area of Sufism faith (Tauhid Tasawuf).Keywords: Strength, Islamic Law, Social Value

The implementation of the law number 6 in 2014 to develop the potential of the Village. Robbins Relations Theory Approach may reflect the existence of laws that observed the social behavior of the readiness of local governments either internally or externally in the construction of village officials to develop a sustainable village development. The approach used survey research, the research subjects were the deepest areas of the districts are Tadu Raya, with in-depth interviews. The results showed that the government district of Nagan Raya district election Tadu Raya internally was ready to carry out training activities Gampong government management of the planning activities in preparation of the role and functions of the Village Community Empowerment Board (LPMG) suitable RPJMG and RKPG or APBG. But in terms of the implementation of the program at the village level is still weak education resources in the management of village officials in the Village. Understanding of the continuity in the government district of Nagan Raya has been optimized to BAPPEDA coordinate and implementation BPM for construction to government village in the entire region Nagan Raya district. Conclusion The district government has worked well, but on the other side of the empowerment of village officials in improving education and training need assistance and guidance on a regular basis from the local government level in order to achieve self-reliance in the success of sustainable development. Resurrection aceh in development pascakonflik caused by participation of various parties and the in aceh, including the perempuan.studi aims to see and understand political participation daughters of development in aceh pascakonflik as learning to daerah-daerah in indonesia even negara-negara else in the world which still experience conflict or development problems in doing rekontruksi and rehabilitation after conflick.The theory of the research is theory political participation focusing on women involvement in the decision, planning, implementation, the use of the development and the evaluation aceh pascakonflik development. Studies show that women aceh have been involved active in the development , however the impact of participation in political sector is still very low against the construction of aceh .In the context of economic and political, women aceh still have a great opportunity struggling to get a reasonable rights should be equal treatment with the laki-laki in development aceh because undang-undang aceh give space all its citizens participate in development without except for .Because bias gender, where yardstick chance and ability often seen from the sexes put women position at a lower, besides the ability to improve the quality of women in an effort to their involvement through the political in aceh developmentKeywords: women, political participation aceh, development.

With Reconstructed of leadership model in triple helix implementation become the most important with the context of integrated nationality of Republic of Indonesia, post-reformation of leadership in Indonesia occurred drastically changing in leadership. The development of Indonesia state administration law is indicated when the government manage the people by using the law order with determine the decision about prohibition or by the issuance of permit system. Quanun based on the Law of Aceh Government is “Regulations in local regulations that rule the government administration and the society living of local area in Aceh. Generally, the type and several of sanctions is recorded and determine clearly in the administration rule. There are any sanction in administration law, i.e. government coercion, withdraw the advantage decision (subsidy permit, payment), coercion fee by government, and administration fine. The policy on concept of administration sanction in Quanun according to the description of Act No. 11 of 2006 concerning to Aceh Government indicates that Quanun is a rule that override the other rules by follow the principles of Lex Specialis derogaat Lex Generalis. Asrticle 18 of Constitution of 1945 is a law base for the implementation of local autonomy by provides the local head with wide authority, real and accountable.Keyword : Development, Law, Panismen, Local Goverment
