Abstract

The purpose of this study is to describe and analyze the performance of the Community Protection Unit Officers in creating Security, Peace, and Order in Kecamatan Malinau Kota, Malinau District. This type of research includes descriptive with a qualitative approach. Primary data is derived from interviews with informant selected purposively and direct observation, supported by secondary data derived from written data owned by the agency. The conclusion of the research was conducted through interactive model data analysis. The results showed that the work of Satlinmas members in creating security, peace, and order in Kecamatan Malinau Kota as measured by several performance instruments, including the ability to finish the task, the quality of the work, the attitude of work discipline, creativity in working, and cooperation with the community showed good work results, but not optimal.Keywords: Performance, Community Protection, Security, Peace, Order

Abstract

This research aimed at investigating the implementation of National Program for Independent Community Empowerment (PNPM Mandiri) to alleviate poverty in North Samarinda sub district. Out of eight villages in North Samarinda sub district,  four were taken as the samples: Lempake, Sungai Siring, Tanah Merah and Budaya Pampang. Located in the suburban area, these villages were considered having higher poverty rate compared to the other four areas. Six criteria for evaluating public policy proposed by Dunn (2003) was used in this descriptive qualitative research. The criteria are effectiveness, efficiency, adequacy, equity, responsiveness and appropriateness.

Abstract

This study was to describe the Competence Development Resources Administrative Region in the Framework of Improving Performance in the River District Office Kunjang Samarinda, to analyze how resource development of personnel competence areas in order to improve performance at the District Office River City Samarinda Kunjang , to determine the factors that support and inhibit the Competence Development Resources Administrative Region in the Framework of Improving Performance in the River District Office Kunjang Samarinda. With the focus of research is regarding the performance of service following; responsiveness, responsibility and accountability; factors that support and hinder the performance of service as follows: organizational structure, human resources. From the results of the study there was a supportive factor in the River District Office Service Performance Kunjang Samarinda includes the delegation of authority within the organization, the utilization rate of the apparatus according to specialties, the execution of the task will be able to provide good service to the community, while the limiting factor is resources development fund officials were late down for competence development personnel resources, is limited personnel in following Opportunity Training and this imbalance needs Required Skills By Position.

Abstract

This research is aim to explain how local wisdom could play an important role in shaping and forming a new autonomous region (DOB). It is shown that local wisdom in Apau Kayan is very influential in social, economic and cultural life of the people. Apart from that, this can be viewed as the implementation of assymetric decentralization where local government is given a broader authority by Central Government to regulate their own region according to existing local wisdom. In this sense, it is perceived as an effective way of incorporating local wisdom as an integral part of local development.

Abstract

Artikel ini bertujuan untuk menjelaskan pengaruh karakteristik individu terhadap prestasi kerja pegawai pada bagian perlengkapan Sekretariat Daerah Kabupaten Kutai Timur. Pegawai merupakan unsur sumber daya yang sangat penting bagi organisasi untuk mencapai tujuan. Setiap pegawai dalam suatu organisasi selalu mengharapkan adanya perubahan baik segi materil maupun spritual yang mempunyai kaitan  sangat erat  dengan kinerjanya sebagai unsur utama  yang dapat menentukan keberhasilan suatu organisasi. Hasil penelitian menunjukkan bahwa karakteristik individu dari masing-masing pegawai dapat mempengaruhi dalam berperilaku dan melakukan suatu pekerjaan. Dengan mengetahui perbedaan karakter individu, para manajer dapat menentukan tugas-tugas yang sesuai dengan karakternya sehingga peningkatan kinerja dapat dicapai.

Abstract

Since it have been implemented as an obligation to companies either public or private, Corporate Social Responsibility (CSR) have been becoming potential source for development program funding in Samarinda. This article explains the implementation of CSR in Samarinda, and the cooperation between government, company and society within it. CSR implementation in Samarinda have conformed to several provisions under the Local Regulation Samarinda City Number 3, 2013 about Corporate Social Responsibility. Cooperation between government, company and society described mutual partnership governance. However, the weakness of the regulation implementation resulted in company’s reluctance to fulfil it. On the other hand, the society itself had not utilized CSR to full potential.Keyword: CSR, governance, cooperation between parties

Abstract

Penelitian ini ditujukan Untuk mengetahui implementasi dan hasil yang dicapai dari program pemberdayaan perempuan dalam mewujudkan kesetaraan gender di Kabupaten Kutai Kartanegara. Jenis penelitian ini adalah kualitatif deskriftif. Teknik yang digunakan dalam menentukan sumber data adalah Nonprobabilty Sampling dengan metode Purposive Sampling. Untuk Teknik pengumpulan data yang digunakan adalah dengan observasi partisipan, wawancara mendalam dan studi dokumentasi. Teknik analisis data yang digunakan menggunakan analisis data interaktif sebagaimana yang dikemukakan oleh Miles and Huberman. Berdasarkan hasil penelitian bisa disimpulkan bahwa seluruh program pemberdayaan perempuan telah berhasil di implementasikan oleh Badan Keluarga Berencana, Pemberdayaan Perempuan dan Perlindungan Anak (BKBP3A) Kabupaten Kutai Kartanegara, hanya saja belum berhasil mewujudkan kesetaraan gender di Kabupaten Kutai Kartanegara.Faktor pendukung implementasi program pemberdayaan perempuan dalam mewujudkan kesetaraan gender di Kabupaten Kutai Kartanegara yaitu adanya regulasi yang mendukung kegiatan pemberdayaan perempuan dalam mewujudkan kesetaraan gender yaitu Peraturan Menteri Dalam Negeri Nomor 64 Tahun 2011 dan Peraturan Bupati Nomor 52 Tahun 2013. Sedangkan faktor penghambat implementasi program pemberdayaan perempuan adalah minimnya anggaran yang dialokasikan untuk membiayai program pemberdayaan perempuan, kualitas SDM di BKBP3A, keterbatasan informasi, sikap aparatur pelaksana dan kurangnya sosialisasi.

Abstract

Untuk mengetahui peran, teknik dan gaya kepemimpinan  dan memperoleh gambaran atau pemahaman yang lebih mendalam tentang  bagaimana peran kepemimpinan dalam meningkatkan kinerja pegawai di Kantor Badan Penanaman Modal Daerah (BPMD) Kabupaten Kutai Timur serta teknik dan gaya  kepemimpinan yang digunakan dalam meningkatkan kinerja pegawai di Kantor Badan Penanaman Modal Daerah (BPMD) Kabupaten Kutai Timur. Adalah dengan melihat bagaimana gaya motivasi yang digunakan dan gaya pengawasan yang dilakukan Kepala BPMD. Sedangkan Kinerja pegawai dapat dilihat dengan cara mengukur prestasi kerja pegawai berdasarkan peraturan yang telah ditetapkan, dengan cara membandingkan sasaran (hasil kerjanya) dengan persyaratan deskripsi pekerjaan yaitu standar pekerjaan yang telah ditetapkan selama periode tertentu.

Abstract

The purpose of this research is to describe and evaluate the distribution of soft loan on small and medium enterprises in Tering District West Kutai, as well as to find the factors that support and hinder the enterprise. This research uses a qualitative descriptive with Interactive Model developed by Miles and Huberman, while research conducted in the District Tering. From the research it is showed that, not all small and medium businesses could take advantage of this assistance.
