<![CDATA[The purpose of this study was to determine the cross culture as a meeting point between centers in the cultural vortex. The research method in this study uses a descriptive method with a qualitative approach. Culture is an entity that has never been timeless, how could it not even without the culture of the world not materialize. Talking about culture, of course we cannot escape the discussion about friction between cultures. The results of this research, this friction event that makes the emergence of potential conflicts if culture is only understood with tribal and rigid spirit. A process of cross cultural communication is needed to present a dialogue space for each cultural agent. Certainly to produce successful cross-cultural communication requires an awareness of culture in terms of verbs or cultural understanding as a process. <![CDATA[The purpose of this study is to focus on how the new media is used as a promotional tool for hotels in the city of Bengkulu. This research method uses qualitative methods and Innovation Diffusion theory models. The results of this study are that the study of 4 elements of the theory of innovation diffusion (innovation, time period, communication and social channels) has a relationship with the use of new media at this time. Conclusion, Like the selection of innovations that have an impact in the current era, the time period chosen to decide why should promote through new media, communication channels that have their own influences such as a wide range of promotions, to social that makes changes to the emergence of the use of new media as a promotion from the hotel in the city of Bengkulu. <![CDATA[The purpose of this study is to discuss media convergence as the development of Information and Communication Technology (ICT). This study uses a historical perspective which is the first media age with the broadcast pattern and the second media age with interactivity patterns. Results of research Broadcast media that use radio frequency transmission can now be accessed through an Internet connection as streaming media. In conclusion, the public can access radio and television through an internet connection and reduce the need for these devices, using an internet connection when it is available for the network to access broadcasts. <![CDATA[The purpose of this study was to determine the communication and motives for the use of Toah Masjid, Depok Yogyakarta District. This study uses qualitative research using description analysis methods. The theory used is a two-stage communication model and a phenomenological theory put forward by Alfred Schutz. The results of this study indicate that the application of guidelines for the use of loudspeakers in the mosque can be identified through two-stage communication that is established between the Regional Office with the instructor and from the instructor to the mosque Takmir. Two-stage communication using Interpersonal Communication and Social Communication. The important role of policy counselors as gatekeepers and opinion leaders in public policy socialization. Conclusion, the motive of using mosque loudspeakers to the outside other than the call to prayer in several mosques in the Sub-district of Depok, such as reading prayers, dhikr, prayers, prayers and announcements because they have not received policy socialization, no one has questioned their use, to attract the attention of others. <![CDATA[ABSTRACT The purpose of this study is to discuss the meaning of sex and gender orientation is for LGBT, to analyze it the discourse of Foucault and Freud's sexuality, then whether countries have provided a sense of security and social security relating to the identity of LGBT people. Indonesian people tend to have homophobic attitudes towards LGBT. This discriminatory attitude from the community comes because of insufficient language to interpret one's gender identity. The language that is mastered by Indonesian people are binary, male or female, if it is not included in the grouping it will be considered abnormal as LGBT gender identity. This research method by analyzing the literature that the author summarizes and uses the discourse of Foucault and Freud's sexuality. The results of this study that LGBT still experience discrimination in the community, while the Constitution is not yet able to protect the problem of discrimination. The conclusions from the results of the analysis and a collection of several research results which the author summarizes, clearly say that Indonesia is a country that does not protect and does not guarantee the rights of LGBT people. <![CDATA[ABSTRACT This study aims to determine whether the emotional intelligence, independence, and professionalism of the auditors in decision making at the Padang Public Accountant Office either partially or simultaneously. The method in this research uses multiple linear regression data analysis and determination. The results of the research show that the intelligence coefficient of intelligence is 0.379 with a significant value of 0.094, this indicates that the significant value is 0.094> alpha 0.05, so emotional intelligence has no positive effect on the auditor's decision, the regression coefficient value is -0.097 with a significant value of 0.519. , this shows that the significant value is 0.519> alpha 0.05, so the independence does not have a negative effect on auditor decision making, while the professionalism regression coefficient value is 0.526 with a significant value of 0.009, this indicates that the significant value is 0.009 <alpha 0, 05 then professionalism has a positive effect on auditor decision making. The conclusions of this investigation are emotional intelligence, independent, and auditor professionalism simultaneously have a significant effect on decision making at the Padang Public Accounting Firm either partially or simultaneously. <![CDATA[ABSTRACT The purpose of this study was to determine community participation in the payment of Land and Building Tax (PBB) in Padang Harapan Village, Gading Cempaka District, Bengkulu City. The method in this research is descriptive qualitative research. Data were collected through structured interviews, participatory observation and documentation. The data analysis technique used consists of data reduction, data presentation and conclusion drawing. The results of this study explain that public participation in paying land and building taxes is good enough but there are indeed some taxpayers who are still late in paying land and building taxes. In addition, the level of community volunteerism is still lacking and the average person pays land and building taxes because proof of payment in full is used as one of the administrative requirements in all matters both at the village head office or in other offices. The conclusion of the research is that public participation in paying PBB has been good and smooth. The community is sensitive and active in paying taxes. <![CDATA[ABSTRACT The purpose of this research is the implementation of policies of the Bengkulu Province disaster management agency in disaster mitigation. This research method uses descriptive qualitative research. The results of the study explained that the implementation of policies of the Bengkulu Province Regional Disaster Management Agency (BPBD) for the implementation of disaster mitigation policies had been running quite well. The Regional Disaster Management Agency of Bengkulu Province in Disaster Mitigation has issued a policy on natural disaster reduction, namely the Disaster Resilient Village policy and the proportion of Disaster safe schools. Apart from implementing this policy, the Bengkulu Province Disaster Management Agency also carries out socialization activities for disaster preparedness. In implementing this policy, we also cooperate with other agencies to carry out activities or policies in making Bengkulu Province safe from disasters. The conclusions of this study indicate that the policies issued by the Bengkulu Province BPBD in Mitigation are regulated in Governor Regulation Number 34 of 2018 concerning increased preparedness. <![CDATA[ABSTRACT The purpose of this study was to determine the implementation of the Family Hope Program Assistance Policy and to want to know what factors hindered the implementation of the Family Hope Program (PKH) in Mesigit Village. The method in this research uses qualitative research. The results showed that the implementation of the Family Hope Program policy has gone well, but that has become an obstacle in the implementation of the Hope Family Program coordinating PKH facilitators to the village government. The conclusion of this research is that the implementation of the Family Hope Program (PKH) has been going well because it has four indicators of policy implementation such as: communication, resources, disposition and bureaucratic structure. While the inhibiting factors are the awareness and interest of the community about PKH, telecommunications network facilities and the absence of meeting activities, there is no coordination from PKH facilitators. <![CDATA[ABSTRACT The purpose of this study is to find out how the implementation of waste management policies at the Bengkulu City Environmental Service. The method used in this research is descriptive qualitative. Data sources consist of primary and secondary data. The data analysis used by the researcher went through the stages of data collection, data reduction, data presentation, and data verification or validation to community leaders. The results of the study found that the implementation of the regional regulation policy No. 02 of 2011 on waste management had implemented the policy in accordance with the established standards and procedures. The implementation of waste management policies in Bengkulu City has reached the target group, but there are still obstacles such as lack of facilities and infrastructure, which have implications for the process of transporting waste.
