Abstract

The implementation of the policy is a manifestation of the stages of a public policy that has been formulated. The implementation of the one-stop administration system is a service breakthrough in the field of motor vehicle tax. The implementation of the one-stop administration system is required to provide maximum service. smoothly. To answer the research problems, descriptive research methods are used with a qualitative approach. Data collection is done by interview and questionnaire techniques. In addition, data collection is also done by observation and documentation techniques. The data analysis process is carried out by grouping and combining the data obtained and also establishing a series of relationships between the data. Meanwhile, the validity of the data was tested through data sources so that the data presented were valid data. This can be seen from four important points, namely regarding the bureaucratic structure that is clear and directed, the resources that have been fulfilled, good communication and the disposition of the Pematangsiantar City SAMSAT employees and the community who support the existing policies. However, the strategic location of the Pematangsiantar City SAMSAT office is still lacking. Based on data findings in the field, it shows that the implementation of motor vehicle tax services at the SAMSAT Office of Pematangsiantar City has been implemented. This can be seen from four important points, namely regarding the bureaucratic structure that is clear and directed, the resources that have been fulfilled, good communication and the disposition of the Pematangsiantar City SAMSAT employees and the community who support the existing policies. However, the strategic location of the Pematangsiantar City SAMSAT office is still lacking. Abstract

The increasing population growth in Indonesia is a big problem facing the government. In addition, the weakening of the Family Planning program is not sufficiently capable in overcoming the problem of population growth in Indonesia so that efforts or innovations are needed to overcome these problems, so the Family Planning Village program was initiated which is one of the government's program innovations in strengthening the KKBPK program by narrowing the scope of targets, namely at the regional or village level. This research was conducted in Percut Village, Percut Sei Tuan sub-district, Deli district, Serdang North Sumatra. The method used in this research is descriptive research method with a qualitative approach. The key informants in this study were two people who were very familiar with the implementation of the Kampung KB program, namely the expert staff of the head of the North Sumatra BKKBN and the PLKB of Percut Village. The main informants consisted of two Percut villagers who felt the benefits of the KB Village program. An additional informant for this research is one community leader in Percut Village. Data collection techniques with literature study, in-depth interviews and observation. The data obtained in the field were then analyzed by researchers who explained qualitatively. Finally, conclusions can be drawn from the results of this study. The results of the study indicate that the implementation of the Kampung KB Program has not gone well, this can be seen from the implementation of this program which is no longer running and there are many shortcomings from various indicators including resources, inter-organizational relationships, and the disposition of the implementor. Suggestions in this study are the need to find a solution by implementing the Kampung KB program in re-activating the program and improving facilities, relationships between organizations and the disposition of the implementor to be better.

Abstract

In theory, the implementation of the Urban Poverty Reduction Program Policy (P2KP) is one of the Government's programs in order to reduce the number of poor people. The Urban Poverty Reduction Program (P2KP) is hoped that the wider community will participate in thinking and seeking their potential so that they can jointly overcome poverty problems and care about social conditions in their living environment. The goal is to build an independent community that is able to establish togetherness and synergy with the government and local care groups in tackling poverty effectively and creating an orderly, healthy, productive and sustainable residential environment. Based on the results of data analysis on the Policy Implementation process of the Urban Poverty Reduction Program (P2KP) in Dagang Kelambir Village which is seen from the aspect of policy size and objectives, resources, communication, characteristics of implementers, disposition of implementors and social and environmental economy obtained using the method qualitative descriptive. As for the conclusions from the implementation of poverty reduction program policies, there are still many shortcomings, including the not optimal performance of the implementers involved in it. This is caused by several things, such as the data collection process that has not run optimally. For this reason, improvements are needed in the future, including increasing the capacity and understanding of the implementers themselves. This research is expected to be useful for readers and can also be input and consideration for relevant agencies in making policies or in making decisions.

Abstract

City transportation is one of the modes of public transportation commonly used by people in urban areas, urban transportation is provided to transport passengers to certain destinations according to predetermined routes. In terms of service quality, urban communities prefer private transportation or private transportation to fulfill their mobility. This study tries to explain the role of the Medan city transportation service in improving the quality of service, the Medan city transportation service is an implementing element of the Medan City government in the field of transportation which is led by a head of service and is responsible to the regional head through the regional secretary. From the results of this study, it can be seen that the Medan City Transportation Service has a very important role in improving the quality of city transportation services. the Medan city transportation service as a facilitator in the field of public services and a facilitator in the field of urban transportation infrastructure, the Medan city transportation service as the executor of development, and the transportation service as controlling or supervising related to improving the quality of urban transportation services.

Abstract

This study aims to describe the public's perception of the quality of public services in the manufacture of Vehicle Registration Certificates at the UPT Samsat Joint Office. Trade in Bandar District, Simalungun Regency. Seeing public perceptions of the quality of public services is very important, because from public perceptions it can be seen how public services are provided by Samsat office employees at this time. The research method used in this study is a descriptive method that seeks to describe the phenomenon as a whole. The data were obtained by distributing questionnaires to the respondents, totaling 50 people from the City of Trade. Furthermore, the data obtained were poured into a frequency distribution table and then analyzed. Based on the results of the study the majority of respondents in the UPT Samsat Joint Office. Trafficking is male with the age of 30-39 years. The most dominant occupations of respondents are Employees and Entrepreneurs. Most of the respondents are Bataknese. From the research results obtained, the applicable requirements are in accordance with the type of service, the procedures provided are not complicated but the Samsat employees are not polite and friendly to the community and act unfairly. So it is necessary to do further research to find out what affects public services at the UPT. Trade Samsat Joint Office.

Abstract

Typical of Minang restaurant is one business that many entrepreneurs they work with the consideration that the Minang cuisine preferably all walks of society. It sparked intense competition among minang restaurant . Yet when viewed from the types of products offered, typical eating house minang have very little differentiation and even tend to be similar. Thus, a typical mnang restaurant business requires the right strategy in order to continue to survive and thrive. Therefore, Restaurant Sambalado has to arrange appropriate business development strategy to be home eating can compete competitively.The purpose of this study was to assess and determine the destination business development strategy on Restaurant Sambalado at Pancing Road No. 25 Medan based on the results of SWOT analysis, analysis of IFAS and EFAS and External Internal analysis.Forms of research used in this research is descriptive using qualitative data analysis. Methods of data collection is done by observation, interview and documentation study. Data were analyzed using IFAS and EFAS matrix, the matrix SFAS, SWOT matrix and the matrix IE.The results showed that the current Restaurant Sambalado have the strength and a great opportunity to be competitive. Based on the analysis that the strategy should be applied to Restaurant Sambalado must support the policy of aggressive growth (growth-oriented strategy). This strategy is designed to achieve growth, both in sales, assets, profits, or a combination of all three. This can be achieved by lowering the price, developing new products, increasing the quality of products or services, or by improving access to the market which is more extensive, the intensive strategy. Abstract

In an effort to realize good village governance, the application of the principles contained in Good Governance is very important. Through the main tasks and authority of the lurah in coordinating and being responsible for the administration of government, implementation of development and community development in the context of administering general government and regional government affairs in his working area and is obliged to organize his own household in the field of village administration. The problems studied in writing this thesis are, How is the general overview of the Village Government and E-KTP, How is the E-KTP made as a form of public service, what are the obstacles faced in making E-KTP in Padang Matinggi Lestari Village, Padangsidimpuan City. The method used in this legal research is normative juridical based on related books, which are then analyzed qualitatively and described in words.The implementation of the E-KTP or electronic identity card in the Padang Matinggi Village, Padang sidimpuan City, is part of the principle of good governance in public services. The village head is more dominant in running the government in his working area. The population document is for administrative control in terms of an information security system based on integrated database technology that collects population data on a national scale. because there will only be one resident identification number in each electronic identity card (E-KTP).The obstacles faced in making the E-KTP in the Padang Matinggi Sustainable Village, Padang sidimpuan City, among others: There are still many residents of the Padang Matingg Sustainable Village who have not been registered and the community does not understand the procedure for making E-KTP. Human resources are not yet ready. Especially the Padangsidimpuan Village Government area in the implementation of making E-KTP so that people wait too long and lack the facilities needed when the policy is implemented.

Abstract

The policy for the Acceleration of Complete Systematic Land Registration (PTSL) carried out by the Government based on the Minister of Agrarian Regulation No. 1 of 2017 is generally a land registration activity for the first time that is carried out simultaneously which includes all land registration objects that have not been registered in one village/kelurahan area. or other names at the same level in order to guarantee legal certainty and legal protection of people's land rights in a fair and equitable manner. The title of this research is the implementation of the Policy for the Acceleration of Complete Systematic Land Registration (PTSL) at the National Land Agency of Medan City. The research method used in this study is a qualitative approach with descriptive analysis techniques that describe the actual phenomenon of events in the field with the Merilee S Grindle theoretical approach which suggests that the success of a policy is influenced by the content of policy variables and the policy environment (context of policy). ). The data collection technique used is Interview, Observation and Documentation related to Complete Systematic Land Registration (PTSL).The implementation of the policy for the Acceleration of Complete Systematic Land Registration (PTSL) by the National Land Agency of Medan City is going well even though the human resources or implementing personnel in the field are still lacking in quantity. So that the implementor in the field must work with an inappropriate workload.

Abstract

This study discusses the effect of computerized systems on employee work effectiveness. Where this computerized system helps to complete the work of employees properly, at the right time and can increase the effectiveness of employees' work.The formulation of the problem in this study is how the influence of a computerized system on the effectiveness of employees' work at the Mining and Energy Office of North Sumatra Province.The form of research in this thesis uses a quantitative research form with a sample of 32 respondents taken 32% of 100 employees at the Mining and Energy Office of North Sumatra Province.The results of this study prove that the computerized system has a positive effect on the effectiveness of employees' work. The effect of a computerized system on employee work effectiveness or 51.97% at the Mining and Energy Office of North Sumatra Province, this is based on r count greater than r table (0.9306 > 0.349) and has been explained in the previous chapter, and if the effect is interpreted to be in the moderate category.

Abstract

Prostitution of minors has been increasing concerned, a good number of cases of child exploitation on their children themselves or unknowingly already made public stunned. Indeed, anything can happen, especially in this modern era, everything can be done by anyone. Moreover, because the demands of the economy to the lack of supervision of a parent can make a child desperate to do something very dangerous. It is quite possible prostitution activities will be carried out by children under age. However, over the times, the most dominant factor of a child into prostitution is not poverty but a lifestyle demands.This research type of case studies, and analyzed using qualitative data analysis techniques. Based on research that has been conducted of the obtained factors influencing minors to sex work. As these factors are internal and external factors.Internal factors which affect minors into prostitution is a personality disorder, the effect of age, outlook or false beliefs and low religiosity. While external factors of a child into prostitution are economic factors, lifestyle, families who can not afford, environmental factors and peers.
