Abstract

The purpose of this study was to determine the role of the transportation and telecommunications sector on the GRDP of the transportation and telecommunications sector of North Sumatra. In collecting data the author uses secondary data collection techniques. Granger Causality test approach to see the causal relationship between the length of the road and telephone users of Telkom to the GRDP of North Sumatra. and the OLS (Ordinary Least Square) method or the Ordinary least squares method with the help of the E-Views 5.1 program.After conducting theoretical research and test results on the diagnosed hypotheses, in this case, it can be concluded that the length of the road and Telkom telephone users have a role in the formation of GRDP in the transportation and telecommunications sector of North Sumatra. Based on the Granger causality test analysis, the relationship between road length and the GRDP of the transportation and telecommunications sectors shows a one-way relationship, as well as between Telkom telephone users and the GRDP of the transportation and telecommunications sectors, which shows a one-way relationship. And the OLS analysis obtained Estimation Results Y = -18.91450 + 1.584108X1 + 0.894272 X2, meaning that the transportation and telecommunications sector has a significant role in the formation of the GRDP of the transportation and telecommunications sector in North Sumatra.

Abstract

The title of this research is to analyze the influence width on farm, credit banking of agriculture sector and man power of agriculture sector in influencing of rice and maize product in North Sumatra. The data used is time series in the period of 1988-2007. The method used ordinary last square (OLS). The result of the research shows that the influence width on farm, credit banking of agriculture sector and man power of agriculture sector is influence which are positive to product domestic rice and maize and statistically significant at 5 % .

Abstract

The title of this research is “Analysis of Factor Influencing Demand of costing Murabahah At BMT Waashil Medan.” This research uses 50 member's to costing murabahah as samples. The object of this research is to know the influence of administration cost, melting point speed costing and advantage to demand of costing murabahah at BMT Waashil Medan. This research uses linear regression analysis model, existing data processed by using computer program of SPSS 12. Results of hypothesis show increasing administration cost, melting point speed costing and advantage to demand of murabahah expenses at BMT Waashil Medan. Given the influence among variables, Ordinary Least Square method used to estimate. Result of estimation show administration cost, melting point speed costing and advantage to demand of costing murabahah.

Abstract

The implementation of the social security program for workers based on a Specific Time Work Agreement (PKWT) in its implementation often does not work as expected which is able to provide protection and welfare / peace of mind for PKWT workers so that the authors are interested in raising this issue as a problem in the thesis. entitled "The Existence of PT Jamsostek (Persero) in Social Security Services for Workers with a Specific Time Work Agreement (PKWT)". This research is expected to be able to answer how the implementation of the labor social security program for PKWT workers, and find out what efforts can be made to ensure the protection of the Labor Social Security for PKWT workers, as well as the obstacles faced by PT Jamsostek (Persero) in providing Labor Social Security protection for PKWT workers. This research was conducted using library research and field research methods to obtain material as a reference in writing related to the problems of writing this thesis which in the end was able to provide benefits for various related parties in order to provide protection and welfare for workers. work especially for workers based on a Specific Time Work Agreement which in the end can play an active role in increasing economic growth for the welfare of the community and the future development of the nation.

Abstract

The crime of murder today is one of the most complicated and very serious problems faced by individuals, society, law enforcement, and the government. The impact of this act of killing is felt very strongly by the community, namely the disruption of security and order in society. Therefore, this crime of murder needs to be handled or tackled seriously. Which in the handling or mitigation is closely related to the role of the Indonesian National Police as their role as investigators and investigators, to uncover the occurrence of a criminal act of murder, the initial procedure carried out by the police is an investigation to seek and find an incident that is suspected of being a murder crime, to then determine whether or not further action can be taken, namely an investigation. It is in this part of the investigation that the Police can take the first step, namely managing the crime scene (TKP) by identifying any evidence found such as objects that are strongly suspected of being related to the incident, including the victim, objects around the victim or in the vicinity of the victim. around the crime scene. And for the purposes of investigation, the Police are authorized or entitled to take several actions that have been regulated or determined by the Law on the Indonesian National Police No. 2 of 2002 in Article 15 paragraph (1), including taking fingerprints and other identities and taking pictures of someone. This is the reason behind the author's interest in writing a thesis with problems including: How is the process of formulating fingerprints (dactyloscopy) in identifying a crime of murder; What is the role of fingerprints as a means of identification in a murder crime and what are the obstacles faced in the process of identifying a murder crime by using fingerprints as a means of identification.

Abstract

Dalam proses pembangunan bangsa, pemerintah sebagai pengelola negara harus mengambil keputusan-keputusan yang strategis dalam menentukan arah dan tujuan pembangunan. Kebijakan publik yang dihasilkan harus mampu menyelesaikan masalah-masalah yang dihadapi oleh masyarakat, baik secara langsung maupun tidak langsung. Untuk mencapai hal tersebut, pemerintah harus memperhatikan kebutuhan masyarakat, serta menjunjung tinggi nilai-nilai Pancasila sebagai landasan dan prinsip utama pembangunan. Namun, dalam beberapa kasus, kebijakan publik yang dibuat oleh pemerintah terkesan tidak memperhatikan kepentingan rakyat dan tidak sesuai dengan nilai-nilai Pancasila. Hal ini sering terjadi karena adanya kepentingan politik atau kepentingan individu tertentu yang lebih diutamakan daripada kepentingan masyarakat secara umum. Oleh karena itu, diperlukan suatu sistem pengawasan dan evaluasi yang efektif untuk memastikan bahwa kebijakan publik yang dihasilkan oleh pemerintah selalu berorientasi pada kepentingan rakyat dan nilai-nilai Pancasila. Selain itu, partisipasi masyarakat dalam proses pembuatan kebijakan publik juga sangat penting, karena masyarakat merupakan pemegang kepentingan utama dalam pembangunan negara. Oleh karena itu, pemerintah harus mampu mengambil kebijakan yang tepat dalam menghadapi dampak-dampak tersebut, agar pembangunan negara dapat berjalan dengan baik dan memberikan manfaat yang optimal bagi masyarakat. Dalam konteks ideologis, nilai-nilai Pancasila menjadi suatu pedoman yang sangat penting dalam membangun dan mempertahankan identitas bangsa. Oleh karena itu, nilai-nilai tersebut harus terus dijaga dan ditanamkan dalam masyarakat, terutama generasi muda sebagai penerus bangsa. Hal ini dapat dilakukan melalui pendidikan dan pengajaran yang mengintegrasikan nilai-nilai Pancasila dalam kurikulum pendidikan. Dengan begitu, nilai-nilai Pancasila dapat terus menjadi landasan moral dan ideologis dalam pembangunan bangsa yang berkelanjutan.

Abstract

Artikel ini membahas mengenai kesulitan dalam penerapan Hak Asasi Manusia (HAM) dalam implementasi kebijakan publik di Indonesia. Meskipun telah ada beberapa upaya dari pemerintah dan masyarakat sipil untuk mempromosikan HAM, namun masih terdapat banyak kendala dalam praktiknya. Beberapa kendala yang dihadapi antara lain adalah kekurangan pemahaman tentang konsep HAM, lemahnya sistem pengawasan dan penegakan hukum, serta pengaruh kepentingan politik dan ekonomi dalam pengambilan keputusan publik. Selain itu, masih terdapat stigma negatif terhadap kelompok minoritas dan rentan yang membuat mereka sulit untuk mendapatkan perlindungan dan hak yang sama

Abstract

In this study the authors examined consumer protection against business actor defaults. This is motivated by the reality that occurs in society that there are several business actors who do things that harm consumers. Consumer rights are often ignored by business actors, in other words, business actors have not fulfilled their obligations to consumers properly. Consumers who feel aggrieved by business actors can submit a lawsuit to BPSK, but often consumers cannot accept the judge's decision so they proceed to the appeal level, namely at the District Court. From this background, the authors formulate several problems, namely how are the legal rules regarding consumer dispute resolution and what are the responsibilities of business actors towards consumers. This research is a type of field research that is descriptive in nature. In this study, 2 (two) data sources were used, namely primary data, which was data obtained directly from respondents through field interviews or research locations, and the second was secondary data, namely data obtained or collected through some literature or literature studies. There are 2 (two) data collection methods used in this study, namely observation and interviews. The results of this study indicate that consumer protection at BPSK is in accordance with the provisions of Law number 8 of 1999 concerning consumer protection, while the district court is less objective in resolving consumer disputes.

Abstract

The results of the study show that the successful strategy for bureaucratic reform of the Yogyakarta City Government is inseparable from the role and commitment of leaders in realizing bureaucratic reform. Yogyakarta Mayor Herry Zudianto for the 2001-2011 period has realized his commitment. This commitment can be seen from the transformative leadership pattern, while the transformational leadership pattern can be seen from the 4 transformational leadership characteristics, namely the four i's (idealized influence, inspirational motivation, intellectual stimulation and individual consideration). The next success strategy consists of 3 stages. First, the formulation of the strategy includes developing a vision and mission, setting long-term goals and determining the main strategy for implementing bureaucratic reform in the form of change management. Second, implementation of the strategy by making improvements in the area of ​​change in bureaucratic reform with reference to the bureaucratic reform road map from the Ministry of Administrative Reform and Bureaucratic Reform and the establishment of bureaucratic reform through the Mayor of Yogyakarta Decree Number 602/KEP/2007 concerning Implementation of Bureaucratic Reform in the Context of Realizing Governance the good one. Third, strategic evaluation by implementing internal and external evaluation through self-assessment of the implementation of bureaucratic reform, this evaluation is carried out to find out the obstacles in carrying out bureaucratic reform and through this evaluation the implementation of future bureaucratic reform can be carried out properly.

Abstract

Pokok masalah penelitian adalah relasi eksekutif dan legislatif dalam proses formulasi terbitnya Perda Nomor 7 Tahun 2016, tentang APBD Kabupaten Wajo, jenis penelitian ini tergolong kualitatif dan sumber data penelitian ini adalah pihak eksekutif dan legislatif, selanjutnya, metode pengumpulan data yang digunakan dalam penelitian adalah observasi, wawancara, dan dokumentasi. Lalu, teknik pengolahan dan analisis data dilakukan dengan melalui tiga tahapan, yaitu: reduksi data, penyajian data, dan penarikan kesimpulan, kemudian sumber data yang digunakan yaitu, 1) Data Primer, data primer adalah sumber data penelitian yang diperoleh secara langsung dari sumber aslinya. 2) Data Skunder, data skunder adalah sumber data penelitian yang diperoleh melalui media atau perantara atau secara tidak langsung yang berupa buku. Tujuan penelitian ini untuk, 1) mendeskripsikan dan menganalisis hubungan legislatif dan eksekutif dalam proses Formulasi terbitnya Perda Nomor 7 Tahun 2016 tentang APBD Kabupaten Wajo, 2) untuk mengemukakan Respon Masyarakat terhada realisasi formulasi Perda APBD Kab. Wajo. Hasil penelitian ini adalah formulasi terbitnya APBD Kabupaten Wajo terlihat peran eksekutif yang mendominasi atas terbitnya Perda APBD Kabupaten Wajo dan dalam pembuatan Perda Kab. Wajo Penetapan Perda APBD tidak begitu mendapat kendala yang bisa memberatkan terbitnya Perda APBD yang diusung oleh Bupati atau pihak eksekutif. Penetapan Perda APBD terjadi konspirasi atau bergaining politik dan kepentingan ekonomi antara eksekutif dan legislatif. Terlihat relasi kuasa antara eksekutif dan legislatif dimotori oleh eksekutif atau dalam hal ini Bupati Wajo, tercermin dari relasi eksekutif dan legislatif dalam proses formulasi terbitnya Perda APBD.
