Abstract

This study aims to analyze gender equality in the promotion of structural positions in the Government of West Java Province. This research design uses qualitative methods with data collection techniques in the form of in-depth interviews and documentation studies. While the research analysis technique is done by data reduction, data presentation, and conclusion drawing. The results of the study concluded that gender equality in the promotion of structural positions in West Java Province had not been realized optimally because the competency, qualifications, and work behavior of female civil servants are considered lower than men. Various servants faced by female civil servants for good promotion internal factors, namely the dual role and lack of motivation of women to progress, also obstacles to external factors stemming from the family, community, and organizational culture that are not gendered responsive. In addition to competence, qualifications, and work behavior, other considerations were found for the promotion of the position of a female civil servant, namely: multiple roles, type of work and location of assignments; this made women less likely to get strategic position promotions.

Abstract

The study of terrorism, particularly international terrorism more prominent after the September 11th 2001. Now even the agenda almost every international meeting is always related or associated with terrorism issues. Not infrequently, this raises the presumption that the agenda of terrorism is closely associated with the propaganda agenda of the United States, because the United State currently taking part in many international issues. As a comparison from another perspective, when terrorism many associated with Islamic movements, it is important also to see, how to actually study the terrorism in the eyes of Islam.

Abstract

The focus of this research is the implementation of policy on the appointment of permanent lecturers at private universities in the City and Regency of Cirebon which are not optimal yet,so that Private Universities in the City and Regency of Cirebon are faced with various problems in the appointment of permanent lecturers, that is, they have not yet fully paid attention to the regulations and quality standards of lecturers. The sub focus of this research is application of the approach of the idealized policy, the implementing organization, the target group and environmental factors as dimensions of policy implementation in relation to the appointment of permanent lecturers at private universities in the City and Regency of Cirebon.Based on the problem statement set out at the focus of research,then downgraded into a research question, what are the factors that have caused the implementation of policy on the appointment of the permanent lecturers at Private Universities in Cirebon City and Regency to be not yet optimal? What efforts are made by private universities in the city and regency of Cirebon to appoint permanent lecturers?And what strategies are effective to optimize the implementation of the policy of appointment of the permanent lecturers at Private Universities in the City and Regency of Cirebon?The results of the researchthen further analyzed with the theory of organizational effectiveness with the criteria of production, efficiency, satisfaction, adaptation and development. The method used in the research is a qualitative research method.Qualitative data collection is done through observation, interviews and Focus Group Discussion (FGD).In this research the writers describe the phenomena found in the field related to the research problem, then analyze it but without calculating the effect of a variable to other variables.Through this qualitative research method, it is expected that the writers can obtain accurate data related to the problem under research, so that the writers can analyze it in depth on how to implement the policy of appointment of permanent lecturers at PTS (Private Universities) in the City and Regency of Cirebon. The results showed the findings in the form of developing theories that strengthen the concept of Smith's policy implementation process (1973) that optimizing the appointment of permanent lecturers at Private Universities in the City and Regency of Cirebon can be achieved if Organizational Culture, Motivation and Competitiveness are developed.

Abstract

Government is an organization that has full responsibility on the improvement of public service quality. Consequently service becomes the prior task of organization’s officials as civil and public servants. There are 197 licenses and non-licenses public services. Therefore, it is important to maintain and improve service quality continuously. Meanwhile, the existing service quality hasn’t shown significant result. It can be viewed from public complaints on the publication process of governor’s recommendation of land use in North Bandung Region, yet there were a lot of field control that its implementation irrelevant with the recommendation. Complaints, indictments and inappropriateness recommendation in the field need to be minimized in order to optimize service quality and control conducted by West Java Provincial Government on the publication process of governor’s recommendation of land use in North Bandung Region. Accordingly, researcher would like to conduct further study on how Service Quality and Control of Governor’s Recommendation of Land Use in North Bandung Region performed by West Java Provincial Government, as well as to study strategies that can be applied in order to improve service quality. This research applied qualitative study using snow ball technique to objects of study, i.e. public service administrator; public service customer; public service observer, primarily those who are involved in the legalization of governor’s recommendation of land use in North Bandung Region. The data were obtained through interview and deep analysis using triangulation observers. The research of the study reveals that the inconsistency of service quality is influenced by 10 dimensions, i.e. tangibles, reliability, responsiveness, courtesy, credibility, security, access, communication and understanding consumer. On the other hand, environment control, risk assessment, control activities, information and communication, yet monitoring control are determinant factors in controlling governor’s recommendation of land use in North Bandung Region. It is done by applying strategy that implement technology, innovation and operation approach. From the research, it is found new dimensions, they are: institutional coordination, supervision, collaboration, prosecution and policy diversification through GSMALL Collaboration Model (Government, Society, Media, Academic, and Law Enforcement).

Abstract

This study aims to describe the level of satisfaction of trainees towards services in Batam health training using the customer satisfaction index (CSI) and the community satisfaction index (IKM). The population in this study were all trainees who used services in Batam health training. The sample in this study was saturated, where all participants were taken as samples, with 374 respondents. Data collection methods used were questionnaires or questionnaires. The results showed that the customer satisfaction index reached 0.94 was very satisfied, with the highest IKP in learning facilities services and the desire of respondents to recommend the Batam Health Agency to friends and colleagues reached 0.96% and the lowest service level of teaching and learning activities reached 0.88%. While the index of community satisfaction reached a value of 70.21 B, the predicate of the performance of service units in the Batam Health Agency is good. Overall the trainees felt very satisfied.

Abstract

The problem of the economic crisis reoccurred again in the global territory that began with the economic crisis in the country of Greece. The crisis arising from the country's financial deficit due to enormous state debt has an impact on the economic crisis in the European region. This phase of the economic crisis is a manifestation of the failure of the capitalist economic system imposed by western countries. Many economists began to open a discourse to review the existing economic system because it did not provide welfare for the community. Islamic economics starting in the 1970s has begun to be widely studied by various universities in the world, which was eventually implemented with the establishment of the first Islamic Development Bank (IDB) in Jeddah. This then continued with the establishment of an institution for how to distribute the wealth in the financial community (tauzi'ul tsarwah bayna an-ill-fated) with the Islamic economic system. There are 3 (three) principles of Islamic economics which include: the principle of how to obtain assets (al milkiyah), how to manage the ownership of assets that are already owned (tasharuruf fil milkiyah). Ownership of assets in the Islamic economic system consists of balanced individual, state and general ownership. So it is expected that there will be more equitable welfare and of course the existence of moral values ​​for all economic actors.

Abstract

The conflict between India and Pakistan over the Kashmir problem still seems to be an obstacle in their relations. It has been 58 years since the dispute has passed, but there is no final agreement that can be accepted by both parties. If 1947 is the day of independence for India and Pakistan, then that year is the beginning of the suffering of the people of Kashmir. Pakistan as the party that has the right to make Kashmir as part of its territory feels the need to continue to raise this issue even though it has to develop nuclear though.

Abstract

In Indonesia there now exist a lot of children who are forced work before their legal age allows so. With the number increasing, these children are mainly employed in the informal sector, which is not well-organized. It is estimated that there are some 2 to 4 million 14 – year-old children who are forced and moral condition. Child labour is almost always associated with poverty that widely prevails. Social welfare system devised by the government has not yet fully met the existing challenges. Protection towards children, which constitutes an important element of social welfare, is actually ensured by both the national and international labour law. The United Nations Organizations dealing with labour is the International Labour Organization, which-since its birt-has aimed to solve child labour problems. The problems identified are as follows, how is the legal protection towards children who forced to work, what is the employer’s responsibility towards child labour to ensure their work safety and health, and how is the supervition and control condacted by Office of Manpower and Transmigration towards child labour in the attempt to improve their safety and health. Legal protection provided by the government and employer towards children working at the Cibaduyut-based shoe-making industry is lacking, and children’s parents or poroxiest can not do anything to ensure that the children’s rights are fulfilled. The provision of working hours and wages does not conform to the existing labour law. The provision of working hours and wages does not conform to the existing labour law. As far as work break is concerned, some employers grand it to the child labour, while some others don’t. While the child labour are at work, the labour law states that day should be supervised by their parents or proxies, but in reality they are only watched by the employer. Supervision and control from the Office of Manpower and Transmigration towards child is apparently inadequate.

Abstract

This study aims to analyze collaborative governance between the Regional Government and the State Electricity Company and the Biogas Power Plant in utilizing renewable energy in Rantau Sakti Village, North Tambusai District, Rokan Hulu Regency, Riau Province, Indonesia. This research was conducted using qualitative methods. Data collection techniques used in this study were interviews, observation and documentation study. Collaboration between the Regional Government and the State Electricity Company and the Biogas Power Plant in utilizing new and renewable energy has not yet been formed in a whole and comprehensive manner. If the Biogas Power Plant already has legality and clarity on the legal status and its management as a result of a change in the Regional Government Law which causes the authority in the energy sector to be drawn to the provincial level, the Regional Government of Rokan Hulu Regency loses management rights over the Power Plant Biogas.

Abstract

This study aims to analyze the dynamics of local government leadership based on the wisdom of Sundanese culture in Purwakarta Regency in the period 2008-2018. This study uses a qualitative research design, research data collection techniques using documentation studies, interviews and observations. The results of this study found that the leadership of the Purwakarta Regent in the period 2008-2018 based on Sundanese culture local wisdom with the concept of Sunda Dasa Prasanta's leadership could be accepted and supported by the majority of the people of Purwakarta Regency. In his leadership, there are dynamics that cause polemics and pros and cons in the community, but the dynamics that arise can be resolved properly by communicating and holding communication forums. The "Sundanese Style Harmony" leadership model is an ideal formula as an alternative to the existing leadership model that emphasizes harmony and balance between Sundanese Religion and Culture, where the position of Religion and Culture is balanced, none are relatively higher or lower.
