Abstract

This study would like to give you an idea or describe and analyze the real situation of the implementation of employment policy in the company to report on the Department of Labor Jayapura Papua province as a social phenomenon, then this type of research is descriptive qualitative research. The data analysis using inductive analysis, performed analysis step is data triangulation. The results showed that : (1) The process of communication required to report employment policies of the leadership to subordinates still experiencing barriers caused parentheses implementor in understanding and field level staff in understanding and understand the contents of the charge required to report employment policies . (2) The implementation of employment policy in the company to report on the Department of Labor has not optimally touch all the companies located in the city of Jayapura. (3) The attitude of the implementers need to be improved in supporting policy implementation report obligatory especially regarding the commitment to implement the contents of the policy implementers must report employment through enhanced calling efforts through official letter, socialization, and increased field monitoring activities of all employers. (4) the Department of Labor Jayapura yet have a standard SOP procedures and reporting procedures to report that became the basis of the implementation of employment policy. (5) Implementation of policies required to report employment in Jayapura in 3 (three) years is still not implemented to the fullest, it proved the performance of listed companies under the number 100 company from the number of companies registered with the Department of Labor as many as 367 companies. (6) support and attention of the Mayor is not optimal.

Abstract

This study aims to describe and analyze women's participation in the Implementation of the Village Fund Program in Armo Pesisir Village, Sarmi District, Sarmi Regency and describe the factors that influence it. The research method used is qualitative descriptive. Data collection techniques in the form of interviews and observations. Data analysis includes data reduction, data exposure, and drawing conclusions. The results showed that the form of women's participation in the Implementation of the Village Fund Program in Armo Pesisir Village, Sarmi District, Sarmi Regency. Women's participation contributes to every stage of the management of the Village Fund Allocation, starting from planning, implementation, administration, reporting and accountability. It's just that at the stage of administration and accountability women are not directly involved, because it is the authority and responsibility of the BPK, but in the planning, implementation and reporting stages, women participate. Then it is related to the form of women's participation in the form of giving voice to fight for their rights and the open access provided. And the level of participation starts from delegation, partnership, consultation and information. Then, the supporting factors are the level of education, social solidarity, responsibility and intense information dissemination. Then the inhibiting factors are cultural factors, misunderstandings, and mutual suspicion from the community.

Abstract

The purpose of this study is to describe and analyze the implementation of Perbup No. 2 Years 2019 in the Office of Communication and Information in Jayapura Regency and to analyze the factors that support and hinder employee performance. The research method used is descriptive qualitative to describe and analyze the implementation of Perbup No. 2 Years 2019 in the Department of Communication and Informatics, Jayapura Regency. The technique of determining the informants used was Pusposive, while the data collection included in-depth interviews. Data analysis in the form of data reduction, data display and conclusion. The results show that the first implementation of the Jayapura regent's regulation policy Number 2 of 2019 in improving the performance of the Communication and Information Technology Office has been going well. In terms of communication and information dissemination aspects have been carried out properly, both at the internal level of the agency and disseminating it to other SKPD as is the duty of the Ministry of Communication and Information. In the resource aspect, the Communication and Information Technology dians have quality resources that cover the existing needs of various scientific disciplines, but in terms of quantity it is still lacking, so existing staff help each other in carrying out tasks or a program. Then the office environment is still inadequate to support performance. The disposition is running quite well based on the SOP and the provision of incentives for improving the performance of each staff. And the bureaucratic structure of the division is based on the SOP and the authority and responsibility given in accordance with the main tasks and functions of each existing field and section. Second, the supporting factor is the application of high discipline to maintain motivation to increase employee performance in the Ministry of Communication and Information. Then the inhibiting factor is the problem of conflict and the quality of the existing network is still unstable, which often hinders the performance of staff and employees in the scope of the Kominfo office in Jayapura district.

Abstract

The purpose of this research is to: (1) (evaluating the implementation of the 2014-2018 Institutional and Economic Prospects, and knowing the obstacles, support and problem-solving methods appropriate for the implementation of the 2014-2018 Institutional and economic Prospect of Papua. The results of the study show that: (1) Evaluation of Prospects in Developing and Economic in 2014-2018 viewed from the context of the evaluation, this prospect is really very useful, according to the program / activity starting from the implementation planning stage to the accountability report carried out by the community itself. Evaluation of input, the implementation of the prospect is carried out with instructions delivered by the companion and carried out in accordance with the direction of the companion. Process evaluation, the allocation funded by prospects is used for the basic needs of the community in which building infrastructure, the economy and also financing institutional activities. (2) Factors that serve and support, support and appropriate solutions to carry out evaluation prospects in the institutional and economic fields of 2014-2018. That is, there are still village heads / lurah, assistants at the time of fund issuance often cut and prospects that are the right of the community, lack of socialization carried out so that the beneficiaries carry out activities not in line with expectations and are not sustainable. the technical guidelines must be issued early in the year so that the process in the field can go according to plan.

Abstract

This article is the brainchild of the government's policy plan that will do the rupiah redenomination. As we ketahu that the core of the currency redenomination is a simplification of the digits disappear rupiah. The study in this article analyzes the impact of more negative and positive when the rupiah redenomination policy actually done by the government. History, concepts and economic analysis both micro and macro equipped in this article. some case studies on the impact on the economy in Indonesia to be part of exciting to be associated with the redenomination policy. The final conclusion of this article suggests that if done then the rupiah redenomination policy needs to be studied more in depth about the impact on society, and not just the mere pursuit of prestige. Thoroughly and gradual socialization is an important recommendation in this article.

Abstract

This study aims to find out the implementation of the primary high leadership position selection system (JPT) openly in jayapura district government and to parse the factors that hinder its implementation. The method in the study is a descriptive method with a qualitative approach. The data was collected with in-depth interviews with research informants. In addition, it is supported by field observations as well as through documenting. Informants are determined by purposive techniques. Data analysis includes reduction, presentation and drawing conclusions. The results of this study show that the implementation of JPT selection has not been in accordance with the objectives to be achieved. These factors are influenced by the lack of desire and motivation of the apparatus to participate in the selection. Another factor that causes the implementation does not go well is due to the low competitive spirit of the apparatus concerned accompanied by unpreparedness. While from asn from outside Jayapura district is due to the high cost of needs, inadequate aspects of facilities and infrastructure, as well as comfort factors in the current position. While other inhibitory factors indicate that communion to prospective selection participants has not been effective with a narrow scope.

Abstract

This article examines the process in the planning stages of the Village Fund Allocation (ADK) as well as the factors inhibiting and supporting ADK in Mamberamo Raya district. This research uses a qualitative approach with descriptive analysis. Observation data through observation, documentation and in-depth interviews with information consisting of the Head of BPMPK, the Head of BPKAD, the Head of the Legal Department and the P3MD Expert. Abstract

The Smart Indonesia Program through the Smart Indonesia Card Program is a priority program of the President of the Republic of Indonesia, Ir. Joko Widodo is specifically designed to help children from poor or disadvantaged families to continue to get education services until they have finished secondary education or equivalent. The purpose of this study is to be able to analyze the implementation of the KIP program and identify things / factors that influence the implementation of the program, seen from George Edwards III aspects of communication, resources, disposition, and bureaucratic structure. This research uses a qualitative descriptive approach with data collection techniques through in-depth interviews (in-depth interviews), observation, and documentation studies. The results of the study showed that the implementation of KIP in Tanjung Ria SDN Inpres Kota Jayapura seen from the aspect of communication had not been effective. This can be seen from the lack of level of understanding of information from the recipient to the executor which contains clarity, among others: The absence of a Technical Guide, and the absence of Standard Operating Procedures for the implementation of the policy in the school. Viewed from the aspect of resources (human and financial), it is not effective. This can be seen from the lack of professional management human resources, and the process of channeling funds that are not yet on target. Viewed from the aspect of disposition (attitude of the implementer) shows the executor's responsibility to the recipient. This can be seen from the fact that the recipient is not yet satisfied. And from the aspect of bureaucratic structure the results showed that the management team that had been formed had not run well within the Tanjung Ria SDN Inpres Jayapura City. Abstract

llage Fund Allocation is a policy issued by the government to spur development starting from the periphery, namely building from villages and villages. The hope is that with the Village Fund Allocation disbursed by the central government it can spur development growth and stimulate self-reliance and improve the standard of living of the community at the village or village level. Therefore, this study aims to describe and analyze the implementation of the Village / Village Fund Allocation policy in Sinak Barat District, Puncak Regency, Papua Province. As well as exploring the supporting and inhibiting factors in implementing the policy. Then the research method used is descriptive qualitative with data collection techniques in the form of interviews and observations. Then data analysis includes data reduction, data exposure, and drawing conclusions. The results show that if it is viewed from the aspect of communication and information dissemination has been carried out properly, with communication and coordination in each program agenda of the Village Fund Allocation. In the resource aspect, Sinak Barat District, Puncak Regency has an adequate quantity of resources and meets the sufficiency aspect, but in terms of quality it is still lacking. The disposition runs quite well based on the commitment and involvement of every institution at the village level. Then, the Bureaucratic Structure is based on the authority and responsibility given in accordance with their respective main tasks and functions. Then, the supporting factor is the high enthusiasm of the village community to be involved and participate in implementing the Village Fund Allocation policy. While the inhibiting factor is the problem of conflict which often hinders, because in the event of a conflict, the Village Fund Allocation budget is diverted to resolve the conflict. In addition, part of the budget is also earmarked for sudden health problems to treat people who are sick or dying, so the allocation of village funds for development becomes less effective.

Abstract

This research was conducted at the Mimika Regency Regional Civil Service Agency. The researched problems aim to find out any indication of apparatus placement that is not in accordance with the regulations. Therefore this research requires primary and secondary data. The data is obtained through direct observation or observation, questionnaires and interviews. Once collected, it is then analyzed using qualitative descriptive techniques, namely an analysis that seeks to provide a detailed picture based on the reality in the field and the results will be presented in tabular form and equipped with descriptions and supporting information to draw conclusions and give some suggestions. The formulation of the problem of writing this thesis is how the placement of the Apparatus in the Regional Personnel Agency of Mimika Regency. The purpose of this research is to determine the implementation of the placement of the Apparatus in the Mimika Regency Regional Civil Service Agency. In this study, the implementation of apparatus placement at the District Civil Service Agency, Mimika is measured by 5 indicators, namely, existing academic education / achievement, secondly experience, third is physical and mental health, fourth is marital status, and the fifth is apparatus age. Based on the results of the author's research, it can be concluded that the implementation of the placement of employees at the Regional Personnel Agency of Mimika Regency has been carried out well. Because in accordance with the factors considered in the placement of Regional Civil Servants.
