Abstract

This study aims to describe and analyze the implementation of Regent Regulation No. 8/2017 on the Performance Appraisal Team for Job Promotion in Mamberamo Raya Regency. and to analyze the supporting and inhibiting factors that influence it. The research method used is descriptive - qualitative by conducting direct observation, in-depth interviews, and documentation study. The data analysis process includes data collection, data reduction, data presentation, and drawing conclusions. The results showed that the implementation of the Mamberamo Raya Regent Regulation No. 08 of 2017 concerning the Performance Appraisal Team in Promotion of Position in the Mamberamo Raya Regency government has been going well. From the aspect of communication and information dissemination, coordination between institutions has been carried out. In the aspect of resources, it has sufficient quality and quantity to meet existing needs. Then the office facility environment is adequate to support performance. The disposition runs quite well based on the SOP and planning for allocating special budgets and the Bureaucratic Structure of the division based on the SOP and the authority and responsibility given according to the main tasks and functions of each field. Then, the supporting factor is that there are so many ASNs that meet the criteria for promotion. While the inhibiting factor is the problem of delay or lack of dissemination of information regarding selection for promotion to ASN, so that many ASN do not know about it.

Abstract

The provinces of Papua and West Papua have a wealth of cultural characteristics ranging from language to customary institutions that are formed within each cultural tribe. Customary institutions in Papua are known as institutions that play an important role in assisting development issues, both regional development and Papuan people. Therefore, the regional government of Papua Province, especially the Regional Government of Jayapura Regency, is in order to improve the synergy of services between the two institutions in one management to the community, especially indigenous peoples in the Jayapura Regency area. The Jayapura Regency Government emphasizes this, in a collaboration model between the two institutions, resulting in synergy between customary institutions and the government. The collaboration model of the two institutions is outlined in the Jayapura Regency Regional Regulation number 8th of 2016 concerning Traditional Village. This customary village development program has received a good response, among the indigenous people of Nambulong, especially the indigenous people of Kampung Ketemung, which is in the area of the Grime nature reserve area. Since 2007 the Adat institution of Ketemung village began to build traditional houses with the independent of the indigenous people, then in 2014 the Regent of Jayapura officially declared Kampung Ketemung as a Traditional Village, which was marked by the laying of the first roof by the Regent of Jayapura. This research study aims to see how the collaboration model between the two institutions, as well as the factors that influence the implementation of the policy, both supporting factors and inhibiting factors. In transferring information about this research, the researcher uses three methods, namely observation, interviews and documentation. The results of this study show that the collaboration model in the Ketemung Traditional Village has been seen in the bureaucratic structure and also the activities carried out in the village, whether it is indigenous women's activities, education to deliberation activities However, in running the governance of the Ketemung Ondoafi Traditional Village, there are many challenges both from the previous village government and from the current head of government. Therefore in this study the researcher suggests that the Jayapura Regency government be made a legal basis that guarantees ondoafi in carrying out the presentation. ntahan in collaboration with the government.

Abstract

Progress and problems of regional development in Papua special autonomy to the era, including the implications for public policy and the central government had made this region. Various public policies implemented since the former Dutch East Indies colony was integrated into the 1962's the Republic of Indonesia. A variety of public policy at the positive and negative implications for regional development and community development. Similarly, the 2001 special autonomy has also developed a variety of public policy. It is not known for certain whether public policies that have been through a process step that is true or not, according to the rules of science to public policy. Moreover, knowledge of public policy that is multi-disciplinary and inter-discipline can be said is a relatively new field of science in the curriculum of higher education in Indonesia. Abstract

This study aims to describe and analyze policies to improve the quality of Human Resources, work discipline, and career development at the Nabire Regency Transportation Service, as well as examine the factors that support and hinder their implementation. This research is a qualitative descriptive study. The location of the research is the Department of Transportation of Nabire Regency with the consideration of the accessibility of the researcher. The data collection techniques used are interviews and observation. Informants were selected purposively. The research instrument used was an interview guide and a recording device. Data analysis includes data preparation, data processing, data coding, data description, and data interpretation. The results showed that the policy of improving the quality of human resources was carried out by increasing soft skills (skills) by including Education and Training & Bimtek and hard skills (knowledge) by encouraging continuing higher education; implementing an online attendance system to monitor the punctuality of work, as well as the implementation of cutting performance allowances for employees who are often undisciplined; implementation of promotion and selection of open positions for personnel career development with indicators of employee performance appraisal and education level. The supporting factors are the institution's commitment to facilitating personnel to increase knowledge and skills, work discipline supported by a monitoring and evaluation system of employee work discipline, and career development with institutional commitment that fairly provides opportunities for all personnel to develop careers. The inhibiting factors are the willingness of employees to move forward to develop their quality, lack of socialization regarding Education and Training and Technical Guidance, lack of budget and quotas in training implementation, lack of personnel awareness regarding work discipline, and lack of existing personnel initiatives to develop their careers.

Abstract

The purpose of this study was to determine the performance of public services carried out by officials in the Yobeh Village, Sentani District, Jayapura Regency, and to find out the effect of the training carried out on the officers in the Yobeh village, Sentani district, Jayapua Regency. The research method used is descriptive qualitative to describe and analyze the evaluation of the implementation of the apparatus development policy of Yobeh village, Senani District, Jayapura Regency. The technique of determining the informants used was Pusposive, while the data collection included in-depth interviews. Data analysis in the form of data reduction, data display and conclusion. The results showed that first, the managerial approach and policy were the most dominant factors in the implementation of government apparatus development policies. Second, the village head is implementing the village apparatus development policy. Support in the form of policy facilities and infrastructure is tailored to the concept of the need for deliberations and meetings related to the implementation of the village program. The lack of guidance from other institutions such as the district and local governments has resulted in a lack of capacity of village officials in carrying out their duties and functions. Third, cultural factors are the most dominant factor in delivering quality public services.

Abstract

This article aims to analyze the Strengthening Factors in Implementing Non-Smoking Area Policy in Jayapura City Government Agencies. This type of research is a qualitative descriptive study with the focus of research analyzing the Strengthening Factors in the Implementation of the No Smoking Area Policy in Jayapura City Government Agencies, which consists of organizational appeals, internal supervision and application of sanctions. Data was collected through interviews with key informants as well as the Law Enforcement Team for Non-Smoking Regional Regulations (KTR Regional Regulations). Data analysis consists of the stages of Data Condensation, Data Display and Conclusion Drawing / Verifications. The results showed that based on the reinforcing factor, the Agency that violated the KTR Regional Regulation only received SP1 or SP2, no sanctions had yet been applied in the form of imprisonment for a maximum of three months or administrative fines as stated in the Jayapura City Regulation No. 7 of 2009 concerning No Smoking Area

Abstract

This article is the result of an assessment of the problematic developments in Papua District implemented. authors focus on the changes to the District Sub as mandated special autonomy law. In fact to date has not been set by regulation District Autonomy, consequently regencies / cities in Papua still use a set of national regulations in the District. so that changes in the District of Papua is not in accordance with the mandate of the Special Autonomy Law. So that District in Papua is still the same as before the District enacted the Special Autonomy Law. The discussion in this article examines the arrangement of the authorities of the district, with the concept of authority district in Papua should be in accordance with the geographic characteristics, population and territory of Papua. structuring of authority district in Papua can be done with a partial withdrawal of delegation and authority of the regents / mayor.

Abstract

in terms of the recruitment of the Police Brigadier at the Papua Police. Then to describe and analyze the factors that support and hinder the implementation of the Papua Special Autonomy Policy in terms of the recruitment of the Police Brigadier at the Papua Police. This study uses a qualitative descriptive research approach by relying on data from interviews with informants, observation and research documentation. The results showed that the implementation of the special autonomy policy in the recruitment of Police Brigadiers at Polda Papua which includes the content of the policy (contens of policy) and the implementation environment (context of policy), has gone well and in accordance with what was targeted. The benefits of this are very much felt, especially Papuans who can compete and be accepted as a Police Brigadier through the Papua Special Autonomy Policy. The supporting factors are internal factors that exist within the National Police itself, namely the principles of cleanness, transparency, accountability and a humanist side and the concept of Local Boy for Local Job in implementing the implementation of the Papua Special Autonomy Policy in terms of the recruitment of Police Brigadiers at the Papua Police. Meanwhile, the inhibiting factor is the lack of consistency between the implementation instructions (Julkak) and the technical guidelines (Juknis) and the implementation in the field.

Abstract

Village Fund Allocation is a policy intended to carry out development starting from a small government unit. With the allocation of village funds as a balance fund from the center, it is hoped that it can accelerate development growth at the village level, which is spread across all districts in Indonesia, including Tolikara Regency. For this reason, the purpose of this research is to first examine how the implementation of the Village Fund Allocation policy in 2019 in Tolikara Regency, then to examine the supporting and inhibiting factors in its implementation. The research method used is descriptive qualitative. With the research location focused on Kembu District, with considerations of accessibility. The technique of determining informants is carried out by snowball, for those who are considered to know the research problem. Then, the data collection techniques used were observation and interviews, then the research instruments included, interview guides, and recording devices. Data analysis techniques through the stages of data categorization, data description and data interpretation. The results showed that the implementation of Village Fund Allocation policy in Kembu District when viewed from the aspects of interest, types of benefits, degree of change, position of policy makers, implementers and the resources used were appropriate and right on target. Although experiencing several obstacles such as aspects of management and program implementation. The supporting factors are the high spirit of mutual cooperation in carrying out activities, while the inhibiting factor is the lack of quality of Human Resources in the management of Village Fund Allocation, as well as geographical conditions that affect the distribution

Abstract

The purpose of this study is to determine and analyze the implementation of the policy of Law Number 7 of 2017 concerning the General Election of the Regional People's Representative Council (DPRD) in Central Mamberamo Regency. This study uses a qualitative method. Data collection techniques using interviews and observation. From the results and discussion of this research, that the results of the legislative elections there are those who feel dissatisfied with the performance of the General Election Commission of Central Mamberamo Regency, after the implementation of the stages but with some requirements for improvement still must be improved in the performance of the General Election Commission. Furthermore, the service as a member of the General Election Commission also participates in hearing input or instructions by the regional head which is the work target of the General Election Commission of Central Mamberamo Regency. In the previous year and until the 2019 legislative general election, the performance of the general election commission was unprofessional in the attention of the people of Central Mamberamo Regency, with the results of the work or policies and decisions of the General Election Commission resulting in conflicts in the region.
