Abstract

The provincial government is currently processing the document of the Governor of the Regulation and Control of Population growth in Papua province. Human Resources Development Agency (BPSDM) Papua province is doing some work programs in order to prepare and establish regulations in question. Population policy is an implementation of Law No. 21 of 2001 on Special Autonomy for Papua Province and Papua Provincial Regulation (Perdasi) No. 15 of 2008 on population. The focus of this rule is more dominant set the field of migration as the dominant factor causing population growth in Papua. It is planned that this rule would regulate the field of birth and death also, because in theory the cause of population growth is not only influenced the migration aspects but also aspects of death and rebirth. The difference between outmigration and inmigration is net migration. If inmigration then the addition of more residents in the region, and vice versa. If born population more than the death of the accretion occurs naturally (natural increase of), and vice versa, so regulation of the Governor's supervision and control of population growth should regulate the field of migration, births and deaths of the population.

Abstract

Election is a democratic party that guarantees freedom, justice and equality for individuals in determining leaders in the executive and legislative fields. In every stage of the election process, there must be opportunities for problems, errors and violations such as violence, buying and selling of votes, and manipulation. It is undeniable that violations that include manipulation of election regulations, voter choice and electoral administration in the implementation of the recapitulation of the results of the vote count at the district level, still color the implementation of elections. The purpose of this study is to find out, analyze and describe the forms and factors that influence electoral malpractice in the recapitulation of the results of the calculation of the votes acquired by the candidates for members of the Waropen Regency DPRD at the district level in the 2019 Election. The research method uses a qualitative descriptive approach. Collecting data using in-depth interview techniques and active observation. Research informants are Election Organizers and Secretariats and Election Contestants. Data analysis techniques through the stages of preparation, codification, topic description, and data presentation. The results of the study indicate that there were electoral malpractice actions that occurred before and during the recapitulation of the results of the counting of district-level votes in the Election for Candidates for Members of the Waropen Regency DPRD in 2019 in the form of manipulation of voter choices and manipulation of electoral administration. Factors that influence the occurrence of electoral malpractice are the negligence of the election organizers and the existence of vote buying by election participants (candidates) against the election organizers

Abstract

Human Resources (HR) with important quality are optimized to support the implementation of accelerated development. This research was conducted at the Yahukimo District Health Office, with a focus on the implementation of policies on the development of the quality of Human Resources and the supporting and inhibiting factors for HR development. This research paradigm is qualitative with descriptive research type. The technique of determining informants uses the technique snowball. Research informants. Primary data collection is done by interview (interview), observation non participant. Secondary data were obtained from manuals, reports, newspaper clippings, and literature relating to research problems, such as books and journals. Methods of data analysis through stages of reduction, data presentation and taking conclusions. The results showed that the implementation of the human resources development policy of the Yahukimo Health Office with Edward III mode showed that the communication and policy guidelines for the HR development of the Yahukimo District Health Office had gone well. The relationship is built from the line hierarchy of the department head to the related fields. The head of the department entrusts the head of the Technical SDK to carry out their duties and functions according to the guidelines and instructions. The Department of Health's resources are severely short on the number of health workers in the field. The number of Puskesmas in Yahukimo Regency with a total of 33 does not match the composition of the existing health personnel. The disposition or tendency of employees at the Health Office in implementing HR development policies is carried out with regular coordination between the head of the department and subordinates. This cross-coordination can be carried out not only on a top-down but also bottom-up basis according to the hierarchical structural coordination line. The bureaucratic structure for implementing HR development policies has SOPs that include an Integrated Recording and Reporting System, Integrated Technical Guidance SOPs and Civil Servant Performance Target SOPs. Support for Policy Implementation is the absorption of the Special Autonomy Fund of two billion Rupiah which is specifically allocated for employee education. Meanwhile, the obstacles cover three things, namely the lack of technical guidance and training, minimal budgetary resources, and inadequate access to transportation.

Abstract

This article aims to explain and analyze the efforts of the Papua Province government in facilitating the settlement of the boundaries of the Jayapura City Government with the Jayapura Regency Government, then to find out and analyze the factors that support and hinder the efforts of the Papua Province government in facilitating the settlement of the boundaries between the Jayapura City Government and the Regency Government. Jayapura and third, to find out and analyze the social impacts that occur in the scope of border communities and the solutions provided by the Papua Provincial Government in facilitating the settlement of the boundaries of the Jayapura City Government with the Jayapura Regency Government. This study uses a qualitative research method approach (qualitative research) that seeks to construct reality and understand its meaning, so it is very concerned about the process, events and authenticity. The data analysis technique used in this study is interactive analysis. This model has four components of analysis, namely: data collection, data reduction, data presentation, and drawing conclusions. The results showed that the Strategy for claim settlement turned out to have been carried out several times mediated, facilitated by the Government of the Governor of Papua, of all the mediations carried out did not also get a bright spot regarding the problem of resolving border claims. Because, the two disputed local governments still survive based on the legal basis that they guide each of them. Factors supporting the implementation of the policy to handle regional boundary claims between Jayapura City and Jayapura Regency related to the laws and regulations regarding the handling of regional boundary claims have been implemented to the maximum extent at all levels. While the inhibiting factor is the uncertainty of one of the parties to the dispute regarding the exercise of authority carried out by the Papua Province government. In the exercise of its authority, the Papua Province government is less socialized to the bureaucratic ranks of both parties to the dispute, the limited budget and the shortage of personnel in the settlement of the poultices. the limit in the field. Abstract

The purpose of this research is to highlight two things, namely, first, the issue of the process of determining the policy agenda for the expansion of districts in Papua Province. Second, the determinants that support and hinder the division of the District in Papua Province. The research method used is descriptive qualitative. With the research location in Papua Province. The technique of determining informants is carried out by snowball, for those who have knowledge of the proposed district expansion areas in Papua Province. Then, the data collection techniques used were observation and interviews, then the research instruments included, interview guides, and recording devices. Data analysis techniques through the stages of data categorization, data description and data interpretation. The results show that firstly, the preparation of the expansion policy agenda in Papua province, when viewed from the regulation of the Special Autonomy Law in general, contains the importance of reviewing aspects of the locality of Papua Province, therefore it is possible to produce affirmative policies as an alternative to contextualizing the locality with national policies related to expansion. District in Papua. Second, the supporting factor is that with a variety of resources owned, the state or government can provide opportunities to improve the quality of human resources in the regions, especially Papua Province through the policy of regional expansion. Then the inhibiting factor is the dilemma of the expansionary requirements and in fact contradicts the context of the Papua Province region.

Abstract

This article aims to analyze the implementation of priority work programs in Village Administration Management in Mulia District, Puncak Jaya Regency. And then analyze the factors that hinder the implementation of priority work programs in Village Administration Management in Mulia District, Puncak Jaya Regency. And then analyze the efforts made in implementing priority work programs in Village Administration Management in Mulia District, Puncak Jaya Regency The research method: is a qualitative descriptive with 12 informants, observation collection techniques, interviews and literature study. The analysis techniques are data display, reduction, grouping and conclusions. The results of the study: first, the implementation of priority work programs in Village Administration Management in Mulia District, Puncak Jaya Regency is quite good. such as in communication, outreach has been made to the Village Government in District meetings. To provide explanations related to priority work programs in village administration specifically in population administration. The resources are sufficient, then the disposition in each village has been arranged to be able to support the implementation of the program even though it is not optimal. Then the bureaucratic structure has been implemented quite well. Second, the factors that hinder the implementation of priority work programs in Village Administration Management in Mulia District, Puncak Jaya Regency, namely the problem of human resources that is still lacking, besides that communication problems that cannot be understood by village officials make the implementation of priority programs not running optimally. Apart from that, the bureaucracy structure is less efficient and less dynamic. Third, Efforts made in implementing priority work programs in Village Administration Management in Mulia District, Puncak Jaya Regency by conducting training, guidance as well as formal and informal education for village officials to increase the knowledge of village officials. In terms of bureaucratic structure, there are efforts to improve the existing structure in coordination with the District Government of Mulia, Puncak Jaya Regency.

Abstract

Research on Indonesia’s national ideology as a glue of national identity, has been one of the most interesting theme in the study of modern Indonesia. Due to its geographical condition, maintaining natinalism of the people living in the border area is one of the changes of Indonesian government. The mode of internalization of  national ideology is needed. This research describes about the common problems faced by people living in the  borders areas and the need of searching and development of a mode of internalization of Indonesia’s national ideology. This research found that in general, the people’s feelings to be Indonesian are well mainatined and surprisingly fertilyzed naturally. However, new form of internalization of natinal ideology needed to be organized and applied in the border area to prevent centiments and eradication of national identity. This study examines the existing condition in the three borders areas: (1) NTT – Timor Timur, (2) Papua – PNG and (3). Kalimantan Barat, Kab. Sanggau  – Malaysia. To gather data and information, visit to the border of Sanggau – Entikong was taken place in November  2009. Intensive visit, Interviews, focus group discussion, questionaires are employed in this study.

Abstract

This study aims to describe and analyze in depth the implementation of the Village Fund Allocation policy in Adoki Village, Yendidori District, Biak Numfor Regency, Papua. And look at the factors that support and inhibit it. The research method used is descriptive qualitative. Data collection techniques in the form of interviews and observations. Data analysis includes data reduction, data exposure, and drawing conclusions. The results showed 3 priority programs, namely the field of village administration, development implementation, community development, and for urgent needs. However, during the Covid-19 pandemic, the use of the budget was diverted to the BLT (Direct Cash Assistance) program to support the resilience of the village community to face the pandemic. In the implementation of the Village Fund Allocation policy, in the communication aspect, the distribution pattern is carried out in a structured manner with coordination between institutions at the village level and billboards are also installed as a medium for implementing activities and transparency of budget use at the village hall. In the aspect of resources, all relevant stakeholders at the village level, namely village officials, assistants and the community in the management and implementation of the program, have been limited to supporting facilities. In the Disposition Aspect, the leader proactively socializes with his staff to do a good job in order to maintain public trust. Apsek Bureaucratic Structure used Standard Operating Procedures from the Ministry of Villages for budget management and use and used as a reference in the division of tasks. Supporting factors include the involvement of all relevant stakeholders in the institutional aspect, then village leaders are more proactive in socializing the Village Fund Allocation Program. And the inhibiting factors are the lack of facilities in the management aspect, and the limited facilities and infrastructure that support the implementation of activities.

Abstract

Village Fund Allocation (ADK) basically can trigger independent village government in managing potential and resources. Regulations made by the village government in this case must reflect community involvement. Regulations must regulate institutionalization that ensures the public can participate in development programs. Data from the Central Bureau of Statistics for Yahukimo Regency in 2018 shows that all villages in Ninia District are independent villages, where almost all of the people are able to meet their needs by holding them independently. The purpose of this research is to know and describe the implementation of ADK in detail as well as to find out the supporting and inhibiting factors for implementing ADK policies in Ninia District, Yahukimo Regency. This type of research is descriptive with a qualitative paradigm. Location in the District Government of Ninia, with the consideration that the location is easy to reach. Focus on describing the implementation of the Village Fund Budget (ADK) policy in Ninia District, Yahukimo Regency. Sources of data were obtained from primary data obtained directly from the source, namely the Head of the Ninia District, the Secretary of the District of Ninia, the District Staff of Ninia and the Head of the Ninia Village and the Village Apparatus. Secondary data were obtained from documents, records and reports. Collection techniques using observation, interviews, documentation and literature study. Data analysis consisted of reduction, presentation and conclusion drawing. The results showed that the ADK policy communication was carried out between the village administration and the community components or traditional institutions. All resources play an important role in minimizing resistance to the development planned by the government. In terms of disposition, the leadership involved village institutions in all stages of allocation. The policy bureaucratic structure depended on the guidelines and aspects of the involvement of all parties. ADK is used for physical developments such as housing and clean water facilities to meetthe needs of the population

Abstract

This article aims to knowing and analyzing the effectiveness of population document service policies in the Making of Family Cards and E-KTP in Jayapura City Population and Civil Registration Service, Knowing and analyzing factors that support and hinder the effectiveness of population document service policies in making Family Cards and E-KTPs at the Jayapura City Population and Civil Registration Service, and Knowing and analyzing efforts to improve the effectiveness of population document service policies in making Family Cards and E-KTPs at the Jayapura City Population and Civil Registration Service. This study uses a qualitative research method approach that seeks to construct reality and understand its meaning, so it is very concerned about processes, events and authenticity. The emphasis of qualitative research is intended to examine the condition of the subject, by finding and finding information through limited but in-depth case studies with a holistic description. The results of the study showed that the effectiveness of the Population Document Service Policy in the Making of Family Cards and E-KTPs at the Jayapura City Population and Civil Registration Service had been carried out in accordance with applicable procedures and regulations. The Jayapura City Population and Civil Registry Service pays attention to the five aspects mentioned above, namely tangible, reliability, responsiveness, assurance and empathy. Supporting Factors for the Effectiveness of Service Policies for Population Documents in Making Family Cards and E-KTPs at the Jayapura City Population and Civil Registration Service include: transparency of services provided and adequate infrastructure, while inhibiting factors consist of: apparatus resources possessed, community awareness in do services, facilities and infrastructure that exist and the distance between Districts and Sub-Districts to Jayapura City. Efforts to Overcome Problems of Service Effectiveness of Population Documents in Making Family Cards and E-KTPs at the Jayapura City Population and Civil Registration Service include: conducting programs, providing services that are not burdensome and difficult for the community, proposing procurement of service support facilities, and accelerating development street access to the capital city.
